Perfecting a crime

If Gloria Arroyo had some shred of conscience left in her, she should have learned from her stealing of the 2004 elections that no crime will remain hidden forever.

But Arroyo and her cohorts are a rare breed. They are using the lessons learned from the 2004 elections to perfect a more vicious crime against the Filipino people.

Luz Rimban, formerly with the Philippine Center for Investigative Journalism and who now teaches broadcast journalism at the Ateneo de Manila University, took note that today’s election is the third under Arroyo’s presidency. The first was the mid-term election in 2001, the second was the presidential election in 2004.

Rimban said not only has Arroyo gained a master’s degree in election manipulation; “she now has a doctorate.”

The 2004 Hello Garci operation, where we saw election returns and certificates of canvass changed wholesale, was actually practiced in 2001. Gigi Go of Newsbreak wrote in a March 2006 article that “on May 18, 2001, the Friday after the senatorial elections, Arroyo met with election lawyer Roque Bello, a retired Comelec regional director of the in his 60s who is known in political circles to have the sophistication and the right contacts within the poll body to influence the votes to favor whoever his principal is.”

Gigi said what Arroyo wanted from Bello at the time was to effect a 13-0 sweep for her slate. Arroyo knew that Bello delivered that unbelievable result for Ferdinand Marcos’s slate the 21-0 sweep during the Interim Batasang Pambansa elections in 1978. Gigi said Arroyo realized from the 2001 results that unlike during the dictatorship it is no longer possible to carry out special operations for entire slates; individual candidates pay for operators. She learned that it would be easier if she focused on her votes alone.

That’s what happened in 2004 so much so that when Sen. Rodolfo Biazon, who was running under her party threatened to demand the opening of ballot boxes in Tawi-Tawi, a concerned Arroyo told Garcillano, “Baka ako madale doon” (I might be adversely affected.)

From what is happening the past two weeks, we see a lot of “improvements” in the cheating operations of Arroyo. But the more glaring are in the roles of Comelec and the AFP.

Whereas in 2004, it was just one of the commissioners, who operated actively for Arroyo, now it’s the Comelec en banc. It’s Benjamin Abalos, the Comelec chairman, who is now masterminding the thwarting of the will of the people.

What could be a more brazen than the way they sabotaged the candidacy of GO senatorial candidate Alan Cayetano, whom we all know as the nemesis of Mike Arroyo.

Last Saturday, immediately after Abalos announced that “Cayetano” votes would be considered stray votes despite the fact that less than 12 hours earlier, they affirmed the nuisance candidacy of the invisible Joselito Cayetano, Ben Evardone, one of the political operators of the administration’s Team Unity, was texting reporters giving them the cell phone number of Comelec Commissioner Rene Sarmiento urging them to interview him on the Cayetano case.

Why is a Malacañang operator during PR work for Comelec?

In the case of the military, which was derided by Garcillano for doing a clumsy job of fudging the figures in the Certificate of Canvass (they didn’t match with the figures in the Election Returns), their partisanship has been upgraded by no less than the AFP chief Hermogenes Esperon and Army Chief Romeo Tolentino, giving the orders who to vote and who not to vote for.

Emboldened perhaps by his promotion because of his participation in the 2004 Hello Garci operations, Esperon has ordered all soldiers to vote 12-0 in favor of the administration’s TU.

Esperon has been joined by Defense Secretary Hermogenes Ebdane who issued a statement not to vote for detained Antonio Trillanes IV.

Ebdane, who was PNP chief in May 2004, was mentioned in the Hello Garci tapes in connection with the plan to kidnap an election officer who was not cooperating in their operation.

It was also Ebdane’s men who were reported to have executed the changing of the ballot boxes with the ones containing fake election returns at the tightly-guarded Batasan Pambansa store room.

With Arroyo in Malacañang, Abalos at the helm of Comelec and Esperon and Ebdane securing the electoral process, we have all the reasons to fear for democracy in this country.

    Ellen, is something being done to the earlier anomalies like: The allege forced voting by the soldiers for the TU candidates per the order of Tolentino, the excess ballot boxes that were delivered in Mindanao and the cases where the teachers were allowed to bring home the boxes prior to the elections? If these earlier issues are not followed up at all, the cheating machine will be more daring!

    This proverb holds true only when the one feeding you is a real benefactor and doing it out of his good heart, but when it is done for one’s selfish gain and with money from the taxpayers, it is out of context of this old saying. It is connivance, and what they did was a grave and serious crime.

    They all deserve to go to jail, including Kiko Pangilinan, who had the duty to protect the votes but he himself connived with them, and what he says now that he should have known better, he should explain in a court of law, and should not be excused that easily.

