Ebdane identified as chief cheating operator

As our wise old folks never forget to remind us, truth cannot be forever hidden. Like water, it will find a way to come out.

One day after Goria Arroyo minions in Congress killed the second impeachment complaint, Arsenio B. Rasalan and Clinton John F. Colcol, came out with their testimonies relating their participation in the tampering of election results in the 2004 elections.

Rasalan named Public Works Secretary Hermogenes Ebdane, former PNP chief, as the one in charge of the grand post-election cheating operation.

Rasalan’s affidavit:

I, ARSENIO B. RASALAN of legal age. Married, residing at the City of Parañaque, metro manila, after having been sworn in accordance with law. do hereby depose and state THAT:

1. I was a direct and active participant in a big clandestine operation conducted after the May 2004natiojal election proclamation made by the National Board of canvassers that involved Gloria Macapagal Arroyo (PGMA), her trusted allies and lieutenants;

2. It started on or about the month of July 2004. I was called to an urgent meeting with Atty. Roque Bello, a well-known election lawyer, at the House of Mini’s Steakhouse along C5 Road in Pasig City, Metro Manila. At that meeting, Atty. Roque Bello informed me that PGMA was facing a potentially explosive crisis which could adversely affect her continued stay in office. He said that Fernando Poe, Jr. and Loren Legarda both filed protests with the Supreme Court, acting as Presidential Electoral Tribunal (PET), questioning the proclamation of PGMA as president and Noli de Castro as vice president, and sought the opening of ballot boxes containing precinct election returns (ERs) in key Mindanao provinces, among others, which were stored at the Batasan Pambansa complex, and the recounting of the same by PET;

3. Atty. Roque Bello stressed that the major headache of PGMA and de Castro was the fact that the votes written down for both of them in the Provincial and City Certificates of Canvass (COCs) canvassed by Congress, acting as the National Board of Canvassers, were actually fabricated and bloated independently and in disregard of the actual results found in the authentic precinct ERs;

4. Atty. Roque Bello then told me that he had been engaged by Retired General Hermogenes Ebdane Jr. upon orders of PGMA to plan and execute a grand clandestine operation designed to head off this looming crisis. Atty Bello asked that with PGMA’s knowledge and approval, he designed a plan to produce a new set of precinct ERs which would replace the existing and genuine ERs found inside the ballot boxes to make sure that the votes indicated in the new ERs for PGMA and De Castro, on the one hand, and Fernando Poe, Jr. and Loren Legarda, on the other, would match, when totaled, the Provincial and City COCs which were already canvassed by Congress acting as the National Board of Canvassers, thereby ensuring that the margin of victory of said highest ranking officials as announced by Congress would remain intact;

5. Atty. Roque Bello said that he was recruiting me for the operation because we had worked together in many previous election operations and also because he knew that I have the necessary experience required in orchestrating this type of secret and highly sensitive operation. He then asked me to closely work with his son, El Bello, to execute his plans, and he promised me hat I would be rewarded generously;

6. At thh same meeting and also subsequently, Atty. Roque Bello explained to me the mechanics of the said special operations. The operations were intended to produce at least 10,000 new election returns duly accompanied by the appropriate COMELEC envelopes: officially numbered envelope seals and the official COMELEC inks for thumb marking. In particular the operations involved –

a. securing blank genuine COMELEC ER forms;
b. procuring supplies and other paraphernalia needed for the operation;
c. hiring seasoned and tested document and signature forgers;and
d. bringing the fabricated ERs to the Batasang Pambansa complex and substituting them for those inside the ballot boxes stored there for safekeeping.

7. Atty. Roque Bello told me hat the new and fabricated precinct ERs will replace those from nine (9) provinces in Mindanao and Luzon, namely Sulu, Basilan, Tawi-Tawi, maguindanao, Lanado del Sur, Lanao del Nore, Sultan Kudarat, Saranggani, and Isabela in Luzon;

8. Around the month of September 2004, I met Atty. Roque Bello again. I was told by Atty. Roque Bello that he was coordinating closely with then COMELEC Commissioner Virgilio Garcillano. He said the money for this special operation will be provided by PGMA. As a matter of fact, a few days thereafter, I was told by Atty. Bello that Commissioner Garcillano met with PGMA at her la Vista home to receive the money. He also said that Commissioner Garcillano then turned over this money to her;

