Hindi baril ang solusyon sa lumalaganap na krimen

Sa halip na magbigay siya ng panahon sa pagtuturo sa mga prosecutor o piskal kung paano maging asintado sa pagbabaril, dapat siguro ang asikasuhin ni Pangulo Aquino ay ang solusyon sa nakakabahalang sitwasyun ng peace and order sa bansa.

Sa kanyang talumpati sa National Convention ng Prosecutors League of the Philippines sa General Santos City, nagboluntaryo si Aquino na maging instructor ng prosecutors sa pagbabaril. Ang isang hilig kasi ng Pangulo maiban sa mamahalin at mabibilis na kotse at maglaro ng computer games at mag-baril.

Maganda naman sana ang kanyang speech. Sinabi niya na alam niya ang panganib na sinusu-ong ng mga prosecutor na siyang tagapagtanggol ng pamahalaan at mamamayan sa mga kasong criminal. Merong public prosecutors na empleyado ng pamahalaan at merong private prosecutors, mga abogado na kinukuha ng mga biktima.

Binanggit ni Aquino ang pagsasanay ng mga prosecutors para protektahan ang sarili nila na ginawa ng European Union-Philippine Justice Support Programme. Sinabi niya na may kasunduan daw ang Department of Justice, Philippine National Police, at ang Prosecutors League of the Philippines na bigyan ng priority ang kanilang aplikasyun para sa lisensiya ng kanilang mga baril.

Naisip kasi ng mga prosecutors at mga huwes na magkaroon ng baril dahil marami sa kanila ang binaril dahil sa init ng kaso na kanilang hinahawakan.

Hindi siguro makatiis si Aquino, nagdagdag pa siya, “And, may I add, since I am now the foremost prosecutor, if you need a so-so instructor, I am also willing to volunteer. Of course I can defer to my senior also in public service, Apo Rudy Fariñas, to be a better instructor.”

Nagtawanan daw ang nasa audience. Cute pakinggan. At yun ang lead ng mga report tungkol sa okasyun.

May iba pang sinabi si Aquino doon na mas matino katulad ng kahalagahan sa pagpatibay ng Witness Protection Program dahil mahalaga ang mga testigo kung gusto talaga natin maparusahan ang mga criminal. Hindi na napansin yun dahil ang pagiging shooting instructor ni Aquino ang mas nakakatawag ng pansin.

Wala tayong magawa kung talagang nandun ang kaligayahan ni Aquino sa pagbabaril. Ngunit sa isang bansa na ang isang problema ay ang kumakalat nabaril na hindi lisensyado, hindi yata nakakatulong na ang presidente mismo ang magtuturo magbaril.

Mabuti at nabanggit ni Aquino European Union-Philippine Justice Support Programme dahil meron din sila training sa mga journalists at nakasama ako doon. Nagdala sila dito sa Pilipinas ng dalawang miyembro ng German Police na siyang namuno sa training. Ang isa sa kanilang idiniin ay hindi nakakabigay ng proteksyun ang baril. Sabi pa nga nila, “Nagbibigay ang baril ng false sense of security.”

Mas malalim ang kailangang solusyon at kasama na doon ang ekonomiya, moralidad at iba pa sa ating peace and order na sitwasyon. Yun dapat ang pagt-unan ng pansin ni PNoy.

    But it should be mandatory that before one is given the privilege to possess firearms, he or she should know how to safely use and shoot them…and if one wanted to polish his skill, he could go on more advanced training, but that would be reserved for the Police officers and Special Forces..

    guns in the other hand could be both the contributor for or deterrent against crime, depending on the country’s criminal justice…I admit that we are very liberal when it comes to allowing our nationals to have guns…without limits as to quantity,(on condition that they can be safely stored) but no one and no one except the cops can carry firearms as Weapons for their jobs…not even soldiers are allowed to do so in public unless during transport or in mission or training. but of course we are authorized to transport them for recreational and sporting purposes in accordance with the guidelines…and cops can not even carry them home, and off duty…(criminals are exempted)

    Pay our judges and other judiciary servants well so that they will not be bribed. I am also for the carrying of a gun to deter the criminals. But this has to go with a lot of training and responsibility.

    On the Pilar Pilapil case, I wonder who the woman is in her car? She could be an accessory to the crime. The authorities should look into this angle.

    Most of the crimes involving judges are simply to make sure that there will be no verdict if the defendant seem to be losing. Pinapatay na lang ang judge. Judges should be provided security when they are handling critical cases specially those involving politicians and rich people who can use their private army to excercise force and intimidation and eventually death.

Maging ang mga security guards ay batuta lamang ang maaring dalhin sa loob ng kanilang binabantayan.

