Illegal grandstanding?

If Senate president Manuel Villar or Sen. Ping Lacson or actor Rez Cortez go on stage during a rally for peace on Sunday, they will be arrested. That’s according to the strange order of Reynaldo Varilla, chief of the National Capital Region Police Office of the Philippine National Police.

For what crime, only Varilla knows.

The Philippine Daily Inquirer quoted Varilla as having said,”There will be no political speeches and no movie personalities onstage. The organizers will run the show. If they (movie stars and politicos) will insist and thigs get messy, we will do our thing and arrest them a per request of the organizers.

Why Varilla is setting the guidelines for a rally being organized by the Catholic Bishops Conference of the Philippines and other religious groups is something that could only happen when one is a state of panic.

Rep. Roilo Golez is also puzzled.”What’s the crime?,” he asked. “Illegal grandstanding?”

Meanwhile Estrada hit the nail on its head with his statement that the core of the people’s outrage over Con-Ass is Arroyo’s bogus presidency. Click here.

    Hi Ate Ellen!

Wrong mistake si Roy Golez dito. Bakit kamo? He should not have stated “illegal grandstanding” as the probable crime. Kapag narinig siya ng mga conassholes na pumoporma nang mag balimbing at siempre magsisipsip, they might pass a law on that, sige siya. They still have the numbers at BP kahit sabihing sila ay nagluluksa sa pagkamatay ng kanilang baby con-ass.

But this Col. Varilla might be just joking if he’s going to arrest well known personalities. He cannot just single out Villar, Lacson or Rez Cortez. Do they have enough cellphone, I mean selda for them.
Varilla certainly has a sense of humor.

But of course, if you don’t have a sense of humor, you probably don’t have any sense at all.

And if things get messy, because Reynaldo Varilla and the PNP can not keep order. If the law enforcer does not understand the point of law, or is panicking to the point that won’t allow a protester to exercise the right, then might as well get messy, if it will result in a positive change in a political landscape overall. Maybe, it is better off for the PNP or any police forces to just join in the protest and march to the drum of the popular uprising, and of course a time for reflection on their part too. They are, the PNP and its ranks part of the problem, are they???

  4. Reynaldo Virilla PNP appears not to know his law, although I’m not at all surprized. Maybe he was Hollywood trained with the Keystone Cops.
Virilla should be told “Silence never won rights. They are not handed down from above”

  5. joeseg joeseg

Not so few wondered why GMA was unheard from the last few days. It’s JDV and his dwindling number of conassholers who are doing the pronouncements and in their over grandstanding, resulted to comedy of errors.

It’s because, my friends, the good time to keep your mouth shut is when you’re in deep water.
    ==

  6. On reflection, the statement from Virilla that if people talking on the platform about political issues will be arrested, (I can’t believe this guy is real) its a sure sign that the PNP is in PANIC mode.

  7. joeseg Hi,
Have you made a mistake in the spelling of the last word of your message (smile)

Pero kinakabahan ako dito kay Col. Varilla.

    Note:

  9. So this guy Varilla is a Col. in the PNP. He wouldn’t last a day in a professional police service. Only in the Keystone Cops.

    We-will-never-learn,

Hindi lang smile ang nangyari, napahagalpak ako sa tawa when I realized what’s you’re in mind.

    Note:

Good Reasons why Christmas Trees are better than Men:

    1. A Christmas tree is always erect.
    2. Even small ones give satisfaction.
    3. A Christmas tree stays up for 12 days and nights.
    4. A Christmas tree always looks good – even when it’s lit.
    5. A Christmas tree is always happy with its size.
    6. A Christmas tree has cute balls.
    7. A Christmas tree doesn’t get mad if you break one of its balls.
    8. You can throw a Christmas tree out when it wears out.
    9. You don’t have to put up with a Christmas tree all year.
    10. You only have to feed/water it once a week.
    11. It’s always there to light up your life.
    12. It gets turned on only when you want it turned on.
    13. It always smells nice and doesn’t pass gas.
    14. If it needles you, you can toss it out.
15.It doesn’t ask you to have little Christmas trees.
    ==
    O, di bwa?

