Countdown to Arroyo’s downfall

There are a number of things that I don’t like about the politics of former President Fidel Ramos, foremost of which was his coming to the rescue of the beleaguered Gloria Arroyo in June 2006 following the expose of the “Hello Garci” tapes that showed she actively manipulated the result of the 2004 elections in her favor.

But you have to credit him for his sharp political instincts. That’s why his warning last week that “Arroyo’s days are numbered” is both intriguing and disturbing.

Ramos gave his grim assessment of Arroyo’s presidency as he expressed his disgust over the absolute pardon given to former President Estrada who was convicted last September of plunder, a crime punishable with life imprisonment.

Ramos said Arroyo had to pardon Estrada because she is so weak that she would do anything to survive.

Ramos’ disgust of Arroyo’s survival tactic is shared by another administration ally, Sen. Richard Gordon who lamented that his president chose to “survive rather than be right.”

Gordon said, “It’s not even a question of mercy. It’s a question of survival for her. It is a transactional leadership at its purest form.”

Many believe that Estrada’s pardon was rushed to remove from the headlines the latest revelation by Joey de Venecia on the anomalous NBN/ZTE deal which was the alleged $70 million share of Mike Arroyo and GMA’s implied approval of the P200 million bribe to former Romulo Neri by the disgraced Comelec Chief Benjamin Abalos.

Sources privy to the negotiations of the pardon said Estrada was dictating the terms. What Arroyo wanted from Estrada is for him stop funding the protests against her and for the ousted president to rally his loyalists to support the one who engineered his ouster.

Estrada complied in his statement early afternoon Friday when the delivery of the pardon was being delayed.In a statement read by his lawyer, Ed Serapio outside the gate of his Tanay estate, Estrada addressed Arroyo “President” and thanked her for granting him “full, free and absolute pardon midway through her term.” The sentence recognized Gloria’s Arroyo’s term stolen from his dear friend, Fernando Poe, Jr.

This was the clincher that finally made Puno chopper through cloudy skies to deliver the pardon: “I believe I can best continue to repay to out people the blessings that God has so graciously given me by supporting from hereon the programs of Mrs. Arroyo that are intended to attack generational poverty and hunger.”

Arroyo must indeed be desperate to hang on to this assurance by Estrada. If she thinks Estrada’s loyalists will love her because of the pardon, she is hallucinating. The adoration of Estrada’s fans of their idol is not transferrable. In fact, they see the pardon as something that she owes their idol. No thanks to her.

Estrada’s funding of rallies has long been a non-factor among the “protest community”. If he was not able to gather an impressive crowd last September during the Sandiganbayan promulgation, he is not expected to subsidize the gathering of warm bodies for future protest activities. Besides, Edsa One and Two type of protest is already a thing of the past, rally organizers concede.

With her approval rating lower than the basement of Glorietta 2 and almost all democratic institutions tainted and ruined by her, the only group propping her up is the military. But even with the military, she cannot be sure. She may have the loyalty of AFP Chief Hermogenes Esperon (who is due to retire in February 2008) and some contented generals but it is doubtful if she has the respect of the whole armed forces.

A Pulse Asia survey said that in case of a political upheaval, ten percent of the military would support a coup, another ten percent would defend the status quo, and the 80 per cent would look up to heaven and wait for signs on which side to take.

That’s why I find it significant that Esperon through Army Chief Alexander Yano last week dishonorably dismissed 26 of the 40 enlisted personnel pf the Philippine Army who have been in detention for 18 months in Camp Capinpin in Tanay without having been charged of any offense.

The adverb “dishonorably” is more appropriate on the manner the dismissal order was served rather than the military classifaction of the 26 EP’s discharge which was “without honor.”

The Office of the Army Inspector General that investigated the movement of these soldiers in February 2006 had recommended that the three teram leaders, Sgt. Benito S. Baggay, Sgt. Juanito B. Tercero, Jr., and Sgt. Jose Famularcano be reprimanded while the 23 be admonished.

