ADB: RP growth among most inequitable in region

The Arroyo administration’s much-touted “highest economic growth” is “among the most inequitable” in the region, according to a new report of the Asian Development Bank which also said government corruption continues to hamper development in the country.

In an 83-page study “Philippines: Critical Development Constraints,” the ADB downplayed Malacañang’s declarations of an economic take-off, saying that “while growth has picked up in recent years, with the economy in 2007 posting its highest growth of 7.3 percent in the last three decades, both public and private investment remain sluggish and their share in gross domestic product has continued to decline, raising the question of whether the current economic momentum can be sustained.”

“In per capita terms, the growth was even less favorable,” said the ADB, pointing out from 1961-2006, “per capita gross GDP grew 1.4 percent annually compared with 3.6 percent in Indonesia, 3.9 percent in Malaysia, and 4.5 percent in Thailand.”

The low per capita GDP growth has resulted in a slow pace of poverty reduction and high income inequality.

The government yesterday reported that 26.9 percent of families in 2006 were below the official poverty threshold.

“In 2003, about 25 percent of Philippine families and 30 percent of the population were deemed poor and, in 2006, the Gini coefficient of per capita income – at slightly over 0.45 – was among the highest in Southeast Asia,” said the ADB.

The Gini coefficient measures inequality of income or wealth distribution.

The ADB study also said corruption and governance issues are among the biggest stumbling blocks to attaining long-term and equitable growth.

“Poor performance on key governance aspects, in particular, control of corruption and political stability, has eroded investor confidence,” the ADB said citing several international studies and surveys suggesting that “the Philippines’ ranking in the control of corruption and maintaining political stability has worsened.”

According to the ADB, “the Philippines has scored lowest among countries with similar per capita GDP levels on control of corruption and political stability since 1996, and on rule of law since 2002.”

STABILITY SLIPPING

The country has also “lost momentum in controlling corruption, and has allowed Vietnam and fairly soon, Indonesia, to pass it. In the case of political stability, the Philippines has slipped, particularly relative to the 1998 level,” the ADB added.

The ADB explained that political problems comparable to the 1980s, which caused a decline in foreign direct investments, have not disappeared “in sharp contrast to surges in Malaysia, Indonesia, and Thailand” that have cleaned up their governments and instituted reform measures.

The report said “instability was manifested in a number of political events in 2000, 2005-2006, and 2007 that sorely tested constitutional processes.”

“The perception of worsening corruption was found to partly explain the low investment rate in the Philippines. Poor governance was also found to translate into higher lending rates, reflective of premiums for worsening corruption, political instability, and internal conflict, acting as disincentives to private investment. A key reason for weak revenue generation – leakages in revenue collection – is rooted in persistent corruption and patronage problems,” said the report.

The report argues that governance concerns underline other critical constraints. For instance, corruption undermines tax collection and reduces resources for infrastructure development.

“Similarly, the political instability hinders investment and growth and reduces the tax base,” said the report.

TIGHT FISCAL SITUATION

The country’s fiscal situation also “remains tight despite the government making good progress to reduce deficits and aims to balance its budget in 2008.”

“It said that much of the reduction in fiscal deficit has been driven by deep cuts in spending on social and economic services and sale of government assets,” said the report.

The ADB also noted “declining public and private sector investments in infrastructure” which has led to “inadequate and poor infrastructure and bottlenecks” that raised the cost of doing business in the country and eroded the competitiveness and attractiveness to both foreign and local investors.

“Per capita paved road length for the Philippines is roughly one-sixth that of Thailand and one-fourth of Malaysia,” said the report.

Poor infrastructure and weak investor confidence have led to weak flows of foreign direct investment (FDI), the report said pointing out that the Philippines only got FDIs worth $1.1 billion in 2001-2006, compared with $6.1 billion for Thailand and $3.9 billion for Malaysia.

It said the country’s lower FDI “partly explains a smaller and narrower industrial base compared to its neighbors whose share of manufacturing in GDP is 34.8 percent in Thailand and 30.6 percent in Malaysia. The Philippines’ record is 23.5 percent.