9. With the funds them made available, Atty. Bello’s son El Bello proceeded to purchase and acquire all the necessary supplies and paraphernalia needed for the operations. El Bello also rented a large function room which served as a working area for the operations located at the fourth floor of the former Milestone Hotel now Sogo Hotel located at 836 Banawe Street, Quezon City. We rented this place beginning mid October up to mid November 2004;

10. The operation actually started around the middle of October 2004. El Bello brought a huge pile of blank genuine ERs bearing appropriate COMELEC watermarks and security markings to our working area at the said hotel. El Bello also provided us with documents supplied by Commissioner Garcillano, including original and photocopies of ERs, which contained needed information including the names of candidates and corresponding numbers of votes tallied, and the precinct election officers’ names and their specimen signatures. The information supplied by Commissioner Garcillano were then used as reference for the submitted entries in the new ERs;

11. By that time El Bello had already hired the first batch of professional document forgers. This group consisted of five or six persons to serve as secretariat who collated the data given by Commissioner Garcillano and more than forty (40) personnel to write down the appropriate entries in the precinct ERs including the candidates’ names, their corresponding taras, the names of members of the Board of Election inspectors and all other necessary entries usually found in the precinct ERs. We fabricated the election results for the Presidential and Vice-Presidential but we no longer changed the results for the other national candidates and partylist. Those two teams worked close to 11 hours a day;

12. At around November 2, 2004, a second batch of forgers numbering five or six persons was hired by El Bello and their task was confined solely to forging the signatures and manufacturing the thumb marks of the members of the Board of Election Inspectors specifically those of the Chairman, the Poll Clerk, the third member and also those of the poll watchers;

13. In accordance with my agreement with Atty. Bello, I supervised these special operations on a day-to-day basis jointly with his son El Bello. I continually gave detailed instructions on how to correctly fill out the new ER in such a way that the finished products would be free from possible detection and suspicion after any future scrutiny;

14. When the need arose , I was consulted by some of the members of the two groups as those operations occasionally encountered certain problems. For instance, in preparing the new ERs from Sultan Kudarat, the photographed ER supplied by Commissioner Garcillano contained signatures which were hardly legible. In that particular case, we had to defer the completion of new ERs for Sultan Kudarat until Commissioner Garcillano could supply us with clearer copies;

15. Consistent with the principal purpose of this operations, I instructed them to fill in the details in such a manner that when all these ERs are examined and recounted, the total number of votes reflected therein for the president and vice president would match correspondingly with the canvassed COCs;

16. After working for almost a month and the essential tasks were accomplished by said two groups of forgers, the fabricated ERs numbering about 10,000 were then all delivered to the residence of Atty. Roque Bello at Cambridge Street, Brookside Hills Subdivision, Cainta Rizal for the purpose of printing the correct ad original serial numbers thereon;

17. I know for a fact that the entire operations consisted of four compartmentalized operations groups. We made sure that the groups did not know each other. As stated, the first group was tasked to fabricate the contents of the ERs. The second group was tasked to forge the signatures of he precinct election officers as mentioned above, and manufacture fingerprint marks for the same. The thirds group was tasked to print the serial number on the fabricated ERs. And the fourth group was assigned to deliver and replace the ERs in the ballot boxes at the Batasan Complex with the new fabricated ERs our operations had produced;

18. I also know for a fact that El Bello did his best to procure an authentic numbering machine which was not available in local printing presses. However, I also learned that he was able to borrow eh same numbering machine used by the COMELE, from the owner thereof and use the same to print the needed serial numbers on the new and falsified ERs we have produced;

19. I also knew for a fact that n accordance with the elaborate preparations and work done by Atty. Roque Bello, on instructions of gen. Ebdane and PGMA, he succeeded with he aid of civilian and police personnel in replacing the original and authentic ERs in the allot boxes at the Batasan Complex and putting in their place the new fabricated ERs which our special operations produced;

20. I am making this affidavit on my own free will.Many will be shocked to learn about the operation which I have exposed here but the people should know the real and honest truth. There was no one who intimidated or forced me to make these revelations or promised me any reward. Having witnessed the political unrest which our post-election operations have caused, I feel deep regret and remorse. I offer these admissions in the hope that justice will be served and the grievous wrongs resulting from our actions will be corrected.

