Arroyo’s peace adviser merely watched his son’s mauling spree

Update: ABS-CBN reported that today Secretary Pangandaman was seen golfing with Mikey Arroyo, congressman son of Gloria Arroyo in Baguio Country Club.Was it to show off that they are that close to the powers-that- be. May reklamo kayo?

Inquirer update: Golf club suspends DAR chief over brawl

Three days after Gloria Arroyo announced the appointment of Nasser Pangandaman, as member of the reconstituted government peace panel to negotiate with Muslim rebels, the agrarian reform secretary watched as his mayor-son mauled a 56-year old golfer and his 14-year old son at the Valley Country Golf and Country Club in Antipolo City.

While mainstream media was taking a holiday break, the blogging community was in a furious state over the brutality of Arroyo’s adviser and his son as recounted by Bambee de la Paz in her blog (http://vicissitude-decidido.blogspot.com/2008/12/world-is-fucked-up.html) last Dec. 26.

Here’s excerpts from de la Paz’s blog entry on Dec. 26, 2008:

“At around 1:30 PM today, at Valley Golf and Country Club, Antipolo City, Mayor Nasser Pangandaman, Jr., Mayor of Masiu City, Lanao del Sur, his father, Secretary Nasser Pangandaman of the Department of Agrarian Reform, and company, beat my defenseless 56-year-old dad and my 14-year-old brother to a pulp because of some stupid misunderstanding on the golf course.

“My brother and I were playing golf at the South Course of Valley. We were on the 3rd hole, and we see two golf carts going past us, overtaking our flight, and setting up to tee off on the next hole. My dad goes up to them and asks them why they would do that, why they would overtake us without even asking for our permission. Golf etiquette 101.

“The mayor of Masiu City, Lanao del Sur talks with my dad. Things get heated up. Voices were raised. But never, in my wildest dreams, did I ever imagine that someone would pull out a punch. Apparently not. He attacks my father. His flightmates, maybe 2 or 3 of them, rush to his aid and beat up my father. My 56-year-old father. My younger brother and I could not just watch. We rushed to break the fight. My younger brother pleads to the mayor to please stop it. To not hurt my dad. To just stop. His words still ring through my head…”Sorry na po, sorry na po…tama na…tama na po…” With his hands in front of his chest in a praying position. PLEADING. The mayor socks him in the face. My brother defended himself. My dad is still on the ground getting clobbered. My brother is the same way. I try to stop the fight, but all I can do is stop one person. There were 4 or 5 of them attacking now.

“Someone breaks up the fight. I thought it was all over. The mayor shouts to his caddy: “Hindi nila kami kilala! Sabihin mo nga sa kanila kung sino ako!”

“I lash out, but my dad held me back. I was screaming my lungs out, shouting to this mayor, telling him about what he had done. I said: “Nakakahiya kayo. Singkwenta’y sais anyos ang tatay ko. And kapatid ko kakatorse anyos. Anong ilalaban nila sayo?”

“The mayor looks at my brother, point to his face, and says, “Tatandaan kita!” And he tells me that my brother has a bad attitude and that I need to watch him.

“We leave. We walk to the clubhouse to file a complaint. My brother asks for a doctor. My dad could barely walk. Their group comes to the clubhouse, sees my brother. Once again my brother pleads, says sorry, and is crying. The relentless mayor still punches him in the face, and then sees my dad and goes after my dad again. Him and his friend pull my dad to the ground, pulls at his feet, and steps on him like he’s dirt. I run to him and try to hold him back, holding him back by his shirt, while this other guy and this girl tries to stop me. She tells me to just stop it. I scream in her face “they’re beating my father up and you want me to stop?!” I pull at his shirt–I don’t let go. All I can see was my dad being trampled on. I didn’t even see my brother getting beat up.

“People pull them away. I get my dad, and I saw my brother. His right ear was bleeding. I freaked out. I told the receptionists to bring my brother to the clinic. I pull my Dad away. People were separating us.

