The Akbar connection


My column last Monday
on the lessons the government has not learned from the 2001 Lamitan tragedy elicited a number of comments, giving more information about the connivance among the bandits, local politicians and military officials.

In last Monday’s piece, a line in the June 1, 2001 incident After Battle Report which I quoted was unintentionally deleted. It should read:

“Capt. Guinolbay also went about soliciting the help of every soldier and policemen he could find to help solve the problem by being deployed around the compound. It is worth mentioning that during the crisis, there were a lot of policemen and soldiers at the mayor’s residence that were called upon by Capt. Guinolbay but didn’t lift a finger. The governor of the province was also at the mayor’s residence at that time but neither of the executives came out to help or at least look at what was happening outside.”

The Lamitan mayor then was Inocente Ramos and the governor was Wahab Akbar, who now represents Basilan in the House of Representatives.

It is ironic that the bemedalled Capt. Ruben Guinolbay, the hero of Lamitan, is one of those charged with mutiny in connection with alleged coup in February 2006. He is detained in Camp Capinpin, Tanay together with 27 Scout Rangers and Marines including Maj. Gen. Renato Miranda, Brig. Gen. Danilo Lim and Medal of Valor awardees Colonels Ariel Querubin and Custodio Parcon.

The following comment was posted by Black Knight in my blog:

“Who is Wahab Akbar? Aside from being one of the early/original members and supporters of the ASG, we should know how he became the governor of Basilan. Let me itemize the following facts to you and make your own conclusions:

1) The Philippine Army Brigade Commander in Basilan when Akbar campaigned for the position of governor of Basilan was a certain Colonel Antonio Santos, later promoted to Major General and who happened to be the former AFP Chief Operations and is now the Undersecretary of National Defense for Operations. Santos and Akbar are still friends up to this time.

2) The SouthCom commander at the time Akbar was running for governor for the first time was then Maj. Gen. Angelo Reyes who was later promoted to Lt. Gen. as commanding general of the Philippine Army, and then as the chief of staff of the AFP, and now the “football” secretary of the Arroyo administration. Reyes and Akbar are close friends.

3) The Philippine Army 1st Infantry Division Commander when Akbar campaigned for his 1st term as governor of Basilan was then Maj. Gen. Deomedio Villanueva who later became SouthCom Commander and later as commanding general, Philippine Army, and lately as the Chief of Staff, AFP who “countermanded” the directive/orders of the Brigade Commander to reinforce the troops in the Lamitan siege from a nearby battalion. Villanueva and Akbar are still friends up to this time.

4) Santos, Reyes, and Villanueva were the generals who would call/order subordinate commanders to return confiscated and recovered firearms during encounters and police actions of the military to the governor of Basilan. Any commander who disobeyed or questioned such orders was later relieved from their positions, “frozen”, or transferred.

5) Then Colonel Esperon replaced Colonel Narcise as the brigade commander of Basilan after the Lamitan siege. Narcise was investigated and later “frozen” without any command.

Notable during Narcise’s stint was the strict implementation of the Comelec’s 2001 election gun ban in Basilan which netted hundreds of assorted high-powered firearms to include the governor’s “goons’” firearms. Subordinate commanders were dismayed to find out later that the firearms were returned to the governor and other politicians after Colonel Narcise was relieved. Esperon and Akbar are still friends up to this time.

We tried to call Rep. Akbar several times but all that we got was a recording that the cell phone is “unattended or out of coverage area.”

    With criminals running government at the provincial capitol or city hall, what do you expect? Hoodlums

    in gov’t is not pecliar to Basilan alone. We are only hearing stories about Akbar in Basilan now, what about the Dutertes, Piñols, Parojnogs, etc?

    Like all other armed groups which began as anti-communist vigilantes assembled by Political/Military
    leaders, many refused to return their arms when their missions have been accomplished giving them
    awesome power at their command that they have turned to illegal activities with virtual impunity aided
    by connections with top officials, past and active.

