It was may have been a joke but it made its mark nonetheless, especially now that President Arroyo is being besieged by ouster calls amid allegations of corruption in her administration.
On Wednesday, one of the President’s economic advisers referred to her as the “luckiest b*tch around” during a forum attended by businessmen and business leaders.
“Alam naman nating lahat at alam naman ni Presidente na masuwerte siya. [She] may be a b*tch but she’s the luckiest b*tch around,” said Albay Gov. Joey Salceda.
(We all know that the President is lucky. She may be a b*tch but she’s the luckiest b*itch around.)
The off-tangent remark, which Salceda acknowledged as a joke, was made as he discussed economic growth issues at the Ateneo Center for Economic Research and Development.
The governor’s “joke” made everyone laugh — including himself — after noticing that a television news crew was covering the event.
“Naku may TV nga pala (Oh, I forgot that there’s a TV crew here),” said Salceda.
However, Salceda’s remark about the President did not surprise Neric Acosta, a former congressman and a professor of of the Ateneo School of Government.
“He has great wit, he is very analytical, he knows his politics, he can say things without being offensive,” said Acosta.
Salceda also commented about the “evil” tag that Commission on Higher Education (CHED) Chairman Romulo Neri allegedly made against Mrs. Arroyo.
“Baka nasabi ni Neri, she is civil,” he said.
Neri allegedly called the President as evil during a meeting held at the Makati City home of former speaker Jose de Venecia last year.
No less than Gina de Venecia, the former speaker’s wife, confirmed that Neri called the President four times.
Mrs. de Venecia, who has become disgruntled with Mrs. Arroyo because of her husband’s ouster, said Neri described the President as evil several times during conversations at their Dasmariñas Village home in Makati.
“Habang nagkukuwentuhan kami…nabanggit niya na ‘evil’ si Pangulong Arroyo at ‘evil’ din ang mga taong malalapit sa kanya (While we were chatting, he mentioned that President Arroyo is evil and that the people around her were also evil),” Mrs. de Venecia said.
Mrs. De Venecia did not mention the exact date of the conversation, but said that Neri came to her first before going to her husband.
She admitted that her friendship with Mrs. Arroyo developed cracks after the President’s allies in the House of Representatives voted to kick the former speaker from his post.
Asked if she would also call the President evil, Mrs. de Venecia said, “In 2004, I helped her at all costs, I’ve been loyal to her…pero ngayon (but now)…I think she’s not sincere anymore to the people, she has betrayed the people.”
Justice Secretary Raul Gonzalez, meanwhile, said that if Neri indeed called the President as such, he should resign from his post as CHED chairman.
The justice chief, one of the President’s leading allies, said that he finds it funny how Neri failed to remember calling Mrs. Arroyo as “evil.” He said that the CHED chief should have answered with a straight “yes” or “no.”
He said that Neri’s reply opens a lot of interpretation.

I really hope that I’m wrong but I think GMA has a contingency plan (an evil one) just in case a people power revolution materializes in Manila, she will flee to Mindanao(Davao in particular) and will force the issue using the Congressmen, Governors, Mayors including Quiboloy and his congregation. Even Mayor Duterte was quoted that they will secede from Luzon and the Visayas.
Last Sunday, Norberto Gonzales met with the governors of Mindanao in Cagayan de Oro city and to quote some excerpts from the Sun Star report( a Davao Newspaper):
“In the meeting, the governors agreed to assert their collective and individual authority to resist any unconstitutional and illegal moves to oust or force to resign President Arroyo.
Davao del Sur Governor Douglas Ra. Cagas, in a text message, said they agreed not to recognize in their respective provinces any “usurper” who benefits from the ouster of Arroyo.
It was Compostela Valley Governor Arturo “Chiongkee” Uy who revealed that Gonzales also discussed with them the possibility of the President staying in Davao region for a week to meet with Mindanaoan governors.
But he denied that Arroyo is seeking refuge here in Mindanao as anti-Arroyo sentiment in Metro Manila grows.
“Para lang daw makausap niya yung buong Mindanao officials. The governors of Mindanao also suggested that the President should put up a Malacañang of sort here.”

A CALL FOR TRUTH AND ACCOUNTABILITY
(A Statement of Members of the UP Law Faculty and Students)
We are members of the faculty and students of the College of Law of the University of the Philippines. As lawyers, educators, students of the law and citizens, we applaud the courage of Mr. Jun Lozada, who has volunteered information at great risk to himself and to his family.
We also, by this collective statement, express our outrage and indignation at the official response to the recent revelations on the NBN-ZTE controversy. We call on the concerned public officers to do what is right.
Public Office is a Public Trust. This is the core principle of our republican and democratic nation. In the wake of the initial revelations of Mr. Jose De Venecia III, Chairperson Romulo Neri and the more recent revelations Engineer Jun Lozada, the silence and inaction of the President and the Ombudsman directly violate this core principle.
Under the Constitution, the Ombudsman is an independent Office—accountable to none save the people and the Constitution. It has the power to investigate on its own initiative, which power it has not effectively exercised. The current Ombudsman’s dismal failure to investigate recent exposes involving Malacanang has created a perception that she is not independent. Her recent inhibition from investigating the NBN-ZTE deal is not sufficient and does not reassure. By simply remaining in office, she still has enough influence to ensure that the current investigation goes the way of the other major investigations— nowhere.
The President’s own silence on this matter is totally unacceptable. The exposes have directly implicated her. The resources of government have been mobilized to suppress the truth—the Philippine National Police, the Aviation Security Command, and the Presidential Security Group have been implicated in detaining Jun Lozada without his consent; her former Chief of Staff and the current DENR Secretary have also been implicated; members of her official family, from the DENR Secretary, the Justice Secretary, the Press Secretary, the Cabinet Secretary have all diverted time and effort to protect her and her husband. Instead of adopting a policy of full disclosure, she has allowed her former NEDA Director General and acting CHED Chairperson to keep a selective silence—when summoned by the Senate but not by Malacanang. Her Justice Secretary has indicated that a parallel investigation will focus on the key witness rather than on the possible crimes committed by those whom Mr. Lozada has named.
We now make the following calls:
First, for those in government who have been implicated by key witnesses, as a minimum response, to take a leave of absence until the controversy is resolved.
For the President and the Ombudsman, while we have asked, at the minimum, for them to take a leave of absence, we say also: resignation is always an option.
Second, for the Department of Justice to immediately terminate its investigation which, on its face, appears irregular considering that there has been no complaint filed with the Department.
Third, for those that the Constitution has vested with mandate and jurisdiction, such as the Ombudsman’s Office and the Office of the Special Prosecutor, to charge and prosecute those responsible.
Fourth, for all UP ALUMNI, specially those who have graduated from the College of Law, to be faithful to the interests of our people. For those privileged to have power by appointment or election, to exercise their discretion wisely and not serve the whim or greed of others. For those who have knowledge of what is legally or morally wrong, to be courageous enough to step forward and allow justice to be served. Our patience has been tested during the past years.
Once again, we are faced with yet another scandal involving allegations of corruption at the highest levels of power. We choose not to turn a blind eye or a deaf ear, but to be active, vigilant and responsible in demanding accountability from our institutions. It is only in doing so that we may prevent anarchy.
