Dolorfino says ‘bribery’ affecting ranks; warns of civil war

Statement from Maj. Gen. Renato Miranda, Brig. Gen. Danny Lim and the rest of the 28 officers detained in Camp Capinpin on Dolorfino’s statement that he does not think the bribery issue would be a source of grumbling among soldiers:

“Speak for yourself, you sycophant general. It hardly affects you because you have got it so good enjoying all the perquisites dispensed by an illegitimate leadership bereft of moral scruples which perpetuates itself through bribery and corrupting others.

“You’ve got it made. All for your blind loyalty and myopic sense of professionalism. If pervasive corruption and the strak truth don’t bother you, the soldiers are deeply affected by them.

“Tell that to the Marines who arein harm’s way in Sulu and Basilan who have been promised a pittance increase in their combat pay. No funds for them but Malacañang can afford to give everytoady congressman, governor, and other local officials half a million pesos each.

“He said professionalism should reign regardless of personal and political interest and the AFP neutral at all times.

“We totally agree. But it’s not professionalism and neutrality when your chief of staff cheats in elections and in the process dragging the AFP in partisan politics. He continues to lie up to this time.

“You’re not a professional and neutral when you continue to keep a blind eye. There’s no such thing as being neutral when it comes to the truth.

“Dolorfino cited Tadiar’s professionalism refusing orders to fire at protesters and rebellious soldiers during the events of February 1986. We wholeheartedly agree with him. And being the professional that he claims to be, just like Tadiar, Dolorfino should refuse to obey when ordred by the butchers in Malacañang and Aguinaldo to fire at the crowds and violently disperse them. Even if there’s a lot in it for him from Malacañang.

“He talks of military adventurism. It’s not adventurism to stand up and be counted on the side of the truth. It is a serious duty for those who are not blinded by other considerations especially self-aggrandisement.”

Marines commandant Maj. Gen. Ben Dolorfino yesterday said the Marines are “in one way or another affected” by the reported bribery on congressmen to derail impeachment moves against President Arroyo.

But he said he does not think if the bribery issue would be a source of grumbling among soldiers. Nevertheless, he warned his men against engaging in military adventurism as he said this could lead to bloodshed and civil war.

He said a soldier’s professionalism should reign over “respective personal and political interests” and that the Armed Forces must stay neutral at all times.

“If the Armed Forces joins (any anti-government move), there is no other group that will benefit from it but the enemies of the state — the CPP/NPA (Communist Party of the Philippines-New People’s Army), the rebel groups, the terrorist groups, the organized crime groups — and it’s not far-fetched, there is going to be civil war if the Armed Forces of the Philippines will be involved,” Dolorfino said after the formal opening of bilateral exercises between Filipino and American troops at the Marines headquarters in Fort Bonifacio, Taguig City. “We cannot discount that possibility (civil war).”

Dolorfino said the Edsa 1 or the People Power Revolt in 1986 that ousted Ferdinand Marcos would have turned bloody had then Marines commandant Brig. Gen. Artemio Tadiar followed orders from his superiors to open fire at protesters.

“If the commandant of the Marines then was not as professional as General Tadiar, it could have become a bloody confrontation between pro-government and anti-government forces. So we cannot take chances as far as the use of military force is concerned,” he said.

He said the 120,000-strong Armed Forces is “the only institution entrusted by society to maintain peace and order, so what will happen if we will be involved in political squabbling?”

Dolorfino, who assumed the post of Marines chief last month, said he has been making the rounds to tell his officers and men to stay “apolitical at all times.”

The Arroyo government has survived two major military uprisings since 2001.

The first was a mutiny staged by some 300 junior officers and enlisted personnel in July 2003 in protest of what the mutineers said was corruption not only in the military but also in government.

The second was in February last year when high-ranking officers and their men, including former Marines commandant Maj. Gen. Renato Miranda, were supposed to withdraw support from the Arroyo government. Also implicated in the supposed February plot were Brig. Gen. Danilo Lim, then commander of the Army Scout Rangers, and two Medal for Valor awardees – Col. Ariel Querubin and Lt. Col. Custodio Parcon, both of the Marines.