    A crime is a crime and the perpetrator or perpetrators should be punished in jail and fined for the crime they have committed against the people of the land. In the case of the squatters at the palace by the murky river, they have committed likewise treason, etc. against the country and people. They deserve the capital punishment as a matter of fact so their tribe will no longer increase.

    Assperon, Ebdane and Abalos (the Blinky Tiyanak triad) should be serving the Filipino people not to their sponsor in Malacanang. They are being paid from the taxes of the Filipino people.

    Common sense (that is if they still have) dictates that the mood of the people is different nowadays compared to the May 2004 presidential elections. The Filipino people don’t want a repeat of the massive electoral cheating.

    This time the Filipino people will WIN and WIN BIG!

    Ngayong umaga lang kinausap ko ang isa kong kakilalang junior officer from Phil. Army and he confirmed that they were treated as controlled robot by the leaders of the AFP (esperon and Ebdane). instead they will vote for their own choices for the senator, binigyan na lang sila ng mga accomplished ballot with all TU senators listed from 1- 12. imagine kung gaano ka bulok at gago ang mga opisyal na nag implement ng ganitong istilo ng pandaraya.. sabi nya wala daw syang magawa dahil utos ng sa itaas… hindi man lang nahiya si esperon sa maraming natitirang marangal na sundalo na pilit ng agawan ng karapatang bumuto.. dapat na talagang ubusin ang mga kagaya nina esperon at ebdane.. mga walang hiya… i will not be surprised if one of this days i will see this soldiers marching in the streets or di kaya firing their guns towards the esperon and cohorts.. we cant expect change thru election with these people in the power…… dapat maubos muna sila…

At mass I prayed that through the intercessions of these two soldier saints and that of St. Ignatius Loyola, founder of the Society of Jesus (Jesuits) our soldiers in this critical time for them will have the strength to keep their faith and stay firm- in their faith in God, Country and the people they are supposed to protect- and will do the right thing and not just be robots.

    Lumalabas na P35,000 suweldo nila kada buwan ay pakitang-tao lang sa milyun-milyong budget ng bawat senador. Kada buwan ay may Fixed Monthly Budget ang bawat Senador ng humigit-kumulang P2 Milyon.

    Sa opisina pa lang nila ay humigit-kumulang P500,000 and budget nila sa Maintenance and Operating Expenses (Rental, Utilities, Supplies at Domestic Travels) at P500,000 para sa Staff at Personal expenses. Kaya para makatipid ang ibang Senador, kaunti lang ang staff na kinukuha nila. Nagtataka ka pa kung bakit mayroong mga Ghost Employee?

    Bukod diyan, may P760,000 allowance pa sila kada buwan para naman sa Foreign Travel. At ang masakit pa nito, hindi na kailangang i-liquidate ang mga resibo ng mga gastusing ‘yan kundi Certification lang ang Requirement.

    Heto pa, lahat sila ay Chairman ng mga Komite sa Senado. Ang Committee Chairman ay tumatanggap din ng budget na sinlaki ng tinatanggap ng mga Senador na humigit-kumulang P1 Milyon din! Hindi sila mawawalan ng Komite
    dahil 24 lang ang ating mga Senador at 37 naman ang Committee sa Senado. There’s food for everybody ‘ika nga! Lumalabas na doble ang kanilang benepesiyo at kita kapag sila ay nabiyayaan ng Committee Chairmanship.

    Sa P200 milyon na Budget para sa Pork Barrel ng mga Senador bawat taon, awtomatikong may 10% na S.O.P. o kita ng Senador na P20 milyon. Ito ang porsiyento na ibinibigay ng mga kontratista sa mga Senador na nagbibigay sa kanila ng mga Infrastructure at Livelihood Project.

    Bago matapos ang termino ng isang Senador, kumita na siya ng P100 milyon sa Pork Barrel pa lang. Yung ibang enador na mas gahaman, hindi lang 10% kundi 20 o 30% ang komisyong hinihingi sa mga kontratista.

    Pansinin niyo na lang ang pagbabago ng buhay ng ilan sa ating mga Senador simula nang manungkulan sa puwesto. Kung dati ay simple lang ang kanilang pamumuhay ngayon ay nakatira na sila sa mga eksklusibong subdivision,
    maraming bahay sa Pilipinas at abroad at mahigit lima ang sasakyan at marami ang sinasakyan (he he heh).

    Ngayon nagtataka ka pa ba kung bakit nagpupumilit at gumagastos ng daan-daang milyong piso ang mga kandidato sa kampanya para sa isang posisyon na P35,000 lang ang suweldo kada buwan? Bawing-bawi pala ang gastos kapag naupo na!

