The gall!

As residents of Pigkawayan in North Cotabato scamper from the raging war triggered by her hijacking of the peace agreement between the Philippine government and the Moro Islamic Liberation Front to push her own agenda of charter change, Gloria Arroyo pushes a shift to a federal system of government.

“We advocate federalism as a way to ensure long-lasting peace in Mindanao,” Gloria Arroyo said in a toast to visiting Swiss President Pascal Couchepin Thursday.

She further said, “The Swiss Institute on Federalism is the one helping our studies on federalism.”

Arroyo thinks that if she drags in other countries like the Swiss, she could sell to the Filipino people charter change, the vehicle for her to hold on to her stolen power forever. Naghahanap ng kadamay, we say in Tagalog.

Her press secretary, Jesus Dureza, said she is calling for a constitutional amendment … in order to bring about the Bangsamoro Juridical Entity.”

There lies the problem. Arroyo’s promise of an autonomous Bangsamoro homeland hinges on the change of our unitary system of government. Advocates of the memorandum of agreement on ancestral domain with the MILF say that the issue is the concern of the Muslims in Mindanao. But Dureza himself says it will affect the whole country. “An opportunity should be given to the whole country to avail of the reform effects of federalism. The sentiment of many people there is to give local officials more authority in order to perform better. And the federal set-up is the way forward to this.”
The pro-MOA says the charter change will not give Arroyo the chance to extend her stay in Malacañang because under the agreed timeframe, charter change will be after 2010.

These people do not know Gloria Arroyo. Why would you believe someone who said in front of Rizal’s monument that she will not run in the 2004 elections only to take that back after a few months? If she masterminded the tampering of election results in 2004, there’s nothing that she can’t or won’t do to cling to power.

The prospect of facing the people’s wrath once she is out of Malacañang is too grim for her not to use all means to put one over her the people who detest her.

It’s not only Arroyo who earnestly wants changes in the Constitution.

An article in Asian Times by Fabio Scarpello titled “US, Philippines weigh new military marriage” mentions that “The MILF, the largest rebel group in the Philippines, has hinted on several occasions that it has been approached by undisclosed US authorities about the possibility of establishing US military bases in MILF-controlled territory as part of a final peace deal.

Scarpello quotes Eid Kabalu, spokesperson of the MILF as saying, “This is negotiable, it is possible.”

Kabalu, in the article, adds,”We are facing reality. We know that Washington has its own agenda in Mindanao, and that this has mostly to do with terrorism.However, if the American interest is really in pushing this peace process, then we can talk about military bases.”

Scarpello asked Stacy MacTaggert, the US Embassy deputy press attache about it and the answer is: . “There are no talks along those lines. The US is an ally of the Philippines and, at the moment, military bases are not allowed here.”

That’s correct. At the moment, the Constitution forbids foreign military bases. It’s stated under the Transitory provisions that after the expiration of the RP-US military bases agreement in 1991, “foreign military bases, troops, or facilties shall not be allowed in the Philippines except under a treaty duly concurred in by the Senate and, when the Congress so requires, ratified by a majority of the votes cast by the people in a national referendum held for that purpose, and recognized as a treaty by the other contracting State.”

Under the Aquino administration, the Philippine government tried to enter into another bases agreement with the U.S but it was rejected by the Senate.

The Constitution also states that “The Philippines, consistent with the national interest, adopts and pursues a policy of freedom from nuclear weapons in its territory.”

If US military bases are allowed in the proposed BJE, the Constitution indeed needs to be changed.

    Bangsamoro wants independence not autonomy. Philippine bogus President Gloria Arroyo has evil agenda to stay in power beyond 2010. She has nothing to offer to lasting peace in Mindanao.

    I agree with Senator Pimentel that Federalism is good for the country. And I agree with FVR that change to Federalism must be after 2010 and not now. Federalism would stop Bangsamoro from claiming independence.

    In the final analysis, it’s not the form of government that’s important; but the ones running the government. We may have the best system and form of government; but if we have evil and corrupt leaders like Arroyo, we will still fail.

Apparently, the US is now about to implement what Dubya has planned to do with the Philippines by including it in the list of axis of evil together with North Korea and Iran although North Korea now is being removed from the list that the families of those abducted by North Koreans are vehemently opposing presently.

    Who is really to blame for the current crisis in Mindanao? Below is a portion of Herman Tiu Laurel’s column:

    “When Cory Aquino took power, one of her first deeds with Butz Aquino, Nene Pimentel and Norberto Gonzales was the return of the vanquished Nur Misuari from exile and the restoration of the MNLF. This, despite the fact that thousands of Filipino soldiers had died to stop the MNLF from dismembering the Republic during Marcos’ time. And so, it got rehabilitated in just a matter of months, effectively reviving the conflict in Mindanao.”

    The Americans have admitted that they will be violating the present Philippine Constitution even when the Dorobo allows them to build a military installation in Mindanao, appeasing the Moslems with promises of jobs inside the base in case they succeed.

    That’s they reason why the Dorobo and her allies now talk of the ChaCha—to please the Americans no doubt in exchange for the dough and the special concessions for their investments in the US including the growing number of investment properties they now have in California and maybe other states and countries around the world paid even with ODA that the Filipinos will not be able to pay now and forever.

    Pero ang bobo naman. Bakit walang malakas na protesta laban diyan? Dito lang yata ang protesta kaya ang tindi ng censorship! Grrrrrrrrrrr!

