Congress bombed; Akbar killed

A bomb exploded at the House of Representatives in Quezon City Tuesday evening, killing Basilan Representative Wahab Akbar and the driver of another lawmaker.

Two other solons and five more persons were also wounded in the explosion, just minutes after the House adjourned its session a little past 8 p.m.

Aside from Akbar, the explosion also killed Marcial Tando, driver of Gabriela Representative Luz Ilagan.

Philippine National Police Director General Avelino Razon Jr. said Doctor Arnold Corpus declared the solon dead at the Far Eastern University Hospital at around 10:25 p.m.

Mayor Talib Pawaki of Hadji Muhamad Ajul town in Basilan said Akbar sustained “massive head injuries,” including a fracture, but was still alive when brought to the hospital.

Akbar’s body will be flown home to Basilan on Wednesday in keeping with Muslim tradition to bury the dead within 24 hours.

National Capital Region Police Director Gearry Barias said Akbar was the likely target of the bombing but added that they still had to confirm this.

He said they suspect an improvised explosive device was remotely detonated because “the explosion occurred immediately after the suspension of the session at 8:05 p.m.”

Barias added that they were looking at one of two motorcycles parked a few meters from the south wing lobby of the Batasan as the carrier of the bomb. The explosion left a three-foot crater.

He said they are questioning a cameraman of the House of Representatives who owned one of two motorcycles but were not taking him into custody.

Among the wounded were Ilagan and Negros Oriental Representative Henry Teves.

Gabriela Representative Liza Maza, also identified another of the wounded as her driver Mike Lim. She said Ilagan, Lim and Tando were rushed to the nearby Miguel Malvar Hospital.

Dr. Ven Malabanan of the New Era General Hospital, where Teves was first rushed, said the solon was in “very critical condition” after sustaining blast injuries, including second and third degree burns and shrapnel wounds to the face and body, and needed to be transferred to St. Luke’s Hospital.

“He had to be transferred because he needs to be [admitted to] the Intensive Care Unit,” Malabanan said.

Two other victims, Julasiri ‘Niki’ Hayudin and Denis Manila remain at New Era. Dr. Mike Brillantes described Hayudini as also in critical condition, with shrapnel wounds and burns all over her body and a left leg that might have to be amputated.

Malabanan also said Hayudini is intubated and unstable while Manila might need to undergo surgery for deep shrapnel wounds.

Barias said Tando, who was identified through his identification card, died on the spot and suffered “a very big wound” in his nape. His body will be brought either to the police crime laboratory or the National Bureau of Investigation for autopsy.

Maza said she had looked out her office window on hearing the explosion and saw Ilagan’s car on the driveway of the south wing of the Batasang Pambansa in Quezon City and next to a vehicle, reportedly Akbar’s Fortuner sports utility vehicle, which was on fire.

Representatives who were still inside the Batasan when the explosion occurred have not been allowed to leave.

The Gabriela solon said she and Ilagan had left the session hall together but her colleague went straight to the south wing to leave while she passed by her office.

“I heard a loud explosion and thought at first it was thunder but realized it was too loud to be thunder,” Maza said. “When I looked out my window, I saw a vehicle on fire and near that vehicle was the car of Congresswoman Ilagan.”

She said she immediately sent a member of her staff down to check the situation and was told “there were bodies sprawled throughout the lobby.”

De Venecia said he had ordered a “clean sweep” of the sprawling complex, located north of the capital Manila, to ensure “there are no other bombs that are left behind.”

Congressman Joel Villanueva said less than 50 of the House’s 275 members were left inside when the bomb exploded.

“It was a very huge explosion,” Villanueva said. “We are stunned.”

“I heard it and I felt the blast although I was on the other side of the building. The ceiling of the canopy near the south wing entrance came down,” Bayan Muna (People First) Representative Teodoro Casiño told The Associated Press.

Philippine National Police Director General Avelino Razon, who has arrived at the Batasan, is under orders from President Gloria Macapagal-Arroyo to personally supervise the investigation of the explosion, Press Secretary Ignacio Bunye said.

Bunye said Razon is under instructions to determine the cause of the explosion and make periodic reports to Arroyo.

