Lacson quits 2010 presidential race

Taped message delivered by Sen. Panfilo Lacson on ANC Leadership Forum

ping-lacsonThank you for this invitation to the second ANC Leadership Forum. Up until I made a decision last Sunday to retire myself from a race that would matter most in the lives of our beloved countrymen, I had every intention to share with our people my vision of what the Philippines ought to be in a Ping Lacson presidency.

My vision is clear as it is simple – the country’s problem is government, bad government. The solution stares us right in the face of the problem itself. I believe that we need to discipline 1.5 million members of the civilian and military bureaucracy and imbue them with the right motivation and a sense of genuine public service. In short, if we hope to solve the problems of most of the 90 million Filipinos, we must set government right. This is the only way we can move forward as a country, and as a people.

But correcting government will not come easy if it does not start with the leader himself. One cannot discipline if one is unable to discipline oneself. One cannot preach clean government if one is himself on the take, or his relatives and cronies are themselves the thieves. If a president cannot lead by the power of good example, then governance will always be bad.

My vision for the Philippines is one where basic services are guaranteed, where health and education and public safety are prioritized, and no-nonsense government is instituted in all levels of the polity.

Sadly, what we have today is a feudal set-up foolishly labeled as democracy, where transactional politics is entrenched both in the bureaucracy and local government units; and where the poor are deluded into believing that throwing candies or giving instant noodles or occasional help in distress is the be-all and end-all of public service. In the grind for survival, the poor forget all too often that the occasional goodies they get are mere scraps from the tables of the immoderately greedy powerful who plunder public coffers, or abuse power for self-profit.

I have always maintained that if we doggedly and purposively set government right, the rest will follow. When people respect government, they pay the correct taxes and follow even the simplest of traffic rules.

Equal opportunity. Level playing field. To each a fair, fighting chance.

Patas na laban, para sa lahat.

But reaching out to the voters, particularly those in the D and E income levels, which altogether comprise some four-fifths of the population, does not come easy. It is most expensive in a political system which has neither strong institutions nor correct procedures.

The great Charles de Gaulle of France, who put order back in a land wracked by anarchy, once remarked that “in order to become the master, the politician poses as the servant”. Like his forebear Nostradamus, he might have foreseen the Philippine political scene of this generation.

But I refuse to lie. And I refuse to purvey make-believe storyboards and saturate the airwaves with fairy tales.

Even if I tried to communicate the truth to our people given the extremely limited resources that I could raise from well-meaning friends who have kept the faith, and believe as I do in my central advocacy of good governance and national discipline, the time has come to face the reality that the intent to lead in this land in order to do good, has become an enterprise only for those who have access to unlimited funds.

I bow to that reality, which is why I have chosen not to participate any more in this laudable forum of those who seek the presidency of the land.

To my loyal supporters and those who appreciated the kind of work ethic and purposive leadership I have demonstrated as a soldier, as the Chief of the Philippine National Police, and share the advocacies I have been fighting for as senator of the Republic — beyond expression of my undying gratitude, I now pledge that I will continue my relentless battle for good governance; lonely and difficult this may be. Rest assured that in time, we will all join together to support a leader who could best deliver our people from the bondage they now suffer. That leader must have both the competence and character that are the preconditions to purposive leadership so imperative in these crossroads of the nation’s life.

And I appeal to the highly learned in our society to share their thoughts and help guide the vulnerable 80% of the Filipino electorate to vote wisely and conscientiously, not for their day to day personal needs, but for a country that we all love and care for.

Gumagalang,

PING LACSON

  1. I’m gonna bet with you guys that Ping Lacson will run as Vice President instead most probably Mar Roxas’ running mate. Except for the administration, any opposition presidential aspirant would love to have Ping as the running mate.

  2. andres andres

Lito Banayo, a loyalist supporter of Ping Lacson is very close to Mar Roxas as well. It will not be far fetched if Mar and Ping run together. Sayang lang kasi Mar is a candidate of the civil society, the elitistas in other words. Ping naman is supported by the Chinoys. I wonder how their supporters will work and campaign together. Mr. Banayo should put this into consideration.

I would prefer that Ping choose any from the “true opposition” and not from someone who claims to be in the opposition.

  3. Right now, I’m keeping watch of Lacson’s next move. Pag pumalakpak si Gloria, ibig sabihin niyon niyari na si Lacson, who must have been flooded with feelers like those sent to people the dorobo wants to lure to her side and stop from going against her.

