I take him seriously because the president of the Republic of the Philippines is so powerful that with a stroke of a pen, he can save a life or send the nation to war.

Last Tuesday, President Duterte threatened to declare martial law.

“ Please, ‘wag mo akong… hindi ako gago. If this continues, pigilan mo ako eh ‘di sige. ‘Pag nagwala na...or would you rather that I will declare martial law?, he said before the Philippine Army’s 4th Infantry Division in Camp Evangelista in Cagayan de Oro.

Duterte was lashing out on Chief Justice Lourdes Sereno who stood up to him by reminding him of the separation of powers and other provisions in the Constitution which he could have violated when he read a list of alleged illegal drugs protector including seven judges. Others in more than 150 names in the list were congressmen, military officials, police officers, mayors, and vice mayors.

He said the list ““has undergone a process” which many thought meant the involvement of those named had been validated.
Within 24 hours, errors in the list were pointed out.

Sereno said one of the judges named had long been dead and the other was dismissed from the judiciary nine years ago. Three others are presiding in courts not handling drug cases.

This was the statement of Sereno that made Duterte ballistic: “To safeguard the role of the judges as the protector of constitutional rights, I would caution them very strongly against ‘surrendering’ or making themselves physically accountable to any police officer in the absence of any duly-issued warrant of arrest that is pending.”

Duterte, a former prosecutor bristled at Sereno’s advice to observe due process: “Manghingi ka ng warrant? Madam Chief Justice, you must be joking. You must be joking. Dalawa tayo abogado. Kayong lahat sa Supreme Court…do you know how long it would take to secure a warrant of arrest?

“One single case in the Republic of the Philippines, the warrant to issue is a minimum of two months, three months. Pagdating sa Korte, Madam Justice, it will take forever. ‘Pag natalo, aakayat yan sa Court of Appeals. It would sit there for about two years.”
The President issued a counter warning to the Chief Justice:

“So, ikaw ang winarningan ko, hindi ako.”Do not create a crisis because I will order everybody in the executive department not to honor you.”

The threat of declaring martial law sent alarm bells ringing especially to human rights advocates and those who had experienced martial law under the late Ferdinand Marcos.

Immediately, Malacanang went into damage control. Press Secretary Martin Andanar said in a statement said, “The President merely asked a rhetorical question and said it under the context that his anti-drug campaign cannot wait for the slow wheels of justice – [Philippines] style. We have an Action Man for a President who believes justice delayed is justice denied. He is the type, who at the onset of his presidency, simply wants to hit the ground running and rid society of drugs, crime, and corruption with urgency.”

It did not help, however, that Presidential legal counsel Salvador Panelo underscored that “The Constitution says the President can declare martial law not only in cases of invasion or rebellion, but when public safety requires it. Right now, the safety of the public is in imminent danger.”

He then backtracked with,“I don’t think the President will do that.”

Senate Minority Leader Ralph G. Recto advised the public to “learn to auto-delete the colorful parts of Digong’s statements.
For those who are outraged, Recto said, “the best coping mechanism is not to let his curses get in the way of studying the causes he is fighting for.”

Recto is being kind. Many can only turn to prayers like artist-activist Mae Paner who articulated the distress of many in her Facebook post:

Gusto kong isiping di hamak naman siyang mas magaling kesa kay Aquino.

“Sa wakas may FOI at tuloy na ang RH. May pag-asa ang divorce.

“Gusto ko pang ngumiti pero bakit ang sakit ng panga ko? Gusto ko pang umasa na tunay ang ginagawa niyang pagbabago. O sadyang tanga lang ba ako?

“Sino ba ang nilalaro nino Lord? Sirit na.

    Very seriously I take mang Dutz because he is delusional suffering from narcissism. Short tempered at sobrang pikon meron siyang sakit na ‘it’s all about me’. He needs to be the winner always, last say kanya pa rin kundi ay magwawala talaga daig pa ang bata kung mag-tantrum.

I’m sure duterte will listen to her dahil supporter siya at approachable daw si digong. pero, simbako lang, if digong snub mae, she may also need to call in the hotline 8888 and tell the the dept concerned that killings must be stop. stress na stress na kasi ang taumbayan. baka magwala rin silang lahat at maghuramentado pa. at patayin kahit sino-sino, maddened by the sight of so many dead and dying.

  3. Gamit na gamit na naman ang pangalan ni Marcos. Para mapag usapan ang administrasyon sa ngayon o ang mga nagdaan ay sinasalita ang martial law. Kanina nabasa ko sa diaryo tama raw ba na ang pagsulat sa kasaysayan ay ang one side lang, hindi ang buo. Kasi daw sa mga libro puro kasamaan lang ang nakasulat patungkol kay Marcos.

