Stoking the fire in the AFP

Genuine Opposition senatorial candidate Antonio Trillanes IV has a good answer to the denial of AFP chief Hermogenes Esperon of reports attributing to him an order for military personnel to vote 12-0 in favor of Team Unity senatorial bets.

Speaking by phone at the Kapihan sa Maynila last Monday, Trillanes said: “Esperon will automatically deny that in the same way that he denied having participated in the Hello Garci operation.”

Esperon was one of the ranking military officers mentioned by Comelec Commissioner Virgilio Garcillano in his several conversations with Gloria Arroyo helping them in their operations to tamper with the results of the 2004 elections in Mindanao. At that time, Esperon, who was then AFP deputy chief for operations, was deputy chief of the military’s Task Force HOPE (Honest, Orderly and Peaceful Elections).

Despite what everybody heard in the Hello Garci tapes, Esperon said he did not interfere in the elections process in Mindanao where many of the precincts turned out more votes than registered voters. He was quoted to have said, “I did my mission. I am proud of what I did.”

Unfortunately for Esperon, he has low credibility. A Pulse Asia survey put him as among the most distrusted personalities in the country (together with Gloria Arroyo), next only to Team Unity senatorial candidate Tessie Aquino-Oreta.

We believe Trillanes because we are getting the same kind of information from other military sources.

Take this text message we got from an army captain assigned in Bicol: “For info: Grabe pamulitika ng AFP ngayon. Meron instruction from Gen. Esperon na iboto mga sundalo 12-0 in favor of TU.”

A friend forwarded to us this message she got from a military source: “Sir, may umiikot sa mga BN HGS na mga ranking officers para mag-disseminate ng kung sino iboto na favor lahat sa TU at ANAD and Bantay sa party list.” BN HGS is battalion headquarters. Bantay is Gen. (ret) Jovito Palparan’s party list group while ANAD is another ultra-rightist party list group.

A retired general passed on to us this text message he got from a soldier assigned in Tarlac: “Sir I need your advice re absentee voting AFP which ends 06 May. Kasi Sir, yung mga friends kung sundalo, army personnel are forced to vote straight Team Unity as per verbal order of CGPA. To make sure na yun ang binoto, binabantayan ka ng officers/Sr NCO habang nagsusulat sa balota.

“Marami galit mga sundalo, Sir. Ung iba ayaw ng bumoto. Takot sila lumantad. magugutom pamilya. Pahirapan sila sa imbestigasyon. Wala sila tiwala sa govt. What advise, Sir, sa kanila?”

NCO is Non-commissioned officer while CGPA is commanding general Philippine Army. That’s Lt. Gen. Romeo Tolentino.

AFP spokesman Lt. Col. Bartolome Bacarro dared those who are exposing Esperon and Tolentino to sue them.

He said the military leadership is considering the source of the allegations “bogus” if they do not come out in the open.

Bacarro would have to wait a little while. When Gloria Arroyo, the bogus president, falls, so will Esperon. Those officers will come out in the open and tell the public all they know. Bacarro wouldn’t want to be where he is now when that happens.

    The recent absentee voters’ exercise in the Armed Forces of the Philippines is an added unhappy revelation to me, a retired officer and graduate of the Philippine Military Academy.

    Information reportedly given by soldiers from different areas in the country claim that they were supervised by their commanders and ordered to vote straight Team Unity and for party list Bantay of retired general Palparan. The soldiers come from Tarlac, from Samar, and from Davao. Personally, I also have my own informant confirming the same.

    Although out of the service, I still have a few soldiers in the active service who maintain contact with me.
    However, a news item in the Inquirer, dated 7 May 2007, says, “Armed Forces of the Philippines Chief of Staff Gen. Hermogenes Esperon Jr. Sunday said there was no order or instruction from the military top brass for AFP officers and enlisted men to vote for administration candidates and pro-government party-list groups in the absentee voting for military personnel and on election day itself.” The other generals named in the story are Philippine Army commander Gen Romeo Tolentino, PMA Class 1974 (a mistah of Esperon), and Gen Armando Cunanan, PMA Class 1975.

    The official denial came from AFP Chief of Staff Esperon during an ANC interview, disclaiming authorship of any order requiring soldiers to vote straight TU and for Bantay. No statement came from the other two named generals.