Yet, after having been incarcerated for almost two years without having been charged, they were dismissed “without honor”, a month before Christmas. Aside from the stigma of an dishonorable discharge, the soldiers would also not be getting a single centavo for their many years of service.

An officer who requested not to be quoted, said the harsh action on the 26 soldiers is a message to those maybe enticed to join any activity against the administration.

Which makes us wonder if there is any “activity” being planned. If Gloria Arroyo is so weak that she has to seek support from her number one nemesis, Estrada, that realization must be disturbing for people who derive power from her like Esperon and National Security Adviser Norberto Gonzales. Without Arroyo, saang kangkungan sila pupulutin?

  1. I remember reading some news item about a fortune teller predicting the same — not too sure where but he said FPJ would win but would not serve term and Gloria would not make it to end of term or something similar.

    Hah! I wish his prediction about Gloria not making it to end of term would come true.

  2. 10% would support a coup d’état? That would be 12 thousand more or less for toppling Gloria I suppose and 12,000 trying to cancel them out.

    I’m still not in favour of a military coup — would much rather have a snap election and if that’s not possible, civilians should egg her out of Malacanang.

    Don’t trust many in the military today who are colonel and above colonel rank. Those below the colonel rank are too many and they would be fighting among themselves for choice positions, formula for disaster.

  3. Anna, I don’t think there’s really a move to stage a coup by reformist military. I also know that they themselves don’t want to run the government. They know that they don’t have the training to govern.

    The ones who would be compelled to stage a military takeover are the ones who want to preserve their power. It would be saving like a “God save the queen” operation. That’s what the public should watch out against.

    Give Erap two to three weeks. Babanat na naman iyan kay GMA. So what did GMA get? Natauban lang niya panandali ang
    issues ng bribery at ZTE. Pero babalik din iyan pagkatapos ng Undas. This is the witching hour. Beyond next week, when the ghosts keep GMA beloved company, matatauhan na naman ang sambayanan.

    I think the reformist group the Armed Forces of the Philippines (AFP) won’t stay neutral in case of people’s uprising against the corrupt Arroyo regime. They must side with the people as citizen-soldiers, protector of the people and the State. It does not necessarily means the AFP reformist group will stage a coup d’état or lead a military-civilian junta.

    Kung anong tigas noon na pinagbibitiw si Gloria, biglang atras naman si Erap ngayon. Well, let’s see in the coming days if Erap keeps such position. Kung ganyan pa rin, I’m gonna dump him. But, I still expect him to go back to his fighting stand of calling for her resignation. Pakagat lang siguro ngayon kasi kapa-pardon lang.

    Rose, kung may mga inconsistent sa kanilang mga position, isa na ang simbahan at mga pari. Hindi ba sina Tobias ay pro-Erap? I remember one time when Bishop Tobias officiated a mass for Erap and announced Erap was innocent so must be freed. Ngayon, si Tobias at sina Cruz ay umaangal sa pardon ni Erap.

    Of course I remember the story “The Boy who called Wolf”. The Boy was Joey De Venecia and the Wolf was Abalos or Mike Arroyo. Tungkol sa mga pari at simbahan…oo nga. Laging nakikisawsaw sa mga issue at gulo. Kung kailan kailangan ang mga boses nila, tahimik. At kung hindi naman sila kailangan, ang iingay.

    Si Abalos busy sa golf sa Wack Wack while Mike Arroyo’s mike is being used by Vicky Toh. Si FVR naman…he just clarified his statement about “bilang na ang mga araw ni GMA”. Hindi daw si GMA and tinutukoy niya kundi si Raul Gonzales. Raul’s doctor made a mistake of transplanting the kidney to his puwet. Kaya hindi daw makadumi si Raul ngayon. FVR says Raul’s days are numbered. I hope this is clear to you Rose and other bloggers. Any more question?

    Maganda nga yun at least when Gloria falls, he cannot claim to be part of it. He is also out.

    To me, Estrada’s alliance with GMA is part of a national cleansing process.

Malaki ang magiging role ni Among Ed at mga paring lumalaban sa katiwalian. Mag-ingat sa pakulo ng FVR-Civil(Devil) Society. Gusto nilang mapatalsik si Gloria para ipalit ang taong hawak nila. Di na kasi nila hawak si Gloria ngayon at sumusuway na sa gusto nila.

