The ‘puzzle’ that is Philippine education: Still in crisis after all these years

High dropout rates. Low pupil performance. Poor teacher quality. Inappropriate language of learning. Irrelevant textbooks. Excessive centralization. Inadequate financial resources.

This is how Yale University professor George Counts described the Philippine educational system in 1925, when he did a study on the performance of the country’s school system.

More than eight decades since Counts’ study, the educational system has barely improved and is facing the very same, if not even more, problems of access, equity, quality, and relevance

  1. Indonesia and Malaysia both had higher primary net enrollment rates at 96 percent and almost 100 percent, respectively, and completion rates of 99 percent and 95 percent. Even Laos and Cambodia fared better than the Philippines with only 72 percent of Filipino children completing their primary schooling compared to 75 percent of Lao and 87 percent of Cambodian children.” – PHDR

    So what will Gloria and her minions do about it? Conduct their own study, too?

    Earlier, gov’t said they will debunk as exaggerated SWS’ latest survey that 14M Filipinos are presently unemployed and that they will conduct their own survey.

    Between Gloria and SWS and now, between Gloria and the UN, who will the people believe?

    As long as the government is headed by a corrupt leader, education included will not prosper and move forward. Sa mga classrooms na lang, year end, year out, lack of classrooms is always a big problem in the entire archipelago. Ano bang inaatupag ng mga namumuno? puro pansarili at pagpapayaman na lang ba? Nagpaplano ba ang mga public servants na ito, di naman puedeng sabihing walang mga utak ang mga yan, titulado pa nga eh at kung anu-ano pang kaik-ikang PHD, Doctorate pa kuno-kuno.
    Ano ba ang pamantayan sa performance ng mga kawani sa gobyerno. Kasi sa private sector may mga nakaprogram kadataon, may mga objective, may mga target,at may performance report.

    That is why, I want the next president to overhaul the entire government. Total cleansing must be done. What we need is a SURGICAL LIFT, which can be done only by declaring a REVOLUTIONARY GOVERNMENT but only for two (2) years, The new president may start by declaring all government positions vacant including the Supreme Court, in which he may reappoint some deserving justices or replace all.

    The new President should avail the services of intelligent private sector managers/executives with salaries equivalent to their present position to lure them in and further discourage corruption.

    Education should be prioritise. Beginning with construction of adequate classrooms, increase the salaries of teachers, providing adequate if not complete facilities and education materials.

    THIS CAN BE DONE, AM HOPING THIS WILL BE DONE !!!

    Ang budget na binibigay ni Gloria para sa Edukasyon ay hindi sapat para matugunan ang mga kailangan ng mga batang mag-aaral.Hindi na nga sapat, kukurakutin pa nila. How can you have a quality education when the assistance we are geeting from the government is not enough? Ika nga nila, Education is a priviledge nowadays.

    Binibigyan nya ng malaking budget ang AFP dahil malaki ang pakinabang nya sa mga ito.. lalo na pagdating sa election

    To borrow the words from “The King and I”..this is a puzzlement! The study done was 1925..hindi ba it was the Americans who established the educational system sa atin? Hindi ba mayroon ng Thomasites sa panahon na iyan..The Americans set up the educational system..bakit ganoon ang resulta? We were under the Americans from 1889 until 1946. Was the system a failure? kasalanan ba natin?

    sa deped talaga dapat maiayos ang polisiya at management, may mga budget naman sa priority programs pero pumapalpak sa implementatasyon pag nahawakan na ng mga regional heads/ director…tapos ang nakaupo pa pulitiko na hlatang ginagamit lang ang posisyon sa pagtakbo niya sa 2010 as senator.

    No to lapuz as senator…NO to art yap as senator…NO to duque as senator…NO to kuya efren genuino for senator…NO to tito buboy syjuco for senator, NO to angie reyes for senator,…maraming pagpipilian at karapat-dapat na papalit sa present senate circus at animoy peryahan ng mga wannabes.