    Here’s one article I sent about Kuratong Baleleng to a Dear Editor column a few years back:

    It was a strategy that the military under Ramos had to employ because he can’t trust the Reds, and they
    can’t trust him either, even if he sided with them in the fight against Marcos. It would be foolish for him to preserve their uneasy alliance openly but he cannot also fight with them secretly. Thus it was obvious military policy that vigilante groups like Kuratong Baleleng, Tirtir, Tadtad, Pasay’s own Black Torana or whathaveyou mushroomed in the early days of Cory. International Human rights groups called it
    Vigilante Counterinsurgency. Later vigilante groups centered on criminals, even petty teenaged
    snatchers were not spared, making every crime punishable by death. Like that of Davao’s famed Death Squad. Duterte one time even told reporters, “Whoever is doing it, I say very good and thank you”. President Aquino and Catholic Church leader Cardinal Sin during that time also said the vigilantes are legitimate.

    Formally organized by Army Maj. Franco Calanog with Ongkoy Parojnog appointed as chief, the Kuratong
    Baleleng Gang was born right after EDSA 1 to fight the growing insurgency in Mizamiz Occidental and
    environs. But as NPA troopers dwindled in the Mizamiz-Zamboanga vicinity, the Army had to disband it in 1988. Kuratong then turned to robbery and kidnapping and in 1998, Ongkoy was killed by Policemen.

    All suspects were later killed, too. And so was Calanog in gangland-style cleanup you thought you’d only see in movies.

    The gang was inherited by son Nato. This while several syndicates used the name Kuratong Baleleng for its notoriety but the real KBG operated basically in Ozamiz City and nearby. Aldo, another son of Ongkoy, and Nato operated in Metro Manila and other big cities and concentrated on bank robberies
    and kidnapping. Ongkoy’s nephew Dodo Calasan headed a third group. They later had legitimate business ventures used as cover for their operations like hotels, bars, malls even construction compaies.

    These were later found to be fronts for their growing “main line” of businesses which by then
    included gunrunning, drug trafficking/manufacturing, gun-for-hire, smuggling and bigtime extortion. All
    these time, they built a huge empire protected by top government, police and military contacts.

    In 1993, Panfilo Lacson’s PAOCTF killed Dodo Calasan in Cebu, Nato was arrested, Aldo and another
    brother, Ricardo, surrendered to ISAFP. In 1995, the brothers were back in Ozamiz after a judge
    dismissed their cases for lack of evidence. That was the same year of the alleged rubout of a KBG
    splinter group, the KBG 1 or the Wilson Soronda Group, which triggered the demolition job against PNP Chief Lacson.

    Nato ran and lost as Congressman but Aldo won as Ozamiz City Mayor by a landslide. Nato later
    became prov’l board member.

    As Mayor, Aldo, cleaned Ozamiz City of, surprise, surprise!…crimes, espeially illegal drugs. And this endeared him to his constituents. Well, before he became mayor, he was known as Robin Hood of
    Ozamiz, and now that he has cleaned the city not only of petty crimes, but of garbage and flood, even
    businessmen and priests support him! But that didn’t stop him from his “usual business” elsewhere.
    Or from getting support from his political and military patrons.

    This is what Panfilo Lacson has cited as the worst kind of politics, not that narco-politics one Corpuz
    was trying to pin Lacson with. I’m not surprised Lacson gets this kind of retaliation, he may be the KBG patrons’ big pain in the ass after all.

    And KBG’s Parojnogs are no different than the Akbars. with their bodyguards-by-day/Abu-Sayyaf-by-night men which reveal the kind of monster our own AFP have created a la-Dr. Frankenstein, they probably need the whole AFP now to terminate the creature.

    From Al-Harakatul-Islamiya in 1991, to today’s Abu Sayyaf Group, Akbar/Janjalani’s fighters provide the third layer in the three-tiered Muslim secessionist movement: the MNLF, viewed by the AFP as traditionalist self-governance seekers; the MILF – viewed as hardline secessionists and the Abu Sayyaf -Islamic State pseudo-ideologues who don’t even know where they’re going.

    As long as we have bandits running the local show in many places in Mindanao who are condoned, supported
    even, by political/military leaders, the elusive peace we all wish for remains a pipe dream.

    Tongue, can the same tactics you mentioned above be used in the MILF,MNLF and Abu? One can eliminate the other. Akbar is now legitimizing his business. Now that he is a representa-thief, medyo desente na, better than a known “hoodlum”.

