Journalist in AFP’s order of battle

Carlos Conde’s statement on AFP’s “order of battle”

I am Carlos H. Conde, a journalist based in Manila.

I found out yesterday that my name is included in the Armed Forces of the Philippines’s “order of battle,” specifically in a document titled “JCICC ‘AGILA’ 3rd QTR 2007 OB VALIDATION RESULT” purportedly prepared by the intelligence staff of the armed forces’ 10th Infantry Division in Southern Mindanao.

In this “order of battle,” more than a hundred individuals – mostly leaders and members of progressive and leftist groups like Bayan, Bayan Muna, among others – are listed and classified as “organized,” “dominated,” or “targeted.” As far as I can tell, I am the only journalist on the list, which classifies me as “targeted,” whatever that means.

It would seem that the army considers me an enemy of the state, as the document, which shows the alleged links of these individuals with the communist movement, seems to be implying.

Needless to say, this “order of battle” has caused anxiety and fear in my family because, as we all know, an “order of battle” in the Philippines is a veritable hit list. Indeed, at least one of the individuals in the document – Celso Pojas, a peasant leader in Davao City — has been assassinated and several others have either been attacked or subjected to harassment and intimidation by agents of the armed forces.

Just to be clear, I am a journalist and has been so in the past 15 years. Presently, I work as a freelance correspondent for US-based publications, namely The New York Times, the International Herald Tribune and GlobalPost.com. I also contribute stories and reports every now and then to other foreign and local publications.

I used to be the coordinator of the National Union of Journalists of the Philippines in Davao City and Southern Mindanao, where I resided until three years ago. I was the NUJP’s secretary-general from 2004 to 2006. Part of my job at the time was to lead the campaign in the Philippines to stop the killings of journalists. The Philippines, as we all know, is notorious for being the world’s most murderous place for journalists.

Why my name is included in the “order of battle” is a mystery. Unless, that is, the armed forces considers my and NUJP’s advocacy for press freedom, as well as pressuring the government to end the killings, as the work of enemies of the state. Unless the armed forces views my job and my writing as threats to this nation.

    Naging isang aktibong myembro ako ng LFS and a member of NUSP noon sa probinsya namin nung ako ay asa kolehiyo, i was once included in the so called order of battle due to my affiliation to the org.sabi ng tiyuhin ko yun daw ang mga panakot ng mga militar sa mga taong pumapansin sa katiwalian ng gobyerno.Minsan nga alas dose ng hatinggabi e kinakatok ang bahay namin ng mga militar or minsan pinupuntahan pa ako sa school.kung kaya’t minabuti kong pumunta dito sa Manila para na rin sa kaligtasan ko;me mga kasamahan akong pinatay noon pati Prof. ko. Payo lang po.. wag maglakad ng nag iisa at ibayong ingat.

    Being a journalist, why don’t Mr. Carlos Conde ask the help of the National Press Club to make representation with the new CSAFP Gen. Victor Ibrado to confront the derogatory reports on him to clear his name and be removed from the OB of 10th Infantry Division of the Philippine Army.
    Some field agents of the military write reports on people based on information gathered from civilian assets and sad to say are sometimes not verified or confirmed from other sources.

    The fact that “Part of my job WAS to campaign against the killings of journalists” is a key to Carlos’ inclusion in the “order of battle”.

    Stupid intelligence endangers lives

    Again, the Armed Forces of the Philippines has proven that military intelligence is an oxymoron.

    The sad thing is it is no laughing matter because the irresponsibility and stupidity of military intelligence, specifically of the Army’s 10th Infantry Division, places lives in danger, if it has not already cost some people their lives.

    The National Union of Journalists of the Philippines has come into possession of a PowerPoint presentation entitled “JCICC Agila, 3trd Qtr 2007 OB Validation Report,” which is marked “Secret” and was apparently prepared by the 10th ID based in Southern Mindanao.

