How important is the JMSU (Joint Marine Seismic Undertaking) in the Spratly islands to China can be seen by how the Asia-Pacific superpower broke its traditional practice of spacing state visits to accommodate Gloria Arroyo in September 2004.

Diplomatic sources said the September 2004 visit to China was a “JDV initiative”, referring to former House Speaker Jose de Venecia. The occasion was “The Third International Conference of Asian Political Parties.”

On the sidelines, but a very important sideline, was the signing of a number of projects including the $400 million North rail project that will connect Manila to Clark and the JMSU.

The source said DFA was feeling uncomfortable being left out in many of the pre-visit talks, particularly the ones related to the JMSU.

They advised Arroyo that the ICAPP was too minor an event for her to go to China. “It should be a state visit,” they said thinking that it would not be possible that year because the Malaysian had just made a state visit. Usually a host country limits the number of state visits in a year.

Arroyo told JDV about DFA’s recommendation. Much to the surprise of the DFA people, JDV was able get an invitation from the Chinese government for Arroyo to make a state visit.

The source said he had the sense that the Northrail project and the JMSU were tied. So when they brought up the problem that agreement is in violation of the constitutional prohibition of foreigners undertaking exploration of the country’s natural resources, as expressed by then Acting Secretary Merceditas Gutierrez, JDV snapped at them.

But JDV’s group did something about Gutierrez concern because the word “exploration” disappeared from the document and the agreement became for a “joint marines seismic undertaking”. Very smart.

A DFA official, who asked not to be named, said the government may be able to get away with the JMSU because it can be argued that no exploration has taken place but if the survey’s results are positive, that would really be a problem. The Philippines has included some 284,000 square kilometers of undisputed Philippine territory in the agreement area and allowing China and Vietnam to explore the country’s natural resources is clearly a violation of the Constitution.

At least six of the eight islands occupied by the Philippine military in the South China are included in the JMSU. As background information, the Kalayaan Island Group which refers to the whole area that the Philippines has staked its claim includes some 53 islets. We have military presence in eight of those islands.

Four of the islands occupied by Vietnam are also included. So are five occupied by China and one, Itu Aba, occupied by Taiwan, non-signatory to the agreement.

JDV and Foreign Secretary Alberto Romulo wax ecstatic about the JMSU saying “it manifests responsible diplomacy to ease tension and promote confidence-building in a region where, as noted in the article, the issue of sovereignty of the Spratly Islands remains a potential ‘flashpoint.”

That applies to the disputed area. But how does the government justify the inclusion of 284,000 square kilometers of Philippine territory that are not disputed?

In the agreement, “All the data and information acquired fort he fulfillment of the Seismic work…and their interpretation shall be jointly owned by the Parties. In the event any Party wishes to sell or disclose the above-mentioned data and information after the expiration of the confidentiality term, prior written consent therefore shall be obtained from the other Party.”

China and Vietnam become co-owners of data and information gathered from our own territory! This is not simply a commercial transaction as played down by Malacañang. These are matters involving patrimony and sovereignty. Of exercising supreme dominion over that have been handed to us by our forefathers..

Retired Commodore Rex Robles is being diplomatic when he said,” it has the flavor of treason.” It stinks.

    Until the data gathered are open to the public, who knows what this Evil Bitch had done. It seems like the favorable documents are open to the public but those that have questionable contents are hidden!

    I hope that the Senate will not be inundated by the enormous task of uncovering the truth in all the transactions this Evil Bitch entered into.

    Even if the the Evil Bitches camp says that these senators are only exposing all these supposed anomalies only for their individual benefit because they are running for the presidenyc in the 2010 elections( if there will ever be one), it does not matter to me at all!     JDV was just interviewed by DZMM dos por dos, the old man admitted supporting (brokering?) the JMSU to prevent the Philippines engaging into war with China and Vietnam who are both a military giant. JDV also said in the interview that there is nothing to be ashamed of with the deal. All he could see is the benefit the country could derived from the deal which is oil. Further the old man said, he is vocal about asking the president to resign because of the anomalous ZTE deal but in terms of the JMSU he supports the president in this initiative. Nahehelo ako, nakaka-highblood ang mga taong ito.

Is it a sign of souring relationship between FVR and the criminal squatting at the palace by the murky river?