The House explosion occurred amid heightened political tensions in the country, with Arroyo facing a third impeachment complaint in as many years amid a barrage of political storms, corruption scandals and a feisty opposition.

Metro Manila has been jittery since last month, when an explosion ripped through the Glorietta 2 mall in Makati City, killing 11 people and injuring more than 100. Police says the mall explosion was an accident.

  5. I got this from the radio just now, Maan Abustanilo, staff member of Rep. Henry Teves, has flatlined, all gadgets removed, respirator removed and people started crying.

    Henry Teves is critical in St. Luke’s. Watching him are grandfather-rep and uncle-Finance Sec.

    You know what, I may be take some flak for frivolous talk but I can’t seem to shake off these thoughts.

    * NPAs attack a banana plantation in Mindanao.
    * Congress gets bombed (I don’t want to be in the shoes of
    the security people)
    * Officers are on trial for “coup de etat” or “mutiny”
    * There’s a pending economic fallout (financial tsunami)
    * If people will stage rallies against GMA now, we will be
    doing her a favor.

    So basically, we have an economic, political, and national security emergency situation, a recipe for…but then again who in their right mind in light of prior events would support this move?

    Your list is enough ingredient for a wannabe dictator of her trump to declare emergency rule but there’s Ed Ermita, Puno and a couple of other diehards in Gloria’s entourage, Mike Arroyo included who would not mind Gloria declaring emergency powers.

    Have no doubt whatsoever that she’s toying with the idea but she’s not sure that she’s got the military on side en toto and that’s what’s preventing her I reckon from whipping up emergency powers. Esperon can barely contain the grumbling in Tanay so I’m sure she’s not confident about declaring emergency powers (the woman would do so without batting an eyelash, she’s got the temperament, if only she were sure 101% about the military being behind her…)

    Two hours after the Congress was bombed, I found myself driving around town, sent out by the wife and kids to forage for some midnight snack.

    It dawned on me that I was in a unique position to gather raw reaction from the man-in-the-street before their opinions were shaped by media and commentators.

    My tactic was simple, I will buy stuff from different vendors and while they were in the process of preparing my food, I would blurt out: “***Swear word***, binomba ang Kongreso. Sino kaya ang may gawa nun?!”. I would take pains NOT to make my own opinion obvious.

    To a man — the balut vendor, the mami vendor, the peanut vendor, and the cigarette vendor all pointed their fingers at Gloria Macapagal Arroyo.

    “E sino pa ba, ser. E di yung ayaw na ayaw mabuking yung pinag-gagagawa
    nya”

    “Akala mo naman, kaya nya style ni Marcos.”

    “P*ta, e sukol na sukol na siya e.”

    Really, people. You should refrain from issuing such wild, irresponsible speculations.
    Gloria Arroyo does not want that. How can she declare martial law when you keep telegraphing her every f*cking move?

    I’ve been trying to contact my wife there in Manila but her cell phone is off and no one is answering the phone. They may be sound asleep (I hope), nothing like a baby to make a nervous wreck out of a grown man.

    The lack of respect towards of those in authority, sky rocketing crime rate, illegal drug traffic, rampant smuggling and corruption, the Glorietta 2 explosion, the murder of two election officers and the recent Batasan Pambansa bombing are signs of lawlessness and failure of governance in the Philippines. The inept-corrupt Arroyo regime has failed to protect the lives of its citizens. Why? It can be partly blamed on failure of intelligence. The police intelligence funds are allegedly diverted to other purpose not related to police work. The Batasan complex should be a well-secured area. The Batasan bombing may justify the declaration of martial law to save GMA’s ass.

Asked for his age coz I was wondering if he would be young enough to go fidgeting with a bomb after Spy sort of asked the inevitable, i.e., could Akbar be involved in the detonating of the bomb? Geez, poor soul, not even buried yet and here we are (me included of course)… oh well, never mind, let’s just wish him to meet his Maker in peace.

    Isn’t this Akbar the one of tiyanak’s “chosen” in Mindanao? One of the “lords”. What lawlessness…a string of comelec officers deaths and now it is elevated to congress! Hindi pa itinuloy hanggang sa kataas taasan para matapos na ang labanan. Unlike Marianette’s and Saguisag’s wife’s deaths where I was touched, on this one I only have this to say…crime finally caught up with the villains. If the tiyanak and her generals did not do this horrible crime, she hsould be trembling now because the wrath of the people can not be stopped!