IMPACT ON POVERTY

In a statement, ADB chief economist Ifzal Ali said “targeting and removal of the most critical constraints will lead to the highest returns for the country. It will spur investment, which in turn will lead to sustained and high growth and create more productive employment opportunities.”

“This would ensure that the fruits of development are shared by all,” Ali added.

The United Opposition said government figures showing an increase in the number of poor Filipinos is the best argument for President Arroyo to resign.

“Her misplaced economic policies and the massive corruption have led us to this situation,” said UNO president and Makati Mayor Jejomar Binay.

He said Arroyo has consistently justified her stay in power by citing the supposed gains in the economy under her term.

“Now that government figures show that she has failed to improve the lot of million of Filipinos, and has in fact increased the number of poor Filipinos, it’s time for her to go,” he said.

The National Statistical Coordinating Board said Tuesday that poverty incidence in the Philippines worsened to 32.9 percent in 2006 from 30 percent in 2003.

ONLY ARROYO ALLIES

Binay said the only ones benefiting are Arroyo cronies and business associates, and political allies “who make millions in kickbacks and juicy government contracts.”

Sen. Mar Roxas bewailed the rising incidence of poverty from 2003 to 2006 as reported by the NSCB.

He said this only shows government is busy covering up anomalies and neglecting its duty to provide relief for the public in the midst of rising prices of oil and other commodities.

The NCSB figures, he said, clearly showed a disconnect between the financial markets and the grassroots economy, and a widening gap between rich and poor. From 4 million poor families in 2003, this went up to 4.7 million in 2006.

The National Economic and Development Authority on Wednesday said poverty worsened because of increasing prices of commodities and the insufficient income of the citizenry, with “external factors” like high oil prices playing a role.

    People, especially those who do not speak the same economic jargon the Evilbitch uses to impress (or fool) her audience, should be informed in the simplest of terms that the arguments supportive of Gloria’s economic genius are inexistent, at best, skewed.

    These figures totally rebuke Joey Salceda’s earlier descripttion of Gloria. Lucky bitch? Nah. Just bitch.

To all, if you have the means to get a hold of a copy of Lee Kwan Yew’s latest self-bio book entitled “From Third World to First”, please do so. There are many lessons to be learned on governance and how they steered Singapore from a poverty-stricken, racially-divided country to an economic success in less than 25 years (per capita income of Singapore is now greater than that of their former colonizer: UK).

    Basahin nyo rin ang mga insights ng matandang Lee about our country and our leaders from Marcos to Erap. Constrained siya, probably because of protocol and their strict policy of non-intervention in any friendly neighbor, to comment on GMA.     I am a mere housewife and my sense of national growth and economics is as far as my suking tindero/tindera. The other month a kilo of onions was P70…as of yesterday, the price went up to P90!!! And they’re not the native sibuyas even! I live in a province and not in Manila where our means of livelihood are very limited. My suki(s) have also told me that they have been ordering veggies (from Divisoria) less and less because of the escalating prices. LPG prices should have gone down but then yesterday my husband complained that it went up just the same. I know of a lady with the ADB and she writes me that things really are not rosy with the Philippine economy eversince GMA said it was.

    Iyon lang mga may tindahan sa Pilipinas siguro ang growing dahil mahal ang tinda nila, but the ordinary people are suffering. Golly, iyong coke sa tindahan sa Manila, kasing mahal ng Coke sa Japan when the minimum wage per month there is 10 times lower than the minimum wage here in Japan.

    I was reading this today at work. There was another article where ADB doubts that RP can sustain it’s economic growth. But to me that’s more DUHHHH!!! How else could we sustain this growth when the way they have been solving budget deficit is by cutting social services. Worst, we all know that all those funds that’s needed for the infrastructure has already been mopped clean by all these B.R.K.Ys.

    For commerce to grow, we have to let business easier to all merchants and the population. How? Exactly where all these infrastructure are missing. I’ve been telling people why my poor Bicol republic is poor as ever, well guess what, if one visits my poor Barrio Siete, the only asphalt that you’ll see there was the asphalt my great grandmother saw during her time and it’s still there lusak lusak na nga lang when it rains.

