  5. Dear Ellen, thank you for printing the names of the Representatives that voted against the one-sided House Committee on Justice report on the Impeachment. But our journey is far from over, and am glad that these Reps are with us for the long haul.

    There is great disappointment about the absence of the so-called “conscience block” and other Congs that could have cast their vote with us. Those brown envelopes mentioned by Suplico can be tempting indeed. just ask the 173 – one of them actually waved his envelope in the face of Neric Acosta.

More than being afraid of the consequences we may fall victim to, I am more terrified by the apathy that permeates our society. There is nothing worse than selfishness.

  11. Who cares about the impeachment anyway? It’s good only when the ones who conduct such exercise are sincere and really want the truth. Otherwise, it is a useless exercise.

    There are other ways to remove the Midget and her lackeys even those paid ones at the Philippine Tongress, even violent ones if needed.

    No impeachment? So what? Everybody knows she cheated, anyway, and sooner or later, she is going to be removed, especially when Filipinos have had enough of the nonsense of a mediocre economist leading Filipinos to perdition, and whe the number of critics of the Pandak being killed to keep her in position has reached divinely intolerable proportion, then, we will see the end of illegitimate reign of the short but terribly corrupt Pandak. There are telltale signs as a matter of fact!

  12. Ruffy Biazon was absent? I’m disappointed to hear this, but understandable. He probably thought it was a waste of time not that he is convinced that the Pandak should be given a chance to continue leading the Filipinos to perdition considering the fact that she has committed a crime against the Filipino people. Hopefully, he has other ways to prove the culpability of the Pandak. No one should give the Pandak any consideration, especially one who does not show any feeling of remorse for stealing votes, and for denying an honest man the chance to serve his country in the best way he knew he could!!! God bless his soul, and may God punish his and his people’s oppressors soon.

    I wrote a note to each one of the 32 Congressmen who supported the 2nd Impeachment complaint against Gloria:

    “Just a short note to commend you for a job well done! Despite the fact that it seemed that the odds were against you as well as those who supported the Impeachment complaint against that woman in Malacañan, it was the mere fact that you fought a good fight that gives us the inspiration that all is not lost in the Philippines. Although it was a downer to watch the Impeachment complaint being trashed, there apparently, remains to be a few good men/women who value what is true. Thank you. I know that this is only part of the beginning of a better Philippines. In God’s time, we all will get to the TRUTH.”

    Summarily, once again the people has lost, the evils won. We can be proud and commend those that stood for impeachment of Gloria Arroyo, but the bottom line is bogus Gloria still got the whip and among other things at her disposal. No surprise and we know it all along, the constitutional impeachment is useless as the paper its written on. What now? What’re the options, if any? There is only one thing left to rid of Gloria, it must be by force. It’s the only thing Gloria and her thieves will recognize. People united must be determined in only one objective, throw out the liars, cheaters and thieves in our house.

  16. Overheard in the House last night – Ruffy Biazon was absent because of the pressure from his constituents. They want their projects done, so he needs his CDF to make them happen. Noli Fuentebella was absent because he promised Gloria that he wouldn’t vote for impeachment this year. One congressman, a grizzled vet, has huge gambling debts that have been written off by PAGCOR for his vote.

    Alam naman ng lahat na makakalusot uli si tiyanak. It’s numbers game wika nga. Pero ang nakakasuka iyon bumoto sa impeachment last year tapos naing kontra this year. Kasama na dito ang mga nag-abstein last year tapos this year against impeachment. Tulad nitong si Cong. Roman na bumoto sa impeachment noon pero bag-iba ang isip ngayon. At ang si Cong. Dilangalen naman abstein last year pero nag against impeachment this year. Bakit? Spokesman ni Erap ang asawa niya. Kahit man lang abstein uli okay na sana pero ang bumoto ng no, iba na iyan. At iyong isang dramatic na Cebu Congwoman Martinez, no din itong taon. Ano ba iyan? May maimpluensiya bang grupo ang nasa likod nito? Halimbawa ang isang malakas na grupong simbahan na lihim na gumapang na naman sa mga Kongresista?

    ‘Little mayor’ ng Maynila binalaan na ng DOJ

    Binalaan na ng Department of Justice (DOJ) ang senior executive consultant assistant ni Manila mayor Lito Atienza na maglalabas na ng resolusyon sa kasong murder at dalawang bilang ng kasong frustrated murder kung patuloy itong mabibigo na maghain ng kanyang counter-affidavit.