    As graduates of the PMA we usually give the benefit of the doubt to a fellow alumnus. Why should we believe the soldiers whose training is mainly to obey without question and not a PMA graduate who has risen to the topmost rung of the military hierarchy and whose training included being true to his word and deed? But recent history makes me have second thoughts about trusting Esperon. He seems to embody the ideals of the Academy, namely, Courage and Loyalty. But about Integrity, that seems to be another matter. He did demonstrate his loyalty to his Commander-in-Chief, and undoubtedly just as strongly his courage to defend her. Was it not him who suppressed the truth by ordering Gen Gudani not to testify in a Senate hearing on the 2004 elections and had him court-martialed for doing so? Until now, I have yet to read and know the Mayuga report on the matter. To me, either Esperon is telling the truth, or he is lying.

    On the other hand, if Esperon was truly not the source of the order to his soldiers on how to vote, who gave the order? If he is telling the truth, then he has lost control of the AFP because someone in the organization can give out operational orders without his knowledge. And the soldiers, who have followed the instructions to vote according to “his order”, will, in the future, have doubts that orders from the AFP Chief of Staff may not really be those that come from him. And even if these orders really came from him, these may be ignored and disobeyed.
    To me the recent implementation of absentee voting is a blatant betrayal of the pledge given by the AFP that it will remain non-partisan in the 2007 elections.

    ither way, whether Esperon lied or not, he has lost not only the respect of the soldiery but also of those alumni who share my views regarding his integrity. His behavior is giving us PMA graduates disrepute and dishonor. Those of us who continue to live by the PMA principles do not deserve such degradation and distrust.

    I hereby invoke an Honor Code challenge to each of you Generals Esperon, Tolentino and Cunanan, as well as to AFP spokesman Colonel Bacarro: “In all these things happening in the AFP, are you ALL RIGHT SIR?”

And there are already enough of blood alleged to have been shed by their hands. And they want more. They are not just hungry for power and wealth, but the thirst of getting them by the evil of ways.     Talk about courage, integrity and loyalty. These were virtues that transformed boys, smart and intelligent, into real men and from men to gentlemen. The PMA graduates are supposed to be the cream of the crop, forming the best and the brightest among the Armed Forces officer’s corp. Unfortunately, Col Solina, where were you during the Marcos Administration? Maybe you were one of the “wonder boys” that it took you 20 years before you finally realize that Mr Marcos was a crooked president after all. If you were one of those not promoted to general because you did not “join them” then i salute you. If you were one of those who fought this tyrant’s regime and continue to do so, i salute you because of your integrity. If you are still viruous as when you graduated from the academy, i salute you. But look around you, who among the armed forces and police officers, graduates of the PMA or not, have the courage to transform the whole organization into an ideal organization where there is no more “bata-bata system”, where merit is the name of the game and where the political “padrino system” is taboo. I only hope there are more Gudanis and Balutans in the AFP, whose courage, integrity and loyalty are beyond doubt. The AFP is in this state of disarray because Marcos, Enrile and Ver destroyed its good fellowship. The idea of adopting politicians as members of PMA classes also produced a negative effect. They were responsible in creating various factions and carried on to this generation. There is now envy, discord and confusion in the entire AFP organization and thus the challenge of “ALL RIGHT, SIR” will be answered by a deafening silence.

    ” Arroyo has discouraged the public from condemning the entire military establishment because “they also fight, they give up their lives defending us.”

    I accept that there are hooligans in the military as Gloria says but this woman is forgetting that she is the primary reason why the entire establishment is being condemned; she who has illegally taken the mantle of commander in chief in a conspiracy with the military should now plead for the military. Has she gone totally insane?

    First of all, when she says, ““they also fight, they give up their lives defending us.””, it is only but normal for ALL members to fight and if necessary, give up their lives defending us because that’s the job they signed themselves for.

    Second of all, when she says “defending us?”, this cow should articulate her thoughts by identifying “us” in her phrase because it is not true that the military is defending “us” to mean the Filipino people. She should have clarified that by “us” she meant, herself and her pack of hooligan politicians. “Us” would include the protection of the military for the ordinary people, for Burgos, for the two young UP students, for the right of voters, for those who have less in life.

    Thirdly, Gloria cannot expect the citizenry not to condemn the military establishment even at the expense of those who are not by nature are criminals like Esperon, Tolentino and the entire AFP leadership because she has corrupted the military, she has instituted moral cowardice in the ranks of the AFP and therefore, by command responsibility, she and her uniformed mercenaries must take the blame and accept to be condemned.

    Finally, this cow, who styles herself president and commander in chief, has no right whatsoever to call on people not to condemn the military establishment because up till now, it is THIS SAME establishment that’s propping her up on that stolen perch in Malacanang.

    Until the military acts with the physical and moral courage that is expected of men and women in uniform decide en toto not to obey her illegal commands (to steal for her, to kidnap people for her, to kill for her) it is only right for the citizenry to condemn the military establishment.

    No ifs, no buts!

