Comedy of errors

Last Monday’s session of the House of Representatives was a comedy of errors starring Rep. Emilio Espinosa (NPC, Masbate).

Last Monday’s session was most awaited because the public wanted to see what would happen after last Saturday’s press conference of House Speaker Jose de Venecia and 25 congressmen where they announced they were backing out of the Senate-less Constituent Assembly they brazenly railroaded last week.

Before that surprise but welcome withdrawal, last Monday’s session was supposed to be devoted to election of the presiding officer and formulation of rules for the unconstitutional exercise that was to come the next day because they wanted the amendments to the Constitution by the weekend (Dec. 15) so that a plebiscite could be held on Feb. 12, 2007 to shift to a parliamentary system of government immediately after.

Last Monday’s session started about two hours late. We went to the session hall at about 4:30 p.m. and we saw only Rep. Butz Aquino (LDP, Makati) and Espinosa.

Espinosa, who is deputy speaker for Luzon, was already at the Speaker’s rostrum.

The minority congressmen were already there after a brief gathering with students and some members of the Integrated Bar of the Philippines near the flagpole in front of the Batasan building where a statement was read against Con-Ass.

The minority congressmen had agreed that they would ask for a categorical withdrawal of the House Resolution 1450 which had morphed into HR 197, which called for a Constituent Assembly even without the participation of the Senate. They wanted any one from the majority to move for the reconsideration of HRs 1450 and 197 and for the restoration of the deleted portion of Sec. 105, which paved the way for their passing of the controversial resolution.

We were told that JDV was still meeting with other active proponents of Con-Ass. It was past 6 p.m. when JDV finally came to the hall and delivered his statement explaining why they are shifting to Con-Con instead of Con-Ass. The statement was a series of “we cannot be insensitive to the calls of the Catholic Bishop Conference of the Philippines, we cannot be insensitive to the call of Bishop Eraño Manalo of the Iglesia ni Cristo, etc. etc.” It was a statement of “insensitivity”.

After JDV, Rep. Prospero Nograles (Lakas-CMD, Davao) moved “to cancel, suspend and postpone amendments to or revisions of the Constitution scheduled to be held at the plenary hall of the House of Representatives at 10 a.m. in the morning of Dec. 11, 2006 as provided for in Resolution No. 197 pursuant to House Resolution No. 1450 until such time that may be set at a later date by this House to enable the House members to deliberate on the option of a Constitutional Convention to effect charter change in accordance with the majority consensus to act towards accommodating the various sectors of society.”

Bayan Rep. Teddy Casiño raised the issue that under their rules, a motion should only have one subject matter. He said Nograles motion had at least two which were to cancel and to suspend and postpone Con-Ass and to hold a Constitutional Convention.

Iloilo Rep. Arthur Defensor was also trying to speak and Espinosa recognized him even as Casiño was speaking. Other minority congressmen also wanted to speak and it was beginning to be chaotic.

The 84-year old Espinosa is the second oldest member of the House (next to Rep. Herminio Teves) and it seemed to us in the gallery that, in many instances, his hearing was failing him.

When Espinosa cut Casiño and recognized a majority congressman, the sectoral representative complained, “You are violating my right!” Espinosa shot back, “But you are also violating my right!

“What right?” the flabbergasted Casiño asked.

“You have exceeded your five minutes,” Espinosa answered. Casiño complained that he has only used up three minutes of the allotted five minutes. Espinosa replied, “On my watch you have violated my right!”

Everybody laughed. Casiño pointed to the watch on the walls that showed he had not exceeded five minutes. “That’s the official watch, Mr. Speaker.”

The session was suspended and a member of the House Secretariat approached Espinosa. We heard one lady representative belonging to the majority saying, “He must have had one vodka too many.”

Casiño was allowed to have his full five minutes when session resumed. Casiño’s issue was then put to a viva voce vote. The volume for “Ayes” (yes) and the “Nays” (No) were almost the same. Surprised, we remarked the majority congressmen were used to saying “yes” so they just said “Ayes” without even thinking they were voting against their party position.

Espinosa ruled, “The ‘Ayes’ have it.” The minority congressmen rejoiced while the majority were up in arms. Session was again suspended and Defensor went up to Espinosa.

