Bolante

In Malaya’s account of the arrest of former Agriculture Secretary Jocelyn (Joc-joc) Bolante by
U.S. immigration authorities, it was mentioned that he is seeking the help of Mike Arroyo, who just arrived in San Francisco from Europe.

News reports, mainly based on what the Department of Foreign Affairs got from Consul general Willy Gaa in Los Angeles said, the U.S. cancelled Bolante’s B1 and B2 visa (tourist and business). No explanation was given.

What violation did Bolante commit that merited the cancellation of his visa? That would be interesting to find out.

Bolante was arrested July 7 (last Friday). He is being held in a San Pedro detention center. His bail was $100,000. Why didn’t he post bail? What’s $100,000 to people of his means?

Malacañang said they are not lifting a finger to raise funds for Bolante. But can Mike Arroyo turn his back on his friend? What if he starts talking about fertilizers and how it can make many things grow, even votes?

    This bolante news is good news in the search for truth about Arroyo’s manipulation of eveything just to stay in power. It’s a welcome news after the magdalo arrest and the cbcp statement.

    kaya, Gloria cannot be sure of everything even if she has the gold and the guns. Anything can happen that can provide a spark. Her original sin (cheating in 2004 election) and other sins to coverup the original sin will haunt forever her.

    The problem of Bolante is with the US immigration. Siyempre DFA will remain supportive of people who support GMA.

    If Bolante is kicked out of the U.S., since he is free to travel freely, he can always go to Togo, Vanuatu or other places just so he can avoid coming home and facing the Senate and be investigated for the anomalies he perpetrated that disadvantaged the Filipino farmers.

    Okay, okay, the joke was caught by the US INS, but did you hear that he is asking for political asylum??? tsk, tsk, tsk, I wonder who he called in the palace the day he was caught??? the problem right now is of course the hoods in the palace will say they will not assist the joke, but the problem is the right hand is saying no help will be extended, but the left hand is doing something, am i right on this???don’t you think the big penguin in the stinking palace will not do anything to help his compadre??? i dont think so, they will do everything for the joke so he would not be extradited back to the Philippines. To add that he is not being persecuted in Manila, he is being asked to explain what happened to the money and the fertilizer scam. It is different when a person is being persecuted by the the government, in fact, how can he be persecuted in the Philippines, the very fact that his handlers are the ones in power, tsk, tsk, tsk,…. funny thing, in case he is being perscuted, it will be only those who are in power so they can keep him off the Philippines and shut him down.     I got information (raw that is)that sec romulo is fuming mad yesterday in his office……….. you want to know why???? it is because of the chair of the senate foreign relations committee, i think (from what i heard)the chairperson is eyeing his position as secretary, that is the very reason that person always accompany the leprechaun in her travels abroad nowadays, hehehehe…..pity romulo, he is fuming mad, because he don’t know, if the leprechaun will ask him to vacate his position to give way to the chairperson, hehehehehe……(again).     Gen Lim is asking the NBI to find out who leaked out his so called tape, withdrawing support to the “bogus president”. If I may ask, who is/are the only person/s who have the tape in custody, its only the AFP who has it. Do you think the NBI will release the name of the person who leaked it out????

    I can’t understand when Lim and the rest were meeting Senga, why did they have to invite Esperon knowing he’s 100% loyal to the midget? Had Esperon not been there in the meeting, Senga would have given his final approval and the rest would be history. Wrong…absolutely wrong to include Esperon. It was like including then Gen. Fabian Ver to the meeting with the Enrile-Gringo led RAM boys.

    Finally Joc-Joc Bolante has been arrested. Its visa-related. It seems that his visa had been cancelled. If I remember right, Ellen attended a party hosted by the U.S, Embassy. Could “pleasantries” been exchanged between Drilon and the new ambassador? Could the ambassador had Bolante’s visa cancelled? It seems this ambassador is so disgusted with the nidget that she would extend “assistance” to the opposition. I hope this “aid” would continue so we can finally nail the pretender for all the crimes she has done and continue to do. My guess is Bush had something to do with this. We all know how he dislikes bansot. Let’s all hope this would be start of the end for the tyrant in the palace.

