Aside from Reynald Lim, there’s former Palawan Governor Joel Reyes and his brother, former Coron Mayor Mario Reyes, suspects in the murder of broadcaster doctor Gerry Ortega. Their capture is worth P2 million each.

There’s also retired Army Maj. Gen. Jovito Palparan, wanted for the disappearance of two University of the Philippines students Sherlyn Cadapan and Karen Empeño in Bulacan in 2006. Information about his whereabouts is worth P1 million.

Communications executive JB baylon, who is also chief fundraiser for the Philippine General Hospital said there’s also a P1,500 reward for “alias Berting”, a pickpocket victimizing students along Taft Avenue.

The way President Aquino welcomed Napoles, who is being investigated for allegedly diverting P10 billion worth of government funds to her and other politicians personal funds, even accompanying her to Camp Crame and making sure that she is given a room of her own while in detention for illegal detention of business associate,Benhur Luy, should be an incentive to the Reyes brothers and Palparan to also surface. With the right connection (get a lawyer who is close to Presidential Spokesperson Edwin Lacierda) you will also get a presidential welcome.

Lawyer Harry Roque released this statement by Center for International Law and Concerned Citizens Movement expressing their concern “that the President’s decision to allow Napoles to surrender to him, while legal, may have been unwise.”

CenterLaw and CCM said, “Certainly, Napoles could have surrendered herself to any SPO1 or to the nearest police station. She did not have to surrender to the President himself. The fact that the President allowed her to surrender to him may send a message that administrative allies may be spared from the ongoing investigation of irregularities on the spending of the PDAF.

“People expect Napoles to sing. The fact that she surrendered to the President may be viewed by the people as a signal that she will only implicate those in the opposition,” the statement said.

Roque, Chair of Centerlaw and co-convenor of Concerned Citizens Movement, said the investigation into the pork barrel should include everyone most especially those in the administration. “The kind of abuses that were committed by Napoles could only have been done by those in the political majority. Everyone involved should be investigated regardless of their political affiliation,” he said.

    Very bad taste ang pagtanggap ni Pnoy kay Napoles, at pag-scort niya sa queen of pork barrel scam sa Camp Crame. Kahit ano pa ang paikot nila sa kwentong ito, alinlangan na ang mga tao.

    Kunwari ay transparent sila kaya nagpalabas ng maraming photo sa surenderan blues sa Palasyo, at nagkwento si Lacierda na nagtagpo/sinundo niya si Janet sa sementeryo.     The accolades earned by Visayan Forum Foundation Inc. (VFFI), an NGO popular worldwide for its rescue of trafficked women all over the Philippines, were the envy of similar orgs. Most especially those of its President and Exec. Dir. Ma. Cecilia Flores-Oebanda, a former New People’s Army amazon turned anti-trafficking and human rights advocate.

    In 2005, the US Department of State considered VFFI’s partnership with the Philippine government and private shipping companies as one of the international best practices for anti-trafficking. During the celebration of the Bicentenary of the Abolition of the Slave Trade Act in 2007, the British Government named Oebanda as one of the Modern-Day Abolitionists.

    In 2008, Oebanda was awarded with Skoll Award for Social Entrepreneurship at the Oxford University. The US Department of State in its 2008 Trafficking in Persons Report recognized Oebanda as one of the modern day anti-trafficking heroes. The US Department of Labor also gave her the Iqbal Masih Award for the Elimination of Child Labor that same year. In 2010, Oebanda became the recipient of the Anti-Slavery Award from the Anti-Slavery International. She also became honorary awardee of the 2011 World’s Children’s Prize for Rights of the Child whose patrons include H.M. Queen Silvia of Sweden and Nelson Mandela. Aside from that, Caritas Switzerland also awarded her with the 2011 Prix Caritas Award for her involvement in the struggle against child prostitution, child trafficking and child labor.

    These efforts made the Philippines improve its grade in it’s anti-trafficking activities such that we were removed from the Tier 2 list of trafficking countries.

    Soon, international funding for her org came easy, her group was able to establish halfway houses in major ports in the country. In Manila alone where four such houses were built, they claim to rescue up to 60 minors weekly, mostly females intended for the sex trade or child labor. The humanitarian efforts of Bill and Melinda Gates took notice and gave her org about a million US Dollars to train their rescued women to develop computer skills, among their many fund supporters.

    But all that ended last year when the USAID sued them for fraud. The USAID claims VFFI used fake receipts and overstated their expenses to liquidate their US Govt-funded
    halfway houses via a $300M donation.

    TAKE NOTE, the investigations were handled by NBI who got some of Oebanda’s staff to reveal the details of the fraud, which she quickly dismisses as false.

    At present, all international funding to VFFI has been suspended.

  8. How does this connect to the Napoles issue?

    First, the VFFI case was a product of the collaboration of the NBI/DOJ, US Embassy, other gov’t office and some VFFI employees.

    If the DOJ had not been tipped off by the embassy, it would not have known of this scam.

    I speculate that the embassy had similar funds audited and may have encountered one or more Napoles NGOs in the process. After all, the practice of ghost projects are not new things we just discovered yesterday. Or the NBI stumbled upon this scam by themselves.

    Since last year to this date, the NBI was in possession of come evidences to pin Napoles, but not those in “the other camp”, they needed eyewitnesses and solid evidence and the will to speak against the powerful co-conspirators.

    How do they begin the drive forward to prosecute this case without making it appear like a demolition job against the opposition?

    You begin with kidnapping. And all other evidences are “discovered” along the tracks.

    Note, the case related to the pork barrel scam is yet to be filed, that is, after more than one month that it appeared on the news.

    The main scriptwriter is still feeling the pulse of the audience. Let’s see where this story goes.

    President Benigno Aquino III said he received Janet Lim-Napoles in Malacañang to accept her surrender and offered to take her to Camp Crame to “impress on everyone” that he wanted her “alive.”…..

    “Part of the decision was Palparan’s case. He insisted that he had to talk to me first before he submitted. I said, ‘Why would you make demands? You have a warrant of arrest that you have to face.’ I refused to meet him. [Had I] met him, I wouldn’t be looking for him now,” Mr. Aquino said.

    “In this (Napoles) case, we already have a chance (to get her). So I grabbed it,” he said.

    Arvin I agree with you that Napoles is the least of the Criminals if you consider all the circumstances, including the conspiracies of the Lawmakers which themselves were all under the Constitution of the land have taken a Solemn Oath to abide by the law and uphold the Constitution and the fundamental laws of the land, and in this case, the alleged lawmakers not only broke the law, but were major players in one of the largest Corruption scandal…and yes Napoles is the victim of the system same as the Ampuatuan Victims and the media and its practitioners and the Public at large still have the pleasure of making fun in the seriousness of the very sad and scandalous affair and this will be added in the pages of the history as one among them. just another chapter. only to be told to the next generation that it did happen.
