‘Take advantage of the corrupt system’

The image is that of Winston Garcia, GSIS General manager. I’m not so sure about the voice. The talk is that it was said in a Meralco board meeting last year. Take time to view it. Interesting.

Some of the sentences are disjointed but this is what I have put together:

I think the point here is that, even if we have a…

That’s the public sentiment. Nobody wants to pay for any increase in electric rates. That’s the public sentiment. But why is it that the oil companies do not have the same success….in courts as in Meralco>

It’s something really that we can think something about. I think that we have to come down to reality right now..

Our courts are the most corrupt at any point in time. And I have been in practice for several years.Today, it’s worst than five years ago. It’s worst, at it’s worst stage.

Anf if it’s the most corrupt right now at this stage, then Meralco can also take advantage of that. Take advantage of this misfortune in the country. If you want to survive.

I think that’s to be blunt about it.

It’s not a question anymore of what’s the legal issue. It’s a question of how to take advantage of this corrupt system.

Your enemies…our enemies have been taking advantage of this corrupt judicial system we have..

The Court of Appeals is at its dirtiest now.

Let’s open our eyes now. It’s the court. Think about it.

Known to be a BIIIIIIG MOUTH, Winston Garcia seems to have only detailed what Gloria has been doing all along she grabbed power, “It’s not a question anymore of what’s the legal issue. It’s a question of how to take advantage of this corrupt system.”

Let’s take it from one of Gloria’s Bull Dog !

  2. zen2 zen2

Winston Garcia words should be viewed in the context of someone who represents one of the most corrupt, cunningest political family of Cebu, the Garcia’s. He obviously know what he is talking—corruption of the courts, being an active practitioner himself.

His family political apparatus, with the help of equally extremely corrupt COMELEC, is directly responsible for the scandalously high voters turnout during the 2004 elections peg at 98%. A figure virtually impossible to achieve in a hocus-pocus free exercise.

Why he is not investigated by both finance committees of Congress for a series of highly questionable financial transactions involving close to 500 million US Dollars, GSIS
liquid assets, whose whereabouts is now in question, is hard to accept.

While i support GSIS claims to Meralco, this support extends likewise to the calls for a thorough investigation of Winston’s management of the fund’s assets.

A support to GSIS claims over Meralco, should not be automatically viewed as support for its Chief’s.

GSIS assets are those mainly pooled together by the teachers, policemen, rank-and-file government employees, soldiers, among others.

It is on their account, as stakeholders, that GSIS claims on the nation’s largest electricity retailer should be supported, at the same breath, call for the investigation, and eventual ouster of Winston Garcia.

This Winston Garcia and Gloria Arroyo are birds of the same feather. Corruptor of the corrupt.

  4. chi chi

Today’s Pinas Supreme Court and its branches are Gloria’s own creation, what is Winston blabbing about?

  5. Funny how all the asong ulol at the palace by the murky river can still have the nerve to try their dumbest to save the reputation of the Pandack Omama amidst this admission of corruption by one of her own allies! She should be made responsible for all the wrongdoings in all the departments that she has tried with all the help of her fellow crooks to control, and act as if she is a queen vested with all the powers of such royalty as Queen Elizabeth I of old England.

BTW, I read in one of the Philippine dailies online about how the creep tried to win over the approval still of gullible Filipinos by bribing them with Philhealth cards, etc. pakulo. I wonder if those cards can be of any help to the needy who make up majority of Philippine voters. Ang agang mangumpanya ni kumag.

I wonder if she is intending to amend the Constitution, etc. to enable her to run for reelection and as usual cheat again! ang kapal talaga ng mukha!

  6. juggernaut juggernaut

Beware the Garcia’s, they’re good at libel suits against media personnel.

  7. juggernaut juggernaut

Malakas ang loob ng mga ito, the likes of Mike Arroyo and Nognograles.

  8. kabute kabute

With this Youtube episode, it clearly shows that Winston Garcia is a disgrace. He should immediately be fired from GSIS. He has a very low regard for our courts that he can say that GSIS should take advantage of the corrupt judicial system. No wonder, he can do things without being accountable even to members of GSIS. He very well knows how to use or take advantage of corruption. Kahanga-hanga itong si garcia, sa corruption. GMA and Winston are of a feather – corrupt.

