The ones available in the internet are by the U.S. National Public Radio and the Los Angeles Times.
The guidelines have been issued in the advent of what is now called social media (Facebook and Twitter are the most popular) where the line between private and public statements has become blurred.
This part from the NPR guideline should be underlined for Mislang: “Recognize that everything you write or receive on a social media site is public. Anyone with access to the web can get access to your activity on social media sites. And regardless of how careful you are in trying to keep them separate, in your online activity, your professional life and your personal life overlap.”
This should also be relevant to Mislang: “You should conduct yourself in social media forums with an eye to how your behavior or comments might appear if we were called upon to defend them as a news organization (in her case Office of the President). In other words, don’t behave any differently online than you would in any other public setting.”
This is the part from LA Times that should also be underlined for Mislang: “ Assume that your professional life and your personal life will merge online regardless of your care in separating them.
“ Even if you use privacy tools (determining who can view your page or profile, for instance), assume that everything you write, exchange or receive on a social media site is public.”
Mislang suddenly became infamous last Thursday, when as a member of presidential delegation to Hanoi (for a state visit and the 17th Asean summit), she attended a state dinner and twitted her boss, Carandang, that “the wine sucks.”
Carandang didn’t see anything wrong with the disrespectful comments and even asked which one, white or red wine. Mislang’s reply:”Red, the white is fine.” (A DFA source said the wine was Chilean, not Vietnamese.)
Mislang’s disparage of her host didn’t end there. She also tweeted, “Sorry pero walang pogi dito.” (Sorry, there are no handsome men here.)
The tweet on the motorcycles (“Crossing the speedy motorcycle laden streets of Hanoi is one of the easiest ways to die.”) is not as offensive as the other two.
In all these tweets, she put the hashtag ”Vietnam”, which means it is grouped by twitter in tweets about Vietnam. That’s how Mislang, inadvertently perhaps, further internationalized her insults to Vietnam, that went all out to extend courtesy and kindness to the Philippine delegation despite a last minute change of dates of Aquino’s state visit.
A DFA source said the news on Mislang’s blunder was carried by a number of Vietnamese online sites. But the government has “decently kept quiet” which magnified all the more the lack of it by a member of the Philippine delegation.
Mislang has issued an apology through Carandang and a colleague in the communication office, Manolo Quezon. “I apologize for my comments. If I offended anybody, please know that was never the intention. I feel extremely blessed to be in a beautiful country blessed with warm hospitable people,” she was quoted to have said. She has removed her twitter account and I can’t find her Facebook account anymore.
Her apology smacks of hypocrisy. I’m not at all surprised that this happened because this is not the first time that Mislang made nasty remarks in twitter. During the election campaign, she twitted while watching ANC’s “Strictly Politics” that then AFP Chief of Staff Delfin Bangit, who was talking about measures the military was doing to make sure that there would be peaceful and orderly elections, was “pangit” (ugly). It was an early manifestation of immaturity and conceit, that became even more bloated in Malacañang environment.
A reporter friend said she had come across tweets by Mislang about the president calling her up to edit his speech while she was on the treadmill or buying make up.
She must be overwhelmed by the power that comes with being a part of the president’s “think thank” she forgot that as a ghost writer, she was supposed to be a “ghost” and not to be known as being responsible, even partly, for what Aquino is saying in public.
Mislang’s comments betray her ignorance about many things and snooty attitude towards other people. That is evident in her lack of appreciation of Vietnam’s courageous history and remarkable rise from the ashes of war. Vietnam is the only “small country” in Asia that can hold its head high against colonial powers. The Vietnamese defeated and drove away the French in 1954 and the Americans in 1975. Today, Vietnam is performing better than the Philippines in terms of attracting foreign investment.
Despite the boo-boo, Mislang is secure in her Malacañang position. As Carandang said, she is “trusted” by Aquino. She has been with Aquino way back during his Senate days.
Besides, if Aquino protected Rico Puno and kept him as undersecretary in the Department of Interior and Local Government and didn’t do anything to sanction former Philippine national Police Chief Jesus Versoza (don’t be surprised if he is resurrected as ambassador ) despite the embarrassment their incompetence caused the country in the August 23 tragedy , what’s Mislang’s Vietnam- bashing tweets?
As Carandang said, “It’s a minor incident.”
And when did Ms Mislang become an expert on wines? (is she comparing it with tuba or lambanog?) By the way, she is quite pretty judging by the image above, only her behaviour and her misdemeanour need a little FineTuning and she will be alright from now on, I hope.