    There seem to be a fraternity of the corrupt generals with Akbar. No wonder Akbar is untouchable! Good business talaga sa Mindanao ang mga mafia characters!

    Esperon wants provincial ID system

    Armed Forces of the Philippines (AFP) Chief of Staff Gen. Hermogenes Esperon Jr. yesterday proposed the implementation of a provincial ID system, saying it will help the national government to speedily respond to the security and development needs of every community, including strategic areas in Mindanao.

    Esperon said if such move succeeds, it could pave the way for the full implementation of the national ID system.

  33. Magno, salamat for the definition of “akhbar.” Tama ka rin doon sa “great” iyong walang kinalaman kay Allah. Great siya sa paggawa ng mga kalokohan at great din ang magiging parusa niya mula kay “Allah” na sa totoo lang ay Diyos din ni Abraham na Diyos din ng mga Kristyano. Iba lang nga ang tawag ng mga Moslem sa mga Kristyano at kahit na sa mga Hudyo. But wait, ang alam kong tawag ng Hudyo sa Diyos ni Abraham ay “The Great I am!” Iyan din yata ang tawag ng mga Moslem sa Diyos nila translated in Arabic! Whatever, iisa lang ang Diyos na sinasamba natin mali-mali nga lang lalo na doon sa mga hindi nagbabasa palagi ng Holy Scriptures!!!

    As we observe from the plight of the Parajnogs, now Akbar, bigtime politicians who are not descendants of powerful royal families have evolved from a small band of rogues employing townmates in their illegal trades or criminal gangs grow with the community as the syndicate grows. They are considered Robin Hoods and derive great respect even if only due to debts of gratitude. Such respect is enough to return a blind eye on their illicit activities, the police being more sensitive (or afraid) of these people with clout.

    They are later sought by local politicians for their followers and financial support. This act “legitimizes” their connections and their businesses, too, with local government and military. This also triggers fraternizing with the contacts’ contact and before you know it, they begin tete-a-tete with the highest officials of the land.

    We won’t be surprised if they later control the whole town or province because of the huge network of influences. In the meantime, government officials who are in too deep with them, are held hostage by their foolish association.

    It all boils down to elections. When candidates solicit these bandits’ support, they sell their soul to these little devils. Today, the little devils are monstrous. Look, Akbar not only controls legislative pork, but many towns’ operations, with his wives as extensions of his power.

    I’m sure Akbar is responsible, with the help of comelec’s Rey Sumalipao, in giving another of Akbar’s stooges a seat in Batasan via the party-list route. Anak Mindanao’s (AMIN) Mujiv Hataman is also from Basilan. Said to be dagdag-bawas beneficiaries in Lanao del Norte, AMIN was pitted against the progressive Suara Bangsamoro Party List.

    But elections were never clean in Mindanao, what with the Garci puppets getting their promotions and have larger areas under their control.

    Frankly, PSB, I don’t have the slightest idea how you can dismantle the Akbar machinery, or those like his. Would Gokusen like to suggest how?

    well, it will take maraming-maraming times para mabago ang kinagisnan sistema dun, at tamang edukasyon at information ang tamang panlaban sa situation ngayon. its not an overnight dream o reality..ang dapat imulat ay ang kabataan yung mga susunod na generasyon kapag nakita nila yung tamang pananaw pagtingin sa kasalukuyan at sa hinaharap unti-unti mababago ang situation.
    dismantling akbar machinery? sabi nga pusakal versus pusakal..ang kapwa muslim din namin ang makakalutas niyan sa tamang paraan..kung daanin sa baril magkakaubusan pero di pa rin matatapos at ang tanong hanggang kailan..”self-determination” will help to lessen. Si Akbar..matatapos din ang kapangyarihan niya sa tamang panahon,lahat ng bagay may kanya-kanyang katapusan..

    Gokusen, mukhang mahaba pa ang lalakbayin ninyo. We need to find a leader who will have a heart for uplifting your economic conditions. Erap started it with his Muslim foundation. I hope someone else will continue with what he started and more. Are there civic organizations which are directly involved in educational projects in the devastated areas? Groups that are not tied to politicians, military or any of the oppressive entities? I know that all the first world countries may be interested to help but because of the corruption and deteriorated peace and order in the region, everyone is reluctant.