Truth is nawalan ako ng gana kay Lacson when he refused to run with FPJ.

Whatever, I hope I won’t be hearing he has gone lovey-dovey with the dorobo and her husband, Lacson’s blood kin.

  5. disguised not discussed…sorry.

  6. B. E.: Sayang lang kasi Mar is a candidate of the civil society, the elitistas in other words. Ping naman is supported by the Chinoys.

    ******

Wow, elitista at intsik!

    Kawawang bansa!

  7. Grizzy, it was Andres who said the above statement…not me. Anyway, a Roxas-Lacson team is good. I don’t think Roxas has any bad record as a cabinet secretary and politician. His problem would be Korina who behaves like Imelda.

  8. Rose Rose

Can’t blame him..with no money to spend how can he win?..At kung magkautang loob lang naman siya to be financed by crooks..why run? mananalo ka man kung balikan at singilin ka naman na mag corrupt ka, why run? Tama siya, what good man in his right mind would want to gain the whole world and lose his soul? what honest man, with intelligence and concience would run and then be corrupt?

There goes MY only hope who could have instilled order and discipline, if given d chance,in a chaotic government bureaucracy like ours. As a former government employee, i have seen first hand the problem of corruption which is the single biggest scourge plaguing this benighted land. Ping could have instituted the much needed reforms in the government to make it responsive to the populace. Alas, it was not meant to be. I know he’s not perfect. Who is?
His detractors hate his guts like the dickens! But compared with the other pretenders to the throne, they’re just that. . .pretenders. . .we just lost a good presidential alternative. . .

  10. BALUGANGGALA BALUGANGGALA

i admire lacson very much, he’s got balls, guts and political will our country needs badly, but he made a mistake when he ran head on FPG, as i have been telling my friends and neighbors,he could have been president. anyway six years after 2010 he could still run for president. good luck senator lacson, run as vice president.

  11. Rose Rose

Admitado niya na hindi niyang kaya gagastusan ang maging isang presidente..hindi niya kaya ang magnakaw, magsinungaling at mag corrupt…that is very honest of him..tunay siyang leader..that is the kind of guy we need..we need to change the dirty political system. Let’s play kick ball at sipain si Gloria..sa hockey she is the puck..sa kapangpangan..fxck ‘er.

  12. taga-ilog taga-ilog

That way he can still be effective leader.

  13. Lacson’s senate seat is until 2013. Yes, the next President who is from opposition could appoint him as cabinet secretary of any law enforcement agency. But, I still wish he runs as Vice President so that he could go after the Malacanang criminals. Among the presidentiables, Lacson is the only one who has the guts and determination to prosecute the Evil Bitch and her gang.

  14. Rose: At kung magkautang loob lang naman siya to be financed by crooks..why run? mananalo ka man kung balikan at singilin ka naman na mag corrupt ka, why run?
    *****

  15. BE: Lacson is the only one who has the guts and determination to prosecute the Evil Bitch and her gang.

  17. I have a question. Why would Roxas be a good President? Is it just based on good records and stuff? – just asking.

  18. People always think politics is a game, but I always beg to differ for Lacson,he’s true to his word. It is no longer a game when politicians make political decisions which affect the lives of millions of people for which they are responsible; which determines their standard of living; their daily livelihood, their health and wellbeing, their security and in fact the very essence of their being alive.

how could anyone vote for Roxas, and then vote for a fascist for VP. thank god we vote separately

  20. jojovelas2005 jojovelas2005

I saw firsthand how corrupt Mercado was when he was SND. I tell you, front lang niya yang Pepsodent at Kapwa ko, Mahal ko facade niya. Akala ko matino yan dati before he became SND.

You can ask the old-timers at DND to countercheck what I said.

We will all see what I mean pag-upo ni Esperon as SND shortly. Pupula na naman ang hasang ni Doktora!

  23. i’m okay with lacson as VP candidate. in fact, it makes the decision making process much easier. since i’ve been going back and forth between mar roxas and lacson, once ping eliminated himself from the race, automatically kay mar roxas na ako.

  24. Mike Mike

Like I said in another thread, this act of Lacson would somehow help the opposition win the next presidential elections. The lesser the candidates from the opposition, the better chance of winning. What Binay said is also true, that the ramming of the con-ass by the rapists (of the constitution), it will unite all the opposition forces. Hope this holds true until voting time. Abangan nalang ang kasunod na kabanata.