    INK is very good at maneuvering behind the scene. And they’re pretty successful at it. Anyway, let me share with you this piece about INK’s meddling even in judiciary:

    The powerful Iglesia ni Cristo has come out in the open not only to prevent Sandiganbayan Justice Gregory Ong from being appointed to the Supreme Court but also to have him unseated from the anti-graft court.

    The petition to disqualify Ong from the Sandiganbayan, now pending in the Pasig Regional Trial Court, was filed by lawyer Ferdinand Topacio, who happens to also be an Iglesia counsel.

    According to the grapevine, Ong caught the ire of the Iglesia hierarchy after the Sandiganbayan justice convicted military colonel Victor Danao, husband of Pilar Manalo, who happens to be a sister of Iglesia Executive Minister Erano Manalo.

    Mrs. Danao is herself esteemed within the Iglesia hierarchy in her own right, being the composer of a number of Iglesia hymns.

    According to the grapevine, Topacio is being helped in his legal research by a number of Iglesia lawyers in preparation for the oral arguments scheduled this week before Judge Leoncio Janolo Jr.

    Ong, on the other hand, is being defended by former Senator Rene Saguisag, who, like Janolo, is also from the San Beda law school.

    Topacio, on the other hand, is a graduate of the University of the East.

    Politics indeed makes for strange bedfellows. Erap and Gloria together could unite both the EDSA Dos forces and the Anti-Gloria forces, together with most of the Church hierarchy. The military is only clear that they will not lead a coup, (except maybe for Esperon who may do anything for his “President”). We now have to see the reactions of Erap’s masa, this may take a while. But Ramos’ remarks seem to indicate that he realizes that a realignment of forces is now going on. Countdown begins.

    Palagay ko, litong-lito pa si Chavit sa next moves niya dahil isip niya babalikan siya ni Erap. Ang delikado niyan ay baka mag-hire ng killer. Hindi pa siya sigurado kung titiwalag kay Gloria. Nangangapa pa kung kanino siya ulit pwedeng sumabit o umangkas kung sakaling matanggal si Gloria.

    Luz: do you think Chavit will sing a song?..interesting. I was surprised once when I went home to hear a good friend mentioned that Erap daw compared to FVR ay santo. And each time when I visited an aunt at Fort City, I wondered kon bakit ibinenta ang Fort Bonifacio at kung kasama si FVR sa bentahan and I heard some one na tokaya ko lives there? I had fond memories of Fort Bonifacio at nanghinayang ako. And at that time too, the only scandal I heard wherein he was linked was the Amari case, which I read in Ellen’s book and which I heard when Ellen was interviewed. Pero akala ko erased na yong caso ng Amari..nakakatakot talaga ang mga taong tahimik..suave mag mani obra… I can’t wait to hear Chavit sing…and to hear FVR say “he is singing my song.”

    Luz, you mentioned about Singson’s possible hiring a killer to harm Erap. He may just do that. Think about the many people including that auditor Chan he ordered killed. Erap must be careful and beef up his security. As far as I know, Erap’s given 10 bodyguards. Eh si Singson doble ang bodyguards niya.
    Singson’s vehicle is bullet and bomb proof. Since Erap is now a free man, he might be tempted to roam around the country. Despite all what they say about Erap, I personally care for this guy. Ingat lang siya…

    I myself am fascinated by this INK, rose. The way they operate and influence the government with utmost secrecy. May magagalit na naman at sasabihin why we have to give value to this INK. Well, we’re not giving any value to this church. INK is just among the many cults in this world. Some of the identifying marks of a cult are: Brainwashing before membership, believing they’re the only true church and only members can be saved, and submission to its leader.

    It is during FVR’s time that the Bases Conversion Development Authority(BCDA) was put up. At duon na pinagbebenta ang mga sakop na premises ng AFP. Malaki ang kinita ni FVR diyan. Isa na dyan ang The Fort na ginawang commercial site. Pero walang napakinabang ang mga pangkaraniwang sundalo. Maski pabahay man lang. Pinalayas pa nga yung ibang sundalo na na matagal nang naninirahan sa mga sakop ng BCDA.