    Sinabi ni State Prosecutor Romeo Seranilla, ang piskal na may hawak ng kaso ng Sr. Executive Consultant ni Atienza na si Noli Sugay na hanggang Setyembre 4 lamang ang ibinigay niyang taning sa respondent upang maisumite nito ang kanyang counter- affidavit.

    Babala pa ni Seranilla na sakaling mabigo pa rin si Sugay na ihain ang kanyang counter-affidavit sa ibinigay nitong taning ay aaksyunan na nito ang nasabing kaso.

    Una rito ay inisnab ni Sugay ang preliminary investigation sa kanyang kaso na idinaos noong August 23, makaraang isang mensahero lamang ang dumating at naghain ng motion for extension to file counter-affidavit.

    Inihirit ng kampo ni Sugay sa DOJ na mabigyan ng karagdagang 15-araw para maisumite ang kanyang kontra salaysay o hanggang Setyembre 7, 2006.

    Gayunman, napagkasunduan din ng kinatawan nito at abogado ng pamilya ng biktimang si Aries Luriz na isasagawa ang susunod na preliminary investigation sa Setyembre 4, araw ng Lunes, ganap na alas-2 ng hapon.

    Magugunita na si Sugay ay una ng kinasuhan ng criminal sa DOJ ng mga naulila ng jeepney driver na si Luriz na sinasabing binaril at napatay ng una dahil lamang sa agawan sa paradahan ng kanilang mga sasakyan sa Dagupan, Tondo, Manila.

    Tinangka pa umanong barilin ni Sugay ang nanay at kapatid na lalaki ni Luriz kaya ipinagharap din ito ng mga huli ng kasong frustrated murder.

    Iloilo Rep. Rolex Suplico claimed the Arroyo administration had bought support with bribes and pork barrel projects.

    “Did the President violate her oath of office? The answer, my friends, is that we and the Filipino people will never know,” he said.

    San Juan Rep. Ronaldo Zamora, who recently had a quadruple heart bypass, said that for the sake of the nation “we both love,” the President should answer the lingering questions on her legitimacy.

    “Madame President, go directly to our people with your answers. Bypass us in the House and the Senate if need be and talk to our people heart to heart. Only you can do this. Only you have the right answers,” he said.

    Zamora said he could think of three questions:

    “Was the President talking to (former Election) Commissioner Virgilio Garcillano? Did she precisely instruct officials in the Armed Forces, Philippine National Police and Comelec to perform during the 2004 elections? What did she instruct Undersecretary (of Agriculture Jocelyn) Bolante to do with the fertilizer funds?”

    The eleven who voted to impeach last year but did not show up:Cynthia Villar,Rozzano Biazon, Rodolfo Bacani,Robert Ace Barbers, Robert Jaowrski, Clavel Martinez, Joseph Abaya,Alfonso Umali, Erico Fabian, Arnulfo Fuentebella.

    Crispin Beltran was not able to vote because he is in detention.

    Two others – Edmundo Reyes Jr. and Hermilando mandanas were present but did not vote.

    We ended up with less votes. 32 compred to 51 last year. But one must look at the 27 who were conspicuously absent and did not vote.

    Many of those absentees were with us last year and must have gone through severe moral dilemma. I believe their hearts remain with us but the exigencies of the times forced them to do what they just did,i.e. to be absent. Morally, they remain with us.

    Kung hindi ba naman demonyo ang mga opposisyon na yan. Napakaraming tumawag kay Garci noong panahon ng eleksiyon anong ginawa nila. Pinag putol-putol ang tape at yung kay Gloria lang ang pinarinig. Di ba kademonyuhan yan. Pinagduduktor nila. Kasama sa tumawag kay Garci ang mga taga opposisyon. Tapos anong nakita natin nagtuturuan sila Jamby at Enrile sa kani-kanilang pandaraya. Nakakarma ang mga opposisyon. I bet this opposition now will never be victorious dahil pansarili lang ang kanilang agenda unlike the opposition before. Our opposition today is an evil type of opposition.

  38. What a crap! Frankly, I have hard time understanding Filipino mentality. Why put too much emphasis on the impeachment and insist on it when everybody knows that with the fallacy of giving the Executive too much power, even the giving of necessary funds for local projects, an impeachment is impossible unless the accused is willing to have herself subjected to it to prove her innocence or guilt? Ang kaso ang kapal kaya useless.

    So, why don’t lawyers in the Philippines insist on having the provisions of the law followed to the letter as when the Election Code says that any candidate to any electoral positions who has violated any provision of the Election Code can be DISQUALIFIED and PROSECUTED accordingly? Ang bobo naman! Baka nandaya din ng pagpasa sa bar a!