  9. kabute kabute

It wonder what graft and corruption he has committed throughout his stint in GSIS. Kawawang mga GSIS members.

I don’t understand why the coin-operated pekeng-periodistas are scrutinizing and attacking the court and yet soooo silent on scrutinizing MERALCO’s bribery on Justice Sabio.

Let’s start from the very beginning. A good place to start is whistleblowing Joey de Venenta’s allegation of bribery on ZTE.

I ask you did the coin-operated pekeng-periodistas scrutinize and attack Joey de Venenta? Whom did the coin-operated pekeng-periodistas attack? Of course, GMA.

Now, fast forward to present, Justice Sabio pagarparing to coin-operated pekeng-periodistas about tisoy-owned MERALCO’s bribery of him.

Whom did the coin-operated pekeng-periodistas scrutinize and attacked ferociously? Whistleblowing Justice Sabio.

Coin-operated pekeng-periodistas so silent on whistleblowing Joey de Venenta and so noisy on whistleblowing Justice Sabio.

Both of these ding-dung whistleblowers went to coin-operated pekeng-periodistas instead to FBI-Academy-Trained-lawers at NBI.

If these ding-dungs were to run to NBI, they could have been wired and videotaped and everything would have been over with.

And let’s muse a bit, these clowns is a justice and the other is a CEO … now imagine, if these clowns are Filipinos measure of intelligence I just wonder what’s the IQ level of 99.999% of Filipinos.

WheeeeWWWWW….Filipinos mahiya tayo!!! Proud to be Gung-Gung ultra-bulol????

  12. Renato Pacifico Renato Pacifico

Hey ya’ll, don’t even go to Filipinas Supreme Court because they haven’t decided on Glorieta Bombing yet and conveniently the coin-operated pekeng-periodistas are utterly silent …

The Supreme Court will decide on scientific findings!!! Ha!ha!ha! The Supreme Court will decidde if 1+1 is really equal to 2. … and pleae be aware mathematics is the language of science and Supreme Court will be deciding on scientific evidences on Glorieta bombing and these Supreme Court speakengese goot englischtzes not goot in mathematics

  13. Tedanz Tedanz

LOL …

  14. Renato Pacifico Renato Pacifico

It’s not proven that GMA took money. You’ve been fooled by coin-operated pekeng-peryodistas.

Let’s go by way of rule of law not by mob rule. If we go by mob rule what use are the laws.

We should throw our ire against these irresponsible, dumb, stupid, foreign-educated, ivy-league graduate Senate clowns.

They conveniently fakked up the invistigation. And the coin-operated pekeng-periodistas gleefully irresponsibly published the invistigation.

In ZTE, if it were to happen in Amerika, we woldn’t have heard about it until they are inidicted.

In the Philippines, they are already indicted even before the invistigation. Thanks to irresponsible, dumb stupid coin-operated pekeng-peryodistas.

If you live in Amerika, you should know these jurisprudence and invistigative process. If you don’t, I understand because you are a Filipino. A Filipino can only be educated but cannot learn.

Nyhahahahahaha!!!!! see its begining already, top honchos of this MORON administration of the LEPRECHAUN in red is saying everything. First the economic adviser said that she is a “BITCH”, then her SG said she doesn’t know “ANYTHING” about the MOAD-AD (which is very stupid) and now, garcia is saying that the justice system is corrupt. But what do you think will happen, when the one appointing is corrupt, expect that the appointee is also corrupt, as a matter of fact take a look at her appointee as deputy NSA,who according to the inventor of corruption, the american’s of course, said a demostratively corrupt official. I will not be suprised if one by one we start to hear all the stupidity of the LEPRECHAUN and her HOODS.

    STUPID MORONS!!!!!

It says it all!

  18. PSB PSB

Renato, you keep saying the “rule of law”. You are so naive, ignorant, deaf and blind pa! You seem to have so much hatred for the journalists yet you forget that these politikos(the pandak ang numero uno) pay them tons of money so only the stories that favor them will be printed. Mabuti na lang si Ellen is an exemption! At least we still have a few good ones.