    It was obvious in fact that he avoided inviting the Bansot to his ranch as someone must have whispered to his ear when the Bansot visited the US a day or two before Koizumi did. I thought it was an obvious brush off when Bush took Koizumi to his ranch in Texas soon after te Bansot boarded the PAL plane back to the Philippines!

    I undestand that it was then Bush learned about Koizumi’s fondness for Elvis Presley, and thus the invitation to Graceland as farewell gesture as Prime Minister of Japan, and Bush giving him a 1954 vintage jukebox as a token for supporting Bush in his warmongerings in Iraq and Afghanistan.

    I bet you, inggit na inggit si Pandak, who will do her dumbest to get similar gesture from the now beleaguered US president.

    Ms. Elln, intrigue as you may be, for I am not, sources says, she who really wanted to be the secretary of the DFA. As you can see ms. ellen, she has been asking for it after guingona resigned as dfa secretary, unfortunately the leprechuan instead appointed the late ka blas ople. Anyhow, we will see what will happen in the nex few days, weeks or perhaps months, as soon as I can get confirmation, I will share it with you. And, finally, I will try to get information on what is happening to our beloved Vice President, heheheheheheheheheheheh…….. I am trying to patch all informations I have regarding the “great” noli, especially right now, as in today, heard that he is letting the incoming senate president to use his office (meeting room)for a meeting with nobody knows (still confirming it, it is very raw), perhaps in the nex few hours.

  28. Latest news is that the family of Bolante does not want the Philippine Consulate to assist them. Intriguing.

    We are still verifying info that Bolante has sought political asylum. Rep. Roilo Golez has something to say on this:

    “How can someone considered to be one of the closest political allies of the powers that be in the Philippines apply for political asylum?That’s only if he faces persecution for political reasons.

    “In my opinion, he is not a victim of political persecution but a beneficiary of political protection here.

    “I believe the Bolante case is more of a deportation case than an extradition case. Extradition is government to government, assuming our government is initiating extradition.

    “I doubt if government would initiate deportation. Deportation is unilateral action of the U.S. government, if tehy decide Bolante is illegal entrant or undesirable alien.

    “If deported, he can be met at teh NAIA by the Senate
    arresting team.”

    Just because gloria was not invited to bush’s ranch does not mean she is disliked by bush. Everyone is entitled to believe what they wish to believe. Gloria’s time to be invited will come when it serves the interest of the white house. It is not a question of likes or dislikes. It is a question of US national interest.     Finally got in. Bush would not like an all-out confrontation with the US senate to prevent any hindrance in his domestic and foreign policies. GMA is the one trying hard to please Bush and she definitely needs U.S. support. History will tell us how the U.S. dumps “allies” when they seem to be “losing” their touch. Although my comments may be considered hope-raisers, its not farfetched.

    The new ambassador of the U.S. first met with the senate president before she even presented her her credentials to GMA. This only shows how the U.S. perception of the current dispensation. We must bear in mind that we are not of equal footing as South Korea and Japan. Its very evident when you would review their VFA treaties with this countries. The U.S. does not really need us now against terrorism. They have several allies now in the region. Indonesia and Australia are playing this roles for them.

    Bolante’s visa cancellation could be a way of blackmailing the pretender to either shape up or ship out. It could also be armtwisting tactic for more access to the Phil. The next developments in this case will reveal what the U.S. intentions really are.

    Couriering money for the Pidals and their ilks could have been Bolante’s transgression . Like the former comptroller -General for his many friends and the many others who take their loot out of the country to their favored depositories-US and swiss based banks (Only for the Phils. to borrow them back and at what cost).

    When Bolante is finally extradited here,I hope to be at the tarmac to silently witness his shame. I hope he will be in handcuffs escorted by Immigration officials.

    Not only that Ellen, you’ve got Max Soliven protecting the butt of Romulo. Try to move him (Romulo) an inch away from his position, Max will attack and Gloria thinks he doesn’t need another enemy.

    For as long as you’ve got the Max Factor somewhere, Romulo is safe, incompetent or not.

    Also on the 100,000$ bail for Bolante – that’s huge!

    Are we sure his arrest only has got something to do with his visa? Because if his visa’s been cancelled, there’s something far more serious that’s behind the cancelling – couple that with a huge bail, US immgrations must have been tipped officially that this fellow is a criminal.

