Lost letters in Palace hint deeper leadership problem

Now we know there is a problem with Malacanang’s communication system. Whether Malacanang knows that is a completely different matter.

Two letters that later on became of national, even international, importance did not reach President Aquino. The first one was a letter from the late Jamalul Kiram III sent in 2010 in the first few months of the Aquino presidency and the other one was just last year from Maria Teresa Martinez, mother of Michael Christian Martinez, the 17-year old who, for the first time, enabled the Philippine flag to fly proudly in the Winter Olympics by making it to the finals of the 2014 Winter Olympics figure skating competition in Sochi, Russia. This, despite lack of financial support from the government.

Kiram III was one of the heirs of the Sultan of Sulu, who has the title to a large part of the mineral-rich Sabah in North Borneo, which is occupied by Malaysia. The Philippines, by virtue of the authorization by the Sultan of Sulu, is claiming Sabah, which Malaysia, five decades ago, included as its territory.

Kiram III wrote Aquino asking for an appointment as he wanted to seek his help in correcting the onerous setup of Malaysia paying a measly sum for Sabah while maltreating Filipinos, hundreds and thousands of them, in the territory.

Jamalul Kiram IIINot getting any response from Malacanang , Kiram III took the matter into his hands and last year, sent his followers to Lahad Datu, a village in Sabah, which led into a bloody confrontation with Malaysian forces.

Malaysia also renewed its brutal immigration sweep forcing thousands of Filipinos out of their homes in Sabah fleeing to the sea.

Malacanang later explained that Kiram’s letter was lost “in the bureaucratic maze.”
While Kiram’s letter was delivered the traditional way, by messenger, Mrs. Martinez sent her letter by e-mail:op@gov.ph, which was opened to show the accessibility of Aquino to the public.

In an interview with Yahoo, Philippines, Martinez said, “On October 2013, I wrote the Office of the President, via email, requesting for assistance/direction on how we can inform President Aquino that my homegrown athlete son, Michael, has qualified in the 2014 Winter Olympics and that we badly need the government’s financial support.”

Communications Secretary Herminio Coloma, Jr. said they never got the letter from Mrs. Martinez and surmised that it went into the spam folder which they don’t open for security reasons.

We are using the word “surmise” because Malacanang is not sure about the “spam” excuse and is reportedly still “investigating” their non-receipt of Martinez letter.

We are wondering then, what’s really the problem in Malacanang. Is it the communications system? If the problem is competence of the people manning the communications system, maybe, maybe there is still room for improvement in the last 28 months of the Aquino presidency.

Michael Martinez proud of where he comes from.But we sense a deeper problem: The leadership’s attitude.

In the case of Kiram III, Aquino and his advisers were dismissive of Kiram III’s cause and were more concerned about not displeasing Malaysia, which brokered the peace agreement between the Philippine government and the Moro Islamic Liberation Front.

In the case of Martinez, Coloma said the President’s instruction was, given the government’s limited resources, “support should be prioritized for events where Filipinos athletes have a good chance of winning.”

There is something wrong with this policy. It runs counter to the essence of sports and the spirit of sportsmanship which is, in the famous words of a sportswriter, “It’s not that you won or lost but how you played the game.”

The President is duty bound to execute the laws of the land. Someone should point out to Aquino Art. XIV, Sec 19 (1) of the Constitution that states, “The State shall promote physical education and encourage sports programs, league competitions, and amateur sports including training for international competitions to foster discipline, teamwork, and excellence for the development of a healthy and alert citizenry.”

    Someone or some groups could be screening and deliberately stopping some mails for the President. Nothing’s wrong if the reason is security. If it’s political reasons, then there’s a problem. This reminds us of Marcos who was out of the loop due to his illness that he didn’t know what was going on during the later years of his leadership including Ninoy’s assassination. Contrary to what his enemies claim, Marcos was not aware of that tragic event.

    What can one expect of the presidency of excuses! That’s what they are good at, after they got the trust of the majority pinoy’s all they do is to just apologize and excuses and at the same time tax you to death!!

    No wonder after all the help from all over the world, yolanda victims are still not getting what was given to them!

    and cybercrime law which is contrary to freedom of expression and our constitution is now officially a law! Thank you mr. pnoy president!