    An “OB” is an “order of battle, a list of what the military considers to be enemy targets, often members of the communist rebel movement. It is no secret that, very often, landing in the OB is a veritable death sentence, as shown by the close to a thousand extrajudicial killings
    that have raked the ranks of progressive legal organizations that the government and military openly label “legal fronts” of the communist rebel movement.

    The 10th ID OB lists down more than a hundred individuals, mostly leaders and members of progressive and leftist organizations – Bagong Alyansang Makabayan, Bayan Muna, Gabriela – church organizations, based in Davao City, all of whom are classified as “organized,” “dominated” and “targeted.”

    It also includes one media organization, the National Union of Journalists of the Philippines, under which is listed Carlos Conde. He is among those categorized as “targeted.”

    Mr. Conde is the Philippine correspondent for the New York Times, the International Herald Tribune and GlobalPost.com, a contributor to other foreign and Philippine publications, and is a member and former secretary general of the NUJP. Mr. Conde, who lived in Davao for 10 years, also used to be NUJP’s coordinator for Davao and Southern Mindanao.

    To our knowledge, at least one person in the 10th ID OB has been murdered – Davao peasant leader Celso Pojas. Others have been threatened and harassed.

    Thus, aside from our concern over the continued extrajudicial killings of persons the state and its security forces choose to consider enemies, we are particularly worried over the inclusion of Mr. Conde
    and the NUJP in the 10th ID OB, which contains, in this case, not only dated and erroneous information, but is also based on a false premise.

    The NUJP was once included in an earlier PowerPoint presentation produced by the Intelligence Services of the Armed Forces of the Philippines, which was being shown in schools, called “Know Thy Enemy,” that listed down so-called communist legal fronts tagged “enemies of the state.”

    The clamor over that fiasco led a red-faced military to admit its mistake and promise to pull out the presentation.

    Apparently, at least one unit of the AFP – the 10th ID – does not think the NUJP’s inclusion among the state’s considered enemies was a mistake and, has in fact, even singled out one of our more senior and more respected members for “targeting.”

    The existence of such an abomination as this OB only bolsters the thesis of United Nations special rapporteur Philip Alston that the plague of extrajudicial killings that has cost the lives of close to a thousand activists and dissenters since 2001, when President Gloria
    Macapagal-Arroyo came to power, can be blamed on a government counterinsurgency strategy that targets personalities from legal leftist organizations openly tagged rebel legal fronts.

    While the NUJP reiterates that we have, so far, seen no indication that the murder of journalists in this country is part of official policy, the discovery that our organization and a former officer are considered “enemies of the state,” has made us think that we may have
    to reconsider our position.

    Especially since, not only have the most number of journalists – 64 of the 100 slain since 1986 – lost their lives under this administration,it is also this administration alone, after the 14-year Marcos
    dictatorship, that has attempted a wholesale muzzling of the
    Philippine media.

    The 10th ID OB also belies all claims by defense officials and the military top brass about reforms within the AFP and how state security forces have been reoriented to respect human rights.

    The only way the AFP and the Department of Defense, specifically Secretary Gilberto Teodoro Jr., can rectify this mistake is to sack everyone involved in producing this abominable and stupid PowerPoint presentation, including the commander of the 10th ID, who cannot evade
    liability under the principle of command responsibility, and to issue a public apology to Mr. Conde, the NUJP and to all the other individuals it may have wronged and placed in danger because of their inclusion in the OB.

    Not to do so can only lead us to conclude that the OB has the blessings of the defense and military leadership, and, as a consequence, the government itself.

    As to the fake commander-in-chief Gloria unana, whether she knows about the OB or not does not matter. The buck stops at her.

    This is one shouting proof of abusive leadership. Placing journalists opposed to oppressive ways of a shitting administration in the Armed Forces Order of Battle is a prelude and test run to martial rule. They may drop the ax once the restive people take it to the streets as what was feared by Judge Lorredo.

    But if this is the ONLY way to get the attention of the world most particularly the UNCHR, so be it!

    It would put, most likely gloria arroyo and her hellish aministration in a NO win situation and losing confidence from all over the corners of the world.