    If a person entering the US is considered as merely an indesirable alien upon his entry to the US, all they do is lock up the alien and deport the fellow illico. That he’s been granted bail although a huge one, means there’s more to the Bolante arrest than meets the eye.

    Definitely something else aside from his visa cancellation. I think the INS and the embassy here in Manila had been monitoring his movements. $100,000 bail is unusually huge, unless he’s arrest includes criminal liability. Maybe we can ask Uniffors for his take on this development.

    Max Soliven’s word still carries weight with Malacanang. Although I do not consider him a king maker, he’s still very influential. To take Miriam away from the senate could tip the balance more for the opposition, unless of course the Palace is planning something again.

    Recent developments in the Mega Pacific case looks like the administration is contemplating a cancellation of 2007.     I don’t think it is just the visa, because for such thing the procedure is just call the airline that brought him,and have him on the next flight to his home country, which is the Philippines as in the case of Filipinos who get A to A, or in airline lingo, airport to airport.

    If the guy has a green card, then, there must be a worse crime committed that merits such cancellation like the money transport violation as when he brings in big cash without proper permit. The US visa forms states 30,000 dollars as the gauge of how much you are or are not supposed to carry to the US without proper government permit, and this is true to all nationals, and even US citizen to carry with them in and out of the US.

    Thank God that at least the US is one country that still holds on to such rule even with a crazy president sitting there at the White House.

    U.S. Embassy denies having a hand in Bolante’s visa cancellation and that they have not received any request from any Phil. institution to do so. Meanwhile, Homeland Security has confirmed the arrest of Bolante.

    I have seen a number of such cases at the SFO airport, when interpreters, etc. and airline representatives are called to the Immigration counter and the suspicious entrant is handed to them together with an INS official for the next plane back home.

    Negros Oriental Rep Jacinto Paras who recently bolted the opposition criticized Thursday the filing of several impeachment complaints against President Arroyo calling it “cheap gimmickry,” DZMM reported.

    Paras said he will not support the Arroyo impeachment this year because he does not want to be associated with the likes of former Cabinet secretaries Corazon “Dinky” Soliman and Teresita Deles of the Black and White Movement who are complainants in the second impeachment case.

    Paras said Soliman and Deles are “political hecklers.” He recalled that the two women were once “staunch pro-Arroyo supporters who were heckling in the gallery when the opposition was demanding for the presentation of election returns during canvass to prove election fraud.”

    The Negros Oriental lawmaker made the comment as peasant groups signed the fifth impeachment case against the President.

    Members of the Kilusang Magbubukid ng Pilipinas (KMP) and fishermen’s group Pamalakaya trooped to the House of Representatives Thursday afternoon to affix their signatures.

    The two groups said they signed the fifth complaint because it contained the charge that the President was involved in the fertilizer scam.

    In 2004 the KMP and Pamalakaya were the complainants in a graft case against then agriculture undersecretary Jocelyn “Joc-Joc” Bolante at the Office of the Ombudsman.

    They accused Bolante of using the P728-million fertilizer fund to reward politicians who helped campaign for Mrs. Arroyo in the hotly-contested 2004 presidential election.

    Members of the Alliance of Concerned Teachers and Manila Public School Teachers Association later joined the farmers amd fishermen in signing the complaint.

    Name calling is not going to help any of us. We must urge those in power to put their money where their mouth is.     You won’t notice it if you are in the Philippines, and would find this system as very convenient if you have the means. Take the case of a very wealthy resident of Forbes Park, whose daughter was found dead suffocated with a plastic bag.

    The death was reported to be suicide but why should she when she was the father’s favorite and has been assured of getting the company to run upon the father’s death, and other amenities, etc. In fact, she was supposed to meet a mutual friend that day she was found dead.

    The mother told me she suspected the same thing that everybody who knew the family’s history who the culprit could be. She told me how her husband stopped the investigation because he did not want to know it was one of his children by his first wife who did it. In her grief and “sama ng loob,” she died exactly a year after her daughter died.

    Now, how did the rich man stop the investigation? He paid the policemen to silence them. Rather unthinkable in Japan where no one is above the law, especially when it comes to protection of one’s right to live as in the case of murder victims. Anybody suspected of committing such crime is not allowed to escape but go through due process. There is no chance for bail when it comes to murder for fear that the suspect may try committing suicide, that is, if he/she still has some dignity left in him/her, or be a fugitive from the law that the police would not want to waste time to do.

