House resolution seeks probe on asset declarations loopholes

Following a VERA Files report on Pampanga Rep. Juan Miguel “Mikey” Arroyo’s failure to declare in his latest asset declarations a multi-million-peso property in California, three party-list representatives filed Tuesday a resolution that seeks “to investigate the loopholes in the SALN (Statements of Assets, Liabilities, and Net Worth) disclosure system using the Arroyos as a case in point.”

“It is high time for Congress to scrutinize the system of reporting of the SALN and to determine whether or not drafting a new law is necessary to ensure that all civil servants stick to the basic rule of utmost transparency when submitting their SALNs,” said Bayan Muna’s Teodoro Casino and. Satur Ocampo and Gabriela Women’s Party Rep. Liza Maza in House Resolution No. 1358.

“Should hearings push through, we will invite PGMA (President Gloria Macapagal Arroyo) and/or her lawyer/accountant and Reps. Mikey and Dato Arroyo as resource persons,” Casino said in a text message.

  2. As of now, no case has been filed against him. I’m sure the Ombudsman won’t lift a finger despite the media expose.

    But that doesn’t mean nobody will file a case against him in the future.

    read: hindi pa tapos ang pangungurakot at pagnanakaw namin, barya lang yang nadiskubre nyo.

    Nakakaiyak na nakakatawa ang ipinapakita ng pamilya arroyo, talagang makapal ang mukha, ganid at walang
    konsyensya.

    Naniwala naman ako na lahat ay may katapusan at inaani kung ano ang itinanim ( it is just a matter of time).

    I have been following the VERA reports and your writings in you column about the SALN of the two sons of Gloria. It seems that Mikey Arroyo really hates being ask as to the source of his fantastic increase in his net worth, to the point that he quips” so sue me in court”.

    So let’s pursue what he wants, only we do not consider filing in a case in the Philippine courts because that is precisely what Mikey wants. Why not raise the issue of studying the filing of a case in the US court by studying possible violation in RICO act and the money laundering laws of the US.

    Just follow the money trail. How did the Arroyos pay for the houses, definitely in US dollars (not in Philippine pesos). For such big amounts, they definitely had to bring US $ to the US, either through a bank or in cash (perhaps by using diplomatic passports). In the latter case, if paid in cash (by looking for the former owner in the US registry of deeds), that is definitely a violation of US laws.

    If a bank was used, under AMLA rules, anything brought to the US of more that $10,000 must be reported to the IRS and must have supporting documents to support and explain the incoming dollars. Were taxes paid on such money, whether in the originating country or in the US (might be a worthwhile look in the Phil.-US tax treaty).

    How the 2 Arroyos managed to bring the US$ to the States might prove to reveal other “irregularities”. In fact if such an investigation (by VERA or any other concerned Fil-Am person or US based organization) might reveal how other “dirty politicians and goverment officials” are able to buy properties in the US or have investments in the US.

    As I read in one of the newpaper columns ( I think De Quiros, yesterday), “wala nang nakakalusot” na issue concerning mga Arroyos, from the parents to the children.

    Hindi na dapat natin palusutin itong dalawang o tatlong (isama na si Iggy) Arroyos na can not explain their increase in wealth. As WInnie Monsold, under the Philippine law on Anti-corrupt Practices Act, the burden of proving that a government official’s wealth is not “ill-gotten” is incumbent on the said official and not on the public or any accuser. Such a suit against these 2 or 3 would perhaps be of use in any investigation of the money trail in the US.

    There is a drawback in such an investigation and that is who will finance such an investigation?

    Why wait for June 30,2010?

    What do they mean by as resource persons,”?

  6. Whether or not there is a resolution filed (in ref to “Should hearings push through,, they must look into Mikey Arroyo’s and his brother’s unexplained wealth.

    Declaring assets or not does not exempt them from investigations into unexplained wealth. This is common sense.

    The sudden, unexplained wealth of these two members of Congress, which they accumulated immediately after their election into public office requires thorough investigating, FULL STOP!