  5. As foreigner we are judging based on what we see in media. And often media wants good headlines, so it is hard to know what people really think about the new president. If you are the president, then you have power to make good and bad things. All those are serious.

    Hearing DU many times over, it seems it is his nature but i believe he means well. I understand where Justice Sereno is coming from as well as our President. Our Justice system is in my opinion, is a low grade inefficient bureacrazy. As if inutil when it comes to dispensing justice in an efficient manner especially if the case have some political angle to it much more if it involves whose who in our politics,and business cases. Is it intentional delay? Is it justice to suit their sponsors wishes? They have to really work hard to have the confidence they thought they deserve. Why can’t they improve their services fast and become a true representative of justice and Law? Is it too hard? Then it could have been lot easier for common people like me to believe in what they do or say. If I am in DU position, I may say the same thing or more.
    Also, our Lord God works on divine ways. Do we question our confidence with our God now just to find ways of chipping on against a working President?

    the pres has so many assistants his work must have been done for him. all he has to do is yell, give unlawful orders, be impatient, magmura, etc. ang taumbayan din work so hard just so they can eat and survive another day. the president works hard in luxury, good food, good accommodation, good company, free travels, etc, and using mostly his vile mouth plus volatile temper. while the taumbayan works in manual labor, physical labor, in a hand to mouth existence, barely knowing where the next meal is coming from.

    we all work hard,really hard, o hindi tayo kakain. we have bills to pay, children to send to school, older parents to support and look after.

    digong followers should stop fooling people, kept saying the president meant well kuno. killing poor suspects on his order meant well? letting crime lords go unscathed meant well? even a 5yr old knows kalukuhan ito. and the number of those killed is rising. and all digong’s follower said, is he meant well. yeah, they are trying hard to convince themselves. mahirap kasi ito tanggapin. the man whom they prayed for and offer masses, asking the lord to make him win, let him be victorious, the flock of pastor quiboloy, maybe those of boy sarcon too, the iglesia ni kristos out there, all in one strong voice asking the lord to let digong win. and god granted their wishes. digong won.

    if they have made a mistake, then they have to undo their mistake. they did not ask for wisdom, but for digong to win. so, enjoy digong, they asked for it.

    fee for service ang law same as medicine. only those who can afford can have best medical services and best medical care in best of hospitals. with law, kung may pera ka, kaya mong i-tro ang kahit anuman. pwede rin sa courts of appeal, mag-apela sa ruling. sometimes you win, sometimes you lose depending on new evidence presented. all are legal. tamang proceso. and justice is bitchy for it can swing against you.

    unlawful killing is not legal. killing of suspects is not legal. digong’s fight is with drugs, not with poor suspects.

    Ang nabasa ko kasi sa Bibliya “Thou shalt not kill”, pero wala namang karugtong. So, “Thou shalt not kill innocent people” pala ang kumpletong utos? Baka maling Bibliya ang binabasa ko. At kung batas pala ng estado ang pagpatay, hindi ito mali?

    Pero ang gobyerno walang kapangyarihan paghiwalayin yung mga kasal sa simbahan.

    May kapangyarihan ang gobyernong pumatay pero wala silang kapangyarihang paghiwalayin yung mga kasal sa simbahan? Mali nga siguro ang values ko.

  31. Ang mga aktibista hindi dapat na pinapatulan. Higit sa lahat hindi sinasakyan ang ginagawa nila. Dahil panggulo sila na maituturing. Kung sasabayan sila lalo silang magpursige laban sa gobyerno dahil may sumusunod. Ganun ang nangyari ng si Marcos ang pangulo, sinabayan ang kilos protesta ng mga aktibista. Ano ang nangyari, lalong naghirap ang Pilipinas. Ang epekto sa pagpatalsik kay Marcos ramdam pa rin hanggang ngayon. Walang naidudulot na mabuti ang mga ginagawa ng mga aktibista. Kung may mayroon man siguro kaunti lang.

My personal bias aside, the relevant issue, as I see it now, is no longer the entitlement of Marcos to a burial lot at the LNMB, but whether or not President Digong is correct in allowing the burial for the country to move on from this lingering political issue.   33. Ako, I don’t know where I stand right now. I am enjoying the show – not much different from the “incompetence” of the last one – so far, but I find this one more “promising” (pun in those quotes).

    I will give him the full benefit of his first 100 days. There are alarming incidents I am willing to charge to “rookie inexperience” or maybe until one big blunder comes along.