    What’s interesting in today’s paper is this, there’s another article where this US B.R.Kys. said that RP is leading regional economic prosperty. Well, this is the more DUHH than ever. More like concocted to help the dwendes.

    if this is true then i must admit that i was wrong to support gloria. However you must also admit that the worsening current political crisis in the country ay dahil sa mga walang patumangga ninyong people power na nagluluklok sa mga kurakot sa malacanang. Mga padalos dalos na desisyon na nakakaapekto sa ating lahat in the long run.

    Siguro ang kwekwestiyunin ko lang dito sa report na to ay ang mga DATES.

    Among the so many things we should be sorry about in this tragic state of our nation is the fact that we are now importing rice from Vietnam. Come to think that the Vietnamese ever came here to learn and borrow some of our farming technology; they perfected it without politics and plundering government resources. Now they produce more rice than we do. It is absurd that while we have more talented and capable agriculturists and technicians in this countr, we are lacking in food sufficiency. We have ignored long ago the significance of installing vital infra-structures for high level agricultural production. What the government is bragging as economic gains are derived much from the services sector; however if our agricultural economy is given more preferential attention by this administration we will expect a more stable economic growth. Our politicians seem to have focused more their attention into mining and industrial development. Even in our human resource programs there is more impetus in the development of technical skills for industrial production, and professional services. Very limited attention is given for agriculture and fisheries. The resources are not just their to boost agricultural productivity. Only those who by force of circumstance are there to till our lands and harvest our water resources. People from the provinces have no choice but to come to Manila and other large cities in the country for there is nothing much to hope in the countryside. We have a large service area for agricultural education but it seems our national interest is not on “planting rice which is never fun” but on becoming and industrial nation like that of auncle Sam. For as long as our educational system is aimed at developing our people to be OFWs we will never be self sufficient in food supplies. And for as long as our farmers receive very little incentives and financial assistance from the government, more and more people go hungry each day. Bottom line, tama na ang corruption, tama na ang pagpapanggap, at tanggapin ang katotohanan na ang ating bansa ay di tunay na umuunlad.

    i am not surprise at all when it comes to vietnam.they defeated the americans, pinoys did not, instead we are given what we call freedom.i donot know about the political situation in vietnam but even in faraway norway, i can register their growing economic power. their shipbuilding industry is booming sometimes even winning against europeans.

    Don’t be surprised about Vietnam because they have already proven their resiliency — imagine the only country in our contemporary times that fought a 10,000 days-war (against the Japanese, French and Americans). Most of the people that I talked who have dealt with most of their high gov’t officials said that their sense of public service is very strong. Kasi karamihan pa sa kanila e mga dating mga guerilla or mass organization leaders na talagang lumubog sa mga tao. Pero may gaps pa sila in terms of management and business dev.

    Three friends joined an Asian tour in April of 2007. Only Pinas was not in the itinerary. I asked why. A lady friend said: Your president might steal our pocket money. Although it was a joke, she said it without batting an eyelash.

    Nakakaingit ang mabibili mo sa palengke – 100% sariwang gulay, mura pa. Mga souvenir items, mura din, well crafted pa.

    One thing I can’t forget: they don’t have malls like SM, but everybody has his/her own boutique or other business. In short, the Mall is the whole city! What’s more convenient is that the last 2 floors of their 4-storey building is where they live.

    Mas distributed ang wealth nila kesa sa atin. Private ownership is allowed, contrary to what has been propagandized that in a socialist regime, it’s not.

    I’ve even read in one of their leading magazines on economics that they are now considering private ownership for foreigners,too.

    I think they are following the path of China, Japan, and Korea.

    And if we will not reform, maiiwanan tayo. Ang masakit, Vietnam will be lagging us behind thru the help of our very own Filipino Managers and Executives.