  19. Rose Rose

Renato: ano ang ibig mong sabihin sa “lets go by the rules of the law..” sa tingin ko ngayon the rules of the law is Gloria’s rule..siya ang law at mga appointees niya ang karamihan sa courts at karamihan sa military…para sa iyo hindi corrupt si Gloria..she is a very honest person..hindi siya nang daya (hindi niya voces yong sa Hello Garci..akala ko inamin niya), hindi siya nag sinungalng (I will not run in 2004 pero she did) lapse of judgment? sabi ni Garcia..”take advantage of the corrupt system” hindi ba ito ay pag amin na corrupt ang system? si Camilo Sabio ang sabi naman there was nothing wrong with what he did..and he teaches at the Ateneo? are these the new meanings in the dictionary? sa Werbster seguro hindi..pero seguro doon sa korruptdionary.. what sayest thou? nakakalungkot isipin ang hinaharap ng mga kabataan ngayon na magsisimula palang sa pag aaral..

  20. PSB PSB

Renato keep saying that the Filpinos can be educated and yet can not learn! His fingers are pointing back at him!

  21. Rose Rose

..ang alam ko lang kasi at ang sinusunod ko ay ang 10 commandments ng Diyos..kaya hindi ko alam ang bagong rules of the law sa atin ngayon..at ang sinabing ito ni Garcia na “take advantage of the corrupt system”..paano ang karamihan na mahihirap na hindi nagtratrabajo sa gobierno..at hindi nila alam ang systems..kawawa naman they have no opportnity and the chance to take advantage..

  22. PSB PSB

Kanino yung “mob rule”? Look at Sabit Singson, a known criminal, openly doing what he does best yet inappoint pa siya ni evil bitch! What can you say about this Renato?

  23. Rose Rose

Ang Manila Bulletin ba ay hawak ni Gloria?..doon ko lang kasi nakikita ang columns ni Bunye, ni FVR, ni Enrile..Renato hindi sila peke periodista ano, or are they?

  24. Hahahaha!” Rule of Law” my Asssssss.
When Judges cannot be trusted to observe the fair processes essential to maintaining the rule of law, how can we expect the public to respect the process?

Our legal system has been corrupted almost beyond recognition, the question of what is morally right is routinely sacrificed to what is politically expedient. The change has come because legal philosophy has descended to Pidalism.

  25. Take it easy, don’t deliver yet a knock-out punch to renato,we need to extend the entertainment to a paying customer.

Renato is here to answer all of our queries in a civilized manner.Keep your cool…Control, control and much control, because a temper attitude often brings unwanted consequences.Apparently as monkeys evolved into human beings they not only lost their tail but also their ability to co-exist with different species. Primates were always capable of understanding chatter, shrieks and roars when they stumbled into alien territories; they would soon understand their mistake, and if involuntary they would either back away or, if voluntary, they would grow hostile.

Unlike humans, monkeys always understood their rivals, perhaps because they didn’t possess a person’s ability for thought or speech, and only relied on their trusted vital instincts, hence nothing got in their way. This is something we should learn from them.—Homo sapiens is probably the most difficult to put together.Hehehehe!

  26. The “Rule of Law” in Enchanted Kingdom is a land of lawlessness where with the biggest gun is king. Oops… this is what Philippines has descended into already.
You see, because Northrail project is more important,Kabayan
one of his official acts was to relocate the people and chased them out from the group of squatters homes where they lived. These people with low intelligence or mental illness are now called homeless. His view of not helping these people who are not capable of taking care of themselves has taken away.

There is no protection or special assistance for those poor people. They are limited to begging. In Quiapo underpass, people are only allowed to sell estampita and anting-angting if the police give them rain check for snatching. A step up from begging perhaps but most people,if they live long enough, will have some type of mental disability.
There will be a contest in suicide attempt and blames it on poverty, until Erap will force to withdraw another million to feed the hungry.

    Renato,
“If we go by mob rule what use are the laws.” I like your line. Its what happened with the ousters of Marcos and Estrada.

Winston Garcia’s very revealing analysis of Philippine courts just confirmed what already been known to every Filipino; that the justice system under aling Gloria is “very”corrupt, and for sale to the highest bidder. His idea to resort to corrupting the already corrupt institution is unbelievable and is the final nail to erase whatever doubt about the situation He should know because he belongs to the system. Rule of law has been wiped out from the constitution and so all legal issues and remedies don’t exist anymore. And to follow his analysis the country is now under the law of the jungle: survivor of the fittest where only the strong and powerful survived and being trampled upon in the process are the weak and helpless, which incidentally belongs the majority of the people.