    When we went to the USA, the first people we came in contact with were Filipinos, and boy, did they make me disappointed to live in the USA and be lumped up with the second-class citizens! That was one of the reasons I grabbed the opportunity to come to Japan as a student first and in the process check on my Japanese roots to establish my right to become a citizen of this country.

    Now, I consider myself wise enough to make that decision, for by being one, I am able to participate ironically more effectively in trying to straighten things that are crooked back home as when I joined the movement to bring to justice a Japanese pedophile who was molesting Filipino children, and who in the end could no longer use his money to bribe the judge who handled his earlier cases but in the end could no longer risk being removed from her position because of pressure from overseas pressure, including that of Japan with the passage of a law making Japanese criminals liable to prosecution in Japan even when they are acquitted for crimes they commit abroad.

    Kailan magkakaroon ng ganyan sa Pilipinas. Dito, puede namin sigawan si Koizumi, et al, basta wala lang physical assault. Iyong sinasabi ni Mike Arroyo na mental anguish niya para sa akin ay more reflection ng kaniyang guilt. Dito si Koizumi hindi maba-bothered ng tsismis lang to file a very expensive libel suit! Kaya sino ang niloloko ni Fat Guy sa ginagawa niya?

    Now, warning to all bloggers here. Ingat kayo sa mga Internet Brigade na sometimes, iisang tao lang iyan na maraming pangalan para sabihing maraming kakampi si Pandak.

  39. Mahirap ang tsismis. I would rather want to hear directly from Ruffy Biazon. I would give him the benefit of the doubt except when he is most likely in favor of a military junta with a Pandak as camouflage because his father, a former soldier, is likely to benefit from it.

    With regard to Teddy Boy, my impression of him is that he is no fool. Nakikisama, I doubt, because he is no mercenary. A spoiled brat, yes. I doubt also if he does things for pakikisam knowing how confident he is of himself. He only has to be very well convinced of the issue to support it.

    This was in fact the kind of impression I have had of him in the three days that I was able to talk to him and see even his real him as I took him and Jesli Lapus around Tokyo on foot because I did not/do not drive in Japan. (I got a California License but not being used to small streets, I avoid getting a Japanese Driving License).

    He was actually very much against the OAV knowing how futile the votes of the overseas Filipinos, who would not even guard their votes, can be to stop the rampant graft and corruption in the country, but after talking to the aggressive supporters of the OAV Law in Hong Kong and Japan, he changed his mind about his impression of the OA voters in Japan and Hong Kong, and was convinced that they too deserve to vote!

    While they are still at it on the impeachment, we may as well bombard Teddy Boy Locsin with our letters. He probably just needs a little more convincing.

    At least now, we know where he really stands.

    What is important is we have 32 “hopes of the fatherland”.

    Isa ako sa naniniwalang kailangan na talaga ng PEOPLES POWER, though not necessarily for the purpose of changing leadership. Nakakagalit na talaga ang mga nangyayari. Kungbaga sa basketball ay nakakakita tayo ng isang incompetent refereeing o mga incompetent officials na hindi marunong tumupad sa kanilang mga kantungkulan.

    Ang kailangan talaga natin ay magkaroon ng mga taong talagang gaganap ng kanilang katungkulan kung sila man ay nasa kapangyarihan. Ang paggawa ng desisyon ay nagsisimula sa paghanap ng katotohanan. Kung anuman ang kalalabasan ng pagaaral sa kung anuman ang tunay na nangyari doon pa lamang dapat humanap ng solusyon. Hindi dapat solusyunan ang isang bagay na hindi pa natin alam kung ano talaga ang nangyari. Kung hindi ay ganito na lamang tayo ng ganito. Ang pang aabuso ay nangangailangan ng mas matinding pagkilos.     I just learned from a friend at the Ministry of Foreign Affairs that Egcel Lagayman was in Tokyo in July and together with the Labor Attache, who is actually not needed in Japan but instead they should send a legal adviser to advise Filipinos on their basic rights dahil ang daming nakukulong na mga pilipino (Pangatlo sa mga notorious na mga dayuhan dito kasunod ng mga intsik at koreano), went to the Ministry of Foreign Affairs to ask for reconsideration on behalf of the Super Ta-pu that the Pandak wants to export from the Philippines to Japan despite the new regulation against such recruitment and deployment.

    It’s disgusting really what these crooks do to show that Filipinos have small brains like them. This is in fact the worst insult that Filipinos can hurl at themselves as a matter of fact to say that they are helpless without this Pandak, or that she is the only one who can solve the problems of the Filipinos but we all know for a fact that despite her claim for a strong peso for example, Filipinos in general have to go out of the Philippines to find means to survive the hardship of life in their country.