  2. Civil war? I don’t think so. The next revolution will be fast and furious, with junior officers taking a more aggressive stance by isolating their senior counterparts who are perceived to be protectors of this mammoth criminal syndicate calling itself government.

    The soldiers have learned their lessons, the hard way. Announcing your plans to the generals and hoping to win them over to your side would only land them in jail.

    The use of force this time will be directed against these same officers who have destroyed the military as an institution that used to serve the people and not just political interests.

    There is no other way to do it.

It’s either you are pro-Arroyo or a rebel soldier. We go back to “Tama Na, Sobra Na.” I believe the professional soldiers and the patriotic Pinoys are wide awake and for sure, they could no longer stomach what’s happening in the country. There’s too much of every nasty thing and too little of food on the table of the ordinary pinoy. Too much of rhetorics and grandstanding and too little education to the ordinary pinoy. Too much of corruption and bribery and too little money in the pocket of the ordinary pinoy. If Jose Rizal was alive, he will surely cry.

  6. Funny how the conditions that Rizal described and lamented about more than a centuries ago still exist. No thanks to the hacienderos, many of whom got their landholdings in fact even by landgrabbing even by their parents, many of whom were friars who ruled the Philippines in the Name of God (kuno) but in the ways of the devil.

    Filipinos even now still suffer what is more aptly described as slave mentality, and reason why even public servants would not do anything to remove abusive officials, elected and otherwise, for fear of being removed from office and suffer hunger and starvation with no chance of getting employed for one’s ability and qualifications and not because of connections.

    This is one reason why oppressed soldiers of the Philippines would not dare fight this oppressive regime and be still loyal even to a criminal that they know cheated in the election with the help of officers in their units.

    In fact the money gift-giving is one way of quelling any attempt to unseat the criminal, who is loving the adulation, flattery and all after the early Christmas celebration. Trabaho talaga ng demonyo ang ungas! But don’t be deceived, guys, iyong gaga taga-implement lang iyan ng mga plano at gawain ng asawang halimaw! Pa-cute-cute lang at palandi-landi lang iyan na may kasama pang pang-uto sa mga malilibog when she was distributing her gift, may palabas-labas pa iyan ng salawal pihado dahil hindi tinuruan ng nanay niya na umupo ng mahusay para hindi makita ang salawal!   8. Over in Japan, bribery is strictly prohibited. Even contributions to political parties are regulated, and made sure that they are not briberies. Politicians are strictly prohibited from making contributions that may be conceived as briberies, etc. Even when we have reason to be grateful and give gifts as tokens of gratitude, goodwill, etc., by law, it is strictly prohibited.

    Many years ago, I tried to give a doll to a woman at the Customs where I was doing translations out of goodwill and nothing else, but I was told to take it back, and never to do it again. No explanation of mine that I did it for goodwill’s sake, was accepted.

    I learned later that the said woman employee was reprimanded and transferred elsewhere. I felt guilty about it, and the trouble I might have caused that female customs officer. I never became friendly with anyone in the government agencies that I worked in as interpreter/translator ever again. Mahirap nang masabit!

    And that ladies and gentlemen is one reason why Japan is progressive and the crooks can easily be sifted and removed. I wonder when Filipinos can achieve this kind of progress.

    Kakalula ang milyun-milyong halaga, na tiyak na galing sa kaban ng bayan, na ‘pamasko’ ni Gloria sa mga gobernadores at tongressmen, pero ang katiting na daily increase sa sweldo ng mga sundalo na ke tagal ng ibinalita ni Kwin Korap ay nada pa rin.