  25. Mike Mike

  27. leahf leahf

    here are some Lacson positions:
mandatory camps for college students as they have in Malaysia
    mandatory national ID
mandatory SIM card registration (imagine having to pay a fee to the NTC every year, or when you change phones/SIMs)
I am glad he is not running

Siguro nga corrupt siya, pero I know he tried not to be for sometime.

We are all corrupt, or corruptible. As they say of Mercado! It took CJ Puno to say that ours is an autocratic country, not democratic. We are governed by the golden rule: gold rules. Yet we act as though we heard nothing.

It is well within the power of Congress to limit the President’s power over the purse. Sinubok niya bang magpanukala ng batas ukol dito?

  37. taxj, the limitations on the powers of the President is detailed in the constitution. Lacson cannot change it unless they change the constitution.

Utak-talangka to the max.

I know deep in my heart that my dream president Bgen Danny Lim is not running for the highest post. So, I already positioned myself to go Ping as he is the next best person to lead Pinas in my judgment. (Why next to Lim? Because I saw the compassion, courage and valor of Bgen Lim na tamang-tama sa panlasa ko).

Ping’s withdrawal does not make easier for me to choose for another one because there is no another one closer to his achievements and dedication to expose kababuyan and corruption of the highest order by the Gloria-Mike Arroyo tandem.

  45. Mancao is not the reason why Lacson is withdrawing. The reason is funds. He cannot raise enough money to fund a presidential campaign complete with a full slate senatorial ticket.

He is not doing well in surveys. kapag ganyan, it’s difficult to get contributors to help fund your campaign.

Siyempre the businessmen will give money to candidates who have the best chance of winning.

  46. kabkab kabkab

A good man like Lacson will continue to be a hot commodity in Philippine politics. Be it at the DND, Security or whatever position that fits his background, Ping will remain a man of courage and integrity.

  49. teddy agbayani teddy agbayani

A crime requires both intent (mens rea daw sa Latin) and an act. Without one, there is no crime.

I have all the intent to shoot a famous pig. The only time I shot a firearm was in ROTC in college – eight rounds of a Garand rifle in UP. Matanda pa ang armas sa Tatay ko. I dare Raul Gon to prosecute me on this announced intent.

Even if the intent of Lacson, or a certain Bigote is proven, there is no proof of the act. There is, in fact, no proof of a death. The DNA of the bones retrieved is not human DNA.

Yan talaga ang game plan, to delay the proceedings, dahil mayroon nang motion to dismiss by way of demurrer to evidence si Atty. Avisado.

Thanks, Atty. That explains very well the situation.

  53. …track record…

  55. chi chi

I don’t go for a political party (lalo ngayon), but on the strength of character of the candidate and his plans for the country as presented to the people and me.

Unlike in the US, a political party is useless in Pinas today. Isang katutak at walang roots to stand on.

  56. Hanggang ngayon, it’s on record that the bodies of Dacer and Corbito have not been found, the absence of the bodies does not contitute crime.

  58. Spot on, chi. A political party here is a mere logo that a candidate prints on the sample ballot. That’s why the elections is reduced to a mere politics of personalities not of issues.

I was a card-bearing NP until after Villar “bought” the party and nows calls it his own.

  59. “constitute” hindi “contitute”, ay bulol.

If you want security and peace of mind, Singapore is the place to live in. If you want chaos and anarchy, well, where else but to live in the Philippines. It’s a matter of choice, really. Lacson during the last presidential campaign, envisions himself to be ala Lee Kuan Yew which is not bad, it is actually good for the country. Lacson knows that what our country lacks is discipline, even if we have the most perfect constitution in the world, without discipline, the constitution is but a useless pamphlet. If that is the case, a roll of toilet paper has much more use than a constitution that is not embraced and respected by the people.
“Sa ikauunlad ng bayan, disiplina ang kailangan” remember that slogan of Marcos during the hetdays of Martial Law? It almost worked for us, but unfortunately, Marcos and his minions doesn’t follow what they preached.

Yung more than three million votes na nakuha ni Senator Lacson when he ran for president in 2004 were conscience votes, i.e., hindi natumbasan ng kahit magkano. Give or take a few thousands, sa kanya pa rin malamang ang mga botong ito kung sakaling itutuloy niya ang pagkandidato sa pagka-pangulo sa 2010. Now that he had quit, can he deliver these votes to whoever he will support?