    Anna was right when she mentioned to me that I should not use the word “better pasture” in reference to majority of Filipinos who want to leave the country for it has never been good!….at least to many, for the truth is that we were not hard up when my family left the Philippines. My parents were feeling the helplessness and the hardship to come that they had decided to leave with their children (my siblings and myself). Nothing really about finding some greener pasture.

    And the nerve of these members of the Pandak’s Internet Brigade to try to be insulting. What they don’t realize in fact is that they are likewise insulting their own selves. Biro iisang tao inaaway ang sarili. If it is not a sign of mental illness, what is?

    I advise that we just stick to the issues if we can help it. Let’s not succumb to the temptation to reply to the Internet Brigaders because it will give them more the incentive to continue with what they have been instructed to do here. But I can assure you that if not for the trick of blocking their entry to this blog, a lot many of them would be here contributing their pieces that are definitely more fun to read.

    I am presently cooperating with an agency here now monitoring this kind of hackers and spammers with the implementation of the new Internet Law of Japan. They should have such in fact in the Philippines. Unfortunately, even if they have, as usual, those who are supposed to enforce the law there are the very ones breaking and breaching them! Kawawang bansa talaga!

    Sorry Ruffy, don’t buy it. In my opinion gma should never be impeached because in the first place she was never elected. She should be removed through whatever means. I know that Rep. Cayetano et al and the whole country knows this. However they still went to the impeachment route because for them this is the only avenue to get rid of the usurper kahit na alam kong mabigat sa kalooban nila. The pro-impeachment group may have less in numbers but they have more in principles and integrity.

    I believe that the PDAF (it’s no longer termed CDF) is a matter of right as far as the people are concerned. It is my conviction that no one, repeat NO ONE, not the PResident and not even the legislator has the right to deny the people access to these funds. As long as the PDAF is in the General Appropriations Act, the people have a right to access those funds.

    Therefore, the embargo of these funds is one of the issues that I take against the administration. I believe that the release of these funds for the benefit of the people should not be dependent on how a legislator votes. Whether the legislator votes yes, no, abstain or boycott,the funds should be released for the constituents.

    In answer to Artsee’s question, there was a partial release sometime May. And, as God is my witness, there was no deal whatsoever connected to that release.

    I know that you have given me a more gracious message after reading my blog which explained my position. I beg your indulgence for quoting this earlier message of yours. But I think I have to make a comment on this just to share the other side of the story.

    My district is blessed with having the upper crust of society as its inhabitants (Ayala Alabang is in Muntinlupa). It is also blessed with an overwhelming population of informal settlers, indigents and people living below the poverty line. (actually, it has been exacerbated by the dire economic situation of the people, unemployment, overpopulation, etc.)

    I have had several partenrships with the private sector and NGO’s on projects for the underprivileged communities. But no matter how sincere and generous the private sector is, it is simply not enough to cater to the needs of my constituents. FOr example, it is very difficult for private sector raise funds to construct a 12- classroom, four story schoolbuilding to address the classroom shortage in time for the opening of classes.

    My district is fortunate to have many civil society groups, NGOs and philantrophists and I work closely with them on projects implemented in my district. But government has a duty to bring its resources down to the people.

    It is not so much as relying on PGMA herself for the funds, but it is simply expecting government to fulfill its duty and obligation to provide the people with services due them.

    The upper and middle class understand the fight for righteousness in government. They can afford to give a premium in that fight because they are financially secure, have steady jobs, businesses, homes, cars, daily food and ability to pay for healthcare.

    But my other constituents–those who live along the railroad tracks and slum areas, jobless fathers and mothers who have children to feed, children who don’t have money for baon or even tricycle fare—they have no one to turn to but government. It is difficult to tell them to endure their suffering until the president is removed. To them, to survive just a single day is already a miracle.

    Take for instance the case of Jayson Advincula, 15 years old of Bgy. Bayanan, Muntinlupa. He is afflicted with dengue fever and needs 5 bags of blood worth 700 pesos each, or else he will die. Or Marlon Orobia, 45 years old, jobless, of Bgy. Putatan, Muntinlupa, who has leptospirosis. His hospitalization and medicine needs amount to more than 8,000 pesos. Richard Ona, 30, who has chronic renal failure and needs 38,000 a month for his dialysis. Due to his sickness, he is unable to support his family.