    Respetado ang mga Pinoy doon sa Vietnam…

    1. The economy is too much reliant on OFW remittance.
    2. Agriculture as a base economy to abosrb the millions of existing manpower is non-existent, instead of prioritizing the production in agriculture, the current policy is stiffling it by way of import substitution.
    3. Heavy or even basic industry as a lead stimulus for mechanization and rapid industrial development is missing, the current policy is again importation of heavy equipment. Wherein mining is being sold as wholesale to MNCs and TNCs, the only basic industry is extraction of minerals, but the processing of minerals to finish product such as steel are done outside of the country, therefore, the country is left exploited without industrialization despite the abundance of natural resources.
    4. Local schools are training students and churning out graduates not for local employment but for foreign labor markets, therefore our turning our educational institutions not a center for learning but managing it like factories with graduates commodified for overseas market.
    5. Technology transfer is discourage for every contract we entered with industrialize countries. There is no technology transfer provisions in all government contract such as LRT’s, Northrail, Malampaya exploration, now just in time, scrutinize the Spratly deal, no one can find technology transfer provision.

    If the economy is upbeat, it’s because:

    1. of OFWs blood, sweat and tear
    2. Weak US dollar
    3. we are situated in a dynamic region of growth (but still lagging as Tonyo Cruz cited)

    Actually, Vietnam was only a sub to Pinas in our ‘study abroad program’. Dapat ay sa Makati ang deretso namin. Na-bomba si Akbar on the day of our scheduled trip, so cancelled ang Pinas. Students said later that they were happy our trip to Pinas was cancelled, they felt secure, enjoyed Vietnam and wrote very good reports about the country.

    Kontra talaga. In 2006, a group of students were allowed to proceed to Pinas. Because the faculty members with them were whites, ayun at pinaglaruan sila sa presyo ng banca sa Cebu. Pati drinks at pagkain ay dinoble ang presyo. Students reported because of “poverty”.

    It is only in the past five years or so that I observed that even my immediate neighbors in the province who used to be very self sufficient have started to rely on other people to survive! Nakakaawa talaga ang mga tao. Pati patis eh hinihingi pa!

    Dati kung namamalengke ako, yung 5000 pesos ay pagkain na ng sampu sa tatlong araw. Ngayon, pagkain na lang ng isang araw. A dollar is now worth 25% less and with the e-vat, it has eroded by another 12%. THis is excluding the inflation rate which if averaged at % % every year would have eroded the peso by another 25%. Kaya ang mga OFWS have to make almost 65% more to get to the level where the dollar was five years ago. Otherwise, their families will have to cut the expenses by more than half. Where will you cut the expenses? Education, house rental or mortgage? I do not think so! It will be in the food. So the people will have to tighten their belts. Siguro kakain na lang ng dalawang beses sa isang araw instead of three times. Even the noodles that served as a staple for about 60% of our people have almost doubled in price. Kaya usong uso ang nakawan. For a lot of unemployed citizen, this is the only way to survive.

    Ironically, yung mga RATS sa ating gobierno ay naglalakihan ng mga bahay(50 to 200 million lang naman). Habang ang mga mamamayan ay namamatay sa gutom, nagpapasarap ang mga kurakuterong opisyal ng bansa. Until this inequity is lessened, hindi malayong magkakarebulosyon ang Pilipinas!

While 5% of the population makes 95% of the money, the over 60% of the population will just have to either sell their souls to survive (prostritues, burglars and the like) or send a member of their family to a foreign land to pay for the expenses of the whole family!

    An OFW spends about $ 5000 to process all needed papers. Kung siswertehin sa barko ang trabaho making about $ 800 to a $ 1000( in a manageareal level). Kung medyo mamalasin, domestic helper ang bagsak paying $ 400 to $ 500. Most of htese positions are on contract basis, an average of two years. So before the OFW gets back the cost of processing their papers, tapos na ang kontrata nila! There really isn’t so much money to spare to send to their families.

    Lucky are the nurses and allied fields because they make better money. But compared to the 90 million Filipinos (over 60 million of which need HELP) the picture is still so bleak. POVERTY pa rin!