“My Mom and my older brother come. I tell her Bino’s right ear is bleeding. They both look like they could kill. My Dad holds my brother off, I hold off my Mom. When I finally got my Mom under control, my older brother gets away and I hold him off. Two of the mayor’s bodyguards pull out guns. I embraced my brother from the back, just holding him back, crying. The receptionists came to us, crying, hugging me, my Dad, and my Mom, whispering to us to just leave. “Maam, umalis na po kayo, may mga baril sila…Maam…umalis na po kayo please…”

“I am pretty sure the Secretary of DAR did not take part in the fight, but he just watched all this happen. He watched two of his sons, as we figured out, the other guy was his son, too, beat up my father and my 14-year-old brother. He didn’t do anything to stop it. And this person is what now? A cabinet member. A politician.

“ The people at Valley Golf did not seem to want to help us. None of the security guards even tried to stop the fight. Right in the clubhouse. I came back after the fight was over and talked to the receptionists. They say they did not see anything. The general manager of Valley Golf would not give us the names of the men who made my brother’s ear bleed. It took him an hour. Maybe even more than that. He seemed to not want to help us.

“Please pray for my Dad, my brother and for my whole family. Please pray that we get justice. Oh God, please, give these people what they deserve.”

Since I don’t have the contact number of Pangandaman, I have been calling Press Secretary Jesus Dureza to get Malacañang’s comment on the issue. No reply to my messages.

    Magtataka pa ba tayo sa mga ganitong insidente, eh ang gobyerno ni Gloria parang mga gangster ang dating! Pag di ka kursunada, o kalaban ka sa pulitika, tatakutin ka ng pulis o militar.

    Di ko lang talaga alam kung kailan makakarma ang Demonyita, ang pamilya niya at mga alipores niyang mga siga at sindikato na ang dating. Ang masama nga lang, ang mga pulis at mga militar ay nagpapagamit bilang mga goons nila!

    Eh ang tinalo pa yong mga astig na taga-Mindanao, kita mo naman sila-sila eh nagpapatayan? Wala silang sinisino kundi ang kanilang tapang at kapangyarihan, yan ang bulok na sistema sa ating lipunan…dapat lipulin lahat yang mga peste at sakit ng ulo sa ating bayan.

    Pag natodas na ang mga iyan…mababawasan ang mga mayayabang sa ating lipunan. Matatapang lang ang mga iyang pag grupo sila pero pag harapan mong banatan yan eh ang duduwag naman? Ipinagmamalaki nila na armado sila at may mga private armies kaya ang tatapang, tapatan lang yan eh kita mo takot lang.

    Had it happened in Lanao del Sur, the victims could have been dead. Now, the goons are turning the table on the victims by filing counter charges accusing them of provoking the fight and cursing. Damn! No apology and now they’re filing counter charges? I believe the victims are from a decent and well-to-do family. Otherwise, they would not be playing golf which is an expensive sport. What if the victims are ordinary poor Filipinos? They would have been shot dead. That’s another proof of how abusive our government officials under this evil administration.

They shall enter public service with utmost devotion and dedication to duty. They shall endeavor to discourage wrong perceptions of their roles as dispensers or peddlers of undue patronage.

    c. Justness and sincerity. – Public officials and employees shall remain true to the people at all times. They must act with justness and sincerity and shall not discriminate against anyone. They shall at all times respect the rights of others, and shall refrain from doing acts contrary to law, good morals, good customs, public policy, public order, public safety and public interest.

    The crime is first degree battery- physically injuring somebody. The senior dad is an accomplice to this crime. Both father and son must resign.

If this happens in Japan, you can bet your bottom dollar, the media will not stop lambasting the officials concerned until they commit suicide even just to save their faces, but this incident happened in the Philippines where majority of the officials can be really abusive just because of the silly titles they attach to their names.

    My sympathy and condolence to the victims, who, I doubt, will ever be able to seek redress for their grievances, and justice for the crime committed against them. Ingat sila, baka ipapatay sila noong mga Mafia sa mabahong ilog.

    Justice for the victims? Pagputi na siguro ng uwak hangga’t nagtitiis pa si Juan at Juana dela Pasang-Cruz! Kawawang bansa! At kawawang mga pilipino!

    Ibig sabihin, hindi nakasugat yung matanda at yung anak niya dahil kung golf club ang tumama sa kanya, putok sigurado. Kaya payong na lang ang istorya. Kung talagang sinaksak ng payong yan, tigok na sana yung mag-ama, iilan lang ang witness sa golf course, pinutukan na sana ng bodyguard yan.