    From 1946 till now..I see the deteriortion in the system..I started my first four years of education sa San Jose Elem. School..and all our teachers were dedicated and good ..ang mother ko teacher din sa High School along with many aunts..
    quite proficient in English and as a matter of fact, ang ilan sa mga kamag anak ko mahusay sumulat..But now it seems that kahit mga teachers mali mali ang Englsh Is it because ginawang vernacular? May budget naman para sa schools..bakit kulang ang mga classrooms..bakit maliit ang sueldo ng teachers? bakit kulang ang mga libro?..bakit? indeed it is a puzzlement!

  10. With one press conference, Gloria has tripled the number of classrooms, pinagalitan pa yung acting Sec. ng DepEd nung umamin na malaki ang shortage sa classrooms.

    Ginawang three shifts ang classes, but same number of classrooms, teachers and books.

    Tapos ipagmamalaki sa atin ang PHD sa Economics? Kapalmuks amfootah.

    The politicians are to blame for the failure of the poor performance of our children. How can the children learn when probably they go to school hungry. No money is appropriated for books but there is money for the politicians to go to Las Vegas to watch the fight of Pacqiua? If the survey was done in 1925 and the condition of the school and the educational system are still the same, in my opinion the Department of Education all should dismissed including Gloria. “Gloria” put politics aside for a moment, we are talking about generations and generations of our childrens education are in your hands. If you can not answer to your fellowmen, someday you will answer to GOD. Are you prepared for Heaven or Hell. Hell is no way out. With all your power right now no one can be prepared for the fury of fire in hell. You have a PHd, think, think, think.

    Sa totoo lang, hindi dapat problema ang edukasyon sa atin. Kaya lang sa bawat piso na nakukuha ng gobierno sa taxes, aids etc, masuwerte na kung may 10 sentimo na pumunta sa mga tao. Yung 90% eh pumupunta sa bulsa ng mga politico (tongressmen), governors, mayors at pati na mga cabinet members at higit sa lahat eh yung illegal president na may “tongpats” sa bawat projects ng bansa.     There are so many aids to our education system kaya nga lang ibinubulsa ng mga halang ang sikmurang “public servants”! Ang tawag diyan sa kanila ay mga “mandurugas”!

Sad but,True!The education system in our country the Banana Republic of Pidal is so weak that it produces over millions unemployed graduates most from the public higher institutions.What they do after graduation? they work at SBMA (Sa Bahay Muna Ako–mag accounting at mag-inventory ng butiki). I was so surprised that even after 10 years of primary and secondary education, most students still can’t get the basic subject-verb agreement right and the lecturers need to teach them like an English teacher. The subject on Communications Skill which I am sure included in every tertiary level course becomes an English intensive class. The factor leads to high rates of unemployed graduates is lack of communication skills.Why high graduates couldn’t write an essay? The answer: the high school principal and the mayor hire a vulcanizing specialist to teach English.After they leave school they emulate Manny Pacquiao.

    Lets face it,English has always been the international language in most parts of the world.and its even true how our education system is deteriorating as years go by.our government’s priority doesn’t really reflect on academic wise in getting top students into universities…in fact the government has really wasted tons of money on instant noodles with raw egg kuno,but as usual some stupid people at DepEd will come up with whatever craps to counter all these degraded situations.These corrupt bastrads government is never able to take any constructive criticism,because there boss in government is too thick skinned and know no shame in the things they do.

  23. The problem of failure in education and the corresponding issue of high unemployment for Filipinos are huge and complex, but maybe, they are still solvable.This may not be the case in 10 to 100 years.

    Anyone who only wants to talk about the massive failure in our education system is now officially part of the problem. Empty words become an unnecessary diversion from one of the worst educational and economic catastrophes to ever confront us. Either we will get into action to solve this problem, or we will watch multiple generations of youth become expendable in our society, and literally perish from our communities and our nation.

    Young men and women who are out of school and out of work are more susceptible to illegal activities that will likely result in their incarceration. So far, the Nunalisa’s gov’t. has not responded sufficiently to this catastrophe involving our “kabataan ang pag-asa ng bayan”. In fact, this problem is not even on the radar of many churches, businesses, elected officials, media outlets, civil rights and social service organizations. Each day that passes without an adequate response from our government leads more young adult into drugs, gangs, violence, prison and ultimately to their death or become a victim of Dr.Hayden Kho’s sex video.