    I think the correct criticism is not of the President in the case of the brilliant Martinez, an unknown in everyone’s book, especially that of a busy President. The correct executive response to a letter like that coming in would be to pass it to the head of the Philippine Olympics for evaluation. I’d guess that’s where the ball was dropped. The correct criticism is that the people responsible for Philippine Olympics candidates did absolutely nothing to promote or fund this young lad.

    As much as you want to put it as a condemnation of the President, it simply does not fit there.

    As far as the Sultan’s lost letter, that is old news and I think a stretch using it to make a point. I’ll take a booming economy over two missing letters any day.

    That is why there is what is called Hierarchy Or Laderized Approach to bureaucracy. There is the Olympic Committee or even the Local Sports agency to approach first..and if there is no action go the Media where it has some means of communication with govt. Bureaucracy and as a last resort write a letter to the President.

    But why would the office of the president would even take this issue? We sent more than a hundred athletes to the winter Games and none of them wrote a letter to Dear PM.

    But of course the PM will take time to bet with Pres Obama for a case of American beer and there is one more betting to go in the semi. Men’s hockey.

    By the way my 8 years old grandson is a skating program for 4 years now but he is still walking instead of skating, he prefers swimming and basketball and he is a giant.

    #9 What’s your problem? Vic and I discussed about Canada because he’s from Canada and playing at the Winter Olympics. You read what he wrote. His grandson’s also into skating. There’s a Filipino-Canadian who’s playing speed skating for Canada.

    As for including Marcos in the topic, it’s about letters not reaching Pnoy and Martinez’s plea for help did not reach Pnoy. Malacanang staff could be negligent or blocking letters even if they’re important for the President. Was it not true that people around Marcos in his time especially during his later years could have also blocked correspondence?

    Everyone’s entitled to his opinion here. Did anyone ever argue with the points you raised here? Madam Ellen even often commended you. Now, it’s for her to remind and warn bloggers for irrelevant or abusive comments.

    hindi naman masama ‘yung pag-usapan ang mga paksang hindi tuwirang may kinalaman sa kung ano ang tinatalakay, KUMBAGA ay pansahog pandagdag lasa o pang-alis umay. ang hindi lamang siguro maganda ay ‘yung nalalayo at nawawala ang pinag-uusapan.

    ano’ng ginagawa ng IT department ng malakanyang na hindi maitatangging HIGHLY trained on information technology & security?

    sus, ganyan talaga ang mga taong walang alam gawin KUNDI ang umiwas sa pananagutang kaagapay ng tungkulin (o trabaho). ‘daming dahilan pero hindi marunong gumawa ng paraan!

    Spam daw sabi? Kaya nga may empleyado to check the emails. Nobody expects the President to read emails to the President’s account. He is expected to read only his private emails – in his account name, not the Office of the President email.

    That is a lame excuse.

    The father of a friend wrote Obama, about the friend’s immigration problems. There was a response. Of course, pro forma, but it indicates that some employee has been tasked to read emails addressed to whitehouse.gov.

    If Coloma comes back and says walang employee with that task, that makes it worse. Ibig sabihin walang organisasyon yang department with three secretaries and a huge budget.

    Ibig sabihin walang ginawa yung factotum kundi magtitingin ng facebook account ng mga kaibigan.

    Really now? Ilang beses na tayong nagpadala ng basketball team na wala namang pag-asa? I’m sure ipadadala ang mga Azkals, if they qualify. Wala ring binatbat yan.

    The President should have just dressed down whoever missed the emails. Better yet, dress down that dumbkopf Lacierda. Sila naman ang may kasalanan, for not catching the messages to the President.

    My problem with this President is That he takes the bullet for his people instead of the other way around.

    Bakit? To prove that he did not choose the wrong people? But that perpetuates incompetence. Last two minutes na ng administration na ito. Gising na ba ang Pangulo? Sa katangahan ng mga nakapaligid sa kanya?

    Support should be given to Filipino athletes always. Lalo na kung nag qualify.. lalo na kung may appropriation and budget. Its kinda bad to hear people from the executive making all sort of excuses all the time! They don’t even think of the excuses they provide! Sport have yearly allocation and budget, and yet I don’t hear anything creative that they do with it!

    spam or not, letters addressed to the office of the president or any message for that matter should be treated a priority and given high importance assuming these come from people needing attention of the chief executive.
