I understand why Neri couldn’t talk

I called Romy Neri right after testifying Sept. 18 in that first Senate hearing on the ZTE scam. It was our tenth talk about the issue since Apr. 20, when The STAR ran my first of a series of articles. I pried why he didn’t show up, if he was under any threat of harm, and when he’ll reveal all he knows. From his replies it was clear he was charily weighing the consequences. There’s a time and place for everything, he mused, then asked if what he has narrated to me thus far would “incite another EDSA.”

I said I didn’t know, but that I do wish the Senate inquiry would spark a wave of reforms, starting with clean elections. He shared the dream, but doubted if it would come true soon. Our talk eventually led to sacrificing for the sake of the nation. He said Joey de Venecia was brave to implicate big names, adding that if push comes to shove the young whistleblower fortunately has a rich dad to fall back on. “I’m not affluent,” Romy stated the obvious. Neither am I, I reminded him. Whereupon, he shot back: “Oh, but you’re a journalist, you’re supposed to be dedicated to the truth.”

Yes, in this calling our first instinct is to truth and justice, at all costs. So with Romy’s words in mind I must disclose what he has told me. I know I might get him and myself into deep trouble with powerful persons. But that is journalism. Too, in my hierarchy of values, God is first, country next, family and friends third, and myself bottom. Patriotic duty calls.

Romy bared many frightening things when he called me morning of Apr. 20. I had written that the government was rushing to award the ZTE contract the next day in Boao, China, and that the NEDA, which he headed then, had approved the overpriced telecoms supply in a huff. Before I could ask anything, Romy blurted three items in succession: “This deal was the handiwork of Ricky Razon and Comelec chief Benjamin Abalos … I warned President Arroyo about this, and also told Speaker Jose de Venecia Jr. … Abalos tried to bribe me P200 million.”

I was stunned, and asked him to start over again by answering some basic questions. Like, how the NEDA got involved in this, and why a build-operate-transfer project suddenly became a negotiated supply purchase. He said “NEDA had to make an evaluation any which way.” Too, the law “allows the President to waive ODA (overseas development assistance) rules in a bilateral or government-to-government agreement.” He stressed that NEDA had no capacity to determine any overpricing, then explained the three steps in any NEDA project review.

Three times Romy repeated he had warned Arroyo about the deal. He told her about the bribe offer, and she allegedly replied “then don’t accept it, but work on the approvals just the same.” He said Arroyo kept blaming Joey for the mess that was then brewing.

The culprits in this deal, he said, are “ZTE Corp., Razon, Abalos — and one more….” When I asked why his NEDA approved the ZTE proposal when he knew all along it was stinky, he said, “GMA was pushing it, and it’s our job to process.” With pain in his voice, Romy said he had almost resigned the day before.

“My life is in your hands,” Romy cautioned towards the end. He said Abalos had wiretapped one of his staff, and Razon had once threatened him at a cocktail party hosted by the Speaker.

Before he hung up, Romy said that my exposé had the potential to mar the administration’s chances in the May election. It was so explosive, he counseled, so I must be very careful. He also said he would fire off a Letter to the Editor to clarify his role, in view of the sensitive info he had just shared.

I expect Romy to get mad at me initially. He already did because of my column last Monday, which his friends said put him in peril for hinting at what he might testify to. I apologized to him Tuesday, explaining that I intended his potential tormentors to realize, for his safety, that some other persons and I know what he knows. Too, that I wanted corroboration of Joey’s testimony.

I also expect Romy to understand in the end. He was feverish and coughing when he testified Wednesday. The media have since praised him for boldly divulging Abalos’s bribe attempt, but also pilloried him for hedging on matters involving higher officials. Some even mocked him for downplaying his role at NEDA as presidential co-chair of major projects, making it look like he wasn’t worth a P200-million payoff to begin with.

But then news reports have it that Romy was ready to bare all during the executive session at 9 p.m., just that he was having chills. I pray I can help him with this. Before the hearing I offered Romy a prayer for fortitude. He said he was more courageous than us. I don’t doubt it.

  1. There is no justification for protecting a thief.

    Gloria Arroyo committed a crime and it’s not for Neri to decide to withhold the truth to prevent her from being ousted and punished.