    How are you going to go forward Mr.DepED Secretary? How are we going to progress? If you people are comfortable in being a backward bunch, please do not stop those of us who are yearning to go forward. If you like to be stupid, go ahead but that does not mean that we want to be stupid as you too.

Walang itinuturo tapos liberal na rin ang utak ng mga magulang. Ano pa ang pag-asa? Yung iba ang laman ng utak ngayon “sex”. Meron din ang laman ng utak ay kung anong oras maglalaro ng computer games. Meron din sinasayang ang oras sa walang kwentang ingay lang ng musika. Sa halip na mag-aral ng dapat aralin gimik at laro lang ang inaatupag.
    Sa isang silid aralan na mayroong 50 mag-aaral, ang reklamo ay masyadong marami daw. Ang sa akin, kahit pa umabot ng 100 kada 1 guro sa isang silid aralan, kung determinadong matuto ang bata hindi problema iyan.
    Ang galing nga ng guro, kumpleto ang gamit o magaling ang pamamaraan ng pagtuturo, kung wala naman sa utak ng bata ang matuto wala talagang pag-asa iyan. At kung walang paki-alam din ang mga magulang, ang pangarap ay ililipad na lang ng hangin.

    Whenever I watch the documentary shows about children in the Philippines, I see the kids in the landfill looking for recycled stuff or “pagpag’. Food they can re-wash and re-cook. Or I see even as young as 7 yr old carrying sacks of rice or even sack of sand on their back. Or those going deep under the ocean to look for fish,shells and the like. All of them have one common denominator, these kids do not go to school anymore and whatever money they make, they give it to their parents for their daily survival. They are also products of parents who never learned any trade and just produced babies as many as they could. Never mind what the future brings.

    Our education problem is just a tip of a bigger decay. We need strong leaders who will be selfless to solve all our corrupted system.

    During the late 70’s, I made a surprise visit to a school in Lingayen where my late brother (tomador) was teaching.
    Was outside of the classroom listening and their language of instruction was in the vernacular (pang-galatit,no pun intended). I asked him why it’s like that and just simply said, their level of tagalog comprehension was below average and english was quite poor.

    Sana, totoo ito at walang bahid pulitika. Kasabay nito, sana’y magpatayo din si Pacquiao ng mga eskuwelahan para sa mahihirap na mag-aaral na hindi kayang tustusan ng kanilang mga magulang.

    Higit sa lahat, MAHIYA naman sana ‘yung mga hunghang sa malakanyang na ito ay gamitin at sakyan. Wala naman silang nagawa at ginagawa para sa ikabubuti ng ating mga kababayan.

    Habib, if the Pacman is sincere in helping the Philippines, schools for our children should be his top priority. Make one like the one Oprah put up in Africa. Free dorm, food, clothing etc for intelligent but extremely poor kids. Since Pacman was a product of extreme poverty too before he became famous, he should be able to relate to these deprived children and help them.

    Quite alarming are these kolehiyalas who sell themselves to be in school. We had never gone this low before. Talagang nakakaawa ang ating mga kabataan.

    In the first world countries, there are grants, aids and everyone can avail of these benefits. Maybe the few rich people including those who have looted our treasury should pool their monies together to help deserving students. I belong to a few organizations and everytime we do fund raising activities, it is to fund our scholars. We have a selection process. The applicants write essays on their real lives. The essay becomes our basis of picking the scholars. We also make sure that we background check them to make sure they are in dire need of our help.

  37. Naglabasan na ang mga surveys and studies, lahat yata semplang ang Pinas. Yung latest Competitiveness index, kulelat tayo sa buong Asia. Infrastructure, legislation, R&D funding, education, etc. na nasa kontrol lahat ng gobyerno ay napabayaan na. Kakabasa ko pa lang sa Times at Businessweek, yung study ng ADB, laglag na naman ang Pinas. Pati yung corruption index, human rights, university rankings, blacklisting sa transparency ng banks, etc. etc. dehadong-dehado na tayo.

    Yan ba ang legacy na iiwan ng putanginang si Pandak?
