Comparing Estrada and Gloria action and reaction over a similar experience:
The DOTC is one of the biggest or THE biggest revenue generating department of the government and as such is often in the forefront of very tempting big bonanza projects.
Estrada had a similar experience, I think it was very early during his term, later part of 1998 if I’m not mistaken – DOTC which was then under Jun Rivera signed or promised to sign a radar deal to the tune of some 2 billion pesos. A Philstar columnist also exposed the deal taking Estrada to taks on his inauguration promise, “walang kamaganak, walang kaibigan, etc.”
Barely 2 weeks after the exposé, the deal was promptly rescinded – with no time wasted. There had been no glaring insinuations or accusations that somebody had received a cut, money up-front or that Jun Rivera had been promised a cut (or Estrada for that matter) yet press and public indignation during those weeks forced the Estrada government to rescind the contract illico. When the aggrieved party threatened to sue the government for some imagined “breach of contract”, Erap turned around and said, “Go ahead, sue me!”
And to think that the captain of the project was a bona-fide businessman and not a top level election boss – the deal was being brokered allegedly by an Araneta who was backed by a leg man purportedly in the person of Joey Stevens. The deal was in fact linked to Josie Lichauco who was a DOTC Usec at the time (the deal had been negotiated during FVR’s term; Lichauco had been appointed by FVR) and not to Rivera directly, the latter of course was the recommending authority in his capacity as the new DOTC chief i.e., for Erap to approve the contract.
This ZTE broadband deal exposé has been going on since April 21 yet Gloria has not taken it upon herself to address the public if only to offer a blunt “no” to all the insinuations that Palace or she had something to do with the ZTE project.

Arroyo mum as Sandiganbayan rules on Erap
President Arroyo has remained quiet and even canceled her trip to Batangas province on the day the Sandiganbayan rules on the plunder and perjury charges of deposed president Joseph Estrada.
Mrs. Arroyo called off her trip to Lipa City where she was scheduled to lead the National Day of Prayer Wednesday.
The decision to postpone the trip was made during a Cabinet meeting in Malacañang Tuesday.