    He is the one playing God. Sorry, I have no sympathy for him. Magsama na silang mag-amo. He deserve being treated like a dirty rag by Gloria. Imagine, from NEDA to CHED.

    And what is he doing in education? What example does he set for Filipino students by cooperating with thieves and liars?

  4. OK din itong si Bondoc, trying to be the unofficial spokesperson of the Puwet ng Manok. Problema, hindi iyan uubra sa korte without the Puwet corroborating his statements that the criminals at the palace by the murky river can claim are all a figment of Bondoc’s imagination.

    Best is for Bondoc to put their conversations in tapes and/or disks. Problem e baka si Puwet naman ang magsabing, “Sorry, lapse of judgement.” Nak ng pating! Papaanong nakakalusot ang mga iyan?

  6. Jarius is being creative in bringing out the truth. Of course that won’t stand in court. That’s courageous. He deserves all our support.

    It is important is for truth to be brought out to the public.

    You inform the people, you empower them. That’s what Malacañang is afraid of. Gusto nila tanga lahat.

    I know this to be out of place. Please bear with me. I just want to create awareness by choosing the busy forum or the latest.
    Do consider Dr. Martin Bautista for the next elections obviously (a senatorial candidate of ‘Ang Kapatiran’ together with Adrian Sison and Zosimo Paredes). He’s a 45-year-old gastroenterologist in the US who came home after 17 years. You can see from his background that he truly means service. For those who find him to be a hypocrite for working abroad, do understand he’s a family man who needs to sustain his family, that he will be able to keep his independence by not relying on public funds to support his family. He helps his countrymen in his capacity but it’s just not enough for there are millions of Filipinos. It’s a good start in Philippine Politics to have him and his party around.
    I urge you to forward/text/inform all your contacts about them. I believe they only lack exposure that’s why I’m doing this. But I can’t do it alone so I’m appealing to everyone’s help. If all will inform their contacts about them and urge them as well to forward, we might hit a million.
    We cannot afford to be indifferent now if we want meaningful change. Otherwise we only have ourselves to blame. But together we can make a difference.

    Maybe Mr. Romy Neri, the ‘half-half’, is really scared of what can happen to him if he will devulge what he knows. His dilemna is, should he talk now or later. I can feel na parang gusto na rin nyang magsalita tungkol dito pero baka talagang nangangamba siya sa maaring mangyari sa kanyang buhay at sa kanyang career, as what he said na hindi siya ‘affluent’ unlike Joey DV3. But one thing na pwede kang bumulib sa kanya is that hindi niya tinanggap ang 200 (million?) para biglang yumaman. Maybe he wants to get to the top the right way. But unfortunately he was working for the wrong boss. But I will still pray that Mr. Neri will really have that courage to tell the truth, for the sake and welfare of the people who are already heavily burdened by the exorbitant taxes imposed by the corrupt government of Gloria.

    He has put himself in a very difficult situation of his doing. At that level, a man must take a definite stand: be brave and say everything or be stubborn and say nothing. Either way, he cannot go half-way. Going half-way leaves him nowhere: he loses all the way.

    Neri should be told that he is not in a position and the kind of person to decide what is good for the country. He clearly thinks that he is intellectually superior than most of us.

    Sana lumaban si Neri at inilabas ang katotohanan. Kung ginawa yon baka napaganda sa bayan at maraming offer ng scholarship and jobs sa kanya. Si Ninoy lumaban binigyan ng scholarship sa Harvard. Pero ito si CINCO-NERY baka – Scourge-larship – ng Sambayanang Pilipino. Sori yan ang ginusto mo. Ang sabihin ni Neri yung alam lang hindi na kailangan ang dagdag or bawas. Iyon lang ang gusto ng tao. Ellen, damo guid nga salamat.

Ang tindi! Kaya can you blame me if I cannot help comparing our system of kicking out crooks effectively in Japan with the kurakot system in the Philippines.

    You’re right, freedom of the press gives the journalist the right to speculate for the sake of truth. It cannot be called “libel” as a matter of fact especially if the journalist gets the cooperation of other journalists in uncovering the truth. Kaya nga may sinasabing investigative reporting e.