    These are just a few examples of real people who belong to the majority of our countrymen who, having no other means to help themselves, go to the government for assistance. And although legislators are supposed to be only lawmakers, it cannot be helped that since we are part of government, the people go to us int ehir hour of need. Evryday, my district office is filled with my constituents seeking help in whatever form. It is such a heavy emotional and mental burden for us to tell them that no help is available because there are no funds. And it is more depressing to see them walk away empty-handed after scrounging for jeepney fare or walking several kilometers just to go to our office but go home with nothing.

    I am not using my constituents as the jsutification for my position in the recent impeachment. I already gave the reasons for my non-participation which you have read in my blog. I am merely responding to your comment about not using the PDAF for my constituents.

    A careful reading of my post will show that the answer is in the seventh paragraph.

    If I were a lawyer, I would have answered that I never received any pork barrel. That’s because technically, legislators don;t receive any pork barrel.

    The procedure is that a specific amount is appropriated for each legislative district. Upon advice of the department of Budget and the Committee on Appropriations (in the case of the senate it is the Committee on Finance), legislators submit their lists of proposed projects / programs for approval. Once approved, DBM issues a document called the Special Allotment Release ORder (SARO), which basically tells the implementing agency that the DBM will set aside funds for the payment of that project/program. At this point, no cash is released by the government yet.

    The implementing agency (depending on what type of project) will be the one to implement the project/program in the recommending legislator’s district.

    At the appropriate time, usually upon completion of the project, the DBM releases the funds to be used for payment from the National Treasury to the account of the implementing agency. The document which tells the implementing agency that funds have been transferred is called the Notice of Cash ALlocation (NCA). Once the cash is deposited, the implemnting agency can then pay its suppliers/contractors.

    So, as you can see in the process, the legislator does not receive the so-called pork barrel. Sa wikang tagalog, wala siyang natatanggap.

    That would have been the answer if I were a lawyer.

    Thank you for the benefit of the doubt. For a while there, I tought you were doubting that I benefitted. 🙂

    Salamat po Ginoong Congressman. Sa tuoo lang, may mga kamag-anak din ako sa Muntinlupa. Ang alam ko’y suportado nila ang pamilyang Biazon. Pasensiya na po kayo at mahina ako sa Ingles kaya Tagalog ang sulat ko. Pero hindi ibig sabihing pabor ako kay Lito Lapid at Kabayan Noli, dalawa sa maraming tungak na pulitiko sa bansa na sinasayang lang ang bayad sa kanila ng mga mamamayan sa kanilang puwesto.

    Noong isang taon, nakita ko po ang masigasig mong pagsulong sa impeachment. Ang sa akin lang, sana man lang sumipot ka. Ang hindi pagsipot tulad ng grupo ni Asistio at Crisologo ay DUWAG. Sa mas masamang salita ay walang bayag.

    Kung may pork barrel man o wala, immaterial na ito sa issue. Bakit pa ba ididikit ang pondo ng gobyerno sa prinsipyong ipinaglalaban na patalsikin ang mandararayang tiyanak sa Palasyo? Oo nga’t nagmamalasakit tayo sa atin mga constituents; pero kung talaga natin sila mahal at nagmamalasakit sa kanila, dapat ay makiisa sa opposition sa pagpatalsik dito sa Bruha.

    Maugong kasi ang balita na nakiusap ang Malacanang sa mga kasama mo na huwag lang sumipot ay may matatanggap nang biyaya. Ngayon, paano mo maiaalis sa utak ng mga mamamayan na ginawa mo ang hindi pagsipot dahil sa pangako nito ng Malacanang?

    I am glad that you are now saying that the pork barrel is immaterial, although it was the main subject of your two posts directed at this representation.

    As you said, rumors have it that Malacanang reqested congressmen not to appear with the promise of receiving graces. Let me state that I did not make any deals in exchange for my decision not to participate in a process which had a pre-determined outcome.

    I really do not know how I can convince people about that, so I am just relying on their judgment.I just hope that my coming out into the open instead of hiding behind silence in the hope that all will be forgotten will be an indication of how I stand on the matter.

    I made a decision not to participate in a process which is not impartial and unfair to the truth. IF we claim to be fighting for principles and ideals, how come some find that difficult to believe and understand?

    Differences in how we fight battles isn’t proof that we do not stand on the same side.

    I am willing to give Ruffy the benefit of the doubt having known him since the time we were fighting for the OAV Bill to be passed as a law.

    He was one of the skeptics I observed but I battled wits for wits with him there, and finally came to a compromise. In the first place, I was as a skeptic myself about the participation of the OFWs in the election process for a better Philippines like for example of Teddy Boy Locsin, but I joined the fight anyway because I believed that voting was a sacred right that everyone should not be deprived of. And knowing and understanding the feelings of those who opposed it, I knew what I was talking about, and I guess, was more convincing in giving my opinion about it.

