Hardly had the croaking of the the congressmen who were at the Manila Hotel for the launching of what pundits call Palaka (Partido Lakas at Kampi) died down last Thursday when they were summoned by Gloria Arroyo to a room where she gave her marching orders: pass the resolution amending the Constitution.
Arroyo, the source said, offered the congressmen a hefty incentive: over and above their pork barrel, they will be given P20 million each.
There are two resolutions calling for the amendment of the Constitution pending at the Lower House. HR 737, authored by House Speaker Prospero Nograles, treats amendment of the Constitution as an ordinary legislation to be approved by three fourths of members of Congress, voting separately.
HR 1109, authored by Camarines Sur Rep. Luis Villafuerte, seeks to convene a Constituent Assembly for the purpose of amending the Constitution even if composed only of members of the House of Representatives.
It’s a perversion of the Constitutional provision that amendments may be done by “The Congress, upon a vote of three-fourths of all its members.”
Congress is composed of the Senate and the House of Representatives but Gloria’s frogs believe they can ignore the senators who are not enthusiastic about amending the Constitution under Arroyo’s watch.
Arroyo’s meeting with the congressmen is the height of of her deceit because just a few minutes before that, she crowed before them, “Cynics and detractors love to paint grim scenarios about a cancellation of the 2010 elections. Let this merger of LAKAS and KAMPI be tangible proof of the Administration’s readiness, nay determination, to help ensure that the elections do push through.”
It’s classic non-sequitor. How can a Lakas-Kampi merger be an assurance that the May 2010 election under the 1987 Constitution would push through? It does not follow.
Actually Arroyo’s message was not for the palakas at the Manila Hotel. It was for the public, to lull us into complacency so that she can execute her Gloria forever scheme without resistance. Take note that she did not say that the elections in 2010 would be a presidential election under the 1987 Constitution.
It’s a setup.
To underscore her deviousness, two days before the Lakas-Kampi merger, her minions in the House committee on constitutional amendments recommended for plenary debate Resolution 1109 . The Committee on Rules will have to schedule floor deliberations on it this week before Congress adjourns on June 5 or else it would have to be in July.
HR 737 is now in the plenary and could be debated upon and voted on anytime.
Former President Fidel Ramos, founder of Lakas, who was absent in last Thursday’s event denounced the “undue haste” of the merger.
The “undue haste” is because Operation Gloria Forever is already behind schedule. In the original timetable, a Cha-Cha resolution should have passed Congress February or March 2009. Proponents expected the judicial question to be settled, in their favor by June. That means, Senate can be ignored.
The writing of the new Constitution should be no sweat. Malacañang has a ready draft of the new Charter and all that is needed is three-fourths vote of the House of Representatives. The approval by the Supreme Court of 32 more sectoral representatives caused some adjustment in Malacañang’s payola budget. But what’s P5 billion for the 200 plus votes (at P20 million each) to buy Arroyo’s protection after 2010?
Once the Con-Ass has produced a new Constitution, the referendum could be held in September. The May 2010 elections would be for members of the parliament (if in the new Constitution the system of government would be parliamentary) or for president without the 6-year term limit. Real smart, isn’t she?
Former President Joseph Estrada said if the report about the P20 million officer for a Con-Ass vote is true,” the people will have to make their voice heard against this attempt by the incumbent president to stay in power forever. This is too much. We do not want to wake up one day to realize that Arroyo can legally stay in power forever under a parliamentary form of government.”
Statements from Arroyo assuring us about 2010 elections should be taken with a grain of salt. Let’s be reminded that on December 30, 2002 she said in front of Jose Rizal’s monument, “ I have decided not to run for President during the 2004 election. If I were to run, it will require a major political effort on my part since I am among the principal figures in the divisive national events in the last two or three years. My political efforts can only result in never ending divisiveness.”

MANILA, Philippines – (UPDATE) Twice blocked in the committee level, House Resolution 1109 convening a constituent assembly to amend the Constitution even without the Senate is finally going to the plenary for deliberation.
Voting 22-10, members of the committee on constitutional amendments, mostly from the majority bloc, approved the resolution on Monday in an emergency committee meeting called by its chairman La Union Representative Victor Ortega and Speaker Prospero Nograles.
“Matagal na ito [It’s been too long], we have to get this over with already,” Nograles said when asked about the rush for approving the resolution…..
This is vote buying at its worse form. If this can be proven, why are the Filipino’s tolerating this? Can she get prosecuted along with the recipients?
I think it would be better if Glueria and her Puppets in Congress should push through with Cha-Cha initiatives so we can all show to the world what are we really made of.
The people’s response once parliamentary system is in effect is the true measure of their being.
As far as i am concern, i’m all for the total elimination of politics and politicians. They are all useless, and we, definitely, can survive without them.
Right now, change is really not forthcoming, because the majority still patronize politics.
We can have a government without politics. True Government is about service and leadership. Politics is about social control thru manipulative schemes and suave talking.
We need to be governed, and should not allow ourselves to be manipulated.
We need a True Government, not Manipulative Politicians!