    Did you hear about those Army Scout Rangers that were recently discharged given only P5,000 each by the army? If I’m not mistaken, these soldiers were among those charged in the coup and now discharged. Many don’t even know how to start their lives. The army might recommend some to work as bodyguards of VIPs. Iyan ang isang kaawa-awang kalagayan ng mga sundalo at kapulisan natin. Pagkatapos ng serbisyo o kahit na nasa serbisyo pa, kulang na kulang sa kita at benefits. How can they be blamed for committing crimes to feed their families? On the other hand, busog na busog ang mga Heneral ni GMA.

Puno mukhang gusto na talaga ng tao lumaya very excited siya. Tignan na lang natin yun dalawang anak (JV and Jinggoy) if they will support oust Gloria…ang problema kasi mukhang hate pa din ni Erap si Ramos at Chavit…dapat alisin yun dalawa sa movement against Gloria.     —Correct ka cocoy. At least two things in the agreement show that the pardon is conditional: 1. Not to run for public office again. 2. Forfeitures of assets. If it’s unconditional, nothing would be added except the pardon.

    Very difficult to answer. Not a question of “better” but would it be less worse for the Filipino people if there were an armed intervention?

    The answer is YES but depending on what we mean by “armed intervention.”

    Armed intervention could mean a component of the military forcing Gloria to resign at gunpoint. Is that better? Don’t believe so because inevitably, there will be a skirmish between her guards, loyalists and the armed interventionists. There will be collateral damage eventually.

    Armed intervention pitting military components against each other is never a good solution — it will wreck the democratic institutions and will sow chaos among the citizenry. In the end, the military will want to put order and end up holding the reins of power. Is that good? I don’t know but at this point, I don’t believe so. I don’t trust our military enough to trust that they would be able to do what Thai military did in Thailand — a bloodless coup.

    Even our system of education is flawed. Take the premier state university, the University of the Philippines, for example. It is envisioned to cater to the educational needs of intellectually deserving but financially challenged students.

    One has to pass UPCAT to earn the right to admission. Needless to say, one has to be intellectually above average to pass UPCAT.

    Sadly, our elementary and secondary public school systems generally do not possess the capacity to prepare graduates for the intellectual challenge of the UPCAT. Private schools, on the other hand, have that capacity- and for one to get private education, he has to come from a family which can afford private education. Pera pa rin.

    While I concede that there are UP students from poor families, they are more of an exemption rather than rules.

    Whoever replaces Aling Gloria should work out a plan to raise the elementary and secondary public school standards to be at par, if not better, than those in private school systems.

    Ang masakit kasi, most of the opportunities are available to those who already have them. The systems we have in our society today tend to marginalize those who are already marginalized. No wonder why, as a rule, the poor gets poorer by the day, while the rich gets richer by the hour.

    Every engineering student are told that they can never design any machinery whereby the output exceeds the input. Efficiency will never exceed 100%.

    This is not true.

    Why would they lie?

    If output energy is greater than the input, then part of that output can be used as input to drive the machine by itself, and the extra power available can then be used for other purposes. There will be freedom from the use of oil to generate motive power.

    How did they able to do this lying?

    Major publishing houses are owned by big business interests. They printed these books that our students have been digging and proud to graduate from not knowing it was meant to limit their capacity to create using their own cognitive intelligence.

    Is this education?

    You’re right, it’s not.

    I think it’s high time now that the students, and the public at large, realize that not everything written on their textbooks are accurate.

    What can we learn from these?

    There are two ways to make people dumb:
    1. Let them go hungry, and forget about education.
    2. If they can afford college, require them to read your books filled with half-truths and mispellings.

    Why would they want us dumbed?

    Dumb people are much easier to control. And dumber are those who pay to get miseducation.

    It takes a truly independent, uncompromising leader to defy these manipulations.

    At present there’s only one that is uncompromising as he can get. He’s in politics, but doesn’t behave as such.