    Ang sino mang mahulihan na mayari, may dala, o nagtatago ng baril o paputok ay mabibilanggo ng dalawampung taon ng walang parole. Kung walang ay walang krimen.

    pete albea @7..I still could recall way back when gun crime was soo low in the whole of Canada that I can just walk in a hardware store and get myself a Winchester without any pre-condition or safety training and the cashier and the storeowner will throw in a box of ammo for the business…but that was then..and now each should undergo Safety courses, background checks and even interview with their ex and neighbours and former employers to make sure that they are not acquiring guns for ulterior motives…but that is the least of the worries…it is the “suicide” with the use of firearms which is very high in this country…it was the very main reason for all these new measures..to make sure that the new owners are stable enough not to use the guns on themselves…(since it is not a crime to commit suicide)

    And there is a sacred rule that even the worst of criminals must observe..judges and prosecutors are off limit…or the whole force of the law will bear on you…without mercy…and the special task force is just waiting for that opportunity…

    Re #7: Paano mo lilikumin ang mga baril na hindi mo alam kung nasaan? Hindi naman pinapakita o pinagmamalaki nang mga kriminal na may baril sila hangat hindi ginagamit sa krimen.

    Meron nang batas sa mahulihan nang mga illegal na baril at sa civilian na gumagamit nang legal na baril sa illegal na pamamaraan at ito ay pinatutupad nang husto. Ang hindi mabigyan nang husto at tamang limitasyon ay yung mga pulis at militar na ginagamit sa krimen ang kanilang service firearms.

    @ 12 I have no disagreement with your right to bear arms…but that must be balanced with the security of the state to prevent the guns from being used for crimes and violence…I have been an avid collector of arms and also a hunter and sport shooter..but when the government passed the Stricter Gun laws in l995, it did not take away our privileges as lawful gun owners, but preventing those that may have the tendencies to use them other than “lawful” purposes to legally owned them…and we are the 8th in the world when it comes to guns possession in ratio to its population..the us and yemen still fighting for the first place.

    # 14…the answer to that question is maybe a blanket amnesty for a period of time and after, a very thorough campaign to collect loose firearms and charge those in possesion of illegal arms with a special law that will allow summary trials and very severe punishment…and since it is necessary for the soldiers and cops to carry their service firearms even off duty, they too should be covered by a very strict law and violation thereof should be dealt promptly without mercy…
    right now i can go out with my 2 inch .357 easily concealed, and chances is I would not get searched, never been stopped for a search…but what happens when i get involved in traffic mishap and the cops found out that i am illlegally carrying a prohibited weapon. (guns with less than 4 in. barrel is now prohibited, but grandfathered for those who had them before the law),,that will have a criminal records registered in my name and I can not go anywhere since I will not be issued a passport unless obtained a pardon…that is deterrent.

Isa ito na problema ng lipunan, na dapat mabigyan ng tamang Batas.Siguro, kung walang baril na nagamit sa Maguindano na Kaso, hindi aabot sa 57 mahigit ang biktima, at matatakot din ang ibang pamun-nuang maging diktador.     kung mamamatay tao ka, kahit bato lang ang hawak mo papatay ka pa rin. wala sa gamit yan kung di sa nagdadala. kung matapang ka, matapang ka kahit walang sandata, kung sira ulo ka sira ulo ka pa rin kahit walang baril, may baseball bat diyan.

    jug # 18..again you have some point in your reply…but one crazy with a baseball bat would not be able to victimized as many as one Lepin who was armed with Ruger Mini with banana type magazines and when the smokes cleared murdered 14 innocent women in Quebec…after the Inquiry, the law limits all rifles to have limits of 5 rounds only and pistol 10…of course it will not stop multuple murders, but will minimize the casualty until the police can response. I did have the same Rifle, very nice, but after that incident surrendered it for destruction. In full auto mode, it as deadly as the M-16…and why would civilians have them? yes one can still have one…but it is less deadly with 5 rounds limit.

    Nung panahon na hindi pa naimbento ang baril, may mga kriminal na ba na pumapatay gamit ang ibang sandata? May mga warlords na ba na nag-oppress sa mga tao gamit ang ibang sandata? Kung wala, dapat ngang ipagbawal ang baril maliban sa pulis at sundalo.

  23. Tama hindi baril ang solusyon sa lumalaganap na krimen. Ang solusyon ay dapat maging maayos na ang pamumuhay ng mga tao. Huwag ng hayaan pa na maglingkod ang mga taong corrupt talaga dahil sila ang nagpapahirap sa bayan.

    How can gun control be successful in our country when we have two insugencies going on? There are just too many firearms around. Owning a gun does not make you feel safe.