    Who says that he is a hypocrite? Working overseas to support one’s family is not being hypocrite. It is the most practical thing to do if working in one’s country gives one no hope of providing his family 3 meals a day, not to mention anymore about the extras.

    At least, Dr. Bautista did not have to demote himself by retraining to be a nurse just to be able to work overseas. This is what we criticize.

    Why allow oneself to be degraded by a bad regime? Bakit hindi na lang patalsikin? And Filipinos concentrate on improving themselves within the Philippines without “stealing” jobs from the natives of countries where they are not even wholeheartedly welcome.

    JB, I would assume that RN approached you as one professional would another and not as old personal buddies. I knew RN at a time when I was with a group advocating for the dismantling of monopolies in public utilities. That was some five years ago when RN was still at the CPBO in the lower house. In one meeting at the AIM he explained to us his theory on what kind of system our advocacy was faced with. This is where he explained about ‘booty capitalism’ and how it has stunted our economic growth. He also elucidated on how ‘booty capitalism’ promoted ‘regulatory capture’ of government agencies in exchange for generous funds for election purposes.

    In other words, RN was fully aware of what he was getting into, when he joined government. To recall, I started to be disappointed with him when he did not join the Hyatt 10. But late last year, when he started coming out officially, not just in cabinet meetings but also in the press, about the state of ‘regulatory capture’ of most government agencies (some which he mentioned), I thought that he had started to make his move at exposing these ‘booty capitalists’ and for that matter had also gained the approval of the President, who on countless occasions announced her unrelenting effort to stamp out corruption.

    What he did at the Senate hearing was a big let down.

    From events as reported, it appears that RN did not have the President’s go-signal to go after the ‘booty capitalists’, otherwise, he would not have been removed from the cabinet and shunted to a lower position. That the President flip-flopped in letting RN testify indicates that there is a possibility that RN himself has been misled about the President’s real intentions with the ‘booty capitalists’ of RN.

    When someone decides to do something which he believes is right and would benefit the common good, he starts to write it down and proclaim to the world that this is his belief and was prepared to take action on it. When RN explained to us his theory, he was encouraging us to proceed as if to show that we were on the right direction. In other words, I believe that he was able to impart knowledge about the nature of the port advocacy which I joined, and in a sense, had his support.

    That he took you into his confidence only means that he has come to trust that you would do the best not just for his personal well-being but more importantly on the common values that you share with him. I trust that you have done the right thing and I do not think that people with similar advocacies would, in the future, avoid you in bringing their issues to the public at large. I can see that you are trying to help RN and not just endanger his life and the life-long advocacy that he has immersed himself into.

    Abalos resigned. But his resignation doesn’t a closure bring to all the allegations of wrongdoings which he is only one of the smaller players. Until all the players and that may bring us all to the doors of the Palace, get their just deserts only then that the Pilipino people can rest assured that somehow there is Justice in the midst of it all.. and time to really move on and look for a brighter future

    Sonny Coloma of Businessworld has interesting insight on the way Neri’s mind works, how he can hold two apparently contradictory ideas in his head and still believe he has not soiled his profession. To quote:

    “I retrieved from my attic bookshelf a book authored by Mr. Neri, a long-time colleague in the AIM faculty entitled, Economics and Public Policy. One section in the book focused on ‘the problem of corruption.’

    “Prof. Neri cited the findings from the World Bank’s 1997 World Development Report ‘that incentives for corrupt behavior arise wherever public officials have wide discretion and little accountability’ and that ‘a necessary condition is that public officials have rewards and penalties at their disposal.’

    “He presented a bar graph that distilled the study’s findings. He wrote on: ‘It shows that while a lower level of corruption is more conducive to investments, even a high level of corruption coupled with a high predictability of outcomes will still result in sufficiently high level of investments.’

    “Is this mind set the basis for Mr. Neri’s judgment call that, as pointed out by Senator Roxas, it was all right to approve the controversial project ‘despite the possibility of corruption?’ “

  36. Lacson, et al, may try perhaps to have the Fatso arrested on his arrival from Hong Kong. There is the well-established suspicion, the court may grant arrest of the Fatso by the police regardless or not he will answer questions during police investigation. He is a civilian. He should not be granted any right or privilege to evade the law. Impeachment is only for erring public officials prior to undergoing through the usual criminal proceedings.