On the lighter side, I wouldn’t compare gloria to a dog or gloria is dugong-aso. Na-i-insulto ang mga aso. At least dogs lick our hands, wag their tails, protect us from all intruders in whatever form, and all for a handful of food to eat and a little bit of water to drink we give them. It takes so little kindness on our part in exchange for a dog’s whole-hearted loyalty.

No, I, for one, wouldn’t compare my dog to gloria. Buwaya at ahas siya but definitely not a dog.

  68. Tongue,

I did not vote for him as I do not vote for the LDP party.

  72. Lacson did not take heed of INC’s Manalo to give way to FPJ. Thus, his relationship with Manalo is not as close as in the past. Unknown to many, perhaps one reason of his backing out from the race is INC’s non-commitment to support him. Before FPJ decided to run in 2004, INC and Tsinoy Community promised to support him. But events and history changed all that.

  73. TonGuE-tWisTeD: …the limitations on the powers of the President is detailed in the constitution. Lacson cannot change it unless they change the constitution.

Unless we address these concerns Gloria will always be with us, personified by whoever succeeds her. I am not pro-chacha, though I know that it is wanting in so many ways, because there’s no such thing as a perfect Charter. I am for making the most of what we have. There is so much we can do with it. Congress can start by limiting the funds that the Presidency can toy around with.

Mere changes in leadership will never bring us any relief. It never did. Only people empowerment through stronger local governments will. We don’t need a cha-cha for this. Only plain and simple legislation! The challenge is how to make our legislators do it.

Just to correct your unfair impression, Arch. Oscar Cruz, no less, praised my article “The Naked Impress” published by the PDI. He coursed his email through CBCP. I also have such articles bashing Gloria, which drew positive response from the likes of Randy David and Artemio Panganiban.

  74. SNV, who are you referring to in this statement: “Kung sabihin ng judge na walang krimen dahil walang prueba na may pinatay, hindi na puwedeng ma-prosecute si Bigote.”

    Berroya?

  75. saxnviolins saxnviolins

SNV, who are you referring to in this statement: “Kung sabihin ng judge na walang krimen dahil walang prueba na may pinatay, hindi na puwedeng ma-prosecute si Bigote.”

I meant Erap. If, in the trial of the PAOCTF men there is a finding that there is no probable cause because there is no evidence that Dacer or anybody was killed, then the expression of intent by Bigote (Erap) becomes useless. No death, no murder; no matter how severely “irritated” Bigote was. Stupid talaga yang big production about Mancao, because he can only prove intent. The issue of a death being caused is still lacking in physical evidence. Mag-imbento ka pa Raul Gon. Kulang ang production.

In fact, there can be, and there should be a separate trial for Erap and Lacson, and not lumped together with the pending case. The reason for that, is that there might be conflicting defenses between and among the alleged co-conspirators, and they should be tried separately. For it is possible that one alleged co-conspirator may turn on his other mates. So that there will be no collusion, or intimidation, a separate trial must be had, so that an accused can call the other co-conspirator as a hostile witness.

Note that although there were only two accused in the Michael Ray Aquino spying affair, he and Aragoncillo were tried separately.

So Atty. Avisado should move the judge to rule on his motion to dismiss by way of demurrer to evidence, and assert that if ever, Lacson and Bigote (Erap) could and should be tried separately. The decision on his motion should not await the reinvestigation, since it is of little value, and does not negate the assertion that there is no crime since there is no proof of death. In fact, I will even admit, hypothetically, the intent of Lacson and Erap, for purposes of the motion in the pending case.

As for Berroya, if it can be proven that he fabricated evidence to link Erap and Lacson, then he may be tried for that separate crime.

  76. saxnviolins saxnviolins

Erap wanted to scrap the pork barrel.

  78. Why is FVR’s name not often being mentioned by media when it comes to anomalies and crimes? Who knows, it could be FVR who masterminded the assassination of Ninoy as well as Dacer.
Remember Dacer was about to meet FVR before the former was killed. Why single out Lacson and even Erap?

Dinaya is more like it.

Patay! Para sa akin iyan ang mas kahanga-hanga!!! Iyan ang tunay!!!

  81. Any opposition candidate in 2004 would have been cheated and lost, not just FPJ. The Evil Bitch made sure of that. But of course had Lacson slide down to Vice, the outcome might be different. For one thing, if FPJ and Lacson listened to INC’s Manalo, INC’s votes would have gone to any one of them and not the Evil Bitch. One million INC votes, assuming 80% followed the church administration instruction which was 800,000 votes would have made the difference in a tight race.

I voted for Senator Lacson when he ran for president in 2004. If ever he changes his mind and run again, iboboto ko ulit sya.

