Destabilization talks are getting louder and louder as Gloria Arroyo and her henchmen make the final push for her staying in power beyond 2010.
Last Tuesday at the 58th anniversary of the Scout Rangers at Camp Tecson in Bulacan, Armed Forces Chief Alexander Yano, assured the public that the military won’t be involved in any destabilization plots.
It’s significant that Yano’s audience were the elite Scout Rangers, whom its much-respected commander, Brig. Gen. Danilo Lim and 19 other officers, were implicated in the alleged plan to withdraw support from Gloria Arroyo following in February 2006 following the surfacing of the “Hello Garci “ tapes that validated Arroyo’s primary role the tampering of election results in her favor.
Lim and the 19 Scout Rangers that include Colonels Nestor Flordeliza and Edmundo Malabanjot and Major Jason Aquino have been in detention together with nine Marine officers and one Army Special Forces officer for almost three years now.
Yano told the Scout Rangers,”With being one of the most admired soldiers in the organization come the expectation that you will not abuse your skill and unique place in the Armed Forces. Because your peers look up to you, you have the responsibility to shield the military institution from forces and interests that wish to divide us for we are only as strong as we want to be. When we break the chain of command, then the armor of strength that shields the institution is also damaged.”
He said not much has changed in the mission of the FSRR since its foundation by the late general and defense secretary Rafael Ileto – to obey their constitutional mandate to protect the people, the sovereignty of the state and integrity of the national territory.
This is a good reminder to the uniformed personnel at this time when Arroyo’s fake presidency is its very precarious state and she is expected to do everything to remain in power to protect herself from the wrath of the people.
Yano should not worry about the patriotic officers, who are clear about their constitutional role of “protector of the people.” They were not the ones who allowed themselves to be used in thwarting the will of the people in the 2004 election.
If there’s any lesson gained in the February 2006 and the November 29, 2008 incidents, it is that despite the fact that Arroyo is the most disliked Malacanang occupant in the post-Marcos era, civilians need to get their act together to translate their outrage into effective change.
When the people are able to muster courage to stand up to put a stop to Arroyo’s thievery and trampling of the Constitution, these enlightened officers will do their duty to protect the people.
What about Yano?
A few months ago, former Defense Secretary Avelino Cruz warned of the danger that Arroyo would impose martial law or emergency rule if she can’t push through with charter change to extend her hold on power.
Cruz said this would not be new to Arroyo who had planned to impose emergency rule in December 2005 which prompted U.S President George W. Bush to send John Negroponte, then US Director for National Intelligence (he is now deputy secretary of state) to Manila to personally warn Arroyo against pushing through with her plan.
Cruz said he believes that Yano won’t agree for the military to be used for the imposition of an authoritarian rule.
The past months, military intelligence agents have been reporting about having monitored recruitment for a major undertaking. When those who have been approached asked for whose group, the answer was vague: “sa nakakarami” (for the majority).
It is not farfetched that hardliners among in the Arroyo cabinet – Executive Secretary Eduardo Ermita, Transportation Secretary Leandro Mendoza, Public Works Secretary Hermogenes Ebdane and the new addition, Peace Adviser Hermogenes Esperon – would try to pre-empt any attempt to oust Arroyo from her stolen power because their own privileged positions are also at stake.
Sources said there’s also a group, identified with former President Ramos who are also moving.
These are uncertain times and I imagine even Yano is being watched closely.
Many agree that this Yano is far more decent than Esperonor Angie Reyes combined, and well-respected by the majority of the soldiers. I strongly believe he is on the side of the people if push comes to shove…

Incidentally, you might have heard about the theft of parts of the Image of the Immaculate Conception housed at Masbate Cathedral. As reported, they were made of ivory. This reminds me of the time when the Image of the Blessed Virgin of Penafrancia has gone missing from the Naga Metropolitan Cathedral. It was allegedly recovered, but it was public knowledge in Naga City then that Imelda Marcos had a hand in it. Nakunsensiya kaya isinoli. No questions asked!

Fidel Ramos’ regime was quiet because of strong protection from military and Uncle Sam. Even if the Catholic Church was indifferent to a Protestant President, she remained neutral. Today, Gloria has the support of the military and Uncle Sam despite the church’s anti-GMA attitude. This will change if Uncle Sam drops Gloria sending signal to the local military to go ahead with the overthrow.