    The appearance of two whistleblowers in the 2004 national elections confirms that massive and systematic cheating after the votes are counted. Mrs. Gloria Arroyo and former Commissionaire Virgilio Garcillano are the brains of the electoral fraud. Vice presidential candidate Sen. Loren Legarda filed an electoral protest at Presidential Electoral Tribunal (PET). If the revelations are true, then, the Presidential Electoral Tribunal is counting manufactured provincial election returns or certificate of canvassers (COC‘s) from Congress. The electoral fraud puzzle is almost complete. The lower house leadership, the Comelec chairman, Philippine National Police and the Armed Forces of the Philippines’ top officials may have possible direct participation in the bogus presidential victory of Gloria Arroyo. We hope justice will prevail.

    The recital of events as they previously happened in the past as recounted by Rasalan in his affidavit is so detailed that it gives reasonable credence of truth being told. But I often wonder why some people see the light of day and stricken by their guilt too late. There was this presidential protest filed by former Sen. Legarda in the PET, so where were this two (2) whistleblowers hiding all along?

    I have no doubt that indeed fraud was committed during election time and even more so at the canvassing of votes. As to who were the perpetrators, I would dare say that probably all candidates may have participated in it. It is only a question of degree of participation and for that, it is always safe to assume that the candidates in power have the edge miles away over the others.

    The next question would be, did Rasalan participated in the act for free? I doubt it. I would always suspect that so grave and horrible evil done to his country and countrymen will be given free. For sure, his pocket was lined heavily with wads of bill when he did the act he now said he did regretfully. Rasalan’s 360 degree turn now would also invite the same million dollar question, although this time around the money dispenser is at the other side of the political fence.

    Since the pro-impeachment group has in their possession boxes of hard evidences like the video of ER switching, local and foreign bank accounts in pesos and dollars, copies of checks, paper trails of stolen people’s money etc., they can show these proofs to the people if ever their presentation will not have the chance in the impeachment court.     Speaking of Senator Jinggoy’s recent almost arrest by the cops, DOJ Sec. Raul has recalled the arrest order. Why? Why is it only now that the DOJ learned about the illegal arrest order? When the cops asked the senators led by Senate President Villar what they would tell Malacanang for failing to arrest Jinggoy, were they thinking of DOJ Sec. Raul who might have given the order? And if it was this idiot Raul, was he following order from his boss? Once again, the Palace cannot wash its hands off this latest blunder again!

    Too late the hero. Both maybe hailed the heroes, but why now? What took them so long to realise what they had done was Wrong? But somehow it’s better late than never. Now how do you tell these people to investigate Ebdane regarding some reported payoffs to him and then President Ramos in exchange for evidences found at the Josefa Apartments in 1995 given to the FBI that were actually used as evidences against those Moslem Fundamentalists arrested and imprisoned for bombing the WTC in 1993? How do you make the policemen who discovered those evidences to stand witness against Ebdane?

    In the first place, why have the Filipinos not been able to develop a better system than the one they have discarded totally instead of restoring after EDSA 1. Ang bobo talaga!

    Why did those two guys come out only now? We just have to trust them. Trusting them is better than trusting these people in Malacanang. GMA and her gang operate like a Mafia. People who have knowledge about the group’s crimes cannot just come out in the open at once. Timing and protection are very important when one is up against such powerful groups in Malacanang.

  15. My personal assessment is this:
    1. Whoever is the handlers of these two, planned to release the affidavits in case the impeachment is finally junked. The purpose is of course to continue giving pressure to the administration.
    2. Whoever is behind this latest attack against GMA, already knows that it is going to be difficult to prove what they claim.
    3. Another purpose of this latest revelation is for next year’s election. It’s like a capital that will earn interest. Interest may include the people’s disdain against the cheaters, and therefore will mean victory in the polls.

    There’s no doubt in my mind that indeed Gloria Arroyo has cheated (Mike Arroyo) was his most trusted operator. I hope that majority of Filipinos will also realize the same.

  16. These two witnesses must have been wanting to make these confessions earlier than they have had the chance to especially when you are threatened, and you know what would happen in case you spill the beans.

    I have met gambling lords in fact who have claimed giving to the Pidal Election Fund Campaign even by force or that they have no way to decline giving to the collection being conducted by the Fat Guy’s operators. The asking price is at least 5M pesos per month. These gambling operators have claimed that they have no choice but to give with threat of closure of their operation if they would not give money to the Pidal fund.

    I challenged one in fact to report this to one Senator I know, but he said, “Huwag na lang kasi ayan na nga sinasabi ako ang malaking crime sydicate sa Cebu!”

    In other words, they are afraid to tell because of the usual intimidation, harrassment and even assassination of whistle blowers.