You might not believe it, but TV host Apa Ongpin once played bass for the band before he went abroad. A BS Tourism degree doesn’t include the study of rudeness and how to insult people much more a foreign country. Mislang seemed to believe that with Noynoy as her boss, she is on top of the world, that she can do and say anything without regards to the sensitivity of the object of her dim-witted comments.
Insulting a host country where you are treated with hospitality and respect is some kind of animal instinct that doesn’t know any rule on good manners and right conduct.

If indeed she has no idea that her comments were offensive, something is wrong with her thinking. And if she is sincere in posting that she feels extremely blessed to be in a beautiful country, then judging from her deleted tweet and her now-published apology, something is terribly wrong. If she’s sincere with her infamous tweet and her apology, then something is horribly wrong with her.
And her bosses, including P-Noy apologizing for her, being young and all, have shown once again how Malacanang is telling our young people that it is okay to be rude, provided you are with the powers that be. For most young people who are NOT in such a sensitive position – officially identified working for OUR president, a reprimand and perhaps urged to attend a self-development workshop would be “logical.”
For someone who even has a Cum Laude in her credentials, one would not be surprised if she did resign her post to save the Office of the President from a prolonged embarrassing position such as this office now finds itself, the President no less – of defending her.

Ellen, this is exactly what is disturbing to a lot of people who want P-Noy to succeed. I am one of those people because I am in this country, I am a taxpayer, and the rise and fall of P-Noy, whether I like him or not, has a resounding repercussion not only to ourselves, but to my children and the young people we all try to assist in making a sense of what we call “Iniibig kong Pilipinas.”
Had it been Ms. Ma. Carmen Mislang committed this lapse of judgment, representing a private corporation, she may have simply learned a lot from this event. No one is a saint, and she may have been unthinking when she tweeted her sentiments. But it is exactly this lack of awareness how sensitive her position is that is reflective of the people around P-Noy.
It is decent to forgive, and it is more decent to apologize and resign. What is indecent here is seeing our very own President of this Republic absolving Ms. Mislang of her lapse of judgment, even after the fact of insulting a whole nation like Vietnam in her official capacity no less.
I was one of those who wish to be proven wrong about P-Noy because it is the Filipino people who will benefit from my lapse of judgment.

People tend to get intensely narcotized when making online comments that their own incompetence in simple written communication takes the backburner. Whoa. I know her! I’ve seen her band in Skarlet’s bar. She has a strong and interesting voice, and the band’s quite good too. Her tweets really do seem like she’s from that crowd. Perhaps she’s not really finished with the transformation from rocker to speech writer to the President of the Philippines. That, indeed is a huge change. I’d just like to say that I’m willing to give her a break, and the chance to prove her worth in at Malacanang. She may have committed a huge mistake, but she has apologized, and I’ve to acknowledge that I’ve also done some mean tweets and fb comments, and I’d like to measure other people with the standards I use for myself.

Normally, it is perfectly expected of responsible adults to help young people arrive with their decision-making process, and sometimes, even make the judgement in their behalf.
What is perplexing is Sec. Ricky Caranandang does not seem to realize that his statement is far from reassuring; it actually brings to fore what is more disturbing – that the people under him are supposed to be *responsible adults* who are well aware – even before their number one principal was elected – of the sensitivity of their posts, the gravity of their private and public behavior – thus, the responsibilities and accountability they voluntary decided to carry with them: the Seal of the Office of the President of the Republic of the Philippines.
A half-baked apology sans accountability have now placed the burden of ones folly on other people. Had it been her reflexive response was to plainly apologize for a tactless posting, and then submitted her irrevocable resignation, these could have earned her some genuine forgiveness and perhaps, regain some morsels of self-respect.

Every time his staff screws up, Pres. Noynoy consistently defends them. Saying the writer is young so she could commit mistakes sends a wrong signal to the other staff in the Palace. They are licensed to make mistakes as long as they are young. But what about staff who are older? Hindi puwedeng magkamali? The way I see it, Pres. Noynoy is telling us that we should expect mistakes to happen in his administration. *sigh* If they weren’t for public consumption then explain the #vietnam. Putting that on your tweet means you WANT that tweet to show up in the feeds that monitor the word “vietnam”. Mislang put that in her “walang pogi” tweet which she intended, even if it was written in Tagalog, to appear in that feed. Why else would she take the extra effort to put the “#vietnam” there?