  85. He may still change his mind. Before the 2004 election, I recall Lacson told the media that he would never enter politics because it’s dirty. Well….

  86. Pardon me…not before 2004 election. It was long before that…before he became Senator. He said that when he was still the PNP Chief, I think.

  88. Come to think of it. Oh yeah?

No bilib ako.

Wais? Nope, manloloko is more like it.

  91. kaskasero kaskasero

hope you don’t mind this long excerpt from lito banayo’s article, but it seems to contradict other accounts that some commenters have posted above.

***… But Erap and the FPJ loyalists cannot seem to forgive [Lacson] for not giving way to the movie king when he wanted to become president in 2004. Yet all that Lacson needed from the high priests of the “opposition” in 2004 was to be treated with respect. They disdained his legitimate ambitions and treated him like dirt. Media floated a dream ticket of FPJ-Ping, but that was only in media. The LDP of Edong Angara pushed Lacson out and insisted on an FPJ-Loren tandem, and even Erap kept quiet, interested only in the “winnability” of his FPJ, never mind principles, never mind competence, never mind character.

In the five one-on-one meetings that FPJ and Ping had, and I was privy to all, FPJ never once offered the vice-presidency to Ping. At the second meeting, he said that it would be demeaning to both of them to talk about the vice-presidency because each had already launched their respective presidential campaigns. The meeting before that, held on November 18, 2003 at the Poe residence and arranged by mutual friends, led to an agreement to have a convention, or at least some process of democratic choice, to determine who between them should be the standard-bearer of the opposition. That never materialized, because Poe was prevailed upon by his handlers to make a unilateral announcement of his quest at a Manila Hotel press conference a week later.

In their fourth meeting, arranged by businessmen-friends, the chief finance officer of FPJ made the mistake of first conveying to Ping the morning before the meeting that they were willing to commit the following: full reimbursement of expenses already spent by the Ping campaign group, plus a cabinet post of his choice and a few more for Ping’s recommendees, plus the assurance that he would be endorsed by President FPJ for the presidency in 2010. Ping resented the transactional approach. No talk about self-sacrifice, no talk about shared visions, just real politik. As I described Lacson in a previous article, he is an “atypical” politician. FPJ’s chief finance officer, businessman that he is, was in the mood to talk turkey and trimmings, not knowing the character of Lacson. In a text response, Lacson replied that he was not about to lose his self-respect and was not for sale. The decent FPJ, in the meeting which nevertheless pushed through, absent the rejected businessman, disclaimed knowledge of any transactional approach.

Only on April 28, twelve days before Election Day, did any headway in the unification talks materialize, and only because Jojo Binay, who as a crusading lawyer in the anti-Marcos efforts knew better parlance and better manners than pure transaction, and Ronny Zamora, who knew Ping Lacson better than the trapos who surrounded Poe, led the way to a solution. But that solution, agreed upon by both Poe and Ping, were sabotaged by the trapos allied with Poe. The whole story is enough to fill a book. Unfortunately, FPJ died of a broken heart, and only he, Zamora, Binay, Butz Aquino, myself and JV Ejercito in whose house that final meeting took place, know the real truth. I will not today mention the name of a trapo who also had personal knowledge of that meeting, as he is now in the employ of Gloria. …***

  92. Angara was largely to blame for that Lacson-FPJ conflict. Angara’s enemy was Ronnie Zamora who was on Lacson’s side. We should not be blaming FPJ and Lacson, but their handlers. Look at Zamora now…he’s on the side of Villar and not with Lacson anymore. Back to Angara, he caused the FPJ treasure bankrupt during the last days before election. He took the money donated by the Tsinoy supporters. Angara brought out boxes of money from his office building. It’s now an open knowledge that Angara is Loren Legarda’s biggest financial supporter today plus the fact that the two have been dancing sweet music for a while now. When Legarda was about to mortgage her ancestral house due to financial problems, it was Angara who came to her rescue. In 2010, a vote for Legarda is a vote for Angara.

  93. During the ANC Forum, LEGARDA was like floating in high clouds with her abstract generalizations as to her platforms. Malabo pa sa alkitran. Hambogera masyado.

And she is for globalization, too.

Mas matino ang mga sagot ni Binay dahil may element of sincerity and conviction at may verifiable na konkretong batayan.

And with his antics, it was more like an Erap Show.

Just my observations, and should not be construed as an endorsement. Afterall, i’m still not interested in voting. The last time i exercised that right was in 1998.