    Aha!!!! sinasabi ko na nga ba at ng mga nakararami e. kaya pala intresado ang mga kano sa kapayapaan sa mindanao, yun pala e intresado silang magtayo ng base militar.

    Maraming katanungan ang uusbong dyan, isa na ang tinatawag nating territorial integrity. Ayon sa ating saligang batas ay bawal ang pagtatayo ng base military sa Pilipinas at ang magpasok ng anumang bagay na nukleyar. Ano ang ibig sabihin ng kabalu yan na papayagan nilang magtayo ng base militar ang mga kano sa BJE??? ang mga kasutan dyan ang makakasagot laman ay ang ating magigiting na mambabatas.

    Ayon naman sa federalismo – bagaman ako ay bata pa noon, aking nababasa ng panahon ni marcos, ay may isang pulitiko na nagsabi na pag sya ay nanalo bilang presidente ay isusulong nya ang federalismo sa Pilipinas, subalit ang mga pulitiko ngayon na nagtataguyod ng federalismo ay sila rin naman ang lumalaban sa federalismo. Ang hindi ko malaman ay kung bakit noon sila ay hindi sang ayon sa federalismo, bakit ngayon sila ay sang-ayon na.

    Tungkol naman sa pagiging kaalyado ng america, bakit nila tayo inaabuso, pag dating sa kanilang tulong palaging may nakalakip na kundisyon, subalit sa ibang bansa wala man isang kundisyones. ganyan ba ang sinasabi nilang kaalyado???

    Balik tayo sa MOA-AD, hindi pa man ganap na napipirmahan e eto na ang pang-aabuso ng MILF. Eto ba ang sinasabing kapayapaan sa mindanao. tapos sasabihin ng MILF wag gagalawin si kalo???anu ba yun, tama ba na sila ay mang abuso ng mga kristyano at muslim, manunog ng bahay at magnakawa ng ibang kagamitan at hayop sa pagsasaka, tapos sasabihin nila huwag gagalawin si kato, makatwiran ba yun??? bakit pag sila ang nang-aapi ay ok, lang, pag sila naman ang inapi, kung anu-ano na ang kanilang sinasabi.MAKATWIRAN BA YUN???

    Matagal nang hinala iyang pagtatayo ng US base sa Mindanao simula pa noong maging permanente na baga iyong balikatan at hindi na umaalis iyong mga kano, nagpapalitan lang ng tauhan kada 3 or 6 na buwan para hindi halatang semi-organized na ang military installation nila doon. Nag-umpisa iyan noong una pang balikatan at nang magbombahan sa Mindanao na mismong Magdalo umamin na pakana nina Corpus at Reyes. Kunyari mga patriotic na pilipino pero nagsisilbi naman sa mga kano.

    Worse iyong nakita kong litrato ng mga sundalong pilipino karga-karga iyong toiletries ng isang sundalong kano. Di ko nga lang sigurado kung may rangko ang mokong na kano o wala pero dito sa Japan, wala pa akong nakitang ganoong kaabang trato sa sundalong hapon ng mga kapwa nila sundalong kano. Malaking pintas ang aabutin kasi dito ng mga iyan. Pero sa Pilipinas may tip daw na 5 dollars, kaya wala nang hihirit. Noon ang isang dolyar ay 55 pesos!

    Pero mas grabe iyong litrato ng isang may rangkong unggoy na pilipino na pasan-pasan ng isang mababang rangkong sundalong pinoy din. Abuso! Kung ako ang sundalong walang rangko, ihahagis ko sa dagat iyong abusadong opisyal komo bago ang sapatos para magpasikat doon sa mga may dolyar-dolyar. Kakasuka!

    Majority of the Senators are against Cha-Cha and Federalism. Some who favor Federalism want it after 2010. Senator Pimentel who sponsored the Federalism Bill does not mind that the Federalism Bill be passed during Arroyo’s term. Pimentel better thinks it over. Just because he was the sponsor of the Bill he already would allow the Evil Bitch to maneuver and manipulate so that she could stay beyond 2010. Malacanang is obviously using Pimentel’s Bill. While Pimentel has all the good intentions, he must be aware that the Palace is using him. One wrong move, Pimentel risks his reputation as a good Senator.

  14. So Gloria hasn’t really progressed much from her credibility-by-association tactics, eh? Pascal Couchepin has all it takes to make it to the top of the Swiss Federal Council, backed by an impeccable public service record starting as town mayor. Gloria doesn’t. She desperately spins a plane stopover by an Olympics Opening Ceremony attendee as a statement of support for her newly-concocted federalist motives.

    What a loser. Not even if she surrounds herself with all the presidents of all the federal governments on earth will she be allowed to tinker with the constitution.

    That’s correct, bitchevil. How can Pimentel be sure that Gloria would not put one over his federalism proposal?
    Pinaniniwalaan pa ba niya ang congenital liar na Gloria?

    Matuto naman sila at isantabi muna ang mga proposal na ganyan hanggang mawala sa senaryo ang bruha. Kahit na ano ang merit ng isang proposal kung pinasukan na si Gloria ay dapat i-withdraw at sa ibang panahon ipasok muli.

    Pimentel threatened to quit his position in the Senate if GMA extends her term; but that would be too late. Yes, why take the risk with this cheater and liar? Even her allies want Cha Cha or Federalism after 2010. Pimentel has a long record of accomplishment. He may ruin his career with his own Resolution being used as a trap by Malacanang.