When session resumed, Espinosa said he was clarifying his ruling, “The ‘Nays’ have it.” It was again the turn of the minority to complain. They refused to agree to the motion of Bukidnon Rep. Miguel Zubiri to repeat the voting.

Parañaque Rep. Roilo Golez suggested that they refer to the record. Espinosa said, “What record?”

Session was again suspended and we saw Espinosa being led out of the session hall. When it resumed it was Ilocos Sur Rep. Eric Singson who took over as presiding officer. He declared the session adjourned.

We enjoyed the comedy show.

    House of Robots and Clowns might well be the name henceforth. Lawyer Homobono Adaza has a point in filing charges at the Ombudsman office to the effect that congress has wasted the peoples money. With pork barrels and bribes from glueria, this comedy could yet turn out to be a very expensive and unwanted entertainment.

    Katulad ng mga comedy shows ni Dolphy noon, pag may eksenang mabubuko ang kalokohan, magpapatawa na lang. Tawanan naman ang mga nanonood. Pero kwidaw tayo mga friends, baka isang patibong yan. Baka habang tayo ay inaaliw at kunyari ay nahihibang sila, sana matuluyan, may lalabas na namang bagong pakulo. Talagang kumukulo na ang dugo sa mga ito.

    In many blogs on the Internet, for instance, readers have been hailing Constantino as a hero. Meanwhile, the two columnists who tried to silence him are scored for what is publicly perceived as coming to the defense of the con-ass congressmen—an accusation that I think is unfair.

    In any case, the two columnists have done Cons­tantino a favor by turning him into a martyr of the Cha-cha train. Now that same locomotive appears to be on the verge of derailment.

    Anna, I think isa si Espinosa sa mga third termers kung kaya ganun na lang ang kanilang pagsusumikap na ipasa ang con-ass para maging parliamentary at maanatili sila sa pwesto. Kaya hayun, kahit gurang na, nagpipilit pa ring umattend ng session. Baka mamarkahan ng absent.

    In fairness, Espinosa is a respected man from Masbate. But old age has overcome his usefulness. Ang bahay nila ay nasa isang malaking compound at nandoon ang isang radio station. In short, the Espinosas are lording over Masbate for decades. But those who are in the know of political history in the province, it’s tainted with blood. Political killings has been prevalent there, vendetta killings.

    Joeseg, you might be wrong in saying that those OFWs in Japan shouted “Bansai” or “Bonsai” at GMA. It could be “Bansot, Bansot”. Japanese media might not know the difference so they fed us with the word “Bansai”.

    what’s not funny is the thought that even with Gloria’s government toppled … these same people will still be in congress.

    The report says:

    A MEMBER of a militant peasant group and a lawyer of Bayan Muna party-list group were killed Monday afternoon and yesterday morning in Sorsogon.

    Militants listed Cris Frivaldo, who was shot in Irosin, as the 793rd, and lawyer Gil Gojol, who was shot in Gubat, as 794th victims of political killings since President Arroyo assumed office in 2001.

    It is deeply sickening to hear of the continuing killings and to think that two killings occurred yesterday even while almost a thousand mix of European and Filipno demonstrators from all walks of life calling for a Stop to the Killings in the Philippines in Brussels were preparing to march and troop to the Philippine Embassy braving the rain and the cold.

    This government is despicable!

    The old age factor must have really something to to with the comedy of errors. Kaya tuloy nagkaletse-letse na sila sa BP. Pero totoo itong observation na ang mga gurang na con-asses who were very visible in television were not a “pretty sight” kaya their campaign to gain adherents for cha-cha and con-ass was a big PR letdown. Yan ang opinion ni CITO BELTRAN in his column today at the Philippine Star:

    “For one good thing the ConAss achieved was it provided students of public relations a perfect example of how to create a public relations disaster.

    Because of the electronic media and an orientation towards youth and good looks, the Messengers of the ConAss who were all TRAPOS past 60 did not solicit support or sympathy. As they say watching them was not a pretty sight.

    It did not help the speakers’ cause either that Congressman Louie Villafuerte was cast in the role of “Lawyer” for the majority. It looked too much like Caiphas defending the crucifixion of Jesus before the Sanhedrin. In addition it is never good idea to send in lawyers to defend a lost cause or to do it in darkness since congressmen are not stereotypical hard workers.”