  14. The blogger who wrote this story of his father and brother’s beating is Bambi De La Paz. She is currently on a golf scholarship in the US and is home for the holidays. She and her brother Bino (the 14 year-old who was the victim) are both top junior golfers who spend their own money to practice a lot to represent the country here and abroad and this is what they get in return from government officials.

    Golf has always been a gentleman’s game. Until recently, when the Pig and his mafia gang lorded it over at Wack Wack, Manila Golf, Canlubang, now it seems, Valley Golf, too.

    This is one of those things that makes one’s blood pressure shoots up. This is not a case of lack of implementation of the rule of law but a case where you can distinguish which is which; people who were raised by humans and people who were raised by animals.

    Indeed it’s a scary and bloody Christmas gift to the De la Paz family from the vicious and criminal Pangandaman’s family. It’s a memorable one not because of the spirit of the season but for the fear that might have cost some lives. Hoping against hope may they get due justice from this injustice government.

Aside from the above mauling incident involving a cabinet member, three sons of wealthy families were absolved of drug pushing crime by DOJ after allegedly bribing the latter P50M.     I have always been proud of being a Filipino but I can’t help being ashamed of some of our countrymen.
    What did this Pangandaman great contribution to our country anyway – the straight 12-0 win of administration bets in his area? Can someone post his picture? We should get to know this guy, that way we can kick him in the butt, throw water bombs at him, boo him, throw eggs at him/his car – when we get that opportunity?

    Mayor Pangandaman Jr. claimed that he acted on self-defense. As a matter of fact, he alleged to have fractured his finger. When asked if he went to see a doctor and when, he replied yes and went to doctor Saturday, a day after the incident. If he was hurt, why didn’t he immediately proceed to the hospital like what the Dela Paz family did? Do you think a 56 years old father with a minor son and teen-age daughter would provoke and start a fight with this group of powerful men?

    The Dela Paz family was lucky it happened inside a golf club. If it was on the road, they all would have been killed. A source said that a son of Secretary Pangandaman also punched another customer in a restaurant not too long ago.

    I don’t imagine this happening in a Toronto Golf club… and if this does happen the police will pick the goons and face justice in less than 2 days.

    In Manila, there is no justice and i know this is always the case. This happens to rich people, how much more to poor poor filipinos. Lalong kawawa sila.

    Just because they are members of the GMA administration, they think they are infallible and untouchable.I can understand why so many millions of Filipinos leave Manila
    for greener pastures. Walang justice sa Manila.

    If I am one of the brother whose father is mauled I will get a gun and shoot them (hindi ako papayag na masaktan ang papa ko). Pero it is sad that such goons play golf. They should have their own golf course. and never play with other people. Golf is supposed to be a game of fun and respect for other players.

    Canada is not paradise and i am not saying Canada is better than the Philippines. I am proud to be a Filipino and I miss Manila pero when i read such news about goons mauling old people in golf courses,for me, this is a sign of the degradation and corruption of the Philippine society.

    Correction on Bambee’s blog – Masiu is a town, not a city.

    Its income class is 5th, e.g., their average annual income during the last three calendar years is P10,000,000 or more but less than P20,000,000. Its current population is approx. 26,000.

    I am not belittling the town but the arrogant mayor of this small town coming to Manila and assumes that he can freely beat up anyone and brag his name.     As expected, DAR Chief apologized to the Dela Paz family after the mauling incident was all around the media. But, his apology included an explanation that Dela Paz started the fight; and that it was a mere misunderstanding. What kind of apology is that? You don’t apologize and then try to defend your sons. While the Cabinet Secretary did not join the fight, the report was that he poked a finger and threatened Dela Paz.

    Malacanang now orders DOJ to investigate the incident. Do the Pangandamans have the P50M to bribe DOJ? Why ask DOJ to investigate when the DOJ Secretary is a colleague (fellow cabinet member) of the DAR Sec? An independent body should look into this.     MASIU, Lanao del Sur — Lanao del Sur is home to the Maranaos (people of the lake), a Muslim tribe. The province forms the western portion of Northern Mindanao, bounded on the north by Lanao del Norte, on the east by Bukidnon, on the west by Illana Bay, and on the south by Maguindanao and Cotabato.

    It has 39 municipalities and one city, the Islamic City of Marawi which is the province’s city capital.

