Villar ousted as Senate president; Enrile sworn in

Sen. Juan Ponce Enrile was sworn in this afternoon as the new Senate president in a coup that caught Senate President Manuel Villar and his allies by surprise.

Enrile, whose oath of office was administered by Sen. Gregorio Honasan Jr. at 4 p.m. when the chamber opened its plenary session, was supported by administrator senators and several senators, including Sen. Rodolfo Biazon.

Following Villar’s ouster, Senators Francis Pangilinan and Aquilino Pimentel Jr. resigned their posts as majority and minority leaders.

Pangilinan was replaced by Juan Miguel Zubiri as Senate majority leader.

Sen. Alan Peter Cayetano also resigned as chair of the blue ribbon committee. The committee is probing the P728 million fertilizer fund scam and the Moscow incident involving retired police comptroller Eliseo de la Paz, among other cases.

Initial reports said the coup against Villar was orchestrated by senators who are alumni of the Philippine Military Alumni: Honasan (1971), Biazon (1961) and Panfilo Lacson (1971).

Lacson nominated Enrile as the new Senate president. “Nothing is spontaneous here in the Senate. It’s planned,” he said of Villar’s ouster.

He had earlier linked Villar to the double entry in the 2008 national budget for the expansion of the C-5 Road.

Enrile said nine senators initially approached him with a resolution to effect change in the Senate leadership and four more signed on later. “I’m surprised, I’m overwhelmed,” he said. “I’ll make sure that the Senate will maintain its independence and integrity.”

The nine senators were Lacson, Honasan, Biazon, Zubiri, Jamby Madrigal, Mar Roxas, Loren Legarda, Edgardo Angara and Richard Gordon. The four who later approved the resolution were Senators Jinggoy Estrada, Francis Escudero, Ramon Revilla Jr. and Lito Lapid.

Senators Pimentel, Pangilinan, Alan Peter Cayetano, Pia Cayetano, Joker Arroyo and Benigno Aquino III. Jr. Sen. Miriam Defensor-Santiago was absent.

Malacanang denied any involvement in Villar’s ouster.

Presidential Political Adviser Gabriel Claudio said in a statement: “We respect the independence of any action taken by the Senate regarding its own organization. The Palace had no involvement whatsoever in the Senate’s leadership change. Nonetheless, we extend our warm felicitations and congratulations to the new senate president, Senator Juan Ponce Enrile and look forward to fresh opportunities for greater cooperation between the Executive and Legislative branches in addressing the pressing challenges and problems confronting the nation.”

    This is a very surprising development.. Enrile, an admin ally, becoming the Senate President and none other than Lacson who is an “opposition” nominating enrile for the post… tsk, tsk, tsk..

    And look kung sino mga nag-abstain?.. si Noynoy tsaka si Kiko?.. both senators who are able to show their upright point of view..

    anak ng kulugo! ang sama na nga ng reputasyon ng mga PMA graduates dahil sa sunod-sunod na katiwalian ng mga mistah, eto na naman at nakipag-lambutsingan sila sa isang Enrile na, hindi na dahil sa isa siyang administration senator, pero dahil sa loyal lang ito, hindi sa bayan, hindi sa senado, kundi sa kanyang sarili lamang at wala nang iba!!

    Between Villar and Enrile, the latter is a respite from trouble, trouble and trouble. Its only a stop gap measure which can be reoriented after a while. Besides, Villar has become a villain since pushing Erap over the side. Villar is sliding again into a covenant with the devil.

    As for Kiko, he may be making good on his promise to stay independent.

    That all the PMA alumni in the Senate bonded together in support of Enrile, who is their former superior in the DND… that’s an ominously bothersome sign of things to come. I hope, I am mistaken.

Are these ominous signs of things to come? would enrile distance himself from gloria and her cohorts, as perhaps a show of defiance since the port of irene has been under scrutiny lately, albeit, discreetly. enrile’s actions towards the bolante and euro generals investigation would give us a better picture of what would be happening to our country.

  17. I wasn’t thinking when I wrote yesterday in another loop that Filipinos should not trust their Senate or the people they have elected to the Senate.

    Senator Pimentel is a good friend of mine, and I can vouch for his honesty and dedication, but nobody seems to take him seriously except when they think they can use him for their selfish and vested interests like when for example he even held the mike for Gloria when she grabbed power.

    Not just him, but I find the idiots there to be nothing but bubblers. Kunyari may pasabi-sabi pa ng “based on this and that law” na akala mo naman talagang totoo, pero sa totoo lang iyong mismong gumawa ng batas ang lumalabag sa batas na ginawa niya. In short, nakakasuka. Puro palabok lang, walang sahog sabi nga.