    Off topic and still on Pilar’s Pilapil’s case. The companion of Pilar is the husband’s niece and she was the driver of the car. They were to go to her niece in law’s friends and got pulled over by the villains. This smells fishy to me. Why pull over and why travel someplace past 9 pm? Why did Pilar’s husband not go with them when they were even together prior to that night trip? Parang set-up ito to kill Pilar. I hope, that if her husband is involved here that he rots in jail. And that niece of his, if she participated in the crime should also be put in jail. I hope this is not another Nida Blanca stody. It is a god hting Pilar is alive and she can put away the villains, if caught, that is. Huwag na muna siyang umuwi sa bahay niya. Maybe the hubby is the “devil”.

    What the government should do is to control the loose fire arms. By that I mean cover all the ports of entry and to go after those home made paltiks and Danaw made guns. It should also control it’s military and police personnel selling their alloted guns to private individuals.

    By “controlling” the legit gun owners, it seems that they are barking up the wrong tree.

    These thoughts are about guns as guns are as natural as elements of the environment like wind, water and fire; elements of nature that kill by small or huge numbers.

    Hopefully thinking this way is not bedbug thinking. To begin with, the right to bear arms is not the right to bear land mines, machine pistols, grenades, IEDs (improvised explosive devices). Where the right to bear arms is denied the citizenry is where you will find the most depraved, the most oppressive tyranny inflicted by a government or its men to its people. Where this right is absent you might find the most unconscionable murders of journalists instigated and masterminded mostly by people (it is not guns that kill but people) from governments. It is not the 99 percent of the population who may have guns who are likely to kill journalists. For it is this 99% that is the heart and soul and the sole reason of their BEING. Being a journalist.

    It is perhaps presumptuous to say that if the pockets of provincial rebellions by Tamblot, Diego Silang, the sakdalistas, etc., hundreds of etc, and even by Andres Bonifacio succeeded like the British colonies did in America, these our unsuccessful rebel leaders would have had the foresight to enshrine in the constitution the right to bear arms to remind those in government that the citizenry like the forces of nature had the strength to punish even insidious tyranny.

    Guns is fear and FEAR not reason is the most powerful and effective means of control of the many by the few: by few church people of their multitudes, by government people of their citizenry. In the same manner that guns like morality is an equalizing weapon of the poor against the excesses of the rich. But the right to bear arms like morality and the elements of nature is silent power of the powerless, the have nots. Guns like fear will warn authoritative criminals, that an improbable typhoon, earthquake or a tsunami of the people might stop them in their tracks.

    A poor hungry thief with his paltik or rusty forty-five though a simpleton will not be stupid even to think of robbing his neighbor if he suspects him to have a Smith and Wesson Magnum, or a Glock or 12 gauge slide action shot gun. Those boys turned old men in Britain, Canada or the USA, those who had played with pellets or air guns in their youth know the meaning of respect for those few Filipinos who loved their guns but failed to murder anyone.

    A subtle symptom of a sick society is when the lethal use of guns becomes a source of livelihood. A very profitable one if the “job” or “hit” are those loud apostles of a gunless civilization. Este, citizenry.

    maselan na issue ito, as a head of the country and a commander in chief malakas ang dating nito sa tao. Masama o mabuti di natin alam.

    Subalit isa lang ang alam ko ang Pilipino ay likas na emotional at majority ng Pilipino ay sapat lang ang kita sa pagkain. Paano kung isa kang mahirap, baril barilan na lang ang proteksiyon sa kalaban. Maglalabasan ang mga improvised tools like paltek, pana, tirador at iba pa.

    Ang maliit ay mapipilitang sumama sa malaking grupo at muling makakawatak watak ang peace and order sa bansa (sabi ng PNP meron). We cannot armed our society under poverty and injustice. Mas magulo.

    Posible kung meron pagkain sa hapag kainan, murang edukasyon, trabaho, sapat na food supply sa bawat bayan, pangarap sa hinaharap, at mabilis na hustisya. I’m sure bago mo iputok ang iyong baril magiisip ka muna. Pero kung kumakalam ang iyong sikmura, inapi, inalispusta, at di mahagilap ang katarungan. Pinakamadaling gawin ay iputok ang malamig na tingga sa nagbabagang kalooban.

    Attending a seminar on Mediation long ago I heard this on a lecture about thinking outside the box:

    Kung gusto ninyong mabawasan ang wife abuse,dapat ikampanyang dumami ang husband abuse.

    Kung gusto ninyong mabawasan ang krime,ikulong lahat ang pulis, pakawalan ang mga kriminal.

    Tignan at isipin kung ano ang mangyayari.

    Gun news in the US today: a six year old boy brought a gun to his school, it fell out from his bag and discharged, he got hit and two other kids. They’re okay as of now.

    Parents need to be fully responsible as gun owners.

    Bolos and knives don’t kill either.