    I have to relate in fact my own experiences in participating in this important process in Japan that the idiots would even use to ridicule and insult the people of Japan, who have in fact sacrificed a lot to meet the obligations put upon their shoulders by the victors of the last world war for something they had no control of as a matter of fact. This is in fact why the majority of the people of Japan are against any kind of war and careful to watch any move to lead Japan once more to such kind of tragedy that we would never want to happen again.

    It actually boils down to ignorance as a matter of fact. At least, Ruffy is being true to his ideal of being a people’s man that he must have taken seriously when he joined the dirty Philippine politics, and trying to explain his side even when a lot of us cannot take it as an amend for his failure to appear to vote for the impeachment that he apparently thought would be another useless endeavour.

    He calls it boycotting. I can understand that for over here, when we do not like the line-up of people running for positions in the government, we boycott the election and when the number of boycotters exceed the number of turn-ups, then they know the people are angry and not satisfied with the government that will lead in most cases to a dissolution of the Parliament.

    Sad to say, however, that boycotting does not work in the Philippines. Ruffy could have been bolder signing the impeachment with the Pandak there leading the country to perdition. Nevertheless, I would be willing to give Ruffy the opportunity to absolve himself if I were you. Let us give him the benefit of the doubt to prove himself, and not be numbered with his colleagues in the Philippine Congress who make up the band of robbers and thieves. Hopefully, he has not joined ’em for not being able to lick ’em!

    To Ruffy: Pagbutihin mo! I can understand what you are saying especially about the poor among your constituents. I have not seen such long lines of tagahingi at the offices of Parliamentarians here that I saw for instance at the office of Orly Mercado before. Someone should be blamed for such parasitic attitude as a matter of fact. Nawili ng kahihingi lalo pa ngayong ginagamit pa ni Pandak sa kaniyang mga photo-ops. Ginugutom sila lalo para magpasalamat sila sa pinalilimos sa kanila ni Pandak! Yuck!

    Hindi ka nag-iisa kung gagawin mo ang tama. May God be your constant guide and companion even to inspire you as to what to do for truth and right. You will know in fact. When you get that burning feeling, you know it is from up above.

    One thing I can suggest is why don’t you get in touch with one of our missionaries there teaching Filipinos to be self-reliant and self-sufficient to give you an idea on how to help the poor in your constituents without waiting for government funds that are being withheld even for the purpose of corrupting people like you? If you need referrals, I will be happy to obliged.

  124. Like Ellen, I would have liked to see Cong Biazon go the whole hog, win or lose. But that kind of approach is hardly rational nor is it an assurance that all will be well and will end well.

    There is a saying that a fighter should not fight a battle he is certain to lose in order in order to rise, fight the good fight, and win the war another day.

    Therefore I don’t equate his non-participation to a surrender and am for giving Cong Biazon some elbow room for future strategical maneuvers to finally win the expected good fight.

    Thank you very much,sir, for your comment. In spite of the busy official schedule (which starts early in the morning until late at night), I always find time to log on to check my email, manage my personal business, research on new subjects that I come across at work, read the blogs and of course, post my comments. As a result, I suffer from sleep deprivation and continous stress.

    I don;t rely on my staff or “aides” to do blog posts for me. Neither do I let my staff write my speeches. Even my press releases, they are all drafted by me, especially those that reflect my position on issues. I don’t have any ghost writer. However, fOr the routine news items (such as articles about my projects), the staff does those.

    As I mentioned before, it has been my practice and principle to listen to the people and respond. Whether it be some rich businessman or the neighborhood streetcorner habitue, I set aside time to listen to what they have to say and if there is anything I can do, respond.

    IF one thinks about it, what do I have to gain to log on in this blog, exchange views with people who I know only as online aliases, whoa re most likely not even my voters? I can always choose not to engage in a debate here.

    But I know that behind those aliases are Filipinos who are tired of an unresponsive and insensitive government manned by officials who don’t really care what the individual Filipino feels.

    Before I became a government official, I was also a ranting and raving private citizen who could only gnash his teeth in outrage at how government works. Actually, it’s the government per se or the system (as some would like to insist) that is the thorn on the people’s side. Those who run the system are the ones who cause the suffering of the people.

    But when I saw the opportunity to not just rant and rave without achieving anything, I decided to put all the energy into soemthing that would produce results.

    I know how it feels to just cry out against government’s callousness and don;t get a response. So if by engaging in this exchange I am able to let people feel that their cries are not ignored, then I believe I would have achieved something.