    As for Uncle Johnny now becoming the Senate President, Dios mahabagin! I hope he has not become the Senate President to be Gloria’s butler!

    Now is the time for him to make amends, maybe, by making good his promise to keep the Senate independent from the robbers squatting at the palace by the murky river. If this is a go-signal to remove the Malacanang squatters, then so be it! I support it!!!

    I agree, Pimentel would be a better alternative to Villar or Enrile. But knowing how politics work in the senate, I doubt very much if Pimentel can muster enough numbers needed to get himself elected.

  20. Sadly, like all spectators, all we can do is sit back, enjoy the show and watch democracy in action. Its all about wheeling and dealing, shifting alliances, power struggles, all within the context of playing by the rules. If all this leads to the creation of a powerful block that can neutralize Gloria’s stranglehold on the country, its very interesting indeed…better than all the lip service we get from some sectors about desire for change but can’t be found anywhere when the going gets tough.
    …its something concrete, a lot better than nothing…for us who are enjoying our voyeuristic positions – relax 🙂

    I was not surprised with Villar’s ouster. It’s being cooked for a long time now. That proves that being over confident is bad. Villar thought he had the support of the majority. Enrile should not play dumb saying he was also surprised. It was the Coup Master Honasan who worked behind the scene. Honasan has always been Enrile’s puppy way back during Marcos time. Lacson and Biazon’s supports were only incidental. Why made Zubiri as Majority Leader when this gay senator is a rookie and his election case is still under protest? Malacanang’s hand is 100% behind this Senate coup!

    In every coup, Senate or House, there’s always trade offs among the lawmakers who support it. Lacson could have agreed to support it on the condition that he be made the Chairman of the Blue Ribbon Committee which he has long been desiring to get. Given the no non-sense style of Lacson in investigating the crooks in the government, I think the coup is good for the Senate. Alan Cayetano has been soft on Malacanang witnesses lately. Alan and Villar are party mates.

    I can’t help but see some hope in the distance actually, but personally I look at the present players also with suspicion as its pretty obvious that these fellows have ulterior motives that may not be genuinely patriotic. If it were Gen Lim or Trillanes, the landscape would be different, but they don’t have the clout – unless the Filipino people literally go up in arms and lift them over their shoulders and put them in power but I don’t see that happening, not in a million years…

No one who dabbles in politics is truly clean and to get things done it seems you have to get down and dirty – hopefully what comes out of this is a leader who is a good provider for the people at least, decently fair, believes in playing by the rules, and at least listen to good counsel…

    The Senate presidency was giving him an undue advantage in the 2010 race. And being a Las Pinero, I know one too many stories about the alleged shenanigans that brought Villar his fame, fortune and power.

    No amount of promises will make Enrile a fit leader! This dog enriched himself during Marcos time. Even if he does not have a voting power but he has the power to determine which cases, appropriations etc will be given the priority in the senate.

  40. We’ve not seen the results of this new setup yet. And if it is this composition that will see real reforms being made, especially if it is this group which can pry the bitch from clinging to her seat, then I’m all for it!

    Villar’s team had been lousy at investigations all the criminals are at home celebrating, do we want that to continue? I’m taking chances until I’m convinced the Senate proves it’s worth its salt. All prior hearings were amateurish, its time we see how these “professional” soldiers and cops will handle them. I’m not even surprised Jamby has joined Enrile’s camp. Their previous experiences under Villar, Cayetano, Jinggoy and Escudero were simply wasted efforts their frustrations probably led to this. These are seasoned politicians, advised by batteries of bright lawyers, we cannot just dismiss this as worthless endeavors. I’m taking a guarded positive view this will be better than Villar’s leadersip.

    I’m witholding final judgment until further developments.

    But really — if he is a changed man, don’t you think he would have used his sharp mind to tear Garcillano and Neri to shreds in the Hello Garci and ZTE Senate hearings?

    Escudero is with the group of Danding. Danding’s group can bring the impeachment to fruition.

    In the impeachment, there is the issue of the original sin – Garci. Noli was also a beneficiary of Garci. If the prez and vice are removed, then the Senate President becomes the President for the remainder of the term. JPE, at his advanced age, will no longer run for President. So the fear of “equity of the incumbent” is done away with.

    The field is more level if the aspirants all have no “equity”. That may have been the input in the political calculus.

    Whether or not JPE deserves the post, morally, etc, is debatable. None, however, can question his parliamentary ability. In the Cory Senate, my evaluation was that there were only three equals, in terms of parliamentary skills – JPE, Jovy Salonga, and the old fox, Earning Maceda (note the spelling).