    Among 81 provinces in the Philippines, Lanao del Sur is among the 20 poorest provinces. Poverty incidence here is worsening based on data from the National Anti-Poverty Commission (NAPC): It ranked 16th in the list of poorest provinces in 1997, then it slid to 12th and 10th in 2000 and 2003, respectively.

    Nine of the province’s municipalities (i.e., Marogong, Piagapo, Tuburan, Sultan Dumalondong, Calanogas, Binidayan, Kapatagan, Bumbaran, Pagayawan) were among the country’s 40 poorest municipalities in the year 2000.

    Lanao del Sur is one of five provinces comprising the Autonomous Region in Muslim Mindanao (ARMM) which is the poorest region in the country, according to NAPC.

    As a Muslim tribe, the Maranaos are engaged in trading or what is known locally as “buy-and-sell.” In the rural communities, they trade palay (rice grains), corn, coconut, tobacco, coffee and other crops. In Metro Manila, where clusters of Muslims have migrated to escape poverty and armed conflicts, the Maranaos sell garments, shoes, jewelry, VCDs and DVDs. Many of the VCDs and DVDs are pirated, authorities say.

    Abdul Rakman Ulama, formerly appointed mayor of Binidayan, explains that the Maranaos are primarily farmers but are driven into trading because farms remain backward. Carabaos (water buffalos) and cows are still used to till the land unlike in other rural areas where hand tractors are now the norm.

    Ulama also says that almost 50 percent of the agricultural land in Lanao del Sur have no irrigation facilities and, as a result, remain idle.

    With the Maranao communities plagued by poverty and short in social services, election season is considered “paskuhan” (Christmas season), Ulama says.     1. Antipolo where the mauling incident occurred is DILG Sec. Puno’s territory. Before being appointed as DILG Secretary, Puno was Congressman of Antipolo. Puno and Pangandaman are fellow cabinet members.

    2. The DOJ ordered to investigate the case is Raul Goonzalez, another fellow cabinet member of Pandandaman.

    The chief of the Rizal Provincial Police Office, Senior Supt. Ireneo Dordas, also on Monday said that they are ready to arrest Nasser Jr. and the five bodyguards over the reported mauling.

    He said that the only thing preventing them from doing so are the holidays.

    “We have prepared the complaint sheet. But there is no prosecutor during the holidays,” Dordas told The Manila Times during an interview.

    The Times learned that Nasser Jr. and the bodyguards would be charged with physical injuries and violation of Republic Act 7610 or the Anti-child Abuse Law, Bino being a minor.

    “We will release the warrant of arrest and then we will arrest them,” Dordas said.

There should be always a prosecutor on stand by anytime to handle legal matters. If the Police and Doctors are working even on holidays, why is there not even one prosecutor? Yet, anyone can be picked up and arrested for some minor crimes to spend the holidays in jail. With so many holidays, the case might be settled even before the New Year.     Looking back at the year 1887, one cannot help wonder why national hero Jose Rizal was considered Spain’s greatest enemy in the Philippines. From the history books that we have read, Rizal was depicted as a mild-mannered gentleman, he was neither brash nor ill-tempered. Although he was an expert marksman and fencer, he neither held a gun nor brandished a sword against an enemy.

    Rizal was also described as remarkably educated, a genius as many had called him. He was a polyglot, one who could speak 10 or more languages. He knew 22, including the ancient languages of Sanskrit and Latin. He was also a polymath, one who is exemplary in so many skills and subjects. He was an excellent surgeon and a brilliant writer and poet. In 1887, he wrote the “Noli me Tangere”. The clever use of wit and humor would have made the” Spanish” novel a bestseller during that period. It, however, depicted the abuses and corruption of the Spanish officials, as well, that of the friars, leading to its permanent censure. In 1891, the “Noli Me Tangere” was followed by an equally classic sequel, the “El Filibusterisimo” . In the book, Rizal predicted that there would be a rebellion of “great magnitude”. Rizal would pay dearly for his work, having been thrown at Fort Santiago prison from July 6 up to July 15, 1892. He would ultimately spend the next four years of his life in exile in a faraway town of Dapitan, in the province of Zamboanga.