    I agree, but don’t forget that Marines commandant Maj. Gen. Ben Dolorfino can only see the problem in the light of his air conditioned office, recognises that the troops are restive and understands why but thinks (hope’s) that along with Assperon they have the support of the troop majority.
    It’s a numbers game, and these corrupt Generals will lose hands down – its time for them to earn their friggin dollars. Don’t pass GO and don’t collect 200 GO straight to jail. (smile)

Mulat na ang mga mata. Naghihintay na lamang ng tamang oras. At ikaw Dolorfino, ikaw ang unang tatamaan. Una, magagalit sa iyo si esperon for issuing such conflicting statement.     Nag iingay si Gen. Dolorfino dahil na iingit sa mga na ambunan ng pera sa Malacanyang. Sorry na lang sa mga sundalo natin dahil ang halaga lang ninyo ay P150 at ang tagal pang i release ng Kumander in Thief. Kundi pa may nag sumbong ay hindi pa madadagdagan ang allowance ng mga Sundalo. Kaya inggit lang si Gen Dol dahil wala siya. Gen Dol itanong mo kay ASSPERON kung nasaaan ang para sa inyo. Biro ninyo ang cash allowance para sa sundalo ay P150 at sa combat pay iyun samantala sa mga kotongress ay half million na wala ka hirap hirap.

    Well said, Kejotee ! It’s more like Dolorfino’s audience was “his” men more than the public. Didn’t FVR also, once upon a time, say this also na the next EDSA daw will be a civil war ? It’s more instilling fear is the only way to make the men in uniform toe the line & remain loyal to the Chain of Command (broken as it may be) !

    The soldiers loyal to the GLORC? I don’t think so. They are loyal to their own selves and perhaps, their own families.     In the past car rallies (it’s the most inexpensive form of protest activity), we have always met at UCC, Fort Bonifacio for convenience. The parking space is ample and it’s a convenient waiting place.

    Car rallies are inexpensive because kkb. Walang hakot. kasi kahit anong sabihin, if you ask poor people to join the rally, you have to provide fare or transport. Even if they believe in the cause, they won’t spend their last P50.00 for fare to go to the rally site.

    This rally was organized only last Tuesday. Via text lang. Make your own posters.

    With car rallies, it’s mostly middle class (which has always been the case in the past political upheavals). Those who don’t have cars, can wait for the caravan along Ayala Avenue and give support by joining in the chanting and the call for Gloria Arroyo to resign or be ousted.

    I’m not sure but maybe we will have a brief program in Makati. Not sure yet. Depends on the rally permit.

    Here’s the news item: MARINES commandant Maj. Gen. Ben Dolorfino yesterday said the Marines are “in one way or another affected” by the reported bribery on congressmen to derail impeachment moves against President Arroyo.

    RETORT: To say that the marines were “affected in one way or another” is not being wishy-washy but it is not saying bravely they were angry of the brazen crime of bribery. It is to play it safe, to be untruthful and to lie about the real situation. This is indicative of canine subservience to a master who will be hurt by the truth.

    RETORT: To think not, that bribery will be a source of grumbling among soldiers is to avert the hatred in the soldiers’ eyes who are seething inside knowing that their generals wallow in bribes of perks, promotions and cash. Worse such thinking stupidly denies reality.

    Retort: To think that fighting for one’s country, to be patriotic soldiers is merely engaging in “military adventurism” can only come from the brain cells of crooked minds of leaders who are traitors to their country and people.

He must do his sworn duty to his country, even go after his relatives or traitor generals to his country.     You are dead wrong Mr. Dolorfino about CPP/NPA benefiting from it. Twice they did not benefit. You are 200% correct because soldiers know you are a known beneficiary of Erap removal if you consider yourself a member of the organized crime group in the military-political mafia of the bogus president. It has never occurred to you and the peacenikniks, that probably only a bloodbath can benefit the people and the country.

    RETORT: To use the word “apolitical” is to be pretentious or presumptuous about knowledge of political science.
    No homo sapiens is apolitical. A baby starts to become political from the moment she is able to say Mommy or Daddy. The soldiers will understand better if they are asked to avoid partisan politics which is a dirty privilege practiced only by corrupt generals.