    File a petition for writ of amparo. Ask for temporary protected status. Sabihin mong ang gusto mong custodian ay si Congressman Palparan. Mwahaha. Ipit ngayon ang gago.

    Kung gusto mo talagang hiyain sila, walk into the embassy of one of the EU countries. Sabihing humihingi ka ng political asylum, dahil target ka ng Harm Forces of the Philippines. Puwede ring Canada or Australia – parehong nagpapalaki ng population. Hindi man ibigay, kakalat lalo ang baho sa international community.

  21. I believe it is not only Carlos Conde who is in the AFF Order (ni Misis) of Battle. The list comes only from the Intelligence Group from Mindanao. The hard hitting journalists, including Ms. Tordesillas, is in a separate list and probably not only targeted but being zeroed in at the moment. Even the bloggers who are critical of the administration will not be spared once the crackdown begins.

    It is a good thing Mr.Conde comes out and make noise.

    Targeting Journalists

    The inclusion of anyone in the so-called “Order of Battle” of the Armed Forces of the Philippines has not only been threatening. It has also time and again proven fatal for many political activists. The abolition of “OBs” which include the names of legal and unarmed political activists is among the recommendations of UN Special Rapporteur Philip Alston, precisely because inclusion in them has too often led to the assassination of the person listed.

    The inclusion of the name of journalist Carlos Conde—a 15-year practitioner who currently writes for the New York Times and the International Herald Tribune and who was formerly secretary general of the National Union of Journalists of the Philippines (NUJP)—in the “Order of Battle” of a 2007 Armed Forces document must thus be regarded as threatening.

    Given its traditions of secrecy, the Armed Forces of the Philippines has denied authorship of the document, and would naturally refuse to answer questions on whether a 2009 version of it exists. But such denials, as the escalation of extra judicial killings (EJKs) in the last four years has shown, are as sinister as they’re meaningless, since, in a number of cases, the denials have not prevented EJKs. Under these circumstances journalists’ and media groups have no other recourse but to assume the worst– i.e., that Mr. Conde’s life is in danger.

    The AFP document accurately lists Mr. Conde as a former officer of the National Union of Journalists of the Philippines, but claims that he is being “targeted” for influence or organizing by the Communist Party of the Philippines, which by itself justifies neither his inclusion in the list nor the threat implied in it. In addition, however, the inclusion of Mr. Conde in that “OB” is troubling in the context of the continuing killing of journalists.

    The harassments, threats and other assaults on critical and independent journalists and media organizations already constitute a pattern of government intimidation that has eroded free expression and press freedom in the Philippines.

    While the consensus is that the killing of journalists cannot be blamed on government except as a result of its inefficiency and indifference, the case of Mr. Conde suggests that journalists and media groups may have to rethink that assessment. Are journalists being included in so-called “OBs” to justify attacks on their persons as well as on the freedom the Constitution guarantees their profession?

    On the appointment of generals; civilian authority daw over the military. That seems to be mere lip service – the President is the kumendeng in chief.

    But with all those military men heading the executive department, the military really has authority over the civilians. And don’t give me that cow dung about their being civilians already. Their entire adult life was spent in the military.

    Gloria’s cling to power for so long (and probably beyond 2010) reminds me of a funny conversation between four friends talking about their respective grandfathers’ stubborn cling to dear life.

    Friend#1: Yoong lolo ko sobrang tanda na nang namatay. Namatay siya sa edad na 96.
    Friend#2: Wala iyan !! Yoong lolo ko namatay sa edad na 105.
    Friend#3: Ang ba-bata palang namatay ang mga lolo niyo !! Yoong lolo ko, kung hindi lang nahawa sa sipon ng lola ko, eh buhay pa sana ngayon. Namatay tuloy siya nang wala sa oras sa edad na 117.
    Friend#4: (medyo naiiyak) Yoong lolo ko buhay pa hanggang noong isang buwan sa edad na 124. Pero dahil pare-pareho na kaming nahihirapan sa paglipas ng panahon, pinatay na lang namin siya sa sobrang ka-tandaan.
