O. D. Corpus stated that a Spanish author Joaquin Martinez de Zuñega was already warning just after 1801 about Chinese acquisition of all the lands of the natives.  By the 1880s, great number of Filipinos were driven out of business by the Chinese.(1)(2)

In 1896, a group of Filipino merchants and manufacturers made a report on how the Chinese were excessively exploiting our soil, corrupting our population and draining our resources and the threat of damage to us “within a few years”.  The report recommended to the government of Spain security measures such as, suspension of immigration and controlling activities, of the Chinese in the Philippines.(3)

It would have been our next logical step after we became an independent nation in 1898.  Unfortunately, the military might of the Americans intervened by their invasion in 1899.  So the focus of our efforts against the Chinese invasion was suspended and turned towards resisting the American invasion.

It was during the American occupation that a Chinese economic-legal unit, the Chinese Chamber of Commerce was activated in the Philippines.  It was tasked to block any of our legislative moves that would be in conflict to their interests and secure passage of those which they considered friendly to them.(4) 

By 1924, many thousands of Chinese have already infiltrated thru the long stretches of our seacoast or ports, “in the thickness of the night”.  They subverted us Filipinos who attempted to stop them thru bribery.(5)(6)

Around November of 1924, we tried to setup a legal channel of check points for identifying and assessing foreigners entering our country as part of our defense system of checking further foreign infiltration.(7)

However, while our legal check points where still in the setting up stage, the Americans, with their military might providing cover to the Chinese, already dismantled them.(8)

In 1927, we attempted again to set up legal check points to check continous foreign infiltration.(9)

Immediately, the Chinese who are under the protective cover of the military might of the Americans blocked our attempt again.(10)

Our dragging experience of loss of our check points to the Chinese, made us ponder in 1924 and in 1928, the progressive impotence of all layers (physical, political, economic, legal, etc.) of our security system.  It´s impotence to check any foreign threat to the integrity of our own flesh and blood, will logically progress for as long as Americans have any form of control over us.(11)(12)

We tried strategies based on our present condition to gain control as much area of our nation as we could against the foreigners.  The start of our series of manoeuvres thru legal operations with the Retail Trade Nationalization Law in 1954 however, was out-manoeuvred by the Chinese.  After we implemented this law, some 8700 of the 10,000 Chinese who rushed to get hold of certificate of Filipino citizenship papers after 1946, did so after 1954.  We Filipinos actually overrun previously Chinese-controlled areas the strategic value of which where at most, of low significance.  Thus in paper, the number of Chinese registered as engaged in the retail trade was reduced and the number of Filipinos engaged in the same business was increased.  In reality however, there was no physical difference.  The difference was only in paper.(13)(14)(15)