    Meet the dead dick’s “sue me” challenge.

    Nothing in the constitution forbids other members of Congress to look into this with fine toothcomb.

    It appears that the Office of the Ombudsman sleeping on the job or sees no evil if Jose Pidal Arroyo family is involved in alleged crimes. Ombudsman Gutierrez is not aggressive enough to start an investigation. VERA files are a good starting point to pin down tongressmen Mikey and Dato. The Department of Justice and AMLC can start its investigation on money laundering angle. Where are the evidences? Well, do your homework and don’t wait for documentary evidences to fall on your asses.

    I read somewhere that the reason Gloria wants to extend her term is greed and not necessarily for fear of being prosecuted for numerous anomalies. According to the same article, Chief Justice Puno told Gloria that they have themselves ‘covered’ because they have put all their men in positions to protect them, like the justices in the SC.

    In the same manner, Mercy of the ombuds is also there to cover their ass. My question is, cannot a new president require all of them to tender courtesy resignation? If not, lucky evil bitch siya talaga.

    Tapos, iyong mga opposition tiyak, sasampahan agad iyan ng issue sa Diet namin para makalkal ang katotohanan.   20. Si Aso nga, to convince us that he was doing all he could to boost up the economy, he ordered the treasury to distribute shopping money of 12,000 yen to people over 18-65 and 18,000 yen to people from 0-18 and from 65 up years of age a few months ago.

    I got 12,000 yen and so do my husband and son. Pinadala sa bank account ko, but it proved nothing. Nagpasalamat ba ang mga tao sa kaniya? Nope, kasi di naman galing sa bulsa niya ang pera. Parang refund lang ng taxpayers’ money namin ang nangyari.

    Nagalit ang mga tao dito. There was an outcry for a new election, kaya nagkaroon kami ng election on August 31. Expected na matatalo ang LDP, pero umasa pa rin si Aso na di sila mapapalitan, pero galit na talaga ang mga taumbaya kaya binoto nila ang DPJ instead.

    Na-iskandalo din iyong dating lider ng DPJ sa totoo lang just recently. Nangupit ng campaign fund iyong secretary niya at nangurakot gaya ng ginagawa for instance noong mga alipores ni Gloria Kulimbat. Pinukpok sa media at sa Diet even by his own partymates. Napilitang bumaba para lang ma-redeem rather ma-save ang good reputation ng bagong tatag na partido nila. Pinatawad ng mga taumbayan. Presto, nanalo sa eleksyon!

    Si Aso nanalo sa distrito niya, pero talo ang partido niya. Kaya the next day of the election, in-announce ang change of ruling party/government, at bumaba siya sa puwesto. Sa Pilipinas, bulgar na at lahat, nakakalusot pa rin with just “I’m sorry, lapse of judgment.” At ang kapal ng mukha, di bumaba! Pakapalan ng mukha!

    Worse, nagpunta pa doon sa wake ni Cory Aquino na nagkasakit na at lahat sa pagsabi sa kaniyang bumaba na siya, for all you know, stress can cause and aggravate cancer. Kaya dapat talaga di sinalubong ni Noynoy sa wake ng ina niya iyong isang dahilan ng pagkamatay ng nanay niya. Medyo nasuka ako doon sa totoo lang.

    Truth is I have promised the Lord above na hindi na ako magmumura, pero when I think of these crooks in the Philippine government and how they can remain oppressing their own people, etc., di ko mapigilan! Tuloy panay ang mea culpa ko.

    Kaya ba nila? Dapat kaladkarin nila ang animal sa Congress at di payagan mag-invoke ng executive privileges kuno niya. Kundi nila kayang kaladkarin ang animal, puede ba kumilos na ang mga taumbayan at sila na ang mag-lynch sa animal?

    Kundi ba naman gago kasi kung bakit iyong mga appointees ng animal sa Supreme Court, Prosecutor’s Office (Ombudsman), police and military, etc. ina-approve at kino-confirm ng mga bobo! If that is not being stupid, what is?