  8. We had a meeting with UN rapporteur Philip Alston yesterday, and he told the people in the hall where the Human Rights Now symposium was held all about his visit to the Philippines. He was actually very careful with his words because he would not like to take sides, but nevertheless, he could not avoid admitting the incompetence of the people in the government trying to shield those who have no doubt done the extrajudicial killing by saying that the political killings in the Philippines cannot be stopped because either (1) the people tasked with condemning these criminal activities are part and parcel of these activities, and/or (2) not interested in bring these people to justice are just too incompetent to do anything about it, and he said it could be a combination of both.

    He was short of criticizing the fools who try to cover up for the crooks ordered to do these killings that undoubtedly are being perpetrated by men in uniform or by killers hired by the goons in the Philippine government to stop these political, media and other community figures from exposing and thwarting them.

    The sponsor’s leader who went on a fact-finding mission to the Philippines also spoke, even of her harrowing experience of being stalked by some men riding on motorbikes especially in the provinces where she had gone to with her fellow members who were all members of the Japan Federation of Bar Associations (Nichibenren), and reason why the Japanese government will not and cannot ignore their reports.

    At least, it is a relief and heartwarming to hear of similar activities by members of CODAL, who are lawyers themselves risking their lives to bring back sanity and the rule of law in that land of our birth. May their tribe increase.

    I don’t know if Tribune archives still news items it publishes, but the gist of the story is that the Philippine government does nothing but pimps Filipinos overseas and leave them to take the risks, etc.

  11. If I were a Philippine soldier in present Philippines, I would quit the force rather than follow the order of criminals. Bahala na, magtanim na lang ng kamote! Otherwise, sama na ako sa mga rebelde.

    Fortunately, I am not and I live in a country where the people were wiser to rise up from the rubbles of the war on their own two feet, and make good use of a Constitution made by Americans even to curtail man’s destructive nature.

    After more 5 decades of a pacifist Constitution, people here have realized that people will be better off and live prosperously in peace sans the use of force! Japan’s military up until now is only for protecting Japan from outside invasion, not the Japanese soldiers to kill fellow Japanese as the Philippine military do to ordinary citizens in the Philippines especially who are trying hard to see the return of the rule of law in that seemingly forsaken land of our birth.

    I already heared them said that “A cadets does not lie, cheat nor steal.” For over a thousand times I have been hearing this thing. It is good because it glorifies the Almighty and Eternal God.

    Pero tama si Trillanes. Esperon will automatically deny such an allegation just like he denied that he was involved in the poll rigging operations last May 2004 elections. To add Col. Solina’s statement, if Gen. Esperon did not gave such an order, then who made such an order without his knowledge?

    Tanga na lang ang maniniwala kay Esperon. Tanga na kasing tanga niya. Namumutla na iyan kasi si Trillanes may kredibilidad, siya hahanapin mo pa sa pusod ng dagat.

    If this allegation is true, that Esperon order his troops to vote straight TU, he could not deny it being himself the Chief of Staff and the supreme commander on the entire Military. In military context, the chain of command is the line of authority and responsibility along which orders are passed..The line of command will generally go from the higher-ranked soldier who gives the order Esperon, down to his next in command down to a lower ranked soldiers who are ordered to perform. If these soldiers will follow his order, they are not a bad guys. They are professional soldiers, don’t curse them. In Military they have code of discipline. The problem in the Military is that they are under the leadership of corrupt chief-of-staff. Until that corrupt is in command there will be no change.

    Our elected government official has a moral responsibilities and it is not Esperon. Before Esperon rose to power he has undergo a lot of procedures, and it was the commission on appointments who made mistakes in conforming Esperon to his position. He can kill every Filipinos if he want and no one can question his authority except sue him in court. legally speaking the commission on appointment gave him that absolute power. He can punish any soldiers under his command if they don’t follow his order legally or illegal and no one can question it. Anyone defy an order has a possibility to get shot and executed or being court martial. That is a Military life, whether we like it or not. Anyone who is unhappy they can quit, in quitting before they let any soldiers go ,they face a tremendous hardship and they may still lucky if they can get out alive. So, don’t curse the soldiers if they follow orders, Curse the Man in charge.

