Duterte foreign policy direction ‘confusing’: security analysts

At the roundtable forum on Renato de Castro’s paper on “The Role of America’s Alliances in the Philippines’ Balancing Policy on China: From the Aquino to the Duterte Administration” last Friday sponsored by Stratbase ADR Institute, former senator and defense secretary Orlando Mercado related that to counter China’s occupation of Mischief Reef (Panganiban in Filipino and Meiji in Chinese) , 130 nautical miles off Palawan, in 1995 they decided to ground the BRP Sierra Madre in Ayungin Shoal, just 26 nautical miles away.

Knowing that China was also eyeing Scarborough Shoal also known as Panatag and Bajo de Masinloc (Huangyan to the Chinese), they also grounded BRP Benguet not so far away from the protruding rock, 124 nautical miles from Zambales.

This was in 1999, during the presidency of Joseph Estrada. Mischief Reef was occupied by China during the presidency of Fidel V. Ramos.

Mercado said he had wanted to ground more LST’s (Landing ship tank) in the disputed part of the Spratlys and asked a Navy officer if they still have some to spare. The officer was concerned that the Chinese might not believe that the grounding was not intentional.

He said he asked the Navy officer, “do you believe the Chinese line that they occupied Mischief Reef just to build fishermen’s shelter?’

Mercado’s story about grounding LSTs in disputed areas in the South China Sea was to stress his point that in geopolitics, we should “observe, calculate and outwit” using “soft” or “smart” power if one does not have “hard power” like the Philippines.

A lamentable postcript to the Mercado LST story is that BRP Banquet was pulled out from the Scarborough area by Gloria Arroyo who took over Malacañang when Estrada was ousted in 2001.The strategically outcrop is now effectively controlled by China.

De Castro said despite President Duterte’s inclination toward China, he should recognize that the United States will remain a dominant naval power in Asia Pacific.

He noted that “Despite his initial vitriolic against the U.S. and the Philippine-U.S. alliance, President Duterte has not abrogated the alliance. He has also strengthened security partnership with Japan.

Among de Castro’s recommendations include maintaining stable and healthy security relations with the U.S. by implementing the Visiting Forces Agreement of 1997 and the Enhanced Defense Cooperation of 2014.

The Duterte government should also continue pursuing its vibrant strategic partnership with other U.S. bilateral allies namely Japan, South Korea and Australia, he said.

As to China, de Castro said Duterte should “lay the groundwork for a constructive bilateral negotiation with China that will be guided by the primacy of the rule of law and close consultation with the Philippines’ ally and security partners.”

Defense analyst Jose Custodio said there’s so much confusion in Duterte’s pronouncements being contradicted by his secretaries.

Almost a year into the Duterte administration, he still has not seen polices defined.
“I’m not exactly optimistic,” Custodio said.

    The best solution is to oust Duterte from Malacañang. Get rid of this madman and lock him up in jail. He is a walking and ticking time bomb threatening to destroy our country’s sovereignty and patrimony anytime. Then we deal with the Chinese.

    we need decent leaders like noynoy together with his former cabinet members. they all served the nation with distinction that no administration in exception of his mother’s can match the dedication the gave to ensure that their Tuwid na Daan shall earn them the full admiration of the all filipinos worldwide.

    compared to duterte who is not making this country proud by putting the filipinos at the center of embarrasment and disgrace.

    yung gobyernong walang bahid ng karahasan dahil itinatago ng media at kung meron man ay todo pasa lang.

    noong nakaraang administrasyon ay parang normal lamang ang krimen; mga sinasalbeyds ng mga pulis, paslit na nirereyp ng adik, matatandang hinahalay at pinapatay, akyat bahay na matapos magnakaw ay hindi pa makuntento at walang iiwang buhay sa pamilyang naging biktima, mga pulitikong bilyon ang mga ninakaw, mga opisyales ng gobyerno na limpak ang salaping dala sa labas ng bansa, mga proyektong iniwang nakatiwangwang subalit sa report ay fully accomplished at walang nasayang na pondo, etsetera, etsetera.

    Again, this is not an issue of two combating political parties. Never in my life I have supported Aquino camp, isinusuka ko ang mga haciendero.

    Subalit, hindi yayakapin ang gobyernong Duterte, na tampalasan sa mga uring Dukha..! Kung sino man ang aangkin sa Palasyo at patuloy na ipapatupad ang nakakasulasok na bulok na sistema, ang masa ay di titigil, babalikwas at babalikwas… Padayon..!!

    kung hindi dahil sa war on drugs niya, hindi sana magiging sensational ang mga patayan. hindi din sana malalaman sa buong mundo na gayan katalamak ang pagkalat ng ilegal na droga sa pilipinas.

    isipin na lang na kauupo lamang niya noong hunyo ay biglang sumambulat ang pagkalat ng shabu sa mga lansangan? dati, yung shabu lab sa bilibid ay wala lang, hindi halos pansin. meron pa palang mga concert at party na dinadaluhan ni lielie na dedenilima at ang mga kalapati ay malayang nakakalipad kahit mababa la’ang kaya tuloy ang ligaya ng mga high profile inmates. balewala lamang yun sa panahon ni ngoyngoy. walang balitang lumalabas sa media, tahimik.

    Wala akong nakitang pagbabago, mga uring magsasaka pinatay sa Hacienda, ngayon naman parang manok ang buhay ng petty drug pusher, subalit Malaya ang higanteng drug lord.

    Never in my life I have supported Aquino camp.! but I will not embrace the present Admin.

    Wala ni isa ang nagsasabi ditto na ibalik Si Aquino, lalo na ako ni hindi ko ibinoto ang lahat ng Liberal Party candidates. Pero, di ibig sabihin yun na suportado ko na ang gobyernong Duterte, hindi po.

    Iyan ang main & very negative outcome of “Politics of Personality”, politics of personal patronage. Meaning, kapag nanalo ang manok mo, masaya kana at matutulog ka nalang at suportado mo sya, kahit mali na ang kanyang pamamalakad.

    While in “Politics of Issues”, kahit panalo ang manok ko, I will still be vigilant at kung mali na ang kanyang ginagawa, ako mismo ang kalaban nya. Iyan ang Politics of Issue, sana ganyan ang Pinoy.

    Palaging namamayani ang personal patronage, so the end result is, kulelat parin tayo economically.

    wala na ngang bumabanggit kay aquino PERO sino ang kumikilos at nagpapakalat ng mga intriga laban sa pangulo?

    hindi ba’t yung mga kaalyado niya mismo? bakit?

    dahil nga hindi nila matanggap na tapos na ang kanilang mga pagkukutsabahan sa panloloko sa mga tao. putol na ang kanilang mga sungay at hindi na nila magawa nang malaya ang dati nilang ginagawa.

    yung mga “tinulugan” nila noon ay ayaw nilang mauungkat ng bagong administrasyon. at, sukdulang kumuha sila ng mga desperadong tao upang humabi ng kasinungalingan ay ginagawa nila upang ibagsak lamang ang gobyernong hindi nila gusto.

    sino ba ang apektado? sila ba?

    hindi ba’t ang mga ordinaryong tao?

    masakit para sa akin dahil TATLUMPUNG TAON nilang iginapos sa kasinungalingan ang mga tao mula noong Edsa 1 at ngayong nawala na sila sa poder at hindi na kaalyado ang nakapuwesto ay nagmimistula silang anay na pilit sinisira ang pundasyon ng hindi pa nagtatagal na bagong administrasyon.

    bakit hindi na lamang makipagtulungan KUNG TUNAY NA PAGLILINGKOD SA BAYAN ang dahilan ng panantili nila sa gobyerno?