    Renata

Cocoy: tama ka…we need to extend the entertainment of Renato, who probably is a paid entertainer..

  34. bitchevil bitchevil

This Renato should be ignored. Let’s not waste time on this idiot.

Atty. Frank Chavez said 90% of the Filipino lawyers are bad. If he thinks he’s good, then he belongs to the 10%. Lawyers are no different from AFP officers, the PMAers. New lawyers are idealists and full of principles like the PMA new graduates. But once they start their career, they become victims of the corrupt system.

  35. Rose,

Hehehe!

  36. Ka Enchong Ka Enchong

It’s not proven that GMA took money. You’ve been fooled by coin-operated pekeng-peryodistas.

Ikaw, who fooled you? The bill-operated pekeng-prisidinti?

Let’s go by way of rule of law not by mob rule. If we go by mob rule what use are the laws.

What use are the laws? Ask those in power… those who invoke the rule of law only when it suits them, while conveniently forgetting the same rule of law when it stands in the way of their greed.

If you don’t, I understand because you are a Filipino. A Filipino can only be educated but cannot learn.

Well said, from a learned non-Filipino… have you not learned that this space is inhabited by Filipinos who do not learn? You should have learned by now that whatever you intend to teach us, we won’t learn anyway. My advice, don’t waste your time here. Look for an educational space where you can use your capacity to learn. Meron na bang website ang Sesame Street?

  37. kabute kabute

BitchEvil you’re right.

Garcia winstong has a very high regard of himself that he sees even the judges and courts as way below him. And maybe that is why the GSIS traets its members with some disdain. Mga pakita lang ang mga sinasabinila. GSIS Atty. Elamparo(so) said hey are visiting members who are homebound.

  38. Kapal talaga ng mukha ni Gloria Punggok. Apparently, the idiot does not even know what command responsibility means or what it is all about. Yuck! Corrupt nga!

  39. Philman Philman

Atty. Santos, FG’s lawyer, sits of the GSIS board. I read from somewhere that board members get at least 500,000 pesos monthly. Wow! for him but Woe! for the pension fund members.

Ever wonder how much Winston Garcia makes??? Enough to attack MERALCO.

  40. juggernaut juggernaut

Renato is right, we are under “mob” rule. Unfortunately for him he can’t see past the tip of his nose and stereotype of what a mob is. His only concept of a mob is the seething, angry masses evicting a despot, but what he doesn’t know is that it could also be highly organized, with several well placed influential personalities in society/business/government who can make anything they do “legal.” It is a actually a distortion of the rule of law.
He’s not as intelligent as he pretends to be, just very good at arguing for arguments sake. What we need are real people who are prepared to act, not just write about what is right or wrong. Theres too much of that already…

  41. bitchevil bitchevil

Whenever provoked and questioned by the public and media, this
big mouth Atty. Jesus Santos is quick to rebuke, explain and call for Press Conference. This time, he’s quiet and refuses to be interviewed.

  42. bitchevil bitchevil

    Here’s another…

“Fake signatures on the list of beneficiaries were among the irregularities in last year’s P218.7-million expenditure of the Department of Agriculture for hybrid rice, certified seeds, farm inputs and fertilizers for farmers in four regions, according to the Commission on Audit.

The purchases were part of the GMA (Ginintuang Masaganang Ani) program intended for the “poorest, often neglected” sectors of the population—farmers and fisherfolk—to increase their harvest and boost competition in the global market.”

  43. Wow, 500,000 pesos!

  44. Gabriela Gabriela

Re Bitchevil’s “Atty. Jesus Santos is quick to rebuke, explain and call for Press Conference. This time, he’s quiet and refuses to be interviewed.”

Paano kasi, he learned his lesson from Camilo Sabio. Just because you are super sipsip with Arroyo does not mean she will love you. If you make a mistake of blurting out something that will help pin her or any member of her family, you are in danger of being exiled to oblivion.

When Camilo Sabio revealed that he talked to his brother because Santos called him up, he consigned himself to the doghouse. You drag in Santos, you drag in FG.

Kaya sila-sila rin nagbubukingan. Kay, zipped ngayon ang mouth ni Atty. Santos.

  45. bitchevil bitchevil

I agree, Gabriela. But more than fear for Gloria, Atty. Santos will directly pin down his boss, Mike Pidal. So, he kept quiet.