    On August, 1896, Rizal’s prediction in the “El Filibusterismo” came true as Andres Bonifacio and his Katipuneros launched a full-scale rebellion, first attacking the Spanish polvorin at San Juan del Monte, in Manila. The accusing finger was quickly pointed by the Spaniards at Jose Rizal as the main instigator of this rebellion. Rizal denied involvement, as he was already incarcerated in the last four years at Zamboanga. To keep him away from the revolt, Governor General Ramon Blanco offered Rizal a job in faraway Cuba, where a similar rebellion was taking place ( he was to treat patients suffering from yellow fever ). Rizal accepted the offer.

    While on a stopover at Barcelona, Spain en route to Cuba, Rizal’s ship was ordered back to Manila. Arrested upon arrival, Rizal was tried by a military court and found guilty of all the three charges of rebellion, sedition, and illegal association. He was to be shot on December 30, 1896 on orders of the new Governor General Camilo Polavieja. Governor General Blanco, who was symphathetic to Rizal, had been forced out of office, and the friars had intercalated Polavieja in his stead, thereby sealing Rizal’s fate.

    The Spaniards (particularly the friars), thought that by executing Rizal, the rebellion would weaken (just like in the case of Frs. Gomez, Burgos and Zamora when they were executed after the Cavite Mutiny of 1872). This was a costly misjudgement, for Rizal’s death insured that the rebellion would stay on for a long time…After two years of fighting, and with the unintentional help of the Americans (Admiral Dewey brought back Aguinaldo from Hong Kong and also destroyed the Spanish Fleet at Manila Bay on May 1, 1898), the Filipino revolutionist defeated the Spanish army (capturing 15,000 of its finest soldiers and officers).

    On June 12, 1898, General Emilio Aguinaldo declared Philippine Independence, the first Asian country to do so in this colonially-dominate d continent. It was quite sad that Rizal did not live long enough, to see what he really wanted… an independent country for us Filipinos. Though, I think that if he had his way, he wanted it attained through a non-violent fashion. It was shortlived though as the Americans took over in a few months.

    50 years later, a man named Mahatma Gandhi, adopted and perfected Rizal’s non-violent “recipe” for independence. Gandhi’s approach called “civil disobedience” drove away the British from India in 1947. Soon, other Asian nations would follow. Earlier, the Philippines regained independence from the Americans in 1946. Indonesia got theirs from the Dutch in 1949. Vietnam fought its way against the French and won it 1954. Malaya and Singapore had theirs from the British in 1957.

    Asia’s struggle against colonialism was a long and tedious one. It was started by
    our own Dr. Jose Rizal, when he wrote the “Noli Me Tangere” in 1887. That is why he was once called by our Asian neighbors “The Great Malay”. But no, he never was. Jose Rizal is “The Greatest Filipino Ever”.

He was waiting the outcome of the brawl, perhaps he would have stepped in, had he seen that his sons and their goons were at the losing end. However, that would be impossible as they were armed and the De La Paz family, aside from being outnumbered and outgunned, consisted of 56-Year Old Daddy, 14-Year Old son, and Bambee_the daughter. Gee Whiz, Power Tripping was the most logical thing that was running through the Pangandaman family at that time. Immediately after the brawling / bullying incident, as a show of force and unity, the Pangandaman family went up North and be with their protector Gloria Arroyo. Yes… I think they had a unity of golf rounds at BCC, reason the BCC was empty while this hooligans were playing a round or two of unity golf. The flight included Gloria, Mike, Nasser and other cabinet members.
    This pretty much sums up the callousness of Gloria and her government. From Up North (Chavit in Ilocos) to Down South (Lanao), she is surrounded by goons. Wow! The Philippines can now be called a thug country! What a disgrace and embarassment! Utterly ridiculous!
    I Pray for your safety Bambee and family. I know how you feel when you cross paths with this goons_a.k.a syndicate disguised as Government.

  166. Pacasum pala ang asawa ni Pangandaman. Thanks for the info, BE. I’ve been sleuthing for background info on the members of JR Pangandaman’s flight. There was one Adnan Pacasum, a young guy in his 20’s, huge and I assume, a cousin of JR. He is definitely a relative of the Pangandamans, looking at his size (judging from a picture of his in Facebook) it is even more unthinkable that the old dela Paz would start a fight and swing his umbrella against a well-built Nasser Jr. and a huge Pacasum. And since Nasser Sr. and Jr. are of the same build, Hussein Pangandaman could very well be a similar hog.