    Sa Batasan, inabot ng madaling-araw ang mga Congressman dahil sa minamadyik yung EVAT law. Pinasyalan ni Villafuerte si Espinosa sa kuwarto niya. Pagpasok ni Villafuerte, tinanong niya si Espinosa, “Senyor, nasaan ang mga tao ninyo, bakit nag-iisa kayo dito?”

    “Wala sila. Pinabili ko ng pagkain, kawawa naman, e”, sagot ng matanda. “Tulungan mo nga ako dito, Louie”, sabay abot ng papel na hawak kay Villafuerte.

    “Aba, pinirmahan pala ni Ermita itong request mo,” sabi ni Villafuerte habang isinusubo ng papel sa makina.

    “Oo nga, ang tagal nga inabot, e. Buti na lang merong priority legislation, pinirmahan agad. Dalawang kopya lang ang gawin mo”, sabi ni Espinosa.

    “Naku, Senyor, hindi po puwede, hindi po ito xerox, paper shredder po ito!” sabi ni Villafuerte.

    “Patay!”, sagot ni Espinosa.

    That story was fun…

    Why can’t Gloria’s wardrobe mistress put her ugly clothes in a shredder too so that she could finally and realistically walk in the shoes of the emperor with no clothes!

    Speaking of ugly clothes, when I saw Gloria here, my first reaction was, “Boy, why does she have to wear a “banig”?”

    I mean it, she was wearing a golden coloured suit made of thick fabric that looked like a banig because of the banig looking moulding but on cloth pattern. Either that, or the fabric looked like it was the one those Russian nouveaux riches like to use for their sofa cushions. The suit on an incredibly short, stout, pugilist-looking female sporting a weired hairdo was not pretty at all, not at all. And since she was looking palish grey because of the geisha make-up, couple that with a constant huge smirk that showed rich, yellow buck teeth, the total combination was hideous.

    In the past few days when the news always had coverages in the Batasang Pambansa, I saw more tongressman with big bellies. The minority congressmen were younger looking, slim and pogi pogi pa ng konti. But the third termers, you can tell. Just look for the tired and dilapidated ones, yun na sila.

    Siguro they keep drinking the more expensive liquor bought by our money!

    To think that these tongressman can really work until wee hours in the morning, the compensation must be humungos. Normally, they can not even get a quorum. But now, masisipag sils. PERA YATA ‘YAN AT LIMPAK LIMPAK PA.

    Ingat lang tayo sa clowns na ito, inaaliw aliw lang nila tayo kuno habang iniisahan na tayo.

    kaya si espinosa nananalo sa masbate kase binili na lahat ng bot, ang mga tauhan nya nakabantay sa mga presincts, pag nakitang di pangalan nya ang sinulat, babawiin ang bayad, kung di ibibigay, either mamatay ka o isa sa pamilya mo ang mamatay…kay panalo palagi yan… suportado pa yan ng mga NPA… kaya mahirap kalabanin ang mga espinosa… kaya di umuunlad ang Masbate dahil sa mga gungong na yan…

  34. How sad that this feudalistic way of containing power is still in existing AND THRIVING in the Philippines.

    What really amazes me is how a national, self-confessed criminal like Singson of Ilocos Sur still manages to command national attention. Singson’s criminal nature and actions are not mere perceptions, they are real, he himself confessed to them. Furthermore, he still brags in full public view his unrepentance, his orgies of misdeeds and this to a lot of people is acceptable?

    Have people in the highest echelon of society lost all sense morality, all notion of decency?

    To see the midget hobnobbing, going all the way to Ilocos to party with Singson is really distateful in the extreme.

    There’s no honour there, no self-respect. And all those people who lap up to every Singson trick, the legislators, some members of media, like the members of the Tuesday Club, “esteemed” businessmen topped by all those members of so called high society in Manila really are performing acts that are offensive to one’s sight.

    Anna, the secret of Singson’s longevity in everything (not just is politics, womanizing, jueteng landlording, just to name a few) is his fondness of snakes! He eats them daw! Also, he is the greatest balimbing-flip flopper extraordinaire! He just follows the dough all the time. Heh,heh,heh. With a lot of families to support, it is tough not to be in business all the time. How else can he manage?