    This line alone showed that Neri has a mind of a big time corrupt person.

    Call it strategy. What we dont hear but Jarius continues to listen to is what made Malacanang confirm the NEDA OIC as the new economic planning secretary to send a message to Neri. That was not part of the deal, Neri was promised to get back that post after a few months, when the ZTE fever would have been quelled. Jarius continues to hear him out, while Neri assures Malacanang that media (just Jarius actually) is just sowing intrigue. Of course, Malacanang didnt bite that. Neri’s silent talk has scared Malacanang and made repeated calls to him…telling him to hang on…to hold on. But Neri kept the “silent talk” going to make Malacanang back out of their deal and make it easy for him to finally put a voice to his humming…the “silent talk” would then be heard. Now that Malacanang has backed out of its word to Neri, he is now ready to ring the bell on corruption in government deals entered by PGMA while Abalos on electoral fraud…the reverberating sound Neri and Abalos will make can just be a deafening harmony…and can beat the drums for the exit march of PGMA.

    What worries me is that this kind of rationalization is not unique to Neri but is shared by other technocrats in GMA’s cabinet as well. Especially that half that didn’t resign after the Hyatt 10 left, oh so long ago.

    To everyone involved in the difficult task of searching for truth and exposing truth in the NBN deal (and that means the whistleblowers JOEY DE VENECIA, ROMULO NERI, JARIUS BONDOC, the SENATORS, JOURNALISTS, et al) … I hope this is able to reach you in whatever way …

    Trust God, trust the Filipino people that they will protect you. We recognize courage and integrity, so rare these days, and we salute you. Truth is a process. And even when our efforts are imperfect, we find a divine hand getting us back on track.

    I marvel at how we have been trying so long to get Abalos out for his shenanigans at Comelec. He gets tagged for a totally different deal–the NBN. No one could have ever planned it that way. “Higher authorities” are obviously involved in the NBN–both elected and non-elected officials. Do they think they will get away with it forever? Karma or what the Bible calls “reaping what we sow” will eventually catch up with them.

    But we all have a choice. Truth is costly and it calls for us to make great sacrifices. You alone can decide what is your price. What price are you willing to pay or what price will you stop at?

    I’m both proud and disappointed at what Neri did. I know he was ready to expose some things but not ready for others. I can accept that. Who of us can predict when push comes to shove how we will respond? My only worry is what example it will give to potential witnesses later on. If “big people” balk at telling the whole truth, how about “small people”? Who can they look up to?

    Joey de Venecia, while I admire him, is still a “tainted source”. Though I don’t think it is his main motivation, he can always be accused of being a spurned bidder. Neri was supposed to be the one, untainted, with integrity and technical expertise, loyal, the insider. Neri, don’t exchange the Filipino people with people who are ready to demote you and threaten your life with harm. Choose whom you will side with wisely.

    When the time is ripe, everything hidden in the dark will be laid open for all to see. Then the Filipino can stand proud again, proud of our country, proud of each other. Though we will never be the richest nation in the world, we know our values and we will have the world’s respect.

It’s gone!” I also wanted to reply to him on his request for more on Neri-Razon, but the reply has not appreared, leading me to wonder whether Ellen has started to screen posts here.

    It is a safe assumption that there are parties trying to neutralize whatever it is that is happening here in the web which they think is inimical to their narrow interests. Let us not be cowed by such juvenile actions, we can still survive here. I think this will only foster more vigilance on our part.

    So, to continue…. I wanted to thank AdeBrux for posting Tongue’s url here. I was able to read his entry on Razon’s links to the NBN and found that his info pertaining to Razon’s ports interests is similar to what I have.

    You bet! I think the same. That is why when I read Mars Roxas statements on this and that issue for pogi points only, I cringe! You don’t call the GLORC your president if you know she is committing crimes to keep her stolen position. Why allow the country and people to suffer even the consequence of their folly, vis-a-vis EDSA 2? He and his fellow senators have a duty and the right to remove a crook, he should do just that. Hindi kailangan ang mga paligoy-ligoy!