    This is a catch 22! If the soldiers identify themselves and formally charge Assperon, they will be thrown in with Gen Miranda, Gen Lim and Col Querubin or even vanish from this earth! If they do not charge Assperon, this traitor(Assperon) will go on with his merry way destroying the little credibility left of the military. The best revenge is to make sure that all these allegations are documented and that the testimonies will be gathered on a timely basis and all the documents will be kept and exposed at the right time. Assperon will have to answer big for all the atrocities he had and continue to do! Another revenge too for the soldiers would be to make sure that all their families and friends will VOTE against the TUTAs. If Assperon gets a vote from each soldier, their families and friends who will vote against the TUTA will more than cover for that one lost vote. I AM PLEADING TO EACH AND EVERY SOLDIER TO CAMPAIGN AND INFLUENCE EACH AND EVERYONE AROUND YOU TO VOTE AGAINST THIS OPPRESSIVE REGIME!     On my way back to Manila the other day, I was seated next to a foreigner who was going to be an observer in the upcoming elections. Apparently, he knew more of what to expect than I did. He, among others, are prepared for the massive cheating & worse – the ramifications of what may happen. The military apparently, is, & will be, involved.

    Off topic: Just read that Iglesia ni Cristo has chosen 6 TUs,5 GO and 1 independent and The Bishop’s group is endorsing 8TUs and 4 GO. The latter’s basis for their choice is foremost on the way the candidates live-clean lives. Guess who is on top of their list? Sabit Swingson. THIS IS WHY THE COUNTRY IS SO FUCKED UP! A womanizer, corrupt and murderous guy like Sabit has a “clean life”! Come on guys! Am I in a different planet or what?     a fitting description to treat and recognize the roles performed by enlisted personnel whose accomplishments are the basis of any officers’ evaluation. ‘tangna! para nang sinabing pambala lamang sa kanyon ang karaniwang kawal samantalang silang mga opisyal ay umiihi sa pantalon kapag hinahaginan ng bala ng kalaban habang nakasubsob na labas ang tumbong!

    MANILA, Philippines — A militant party-list group is questioning the credentials of the children of an administration senator and a Cabinet secretary, among many others, who are being fielded by some party-list groups as their nominees to the House of Representatives.

    Citing the published list of groups, their nominees and other information, Sanlakas national president Wilson Fortaleza identified some of the relatives of government officials as follows:

    • Narciso Santiago III, son of Sen. Miriam Defensor-Santiago. He is the No. 1 nominee of the Alliance of Rural Concerns (ARC), which represents the marginalized sector of agrarian reform beneficiaries.

    • Hussein P. Pangandaman, son of Agrarian Reform Secretary Nasser Pangandaman. He is the first nominee of Novelty Entrepreneurship Livelihood for Food Inc.

    • Marilou Arroyo, sister of President Gloria Macapagal-Arroyo’s husband, Jose Miguel Arroyo. Ang Kasangga is campaigning for her in Iloilo.

    Bishops’ group endorses 8 TU, 4 GO senatorial bets

    A religious group on Wednesday announced that it is endorsing the candidacies of eight Team Unity (TU) and four Genuine Opposition (GO) senatorial bets, DZMM reported.

    The eight TU candidates are Luis “Chavit” Singson, Prospero Pichay, Sultan Jamalul Kiram, Edgardo Angara, Vicente “Tito” Sotto III, Cesar Montano, Juan Miguel “Migz” Zubiri and Ralph Recto. The GO candidates are Panfilo “Ping” Lacson, Alan Cayetano, Loren Legarda and Francis “Chiz” Escudero.

    If they do not want to be criticized so severely as how they are being berated now, then they should better quit and subject themselves to investigation for the crimes they have been perpetrating against their own country and people.

    Esperon should know that cheating for anybody to win and depriving the people of better choices is a grave and serious crime. His conscience should have pricked him about that. Unfortunately, he must have grown numbed and dumbed to know the difference between right and wrong, good and evil as he chose to serve his fellow criminal!

    Their being leaders of their religions does not give them a special pass to meddle in mundane affair especially when there is a rule regarding the separation of church and state. They should set the example of spirituality. They should pray hard and fast first before they recommend this and that to their members whom they should leave to exercise their free agency as God has wanted them to do.

  52. Apparently, Cebu is still Osmena country. I understand from news we are getting from a lot many group leaders there, and political families that majority are voting the opposition and/or the independents, no TU.

    Over there, the Pandak has ordered full blast vote buying I understand, and the people are taking them “grasya” (kesa daw mapunta pa doon sa inutusang magdistribute ng pera kung hindi nila tatanggapin) but comes election day, they will vote for Trillanes, et al.

    Kaya iyong Pandak nagsakit-sakitan para maawa sa kaniya ang mga Cebuano. Nice try!

    Malaki ang pag-asa ni Trillanes because Bongbong is going GO. I have not heard of the TUta winning there even among the supporters of another relative of my mother running against Bongbong’s cousin, who is also a relative.

    Sa probinsiya namin hindi makapunta si Pandak. Hanggang doon lang siya sa Ilocano-speaking mga Igorot, at bayan ni Chabit.