    The comments and thoughts I get from these exchanges help me develop my own convictions and fine tune my advocacies in my work to include those of the people’s.

    The government should not just HEAR what the people say, but it should LISTEN to what they have in mind.

    OF course, this includes condemnations and negative comments.

    Threats of suing Cayetano for libel, and having him disbarred, because he refuses to resign are for me, just shady tactics of the big fat man. What about you? What do you think?

    Ninez and de Quiros capitulated what I did think of this threat. Pidal should have directed his clamor to resign, first and foremost, to his wife. Not to Cayetano, or any member of the opposition clamoring for his wife get out, come clean, etc.

Or it’s just the “filipino politicians” specifically those “trapos” that are “LIKE THAT”? Inutile in making our country “really” economically strong…because like gloria’s favorite line…”a strong economy would make a strong nation…”..and what does a strong nation means?     I just finished watching the tv series of a Story How Singapore Came To Be…Lee Kuan Yew, he may also not be perfect…but by God, if the Philippines could have “someone” like him…I would believe “that miracles do exist”.     The hall of congress is the battleground in case of impeachment complaint against illegitimate President Gloria Arroyo. Pro and anti impeachment congressmen can be compared as “soldiers” in the battlefield. Deserters in the military are executed on the spot. Desertion or intentional abandonment is a serious crime. I think Rep. Raffy Biazon intentionally abandoned his beleaguered comrades in the impeachment deliberations and voting. Where are you Honorable Rep. Raffy Biazon when your comrades needed your support or help? Bakit may sakit ka noon? Non-participation or boycott may only benefits “superior GMA evil forces”. A negative vote can make a big difference in congressional proceedings. The Filipino people want to hear your stand against kleptocracry, election fraud and abuse of power in the impeachment proceedings. I know a tough then Marine Colonel Rodolfo Biazon who stand his ground against R.A.M. superior forces in a failed December 1989 coup d’état. He is a real hero and saver of democracy.

There’s a strong possibility that he was pressured by his cousin Ilocos Sur Governor Chavit Crisologo Singson not to participate in the impeachment proceedings. Bingbong Crisologo was convicted to serve three life imprisonments for arson and murder. Bingbong and his Saka-Saka goons burned down barrio Ora Este in Bantay, Ilocos Sur due to political vendetta. Bingbong cannot forget debt of gratitude (utang loob) from Chavit. Chavit Singson personally lobbied to then President Ferdinand Marcos for his cousin’s presidential pardon. Warlords and political dynasties have influenced or big say in the junking of the 2nd impeachment complaint against Mrs. Gloria Arroyo. Personal interests have prevailed over national interests.

    Yes, I guess saying that the people are “tired of goovernment” (which indeed, I am a part of) is an understatement.     In 2001, I ran and won under the banner of the opposition (and I served my whole first term as a member of the opposition in the House). My opponent then was incumbent Congressman Toting Bunye. Prior to serving as Congressman, he served 3 terms as elected mayor and 1 term as OIC-Mayor (after the Edsa 1). Ever since he assumed the post as mayor in 1986, his service was uninterrupted and his ticket always won. In that election, the incumbent Mayor was his long-time running mate, vicemayor to him when he was mayor. ALl the councilors and the barangay captains were with them.

    His affiliation and affinity with former Pres. Ramos was definitely instrumental in keeping him in power. In 2001, he was the GMA adminsitration’s candidate, having been a key player in the Estrada impeachment in the House.

    The area where Spartan calls “elitistas” was Bunye’s bailiwick, since he had a long standing relationship with them, and, being a former BPI executive, was supported by the professionals and upper class.

    When I ran in 2001, all the odds were against me. In fact, the only person who had confidence I would win was my wife. My parents and my inlaws did not think I would win, along with some other well-meaning friends.

    In spite of all the odds, I won handily over my opponent, so convincingly that he did not even file a protest (of course, his sportsmanship is one that may be commended).

    In 2004, I was once again up against an administration candidate, both local and national. But I won with the biggest vote that any candidate has ever recevied in Muntinlupa’s history, including the biggest lead over my opponent.

    This inspite of the fact that I was involved in the Davide Impeachment (which the civil-society sector took against me), my stand on Reproductive Health (which the Catholic church strongly campaigned against) and my joining the Liberal PArty (which then allied itself with the GMA administration, an issue that the Pro-Erap/FPJ were agitated about).

    My votes were overwhelming from all classes and all genders, cutting across political persuasions and religions.

    I say this not to brag but just to put into proper perspective how the voters in my district decide on who to support.