    I understand that the Americans gave the Philippines is basic laws when they granted the Philippines in 1946, and they must be similar to the laws that they have imposed on the Japanese when the US briefly occupied Japan after its surrender.

    The big difference between Japan and the Philippines is that the Japanese became a conquered people and out of shame for that situation, we saw the emergence of a new breed of patriots, more concerned and willing to abide by their emperor’s plea to the people of Japan “to bear the unbearable” consequence of defeat. In addition to the laws imposed on them, they recommended measures such as the Child Welfare Law with the thought that the youths are the hopes of the Motherland, and a law to protect them from being exploited, etc. with so many children left alone to fend for themselves and roaming the streets. By 1949, these children were placed in shelters and orphanages and the law to protect them applied on them, and the children of Japan had become one of the world’s most protected children in the world.

    Japan was in a way lucky that there were enough patriotic and really concerned Japanese leaders to help make such laws to work and help Japan recover and stand up from the rubbles of the war unlike in the Philippines, where those who were voted to positions spent more times dividing the spoils of the war among themselves, and the rich getting richer and the poor, getting poorer.

    In other words, there is going to be no problem really if Filipinos have learned to abide by the law, not interpret the laws to fit their perversity, etc. Things would have been better if they have indeed abided by the law, but how
    do you implement laws that have been duly adjusted to be broken by these people in the first place?

    Now, they say that there is a need for another people’s power, but has there been such thing at all? The reality was that Marcos could have remained in office if the Americans has not helped remove him from Malacanang. Ironic but true.

    Frankly, I wish Filipinos would have the guts to solve their problems on their own. To hell with America! It’s time for them to try to use their own intelligence and ingenuity to prove they can remove a Bansot without US help. They have done it before, during the 19th century revolution and during WWII. They can do it again!

The Philippines would have better off if the country had had enough real patriots to lead it at the time when the Americans granted its independence, not the kind of leaders who divided the spoils of the war among themselves that despite the fact that the Philippines got the most war reparations from Japan and the US, it has logged behind even the least of the countries that have received compensation for having been invaded by Japan in the last war.

    I actually grew up in scandal ridden Philippines. I remember when I was in grade school, they talked of the back pays of those who fought for the Philippines during the war years. Apparently, it was never properly resolved for I still hear about aging veterans of the war still working on being properly paid for service done to country during the war, something unthinkable in Japan as a matter of fact!

On the other hand, Karl, puede namang maki-usap ang mga Senators investigating his case on the fertilizer scam to investigate Bolante in a US jail the way the Japanese do for example for the sake of their own investigations on erring Japanese. I should know because I have translated a lot of these requests for assistance to Philippine and US courts and other police agencies for instance in solving such cases.

    Mas mabuti pa nga kung doon at walang puedeng makialam to disrupt the investigation the way investigations are being disrupted in the Philippines especially with a justice department headed by a SiRaulO, and a Supreme Court manned by cronies and friends of the Bansot and her Consort.

Ang mga binabanggit ko naman ay kung PAPAANO tumayo ulit ang mga hapon sa kanilang malaking kahihiyan dahil sa pagkatalo nila sa digmaan at kung papaano nila pinaninindigan ang kanilang sinumpaang hindi na nila uulitin ang ginawa nila noong WWII.

Pero makikita natin ang tunay at hindi sa mga sumasali sa usapan dito.

    Subalit ayon kay Partido ng Manggagawa party-list Rep. Renato Magtubo, mas malaking kalamidad ang ibibigay ni Bolante kay Arroyo kapag tinulungan itong makalabas ng bilangguan at makauwi sa Pilipinas.

    “Pabor kay Mrs. Arroyo kung mabulok sa kulungan si Bolante dahil hindi na ito pwedeng magsalita kumpara kung tutulungan siya at mapauwi, baka makapagsalita pa at isabit ang kanyang among si Gloria,” ani Magtubo.

    Maliban dito, sakaling matuloy ang Impeachment, isasalang si Bolante sa witness stand partikular na sa kasong corruption kaya malaking trahedya ito kay Arroyo kung sakali.