    So many things to ask about that need to be clarified and verified. The people should demand for answers. They should not allow themselves to be hoodwinked by the creeps, especially the Dorobo who should be held responsible for all these scams.

    Yes, why is the Supreme Court ruling of 1992 regarding Philippine territories, possessions and patrimonies not being implemented? In that ruling, it is very clear that in any such transaction, the approval of the Philippine public has to be obtained in a national referendum. But how come the Philippine Congress and Senate now seem to grope in the dark regarding this agreement with the Chinese?

    Meanwhile, I hope the Senators are not undaunted by the news about some Chinese Embassy officials getting irked by these probes. E ano kung magalit sila?

    Time in fact for Filipinos to stop kowtowing to any foreigner. Golly, uto-uto na nga sa mga kano, tapos ngayon pati sa mga intsik magpapauto din?

    For all those who complain that anti-Gloria is given unfair advantage by the media – just take a look at the government-owned tv channels. There’s one hosted by a former media man turned senator airing the side of the admin. The shows are repeated/replayed over and over everyday like a mantra probably one man’s sick attempt of brainwashing viewers. Now how much did it cost to maintain this channel? Is this operated via contributions or paid for by Juan de la Cruz’s taxes na naman? I noticed there’s not much ads in there.

    Sinabi mo pa, Chi. Magaling talaga ang mag-asawang ganid to offer the deal to their fellow crooks in the government, goad them to take responsibility for some bogus projects on their recommendation that the Midget would bring to the negotiation table overseas and they split the commissions, etc. between them as revealed in the NBN/ZTE deal.

    I have written about the offer to an uncle of a friend of mine who is a local government official there in the Mt. Province which the ganid couple have frequently visited and where they get some photo-ops. The said friend was actually approached by his uncle to help make a project that will be enticing enough to get fundings from Japan because my friend was a fellow scholar in Japan and were more or less familiar with the Japanese mentality.

    The project is then owned by the endorser (kuno), but it will not push through of course without the signature of the Midget who gets a portion of the booty undoubtedly once the project is approved for funding.

    Undoubtedly, the same dirty tricks were applied in the connivance then between JdV and Gloria Dorobo until the son was “backed off.” Kaya tahimik si JdV noon.

    I think Hambalos might be the taker to finally settle the ‘unfinished business’deal with her. I agree with you that being a ‘lucky bitch’ is not transferable as a person entered into this ‘profession’ must have an astounding beauty. The irony, is: she is not fabulous & gorgeous compared to the real bitch where these assets are used but instead, she is using her appointees & co-crocs followers and bribe them just to sealed their mouth to thwart the reality once found out that there’s anomaly in a certain deal she entered. So, her unscrupulous acts continues for she’s ‘lucky’ that her bribed people will not speak against her. There she get lots and lots of money out of country’s wealth. A real modern bitch!

    In an interview with senator Lacson sa DZMM, tinanong sa kanya kung hindi pa ba nagsasawa ang Senado sa walang katapusan na Kahi-hearing sa mga sinasabing anomalya na kinsasankutan ng administration ni GMA. Ang sagot naman nito, hanggat may lumalabas na alingasngas ng katiwalian hindi raw ito hihinto. Sa dami ng mga anomalyang lumalabas ngayon kasali na ang Spratleys deal (A Kickback on oil according to Mayor Binay), mapupurga ang bayan sa mga kasinungalingan na maririnig sa mga nagtatanggol ng pangulo. Mabuti na lang at may Senado na siya na lang natitira at nagtitiyaga na maghanap ng katotohanan para sa bayan. Sa isang sakit na hindi na makuha sa ordinaryong gamot, operasion na ang kailangan. Hindi mo masisisi ang mga tao na araw-araw nangangalampag at nanawagan sa pagbaba ng pangulo. Para sa karamihan ito na lang ang natitira pang paraaan upang isalba ang bayan. Sa isang banda kahit ano pa ang sabihin ng taumbayan, magtetengan kawali lamang ang Malacanang. Panahon na siguro para magpatingin ang mga taong ito sa EENT para marinig ang matagal nang panawagan ng bayan. Anong sey mo Dr.Golez?

    This page is hacked. Bloggers are led to Malacanang’s page, particularly the silly speeches of the Pygmy when they click on the links above. I discovered this when I tried to click on the news re Siason’s denial. Also, I get a lot of threats when I open this blog. Just FYI.