Mas mabuti nang ang leader ang siyang magtulak sa tao upang gumawa ng sarili niyang solusyon at hindi iaasa lahat sa pangulo.” Not the exact words, but you get the drift.

Tongue, there’s always a chance for a person. A come back is always possible. At first, I disagreed Erap running again. But with the opposition still divided and so many presidential candidates, there’s now no choice but to let Erap run if only to stop this GMA Administration from taking over the Palace again. If I were Erap, I would pick a good Vice President and promise him or her a sharing term. Erap could be the President for the first three years and then give the remaining three years to his Vice. If he does this, he would be able to unify the opposition and defeat the administration. He would be able to vindicate himself and make sure that the Evil Bitch pays for her crimes.
Tama si bitchevil by saying that all our noise for the past nine years merely landed on deaf ears. But I also agree with some of the bloggers here that something needs to be done before gloria’s diabolical plan takes off. The question is how to go about it.

If it seems like next to (almost) impossible to kick gloria and her minions out from the portals of power at least at the moment, it is because the people are left to fend for themselves. Hawak niya ang militar at ang pulis. And for the eerie token that she is beholden to both the military and the police, hawak din siya ng militar at ng pulis. With the armed component all in gloria’s favor, how would the people fare in an armed conflict just in case ?
Her invulnerable wall of defense does not stop there. She also has most of the members of the lower house (and some in the senate) licking her bitching ass. Ever wonder why all 4 impeachment initiatives failed ? It is because while a small portion of the legislative is doing it by the book, gloria and her minions are doing it by crook. And since her evil clout has rubbed on to almost all branches of government, it is almost next to impossible to file charges against any erring official. Why ? Because even the office of the Ombudsman and the Sandiganbayan are not spared of corruption and contractual politics. Worst, the Supreme Court which is supposed to be the final arbiter is itself tainted to the core. Binastos ni gloria ang upper house, sinuhulan ang judiciary at ang karamihan sa lower house, and she has siRA-ULo Gonzales as her brain-dead executioner who charges anyone with sedition who calls his patroness a stupid jerk————or something to that effect. Hindi pa kasali diyan ang baklang stance ng CBCP.
If that is not bad enough, the opposition has no real standard bearer who people will support and trust. There is no one to throw one’s support to just like when Cory Aquino was elected president hands down years ago.
What is lamentable is that there is nobody in the military who would stand up against their corrupt superiors in the demonized chain of command. Noong nakulong si Trillanes, Gen. Lim, Gen. Querubin, et al, all hopes of change was incarcerated with them. It is as if the junior officers had lost all their idealisms coming out of the academy and are just content on blindly following a corrupt chain of command and a self-proclaimed president who nobody cares about but her lackeys.
In my humble 2-cents’ worth of, if it will all boil down to an armed confrontation (as almost everything else had been thrown against gloria including the proverbial kitchen sink to no avail) God forbid, a people’s march with a true opposition standard-bearer as a rallying point and backed by a military whose loyalty is to the constitution and not to the evil bitch would be something to consider, albeit remotely.

Presidency is not like shooting a movie with a take two if one has not perfected his first act.
This is real where our welfare is at stake. Erap did not make his stand for the people. He thought he was portraying and acting a character in one of his movies where a hero is welcomed from isolation and has to make revenge to his enemies.
Enough of this theatrics!
Contrary to what you think, Erap has leadership. He did well as San Juan Mayor for many years, as Senator, Vice President and President until his ouster. What he lacks in education, he made up for this by appointing competent staff. No one can deny the quality of his cabinet members…most if not all are good. Unfortunately, some became traitors.

I was pushing for Gordon in 1998. But he lost his balls then and settled for a reappointment, however failed, as SBMA chairman. The timing then was perfect for a Gordon presidency, an accomplished administrator who has proven he is worth his salt. He has taken volunteerism to new heights, which the country needs badly until today.
But he chickened out against Erap he and his people were so devastated his SBMA Gen. Manager (Ferdie Aristorenas), who was my classmate in UP (as is Inky Reyes who was his Chief of Staff), died of a heart attack (some friends suspect he committed suicide) after the Supreme Court upheld Erap’s appointment of Tong Payumo.
In politics, timing is everything. But to answer your question, yes, Gordon is still high in my list but not at the top.