    The late Neptali Gonzales was okay, by my estimation, but not the equal of the above three. He came in the second tier, along with THE HONORABLE Rene Saguisag.

    Like Tongue, I will wait and see. The bonding of the PMAyers with Gringo’s surrogate Dad, and the memory of the serial coups of Gringo should serve as a wake-up call to Puno and that Pasig strumpet.

  53. Looking at the bright side, psb, the chances of Villar making it president is more difficult now unlike when he had all the power to promote his own business interests more than he does with people’s welfare.

    Although Enrile may not be the best choice, that trade-off is probably the only available alternative at this time. Pimentel? They’d just vote Villar back and retain their committees. Lacson? I’m sure Roxas and Legarda won’t allow it either. Roxas to me could have been the right one, but does he have the balls to pull it through? Enrile is a non-presidentiable, and there’s less in it for him than all the other presidentiables who are all with his group now, well, except Villar.

    We just hope he is a fair referee.

  61. I vividly remember that odd timbre in Lacson’s voice when they were deliberating the C-5 diversion scandal. He frequently-mentioned “hindi patas ang laban”. This is the result. I agree with atty36252 that the field is now more level with Villar’s equity out of the equation. He abused his position in the Senate, he deserves to be dumped. That’s the priority.

    The character who was in charge of the assassination was, ironically, Marcus Brutus, a servant and close friend to Julius Caesar. But what would cause a person to kill a close friend?

    Like Brutus, Enrile a close allies to Gloria as administration senator, has a strong political relationship with Malacanang but stronger relationship with Honasan,Lacson and maybe in the military.

    In Roman times, the only way for someone to get close to a person of high rank is if he/she is close to him/her.Brutus also loves Caesar but fears his power.In other words Enrile like Brutus loves Caesar, but would not allow him to rise to power and then turn his back onto the people of Rome.

    I hope this play will end the suffering of Filipino people and the “truth will set us all free.”

    After the 2004 election the opposition has a clear mandate to form a senate majority but for obvious reasons; to “exile” the other presidentiables he back-stabbed them by coalescing with the pro-admins.     What we have now is a ‘MONGREL’ Senate majority. It is neither an opposotion nor an administration. Its character depends on the ‘PORK BARREL’ and other ‘LARGESSE’ of course.

    Expect the ‘PORT IRENE’ case to be mothballed to oblivion. Enrile’s enemies in the Eastern Telecoms/Philcomsat must be cowering in fear nowadays.

    romyman, it was Jackie Enrile who shot the son of the Navy Chief. Jackie also shot to death then matinee idol Alfie Anido while the latter was kneeling begging for his life. Jackie was very notorious then. He even had trouble with Bongbong Marcos. Whenever the two groups meet, both avoid one another. Jackie was likened to another toughie, Banjo Laurel who beat up singer or combo player in the bar if he doesn’t like. Even former Tito Soto was known toughie before marrying Helen Gamboa. Soto had a group called Tilt Down Men.

  171. BTW, BE, it must have not been published in the papers there then, but I saw a video clip of Lacson at EDSA during the oath-taking. In fact, he said that he was there to insure that the crowd would not be unruly or something when he was asked why he was there and not with his president. Si Orly nga nakasuot pa ng itim like Drillon, et al. Bagay naman for the occasion—death of democracy in the Philippines that Cory Aquino boastfully claimed she did restore, pero hindi naman! Ni hindi nga naiintindihan ng majority ng mga pilipino kung ano ang democracy sa totoo lang! Kundi nasibak na nila si Gloria Dorobo at iba pang kapareho niyang kurakot!

  172. Senator Pimentel corrupt? I don’t think so. Believe you me! Hindi iyan mahilig magpalibre sa totoo lang dahil takot na takot na magamit ng gustong kumurakot sa kaniya.

    Medyo nalilihis lang minsan ang landas maybe like when he supported EDSA 2 dahil akala niya grabe na ang pagka-corrupt ni Erap at dapat na palitan bago umabuso ng husto. In fact, first time ko siyang narinig na nagmura ng P–ina mo in reference to what Erap was supposed to have done during his presidency na hindi niya akalain na mas masahol pa pala ang tinulungan niya.

    For the country gagawin niya, but for personal aggrandizement, I doubt. May prinsipyo pa naman ang mama sa totoo lang. Nakakaawa nga kasi napapaligiran ng mga uuod sa Senado! anyway, last term na niya. Hindi na siya tatakbo kaya sana iyong anak niya ang papalit sa kaniya pero nadaya din. Sayang!

    On the other hand, I hope he is not like one of my friends who said before he was employed at the Customs that he would not be tempted to do what people there usually do.