    I believe I was able to achieve those successes because I did the basic thing that people expect from their government — I CONSULT with them directly, I LISTEN to what they have to say (whether it is praise or crticism ), I tell them the TRUTH about issues and reasons for my stand on those issues, I ACCEPT any wrongdoing and ask for their indulgence, forgiveness and understanding, and I DELIVER what I promise.

    It does not concern me whether I win in the next election or not. I can always go back to private life and leave in peace minding my own business rather than be stressed and abuse my health or prematurely grow old worrying about my district’s and the nation’s affairs.

    What matters is that in the end, I can face my Creator and confidently tell him that I have done my job sincerely and to the best of my ability. I’m not so much concerned about pleasing men than pleasing God. I know that if I serve the people in accordance to His Will, I will not go wrong with Him and it will not matter what people will say. After all, people have their own prejudices and faults, just as I have my own. God is the only judge we have that will not make a mistake (with all due repsects to people out there who ahve different religious beliefs).

    Just like what Allan peter Cayetano said, ang takot ko ay nasa Diyos.

    I don’t my consider my absence during the vote as silence. There is a saying that sometimes the loudest message is the unspoken word. My absence was noted not by a few people. When the questions were asked, that was when I explained that it was an act of protest to the process that was pre-decided and served as an obstacle to truth.

    Liek I said, just because we fight battles differently doesn’t mean we’re not on the same side.

    With regard to Chacha, I agree that there are amendments that need to be done on the present constitution.

    But with regard to the present move the amend or change the constitution, this is my position:

    1. I disagree to the reason being given –the main reason being used for the present drive to change charter is that the rpesent system is supposedly the cause of our misery as a nation. I disagree. It’s the people runnning the system that’s to blame. If we change the sytem without pointing out the faults of those running the system, those faults will simply be carried over to the next system.

    2. I disagree with the methods being used—-the People’s Initiative as pushed by Sigaw ng Bayan isa farce. It is not the people who are pushing for this but just the Politicians. (P.I. nila ito). In my district, the overwhelming sentiment is against it, and the signatures were either forged or the people were duped into signing it. Besides, the Supreme Court already said the law is insufficient to do the PI, and yet they insist on it. With the CON-ASS (voting as one version), I think it is the height of arrogance to simply ignore the Senate, especially since the present constitution’s spirit is that of bicameralism.

    3. I disagree with the timing —- I believe that teh correct time in doing a charter emendment or revision is during a time of political peace. Right now, the poltiical atmosphere is highly charged primarily because there are many unanswered fundamental issues. If we proceed with a chrater change at this time, we will only end up with the constitution that will be owned by a particular political party.

    I don;t see any reason why I would take offence to this question.

    I think there is no reason for Rep. Cayetano to expelled or even sanctioned by the COmmittee on Ethics. There is absolutely no reason for him to resign. REp. Cayetano is working in behalf of the Filipino people who are demanding answers to these questions, which will not be answered by a complaint filed in the COmmittee on Ethics by the First Gentleman.

    Yes, I believe it is plausible. But it depends not just on the politicians but on the people as well.

    FIrst, politicians come from the ranks of the people. We must prove that politicians are not reflections of society itself. Inother words, that corrupt politicians are bred from a corrupt society.

    I agree that many polticians nowadays are a bane to the people. But I just request that the people should refrain from lumping all politicians together as a “bunch of crooks”. there are good politicians out there. Let;s not make them collateral damage in our effort to weed out the bad politicians.

    If we continue to brand all politicians as bad, how can we expect the sincere members of society to stand up and join the ranks of public officials? Kung matino kang tao, ayaw mo mabilang sa hanay ng mga tinatawag na kawatan.

    soleil…upgrading ba ika mo?…sorry kabayan, wala sa “bokabularyo” ng mga ahensya na iyan ng gobyerno ang salitang “upgrading or improvement man lang”…LTO(Land Transportation Office ba?) would be under (someone correct me if I am wrong) the Department of Transportation and Communications(DOTC)…the same department na nasa “bright light” ngayon dahil duon sa alingasaw ng “pekeng empleyada” na isinama nuong isang opisyal na “kelot” sa isang “official trip daw” sa USofA, gamit ang “pondo” sa “intelligence fund daw” na umaabot sa humigit kumulang sa Php660,000.00 para duon sa “pekeng empleyada” pero obviously hindi pekeng “bebot” nuong opisyal. Ngayon, siguro andun sa perang winaldas ang dapat ay “pang-upgrade” na sinasabi mo. Ang galing talaga sa “KAWALANGHIYAAN” ng mga “damontres” na iyan.