    The opposition should really concentrate on fielding in REAL OPPOSITION candidates in congress and senate. Habang nandyan ang mga ASO ni boobuwit, nothing will happen to any of the cases. They will all fall into the cracks! The tongressmen and senatongs(now Gordon is one of them)will just look the other way (where the tongpats and bribes are greener).

    Just to give you, guys, an idea, over in Japan, we can now file lawsuits against those we think have offended us even when we do not have money, for the Japan Federation of Bar Association has managed to ask the government to create a legal aid agency that will provide help and assistance to the oppressed needy. Kung walang funds iyong maghahabla, binibigyan ng financial help.

    Kung class suit at citizens’ initiative, most likely, the money will come from fundraising campaigns, at dito hindi mahirap mangalap ng pera especially when the public understand the issue. Iyan ang trabaho in fact ng media, ang ipaalam ang issue sa taumbayan. Kaya dito lucrative business ang dyaryo, radio at TV.

    Sa Pilipinas kasi puro comics, at sayaw-sayaw sa TV. Iyong mga serious programs, pag napag-initan ng mga kurakot, tinatanggal pa.

    Buti na lang may Ellen Tordesillas, Yvonne Chua, et al. Iyan ang mga “di atatakot, di atatakbo!” Award o no award. lumalaban! Cheers!

    Erap concentrated on the Senators in the 2007 elections. He did not do a good job with the congressmen. So now congress in filled with tongressmen. Tinatawanan lang nila ang mga kumakalaban sa kanila. They are saying “BELAT”!

    I suggest we indulge Nograles on his choice of words. Solita Monsod demolished Mickey and bared him as an authentic nit — the egg or larva of a parasitic insect, especially a louse. Monsod, however, did not identify the progenitor louse and left it to the public’s imagination. But Nograles does elicit a thought that has escaped public notice: the successor of the louse.
    The choices emerging from the woodwork are not just miserable, they are disgusting. A tantalizing exception is being urged and persuaded, even prodded, to accept the challenge, but keeps the nation in suspense about his decision. Noynoy the coy.

    Glad this specie has a date of extinction. Another fearful forecast is the possible winning of the pothole faced educated Mangyan mestizo, Kabayag de Cashthrow in the next fishermen’s fair in 2010 which is seen as its another escape from the net.

    Butchers with dull hatchets like the arthristic Erap, the ever resourceful kuno C5 and Chopchop artist Manny, the mama’s boy Noynyoy and other nuisance opportunists should join forces and come up with a common tool to catch the fish and bring its existence to its end. The problem with these people is each wants to be a star performer and doubts still hang in the air if anyone among them has the courage to drain the water of the golden aquarium, the only means to kill the fish, its fries, its mate and its guild.

  38. At least, si Erap, puedeng pagsabihan. Amenado ako diyan Tedanz. I actually wrote him before regarding the door-to-door business of his son Jinggoy when he was president that he himself even tried to promote in Japan.

    I told him that it was, and still is, considered blackmarketing and illegal because money transactions in Japan could only be engaged in by legitimate banks. Pinahinto niya, and we never heard of that company, JP Express, ever again.

    Pinahinto rin niya ang asawa niya noon na pumupunta ng Japan tapos nagbibigay ng mga statement na wala sa lugar gaya ng hihilingin daw niyang ibaba ang edad ng mga Japayuki na ibinubugaw sa Japan kahit na labag sa batas ng Japan dahil sa pinapairal dito iyong Child Welfare Law na hindi puedeng pagtrabahuhin ang mga batang wala pang 18 taon at saka hindi puede sa mga inuman kundi sila 20 taon. Ilan beses na pinagsabihan ang Philippine Embassy na bawal na mag-transact ang mga bangkong pinoy dito ng mga remittances ng mga pilipino dahil puede naman silang magpadala sa mga bankong hapon, pero hindi tinitigil hangga’t di sila nahuhuli.

    Mali ang information mo. Gloria did not finish school in the US. Observer status lang siya sa Georgetown U dahil di siya tinanggap ni Cinco na dating president ng UP noon.