    “Kaya mas gusustuhin nila na huwag makalabas ng kulungan ni Jocjoc. Kung matuloy ang impeachment, hindi maaaring hindi siya magsabi ng totoo,” pahayag pa ni Magtubo .

    Idinagdag naman ni Pimentel na walang balak ang oposisyon na isuko sa Malacañang ang kustodya kay Bolante sakaling ipatapon ito ng US pabalik ng Pilipinas.

    “We need Mr. Bolante to be produced before the Senate investigation in connection with the fertilizer scam without Mr. Bolante’s testimony, that’s why we need him here, the sooner he’s back the better,” ani Pimentel na naniniwalang may mas malalim na kasong kinakaharap sa Amerika si Bolante kaya’t kinansela ang US visa nito.

    Sa panig naman ni House minority leader Francis “Chiz” Escudero, sinabi nito na kung talagang malinis si Arroyo sa fertilizer scam, wala itong dapat ikatakot na humarap sa Senate investigation si Bolante.

    Nais ni Escudero na makauwi ng bansa si Bolante at responsibilidad ito ng Malacañang subalit nakakapagtakang tila walang interes ang mga kampon ni Arroyo na isulong ang extradition laban sa nasabing opisyal.

    Ayon naman kay Cavite Rep. Gilbert Remulla, kung totoo man aniya na ubos na ang pasensya ng US kay Arroyo kaya inaresto na nila si Bolante, sinabi nito na dapat nang magbago ang administrasyon partikular na sa kampanya nito sa katiwalian.

    Hindi umano dapat balewalain ang mensahe ng US sa pag-aresto kay Bolante dahil posibleng may mas malalaking tao pa na sasampulan ang Amerika.

Sorry, Dominique, but I have to give Japan’s example in good governance because I am more familiar with it, although I can try to give example of British or US examples having had the opportunity to live and spend time there, but I play safe giving Japan as example because I have been part of the system myself as a civilian interpreter working with the police, the court and prison in Japan. Mahirap naman magyabang, but I can tell you I am no second-class citizen in this country like the second class citizens in the US of Philippine ancestry if you want to make comparisons!

So ystakei, marami naman maisusulat tungkol sa Pilipinas kaya huwag puro Japan na lang. Sige ka, baka lusubin ka ng mga taga North Korea.     TOKYO (AP) – North Korea’s widely condemned missile tests gave Japan the perfect opportunity to flex its diplomatic muscles and show why it deserves a bigger role on the world stage.

    But that opportunity has turned into a regional shoving match instead, as Tokyo’s neighbors have not only rejected Japan’s proposal to impose sanctions on Pyongyang, but belittled it in blunt terms.

    Russia called Japan’s proposed U.N. Security Council resolution “overloaded with emotions,” and China _ a veto-holding council member _ discarded it as “an overreaction.” South Korean President Roh Moo-hyun office accused Japan of making a “fuss.”

    The dismissal of the initiative _ and anger at Tokyo’s suggestion it should consider pre-emptive strikes on North Korean launch pads _ showed how despite its economic might, Japan remains the diplomatic odd man out in East Asia.

    In this latest crisis, Japan apparently ignored the opinions of its neighbors in pushing full-steam for sanctions, relying instead on its ties with the U.S., said Masao Okonogi, a North Korea expert at Tokyo’s Keio University.

    Kumbinsido ang mga miyembro ng oposisyon sa Kamara na tuluyan nang isinakripisyo ng Malacañang, partikular ng kanyang kaklaseng si First Gentleman Mike Arroyo, si dating Agriculture Undersecretary Jocelyn “Jocjoc” Bolante dahil mabigat ang kasong kinakaharap nito sa Amerika.

    Sa panayam ng TONITE, ibinunyag ni CIBAC party-list Rep. Joel Villanueva na mayroon siyang impormasyon na pinagtataguan na umano ni First Gentleman Mike Arroyo ang anak ni Bolante kaya kumbinsido ang kongresista na isinakripisyo na ng administrasyong Arroyo ang dating opisyal.

    “May mga impormasyon nga na tinatawagan daw ng anak ni Jocjoc si FG para humingi ng tulong pero ayaw raw sagutin ang telepono,” ani Villanueva na isang indikasyon na iniwan na sa ere ang itinuturong utak sa bilyong pisong fertilizer scam.