But why were they in the public domain? They went on line (?) and the minute they did, she committed the indefensible, i.e., ‘bad mouthing’ her hosts. The only thing she can do is to bow her head in shame (which she apparently did) and to ask for fogiveness.
Let’s put it this way: She becomes a fair game the minute her disparaging her hosts went on line.
One of the most admirable nations in the world, bad wine or not, is Vietnam. No other people or nation in South East Asia, as Ellen remarked, could say with pride that they kicked out colonial powers with such courage and determination.
And I agree with Ellen, Vietnamese cuisine (my favourite Asian cuisine) is tops 🙂

I read that Vietnam has just started wine making and it will take about ten more years to be in the market.The Philippines could not even claim to aspire to be in the wine market in the next decade.
I fell in love with their bread the moment I tasted one during my first trip there in the early 80’s. I bought a basketfull and brought home to Manila. Surely something they learned from the French.

By the way, some wines wine “do not travel well,” specifically young Chilean wine (and this is the reason why some wines on your favourite supermaket racks in Asia aren’t very good). Wine doesn’t have to be expensive to be good or to be truly vintage just that some of them suffer when they travel.
Philippines is one of the South East Asian countries that is a favourite market for Chilean wines.
She should have gotten used to them — tee hee. Maybe she prefers California or Australian wine, which, incidentally, Chilean wines can compare relatively well to.
But as ever, there are good Chilean wines, bad Chilean wines, good and bad California and Australia wines too — all a question of “how well they travelled” as they say in wine lingo… Beaujolais Nouveau which is a favourite social drink in Pinas (and elsewhere in Asia) come Beaujolais time “expires” after only a few days when they arrive in Asia and become good vinegar thereafter — the same Beaujolais which “expires” later in Europe is a bit more “drinkable”, but tastes a tad worse after just a few days in Asia.
Apparently, dopedeeva worked for DSWD under Dinky S. and was closey-close with Julia Abad and WB exec-cum-BF whom she considers her fans.

John, I was asked a smiliar question by Anthony Taberna this morning at UKG and my answer was, it depends on the priorities of Aquino. In the case of the Aug 23 tragedy particularly Rico Puno and Jesus Versoza, Aquino put friendship above competent,honest and respectable public service. The same thing happened in the case of Mislang.
His governance will depend a lot on the quality of people around him. You know the possibilities for leaders who misgovern.
On the other hand, John, I would prefer Noynoy keeps her. TV nowadays is boring, I’d prefer to be entertained by accidental comedians. And idiots.

Yep, I know — a friend used to sing in a band that played in the Hotel Peninsula lounge and other hotels (can’t remember the name of the band anymore); they were all execs during the day and enjoyed singing in the evening playing old favourites. Very impressive singing and instrumental playing folks. (My friend has died since, not on account of singing or playing in the band though.)
Incidentally, Ellen, speaking of singing and whatever… Current DND chief, Volt Gazmin likes to sing too — great karaoke singer he truly is. He took me to one karaoke gig station (can’t remember where – hahaha) and he belched out songs like there was no tomorrow. (I listened most of the time to prevent the god of thunder raining his wrath on our little group.)

Eniweys, it’s good to take a diversion once in a while, Ellen. Rather than sit and wait when the zigzag road will finally hit the straight and narrow path, if it ever will, let’s enjoy the bumpy ride muna, hehehe.
While I may be partial for good ol’ Rock and Roll and Jazz, I make it a point to check out all the other genre once in a while. It gives me a more mature perspective in the appreciation of the art. Classical/Opera today, maybe death metal or R&B/Funk tomorrow.
That’s why I particularly like artists who take risks and blend in two different music types in one go. Like Jerry C and Funtwo metal-shredding Pachelbel’s Canon in D minor. These two guys have over 100 million combined views for this song at YouTube. Like piano prodigy Maksim Mrvica and former Michael Jackson Lead guitarist Jenniffer Batten playing Korsakoff’s Flight of the Bumblebee.
On the other hand, there’s a lot of vids showing Pavarotti and Friends showing the tenor singing U2 songs with Bono or his version of “Too Love Will Kill You” together with… nah, not our Jovit Baldovino, but Queen’s Brian May.