    Nagtapos ng undergrad iyan sa Assumption, tapos nag-master sa Ateneo and then someone in UP granted her PhD for a fee daw kaya malaking scandal sabi ng kakilala kong professor doon dahil rehash ng thesis ni Dadong Macapagal ang dissertation niya.

    In short, hambug lang, sinungaling pa! Pati nga si Clinton sinabi niyang naging beau niya di naman totoo kasi mismong si Clinton nag-deny na naging kaklase niya si Kulimbat.

Personally, I don’t give a frig about a politician’s (Erap’s for this matter) “salacious” private life provided it’s out of the limelight and doesn’t impede his/her job; and does not become a basis for political contention that makes it difficult for him/her to do his/her job he/she is required to do and is being paid to do.

    That a politician might have 200 children out of wedlock may not be an issue as far as I am concerned provided said politician does not go around moralizing to others or provided these same children (and by extension, their parents, eg., mother or father) do not abuse the political position of their father/mother.

    I do have an issue with hard drinking politicians because in my view, hard liquor (as well as illegal drug substances) has an adverse effect on the thinking capacity of most people and is hardly the stuff that one needs to take when making important decisions for the country.

    As for Marikina being part of Pampanga, and the people there being kapampangan, I doubt. Truth was there was a time, Manila was governed and considered part of Cebu until Intramuros was built and Manila was established, but did it make the people of southern Luzon Cebuano? Nope.

    As one who grew up in Manila with an Ilocano mother, definitely will refuse to be identified with what our neighbors then describe as “dugong-aso.”

    BTW, I am not a fan of Bayani Fernando either. Kung may lahi siyang dugong-aso, pakialam ko. But I have an uncle who served as Mayor of a town next to Marikina. Lahing British, di lahing dugong-aso! 😛

    Ako ang nag-email ng photo na yon. Google photos whether in Earth or Maps used to be updated within 1 to 3 years. But ever since Google started selling the service, they have shortened it to two years max, requiring them to buy photos from suppliers more frequently. It is highly probable that the pic was taken after Mikey has bought it, but proving the cars are his is a separate issue.

    Marikina was considered a part of central luzon and kapampangan during prehispanic times according to Loarca and Tondo was Kapampangan as well pati rin ang Rizal province kaya merong Baras sa Rizal at Baras sa Lubao,Pampanga at morong sa bataan at rizal,the border between southern luzon and central luzon was pasig river,They changed their language because they don’t wanna be associated with the macabebeans,Majority of the native surnames there are kapampangan such as Pangan,Payumo,Malonzo,Cunanan and Pineda…

    As I said there is also a possibility that Mike Arroyo is related to those Macabebeans since he claims that he has ancestors from Marikina…

    The Cunanans of Pampanga in Ilocos, if there are, as you claim, must have just settled there just like what my British-mestiso ancestor, who was from Binondo did when he married a native lass there, but his name died out because there were not enough male descendant to carry on the name.

    The Cunanans may have the same fate especially if they return to where they have come from, and their settling in Ilocos is not indication enough that Ilocanos, too, have kapampangan blood.

    In short, you cannot lump up people in Manila, etc. as having ancestry originating from Pampanga, for I doubt that theory even if it is in Wikipedia especially with information coming from people who want to clear themselves of the stigma attached to them for what their ancestors did betraying their own kind, earning for themselves the unpalatable name, “dugong aso.”

    Also, some words may have crept into another language but it doesn’t mean they are one and the same in the same way that there are just too many words of Spanish and English in the Philippine languages, but they are not cataloged as European languages, not even included in the family of those so-called “Latin languages.”

    I did not say they are one and the same what i said is there is a dialect continuum in the philippine language group in short there are dialects that are between those languages or transitional in short nasa pagitan sila and it does not mean those languages involved are one and the same,actually many of those kind of dialects were destroyed because of the resettling of the natives by the spanish which had caused the language barriers to be sharp,fortunately there are still remnants of this continuum(s) which should be studied….