    The death of Akbar only shows one thing: those who play fire will die by the fire. Some Basilan people (e.g. Puno) claim that Akbar’s death is caused by his enemies. Enemies, who? from Basilan or from the central command?

    From my own vantage point – Akbar would not have been killed that way in Basilan, never. Indeed, he is Basilan!

    This event will have enormous implications in the series of bombings and killings in RP, coinciding as they do with the series of scandals and venalities of Gloria’s regime. The next news will be deadlier. I’d better watch out what comes next.

    Akbar was a very rich man in Mindanao, lots of wives who even ran for offices in different capacities. He is tiyanak’s trusted(baka palabas lang) ally. Remember when the tiyanak went to Mindanao and she joined the fighting soldiers kuno, the soldiers, particularly the marines did not want to participate because one of Akbar’s wives was with the tiyanak. Gokusen knows a lot about this man. Where are you Gokusen? It was even suspected that Akbar may have something to do with the mulilation of more than a dozen marines not too long ago. He is one of the “lords” in Mindanao!

    As for this Akbar, good riddance if I may say. Nevertheless, may God forgive him for what he did to his country and people!!! Hopefully, this bombing will rattle the snakes in the HOR (more like whore!)!

    (From Inquirer) Akbar, 47, had twice served as governor of Basilan, a known stronghold of the extremist Abu Sayyaf.
    He had spoken in the past of links to Abubakar Abdurajak Janjalani, an Afghan-trained Islamic firebrand who founded the Abu Sayyaf.

    What d’ya know? Like the MRT bombing in 2000 blamed on Erap, this bombing can be the work of Janjalani, who has an axe to grind with Akbar.

    May this incident wake up the “whores” of the Bastusang Pambansa that the more they keep protecting the tiyank, the more incidents like these will happen. Let the impeachment complaint, even without form push through so this evil “surot” will be taken out from her throne. This time, they took their own man’s life-Akbar!     Honestly, I’m not inclined to give the Abu Sayyaf angle as having to do with the latest bombing and death of Akbar. All the ranking Abu officials are mostly dead, and the remaining few are on the run for dear life in the jungles of Sulu and Basilan, including their JI counterparts. True, the Abus may have an axe to grind with Akbar for betraying them and pointing at them as the beheaders of those marines. But their capability, I believe, has been seriously undermined with the loss of their leaders (Abu Sabaya, Kadafy Janjalani, Abu Solaiman, etc.). Without them, the lesser Abu chiefs have neither the capability nor the intelligence to threaten the capital any longer, at least for now.

  52. Yup, that’s what I’ve heard! I’m told that in trying to impress the Americans, Gloria has presented them with false reports, even fake Janjalanis!

    For all you know, HG, there are just a lot many dead bodies in the Philippine morgue that some years back, the Philippines had become a favorite refuge for Japanese fugitives as they could buy corpses being sold by crooks in the morgue, and then, pretend to have died. Presto, instant freedom from any legal responsibility for their crime! Then, they come back to Japan on fake Philippine passports.

    I did an investigative report on it for some Japanese newspaper and I entitled it as “Dead bodies for sale!”

    It is possible that those Janjalanis reported dead could have come from the city morgue! Thus, for once, JdV must be right to claim that this bombing of the HoR has been done by terrorists, even one who has an ax to grind with Akbar!

    Still, the blame should be put on Mrs. Pidal. She should step down or better still, be dragged out of the palace by the murky river now!

    Parasabayan, Kadafy’s relatives may all believe that he is still alive. But that won’t stand against a DNA test showing that Kadafy is dead, as corroborated by eye witnesses (soldiers on the ground during the gunbattle, and fellow Abus). The US will not give away millions of dollars for an unconfirmed story.

  54. In solving crimes, HG, the most important thing to consider is the motive.

    There is no reason why the driver of Liza Maza should be killed or Congresswoman Ilagan be harmed, but there is reason for killing Akbar!

    Good policemen would start their investigations from there as a matter of fact. Other leads may even be discovered in the process as to whether or not this is part and parcel of the modus operandi to save the wannabe queen and her ally, Akbar, ending up as a collateral damage.