Maybe we should teach Ethics, anti-Corruption and the good practices in a society to our young kids. Maybe we should punish the corrupt politicians by passing a bill in the Senate where every government official should be exempt from privacy laws. That every citizen who enters a government employment should have a life style check on a regular basis and if irregularities are caught, their assets should be seized, given back to the government, serve time in prison and banned from public office forever!

This is exactly what we, in the Council for the Restoration of Filipino Values are doing, having been designated as Corruption Prevention Unit of the Office of the Ombudsman. We conduct seminars on values for gov’t employees and inculcate in them the essence of RA3019, RA6713, EO 292 etc.
We have filed so many cases against elective and appointive officials but how these cases are being handled by the Ombudsman is something that will make one puke!!!

There were talks even up to now that FVR has a role in Ninoy’s assassination. Some even pointed to him as the real mastermind in the Dacer murder. FVR’s side kick Gen. As to the Makati Business Club, it’s chair Boy Blue Del Rosario of Phinma (Phinma is an investment house and also manages business, e.g. Bacnotan Cement of the Madrigal family) is very much Anti-GMA. He is also chairman of the Coalition Against Corruption, La Salle’s Regents Board and many professional and philanthropic NGOs as well. He was also FVR’s Finance Secretary.
MBC Executive Director Bert Lim who replaced the controversial Bill Luz, is also a vocal Arroyo critic. Another MBC stalwart who will not hesitate criticizing Arroyo is AIM trustee Bobby De Ocampo who also served in FVR’s cabinet. I saw all three together with another MBC heavyweight, Joey Cuisia of Philam, rushing out of Philamlife Tower at the height of the protest march when about 60-80 thousand people converged at the corner of Ayala and Paseo De Roxas to cheer Jun Lozada and Joey De Venecia. JAZA, a nephew of MBC founder Enrique Enzo Zobel, was not around but I was sure he was watching from his office at the 34th floor of the adjacent Ayala Triangle Tower I.
The MBC’s 450 member companies are majority anti-Gloria, if not, then all it’s top officers would have been replaced by now, right? The opposition to this MBC leadership comes from a faction led by Vivienne Yuchengko of RCBC/YGC and her lapdogs in the Stock Exchange. I’m sure ATR Kim Eng, where Buboy Macapagal pushes his weight around as if he owns the place (or does he?), joins Vivienne and maybe Iggy Pidal’s ex – Alicia – too. It was common talk after that event that an MBC officer was threatened by Malacañang that his companies will face hard times with BIR that made the business mogul clam up. Although unnamed, I have a strong hunch that it was Jaime Augusto Z.A. himself who was called. Look how quiet he is nowadays.

The Chairman then was Fred Velayo, the letter “v” in SGV, who took out his own pin and stuck it into his coat’s lapel in front of Canlas. Such defiance of Marcos’ subalterns by GOCC elite was true bravery at that time.
Today’s CEOs are just cowards.
The Business elites, the CEOs are all connested to the big guys in the West. The reason why those CEOs openly opposed Marcos was Uncle Sam already gave his blessing to oust Marcos after Ninoy’s assassination. I can only surmise that their constant dealings with the corrupt government has made them immune to corruption. In the past, many business leaders would rather take a low profile and make meager profits instead of being seen cavorting with the powers-that-be. But time changed all that. When every transaction with gov’t, big or small, requires a “token” to expedite processing, CEOs can no longer deny that they have been “unclean” themselves so no matter what they say, their people already know how they respond to matters that deal with corruption.
From the P50 “tip” that the messenger handed to the City Hall clerk, to the millions of pesos the CFO “rewarded” the BIR director with to save on taxes, the CEO sees them all. And in order to continue to make profit for his principals or his investors, he will continue to pay bribes and kickbacks so that his business will survive or else it would be devoured by the next crony corporation interested in its line of business or by his present competitor who plays it dirty.
And when all these practices are documented to confront him should he begin to rat against the officials, they hide their tails between their legs.
Blackmail is the only antidote to greed. This government knows it very well.

The first time I was asked that question was when I was applying for something in one government agency in the Philippines. I was surprised because I knew that I was supposed to pay only a certain amount and need not hire the services of a lawyer if I could do it myself.