    Do you remember the first time Glue ended up in the hospital? She attended Chavit’s b-day party. I wonder what was put in her plate.

    When this evil woman is gone, let’s see how this Singson flips flop. The next leader will not trust him. He will face his tons of cases in court like his Malacanang protector. That’s the reason why Singson is moving heaven and mountain to make sure this evil woman remains in power.

    Parassabayan, you mentioned the food that Gloria ate at Singson’s birthday. That reminds me now of the recent poisoning of one Russian spy in UK. It’s now much easier to terminate someone by means of poisoning and radiation. I hope some brave souls device some ways to terminate the evils hounding our country today…starting from the very top.

    Sa Pilipinas, compared to lawyers in Japan, for example, maraming gago. Trying hard to be copycats of US lawyers. Walang originality. This I have found out after working in the court here as interpreter and now as paralegal. Daming tarantado. They teach their clients to tell lies/commit perjury that Japanese lawyers don’t resort to in order to win a case. They will be debarred if they do the same kind of BS these Philippine lawyers do.

    In fairness to the current regime even if it’s a fake regime, spies or agents are always being fielded in every anti-government rallies of every administration. I can say from the first president of our republic especially during the time of Marcos until this day. However, what we should be more concerned with are the spies sent by Malacanang to infiltrate the opposition ranks. Some of them are claiming to be with the opposition but in reality they are with GMA. A good example is Senator Angara who caused the split of FPJ and Lacson.     GMA “not satisfied” with passed ’07 budget

    President Arroyo is apparently not fully satisfied with Congress’ move to approve the proposed P1.126 trillion 2007 national budget, blaming the Senate for not passing her original budget proposal.

    Mrs. Arroyo had initially pushed a P1.136 trillion budget which Congress decided to slash citing allotments for agencies which it deemed to be no longer effective such as the Philippine Postal Corp. and the Presidential Commission of Good Government.

    The Senate and House of Representatives’ bicameral conference committee co-headed by Senate finance committee chairman Sen. Franklin Drilon and House appropriations committee chairman Albay Rep. Joey Salceda reached a consensus Tuesday night to pass the proposed P1.126 trillion budget before they go on Christmas break next week.

    Mrs. Arroyo asked Congress to “reconsider revisions made on the original version of the General Appropriations Act of 2007, especially those pertaining to the funding of vital infrastructure programs that would raise the ante on investments and jobs in our super regions.” “This budget will further increase the momentum of the economy and the flow down of services to the people, including those in the typhoon stricken areas,” she said.

    Nevertheless, Mrs. Arroyo thanked both Houses of Congress for the passage of the 2007 budget, saying “I laud Congress for finally getting its act together for the national interest by approving a new budget. This is a good Christmas gift for the Filipino people especially those in most need of socio-economic intervention to rise from poverty and destitution,” she said.

    The Chief Executive added the proposed 2007 budget would facilitate the country’s economic takeoff on the strength of the super regions as it contained several economic packages aimed at attracting investments and creating jobs, construction of infrastructure, funding of education programs and serving the basic needs of the people.

    I would like to examine the merits of such a system for the Philippines. (I plead guilty in advance should any brickbats be thrown my way but this system has worked where I sit so, I genuinely would like to know if it has merits in the Philippine setting.)

    The idea in itself sounds reasonable to me. If so, is it workable constitutionally speaking? And also, the presidency must not be a ceremonial president if this idea is workable and not the least, there must be a Senate largely responsible for the verification and the control of measures, bills, etc. deliberated and passed by the National Assembly.

    However, I am not really sure that given the kind of political dogs we have and the heap of political dung they inhabit, this system or any other system to change the current charter will work.

    I won’t believe any amateur speculation. I’ll watch for reliable information Ellen may be able obtain for more reliable information, not the ones being passed around by the squatters at the palace by the murky river to confuse the public.

    Time for Filipinos to stand on their own two feet. They should turn down any interference by foreign government with interests in the Philippines. Right now, for example, has its own problems to solve.

    Frankly, I notice the rather dull Christmas spirit this year, not that Californians, who are dominantly Democrats, are despondent over the Republican’s defeat in this year’s election. Mukhang malungkot ang Pasko dito ngayon. So, why should Americans be bothered by recent developments in the Philippines?