    Unfortunately, with funds for the PNP being used to bribe the representatives of HoR, what they have there right now are mostly immoral, untrained and incompetent policemen! Crime unsolved!!!

Teves, just happened to be there in the bombing scene. They have become, to say a techie lingo, part of the “collateral damage” though they have nothing to do with Akbar or even with Gloria.

    As for Kadafy Janjalani, his name was already stricken off the FBI list of “most wanted,” after his death is confirmed (see http://www.rewardsforjustice.net/english/index.cfm?page=KHADAFI_JANJALANI; http://www.globalsecurity.org/security/profiles/khadafi_janjalani.htm).

    Re wives of Akbar

    I thought under Philippine Constitution, law in the Philippines only recognize 1 marriage, that in order for a person to contract another marriage, the 1st one should be annuled first, i.e., as if an earlier marriage never took place. So what is this turning around the law, declaring loud and clear that a man has TWO WIVES.

    Doesn’t make sense! In France or in the UK (and I suppose even in the US), TWO WIVES would be called bigamy and is against the law even for Moslems in the country. If the law says a person cannot have 2 spouses, that law stands, religion or no religion.

    To my mind, there cannot be two sets of laws, one for Moslems and one for non-Moslems. Cultural practices is one thing but the law of the land is another. The bottom line is everyone is expected to follow the Law. Otherwsie, the law has got to be changed.

    AdB, right now two sets of laws govern Muslim Mindanao, one for the Muslims (under the sharia’h) and another for the Christians (under the legal system provided for by law). The sharia’h law (partly made operational by PD 1083), however, only covers the family and domestic affairs, including inheritance. In Muslim Mindanao, sharia’h courts exist and are part of the country’s judicial system.

    Bombers when doing their thing always aim to inflict the most casualties and damage as much as possible. The more victims, the better for them, a fulfillment of a job well done.
    The bombing in Congress seems not to fit in. The bomb was put in a place to make sure that the ensuing damage would be minimal. The bomb was not really meant to claim as many victims. If ever there will be some victims, it would be like “bato-bato sa langit, pag may tamaan, pasensiya na lang”. The victims were just in the wrong place at the wrong time. The bomber has no specific target. If the bombing’s aim is to claim as many casualties as possible, they should have placed it in a place where it can blow the whole session hall while they are in session and not after when everybody is hurrying home. Forget about security, the carrier or the bomber is already in and he can decide where and whatever he wants to do with his bomb.
    What I am driving at is who is in the best position to plant a bomb inside the house of congress? They say that security is really very tight, so who can go inside without the rigid scrutiny of the security people? My perception is the person who brought in the thing is known to the security people, that’s why they never bothered to subject him/her to inspection.
    With all the stinking scandals and corruptions in the government Gloria would benefit the most by diverting the attention of the people from the issues. At least in the meantime while the people are talking about the incident, Gloria and company can plot their next move. Would it be an emergency rule, which in the first place is the real aim for the numerous killings and bombings? Lahat ng recado at mga ingredients ay nandiyan na, ang tanong lulutuin na kaya?