  94. The Lacson Character is not that easy to decipher for the majority who are in search of a resolutely uncompromising leader. They failed to see what’s been staring them all the time.

Ironically, they love the consequence of all his actions.

Worst, they, too, are eager to settle for a Trojan Candidate.

  95. Maraming tanong si taxj. I’ll try to answer all.

In 2005 and 2006, The Senate slashed many of the discretionary funds of the OP. Gloria effectively vetoed the budget, either by instructing the Lower House not to pass it and by direct veto.

“Congress can start by limiting the funds that the Presidency can toy around with.”

Unfortunately, your hitching your high hope on an institution that is already heavily damaged. The budget starts with the House, as proposed by the Executive. Do you expect those ConAssholes to question Gloria’s budget? They usually pass the whole budget as proposed by Malacañang, complete with “tongpats” and all. They slash a few items for show. They pass this to the Senate where many items will be questioned.

Unfortunately again, those tasked to work on the budget in the Senate do their own insertion, okey na yung tongpats sa House kaya pumayag si Villar na ipasa ng buo yung P1.4 TRILLION budget basta ilihis yung C5 at dumaan sa properties niya. Sino nakadiskubre?

Ang turo sa amin sa Management, “separate the doables from the undoables”.

May kumagat ba?

Meron ba?

Ang Mar-Lacson team-up ang dapat nating abangan! Boto ako sa kanila! Tama ka,Ping! Work your way up!

  97. One is an economist and good at business and the other is good at law enforcement/peace and order.

  98. baguneta baguneta

  100. “Meron ba?”

    W – A – L – A!!

    Si Lacson lang!

  101. Alam mo Tongue, there are very few RP military officers na nakaimpress sa husband ko and one of them or the first one was Ping Lacson (tapos hindi pala military but pulis, heheh!).

  102. The PMAers who chose PNP as their assigned unit are still military. That’s what I disagree. PNP should be left to civilian authorities. PMAers should be in any of the four branches of AFP not PNP.

  103. TonGuE-tWisTeD,I have always voted for Lacson. I campaigned for Trillanes. I wrote: Senator Trillanes’ request for special privileges is ill-advised. Nobody deserves any. He should have insisted that through the ballot the people have absolved him of the charges filed against him before he ran for the Senate. He was elected as Senator. Therefore he should be allowed to serve as such. Vox…

I’m sorry if I created the wrong impression na hindi ko ito alam. I’m sorry if I created the wrong impression that I wanted Lacson to do a Don Quijote.

I was just trying to point out where the problem is. Thank you for helping me. I could have not done it without you. You have shown the magnitude of the task that awaits the presidency. Evidently, not one of the aspirants can hurdle it. Nor can even Lacson. A mere change in leadership will not bring us any relief. A few good men cannot repair our damaged institutions.

Now, more than ever we need all hands on deck. Each of us may choose his area of interest or expertise. I choose the local government code. It can institionalize our bayanihan spirit, with the right amendments. Please join me.

    bitchevil,

That allocation of PMA graduates to serve under the PNP is within the law. No one can question that. Not even me. Not even you.

  105. taxj: are you or where you a sailor (merchant marine or navy)?

  106. I’m a retired Local Government Oprations Officer (DILG).

Tongue is right. Lacson alone cannot battle corruption. He can lead it and fight as leader of the pack but he needs allies and fellow fighters in the Senate and in the Lower House. Then we may begin to see corruption eroded.

Sadly, 100% elimination of corruption is almost impossible but if we can only begin to erode this societal and political plague to reach 50% of the no-corruption scale, that will be victory for the Philippines on all levels.

For one thing, the Philippines will benefit in terms of international investments (not only Russian mafia investments) and most of all, RP will be able to seriously begin addressing the issue of mass poverty.

  108. Thanks Taxj!

    bitchevil,

That allocation of PMA graduates to serve under the PNP is within the law. No one can question that. Not even me. Not even you.

…What’s your point? In the past, PMAers were assigned in military units and not police units the latter being of civilian in nature.

  112. Re: “I’m gonna bet with you guys that Ping Lacson will run as Vice President instead”

I won’t bet against you because I might lose!

  113. “I saw firsthand how corrupt Mercado was when he was SND.” — Enciong

Same here, Enciong! The guy is a swine, a thief and a fraud!

  114. bitchevil bitchevil

If Mercado is a swine, he must be banned from entering all countries since he has a Swine Flu.