    Dahil dito, inihalintulad ni Villanueva si Bolante sa isang “pawn” sa larong chess na isinasakripisyo huwag lamang mapahamak ang reyna na ang tinutukoy ay si Pangulong Gloria Macapagal-Arroyo.

    “Nangyari na ang hindi nila (Malacañang) inaasahan. Malas lang ni Bolante dahil isa lang siyang pawn na isinakripisyo huwag lang mapahamak ang kanyang Reyna,” pahayag ni Villanueva.

    Sa hiwalay na panayam kay Cavite Rep. Gilbert Remulla, inihayag nitong nakatanggap siya ng impormasyon na iniiwasan na ni G. Arroyo ang anak ni Bolante na umano’y nagtangkang humingi ng tulong matapos maaresto at makulong ang dating opisyal.

    “Mukhang may mabigat na kasalanan na hindi kayang arborin ng Malacañang so pinabayaan na lang siya,” ani Remulla.

    Hindi naniniwala si Remulla na isang simpleng paglabag sa Immigration law ang kasalanan ni Bolante bagkus ay may suspetsa ito na mayroong mas mabigat na kasalanan ang dating DA official na hindi mapapatawad ng Amerika.

    “Hindi simpleng violation ng US Visa ang kasalanan niya. Mayroon pang mas mabigat na kailangan nating malaman,” ani Remulla dahil halos isang linggong itinago ito ng Department of Foreign Affairs (DFA).

    “Isa pa sa dapat nating alamin, bakit nila itinago ang pagkakaaresto ni Bolante?” ani Remulla, dahil noong Hulyo 7, 2006 pa umano ito naaresto subalit pumutok lamang noong Hulyo 12, 2006 matapos makarating sa media.

    Kung wala umanong kinatatakutan ang gobyerno, hindi nila kailangang itago ang sitwasyon ni Bolante kaya lalong lumaki ang kontrobersya at samu’t saring espekulasyon na ang lumutang.

    “If they’re really concerned kay Bolante, right after na nahuli siya ay ini-assist na dapat. Since pinatagal nila ng isang linggo at kundi pa sa media ay hindi nalaman ‘yung nangyari kay Bolante, so mukhang mayroon silang itinatago,” pahayag pa ni Remulla.

    Kabilang na rito ang posible umanong pagkakadawit ni Bolante sa money laundering law kung saan mahigpit ang Amerika kaya pinatawan ng $100,000 piyansa ang dating opisyal.

    Samantala, kapansin-pansin na rin ang pananahimik ng mga alipores ni Arroyo sa Kamara hinggil sa kaso ni Bolante bagay na labis na ipinagtataka ng mga miyembro ng minorya.

    Magugunita na ang mga administration congressmen ang unang nadawit sa fertilizer scam kung saan maging ang mga highly urbanized cities ay nabigyan ng pondo para pambili diumano ng abono.

    I scrolled up this page and took notice of the comments of this guy chanelj. Bakla daw ako. Mayabang daw ako at mapagmarunong. Matagal na daw niya kilala ang kanyang kaibigang Hapon at gamit ang sariling pera para tumulong sa Pilipinas…at kung anu-ano pa ang mga sinulat. Well, kung tutoo man lahat iyang sinabi mo, opinion mo lang iyan. Kung babasahin mo ng maigi ang mga sulat ng kaibigan mo at ang mga iba dito, mas opinionated sila. Okay lang dahil discussion group ito pero against lang ako sa mga taong wala nang sinasabi kundi ang kagalingan ng isang bagay na may pagka-bias. Halimbawa puro iyong bansa at religion na lang niya. Kung hindi sumang-ayon ay may tonong pagtampo at napipikon. Kung talagang kilala mo siya, dapat ay payuhan mo. Karapatan mo din akong banatan pero ilagay mo sa lugar. Siguro mali ang channel na pinanood mo…di ba chanelj?

    While his asylum application is being processed, Bolante will be in detention for months and years. I don’t think that’s what Bolante like. probably he is expecting Mike Arroyo to use his influence (if he has in the US) and money to bring him out of detention.

    But I can imagine Mike would want Bolante inside so he cannot talk. That what Bolate gets for selling his soul to the devil.