    MANILA, Philippines — As the nation sits on a “crossroad” awaiting the winners in this year’s elections, President Gloria Macapagal-Arroyo has called on all candidates and political parties to end this chapter of intense political rivalry and work towards unity.

    At the same time, Arroyo expressed gratitude to the voters, candidates, teachers, the Commission on Election, poll watchdogs, volunteer groups, and the police and the military for safeguarding the people’s votes and for keeping the peaceful and credible election.

    “All the institutions that helped the people safeguard the vote — religious, civic, professional — likewise deserve the gratitude of our nation, together with the foreign observers who came to share our passion and vigilance for democracy,” she said in a statement.

    “The Philippines is also at a crossroad while we are waiting for the announcement of the winners. I would like to thank all the candidates, regardless of party or political affiliations, who have fought intensely, fairly, and honestly for the vote of the people,” said Arroyo in Filipino.

    “There is intense fighting in all campaigns but we will be generous in victory or defeat. For the sake of the country, we should close this chapter of division and fighting after the people have spoken and let us open the door to unity and cooperation,” Arroyo said.

    Arroyo said the May 14 polls was proof that democracy was alive in the country, which she added was now reaping the benefits of economic
    reforms.

    TEAM Unity appeals to media: Stop trending
    The Administration’s TEAM Unity is urging major media entities to stop trending to make the election results more credible.

    TEAM Unity Spokesman Tonypet Albano said trending is the main reason for why there are many allegations of cheating. He added that they have initial information that in some precincts, there is already a 12-0 result in favor of Team Unity.

    “We will release all these if the tallies are already complete,” Albano said.

    okey, here’s my take two:

    BAD news first:

    a.) election related-killings continue to filter in reporters and watchgroups monitors especially in areas of Masbate, Mindoro, Central Mindanao, and Abra, among others;

    b.) reports of direct and indirect vote-buying exists almost everywhere;

    c.) failure of elections for many areas in Central Mindanao were declared for a variety of reasons;

    d.) Comelec furnished voters list provided to watchgroups does NOT correspond with the actual list posted in the precints, creating confusion and disenfranchisement. many voters were not able to vote;

    e.) Comelec again made an idiotic declaration that voters turnout is at 65~85%.

    comment: a disparity of 20%, is unacceptable since this could be used to spring out the reported and unaccounted excess printing of Election Returns for the usual black magic of an ala Garci operations.

    Correction on the standings reported earlier:
    Gringo occupies the 10th slot, Angara, the 11th.

    political tidbit: Trillanes is reported to have voted for Honasan to complete the 12th slot.

    I hope that the excellent trend continues. I am more concerned with the votes coming from Visayas and Mindanao. That seems to be tha favorite playground of the cheats! The opposition group in those regions should watch the counting very closely. The “operators” are working very hard to sway the election returns the other way. Three weeks to four weeks is a long journey for the candidates. Marami pang kababalaghan ang mangyayari diyan. Early results are encouraging but the vultures are not planning how to turn the tide to their advantage. They are working hard so let us( the opposition) work twice harder to guard our votes!

    Cold war needs a lot of counterpropaganda. 12-0 was one. But they made the whole nation an opposition country. The people are really angry. They have spoken! Now is the time of reckoning. One wish of the administration is unity. They must unite now with the opposition.
    Trillanes is a good material for the secretary of national defense. That should retire most of the big brass and leave the uniform to younger minds. Who would be the next Cief of Staff? Deep selection is also necessary at this time.

    It only goes to show that Visayas and Mindanao is not ready yet for Federal-Parliamentary type of form of government.

    It would be a reevaluation to all those people wanting to depart from presindential system of government.

    Mindanao always wanted to be an autonomous region from the very beginning, Nelbar. They have a mind set of their own. Their way is a little chaotic but they too are entitled to their choices. The only thing is, because of the way they are, the cheats are taking advantage of their weaknesses. But this time, I think they too know that they can not be exploited anymore. I watched the anxiety of the voters in Marawi City when they were waiting outside the voting booth anxious to exercise their suffrage. They were so passionate. We will see if the tiyanak can thwart the will of these people! Ang takot lang ng bruha!

    My fear is that when the tiyanak sees that the opposition is leading in most parts of the country, she will make sure that her bodyguards, the two hemorrhoids will operate in Mindanao to make sure that the votes will be delivered on a silver platter for the tiyanak. The military have the guns and goons. They will successfully intimidate the citizenry. So, watch out for these cheats! Take turns in watching your votes! These cheats are still very much in operations!