    It’s been a long time since I had my last comment. You have to find out the answers to the following questions and digest some of the incidents in the past in order to find out who is/are responsible to this incident:
    1. Who is Wahab Akbar? Read the book “Under the Crescent Moon” by Vitug & Gloria. In the concluding pages, you will find out that lots of killings and kidnappings were done in Basilan since Akbar became the Governor.
    2. Recall the kidnappings and killings in Basilan that had landed on the front pages of our newspapers and worldwide media networks since 2000–the kidnapping and killing of a Claretian priest at Punoh Muhaji; beheading of soldiers captured by the ASG; the kidnapping of a child of a British National; ambush of a Battalion Commander in Basilan (the victim escaped from the ambush); the Dos Palmas Kidnapping/Lamitan Siege where some of the victims were killed by the ASG to include an American, Sobero and the killing of Scout Rangers and a young officer of the Army’s Light Armor; ambush and killing of the Head of the Lamitan Provincial Hospital (brother of the COMELEC Regional Director of Region 9); Sipadan Kidnapping; and other unreported kidnappings and killings in Basilan; were “masterminded” by Akbar.
    3. Where is former Congressman Salapuddin of Basilan? All of a sudden Salapuddin went out of the radar from Basilan politics? He could have fielded himself as Governor in the last election, instead, the wife of Akbar ran for the position. Did Akbar promise anything to Salapuddin?
    4. It is a fact that the “bodyguards” of Akbar were directly responsible in the ambush of Phil Marines and the mutilations to some of them in the latest debacle of the PhilMarines in Basilan few months ago. The Marines had their anniversary last week and the families of the dead Marines are still seeking for vengeance and justice. Is the PhilMarines bold enough to do this? Is it better to do this in Basilan where most of the Marines are deployed or in the grounds of the House of Representatives where PNP are the guards/security?
    5. Akbar received a lot of US aid (infra projects and money?) during the RP-US Balikatan Exercises in Basilan. For a while, there were no killings and kidnappings during that time because Akbar had lots of money. The people in Basilan are not sure if the money/grants given were used for the projects they are intended to be used. Is the US of A happy with the present condition of Basilan? Where did money of the US of A go?
    6. Akbar as a politician is a “creation” due to the support of past military commanders assigned in Basilan/Southcom and now retired generals of the AFP whom, some of them are still active in the government service. Did he renaged some of his promises to these “supporters”?
    Ellen, these are facts.You can make your own conclusions as to who is responsible for the killing of Akbar.

    ‘Fake Slay Plot Vs Davao Solon Ushered in Martial Law’ What possible good did the “disclosure” — that Congressman Prospero Nograles was being hunted by assassins — do to Davao City? If the authorities were convinced that they had suspects (they even had police sketches of them; in this country, apparently all one has to do to make a threat seem credible is to produce kuris-kuris of unrecognizable men), why are there no arrests? And why all the speculation that Leftists could be behind this plot?
    Ariel Casilao of Bayan is right: Nograles is nothing to them. They would gain nothing from his demise. Jeppie Ramada of Bayan Muna had an even better line: that what haunted Nograles was not some assassin but his conscience. Even Mayor Rodrigo Duterte has said that the “militant” Left was not behind this alleged plot. And, considering his connections to the Left, he ought to know. So why is Nograles spewing all this nonsense that the Left is out for his head? Just because he has proven himself to be a huge (con)ass, utterly subservient to his master in Malacanang? What this alleged plot does, however, is contribute to the growing perception that the discredited Arroyo regime is trying to deflect public attention from its sins. Indeed, some quarters are now even thinking that the alleged Nograles plot and the “car bombing” of Rep. Robert Jaworski Jr. last week were all staged to create a situation similar to the one that gave Marcos the justification to declare martial law (”Fake ambush of Enrile ushered in martial law — Inquirer” ).
    Unless the authorities can present suspects and convincing proof that there’s a plot to kill Nograles, the public would be better off being absolutely incredulous about this. The police and the National Bureau of Investigation just don’t have the credibility anymore to convince the public about this self-serving plot on their mere say so (which is probably why Duterte chimed in with his “confirmation”).
    While they’re at it, they should also make an effort to answer some basic questions about the supposed assassination plot against Rep. Jaworski. If it was a car bombing, he would have been blown to smithereens. But what happened, apparently, was that there was a smoke first, then the fire — that, to me, indicated that the “assassins” didn’t want the congressman dead. If they did, they wouldn’t have warned him off with a smoke coming from the engine of his Innova. This gave Jaworski the opportunity to park his car, step out of it, sprint away from harm, and watch as his car is engulfed by flames. Car bombs, as we could glean from reports emanating from Israel and Iraq, don’t emit smoke before they go off. They just go off, period. Back to Nograles. He has offended the public enough with his public display of affection to Arroyo. He’s done enough. He’s made his point. He’s paid his political dues, and I’m sure he’ll be rewarded for it. Why does he have to insult our intelligence?

    I’m sorry. I don’t get this. Are you accusing the aforementioned people of bombing innocent civilians? RE: Trillanes, if you are refering to the Oakwood incident, according to the records at the Regional Trial Court of Makati, the prosecution has never been able to prove that the Magdalo actually used explosives. The said explosives were never presented in court, despite the fact that all the men present were rounded up and jailed.