    I have this feeling that THE DAY will be sooner than we think. After all, momentum cannot be bought or quelched when it starts; when it is there, IT IS THERE. What cannot be determined, however, is the kind of “People Power” it will be. Patience is the key. The administration is running out of it; ika nga, “ang pikon, talo.” Many saw on TV when the GORILLAS walked out of the Bastusan Pambansa when the PRO-IMPEACHMENT supporters waved the WHITE ENVELOPES.

    The timing may have significance on the events that could follow but to me, what matters is the substance.Whether he said it one year ago or yesterday, what is important is the substance of the affidavit: Gloria was not elected by the Filipino people president.

Bumalik ng pulisya para humingi ng back-up bago pumasok sa kuwartong pinanggalingan ng putok. Tumawag ang night shift na officer in charge ng himpilan kay Ebdane. Subalit sinabihan lang daw na bahala na sila doon at sa umaga na lang siya dadating.

    Nang pasokin ang kuwarto nakita ang mga ebidensiya. Jackpot! Nang marinig ni Ebdane iyong kinabukasan at alam na magdadatingan ang mga peryodista, agad-agad na pumunta doon for the photo-op na akala mo siya ang nag-utos ng pag-iimbestiga doon. Nang ibigay ang mga ebidensiya sa FBI dahil nalaman na parehong grupo ang gumawa ng putokan sa Manila doon sa mga nagbomba ng WTC noong 1993, binigyan ng pabuya si Ebdane, et al. pero iyong mga pobreng pulis na nakadiskubre ng mga ebidensiyang iyon ay walang nakuha kahit isang kusing! In short, marumi talaga ang trabaho ng taong ito.

    The interview in fact came out in some foreign newspaper or magazine. Nakakahiya ang mga ungas na iyan sa totoo lang.

    to the ears of the people who have already chosen to move forward in view

    all our energies instead to the pressing task of nation-building.

    Emilio_OFW, I agree with you re Emilio Aguinaldos but I beg to disagree re Andres Bonifacios whom you enumerated. They are just Jose Rizals…nagsusulat at nagsasalita lang…propaganda movement. Parang wala na itong kamandag. Si Andres Bonifacio na ang kailangan. Someone must lead us to something physical. Punitin ang mga sedula!!!

    noong una pa wala na akong tiwala diyan kay gma. Sabi kasi niya hindi sya kakandidato pagkatapos kandidato rin pala siya. mabango kasi noon si fpj kaya siguro natakot siya pero ng maging divided na ang opposition bumaligtad na siya sa sarili niyang salita. ano ang magagawa natin sa ganyang klaseng politician. may time pa ba na maghintay ng next election? realistically speaking lang ito, baka mawala na rin pati senado at ang maging prime minister ay siya pa rin.

There are millions of Filipinos who want the Pandak to be held legally responsible for allthe crimes she has committed against the people of the Republic of the Philippines. Let justice be done and prevail. No justice, no peace for the criminals. Let them be bothered by their conscience, and the people should remind them of their crimes!

Kunyari nidirect ang mga botong nagkamali daw na ipinadala sa Comelec e ang linaw-linaw na may return envelope at hindi ipapadala ng Japanese post ang local mail na iba sa airmail sa Pilipinas. Palusot pa! Voting by mail ang ginawa sa Japan because of the efficient mailing system. Kaso mo pagpasok ng Philippine Embassy at Consulate iba na ang takbo—ala-Pilipinas sa corruption!!! 😡

    wala na yatang natutulog sa mga bloggers na ito. mukhang totohanan na. wala ako sa pinas, pero tatamarin akong umuwi kapag ganitong parang may revolution na. lalo na kung si gma pa rin ang nakaupo ay baka dito na ako malibing sa ibang bansa. positiv person ako pero kapag parang wala ng alternativ ay nakaka dismay ng spirit. nag unite na daw ang oppostition pero iniintay pa yata nila ang eleksion. kung nadaya nila ang eleksion nuon ngayon pa kaya? duda ko dito baka pati senado mawala kaya si gma hindi lang siguro hanggang 2010.

    In my opinion, these two’s video testimonies were not very impressive. It looks to me a bit scripted and lacks the passion. But I may be wrong. It’s just my feeling. I would have preferred seeing Mike And Vicky Toh’s videos in their romantic moments or Gloria and Nani Perez’s private videos showing more than beso-to-beso moments.