  12. These majority congress allies, the administration and the cabinet are perseived to be liars, cheats and thieves and rotten to the core. I hear these opinions from all sectors of society. Lets be fair, if you owned a business and if these same people were employed managing your own private business and were perceived to be liars, cheats and thieves and rotten to the core you would dismiss them on the spot, wouldn’t you. So why is it so difficult to call a spade a spade and dismiss with their services managing the government now. The time to do this is coming next May elections or maybe they will be in a position to stand down before May; why wait?

  13. Re: “2. Even small ones give satisfaction.”

Mabuti pa iyang Christmas tree, may pakinabangan, itong si Gloria puro kabulastugan!

  14. Warning to politicians violates free speech, says Drilon

    By Veronica Uy
    INQ7.net

POLICE warnings to arrest politicians who make political statements during the prayer rally at the Luneta on Sunday called by the Catholic Church against Charter change is a violation of the Constitutional right to free speech, Senator Franklin Drilon said on Thursday.

“The warning is ill-advised, uncalled for, out of line, and out of order,” Drilon said.

“These psychological warfare tactics reminiscent of the Marcos dictatorship will not help in our desire to attain political stability,” he said. “The role of the PNP [Philippine National Police] is to maintain peace and order and not to interfere in the exercise of the people’s rights to free speech and expression.”

  15. Where the heck did this Varilla get his rank from? From a wrapped chewing gum?

I am aware that some cops whom Gloria ask to lick the ground she walks on are dumb, but THAT dumb?

Varilla is speaking OUT OF HIS BACKSIDE!

To borrow the phrase,”Nothing inside!”; that’s what this Baril-a has.
Susmaryosep, my nine-year old son always puts one over his mom with his “born right to free speech”.

  17. This cop should be gagged! Why aren’t our political leaders telling him to shut up!

What has happened to the nation’s so-called legislators that they cannot rise in unison TO GAG this stupid cop and stop him from speaking out of his backside!

Drilon should have issued a stern warning, he being a lawyer and a senator of the realm, to this cop that if he utters another threat of the kind, he will be shot! OK, not shot but arrested and jailed unless he acknowledges that he’s been brain damaged by fake power.

  18. Ellen,

Talk of the devil…ON UNLAWFUL ACT BY THE POLICE.

Just to share this story with you appearing today in UK’s The Independent!

Police ‘breached rights’ of anti-war protesters
By Nigel Morris, Home Affairs Correspondent
    Published: 14 December 2006

Peace protesters and civil rights groups celebrated an “enormous victory for free speech” after the House of Lords condemned the police for preventing a demonstration outside an airbase used in the Iraq war.

Hours before American B-52 bombers took off from RAF Fairford in Gloucestershire in March 2003, 120 opponents of the invasion were travelling from London in three coaches to protest outside its gates.

A few miles away they were stopped by police who confiscated a Frisbee and a bag of toy soldiers during a two-hour search. Their coaches were then sealed and escorted in convoy, without even allowing lavatory stops, back to London.

The High Court and Court of Appeal have already said police acted unlawfully. They won a further landmark ruling yesterday when the Law Lords unanimously concluded that police violated their right to lawful assembly and to freedom of expression, which was “an essential foundation of democratic society”.

    To read more: http://www.news.independent.co.uk/uk/legal/article2073050.ece

  19. In short, if Varilla makes good his threat, he will violating the right of certain individuals, politicians or not to lawful assembly and to freedom of expression…

This right is AN ESSENTIAL FOUNDATION OF DEMOCRATIC SOCIETY.

If he cannot understand that, then he must go back to school, back to basics. He has no business being a COLONEL AT ALL! Ano yan, binili nya sa Quiapo underpass iyong rank niya?

  20. Ellen:

One thing that makes UK different from the Philippines is that Blair or the PM does not control the court. In the Philippines now, even the courts are controlled by the Fat-no-Gentleman, who can tell the court to adjust to his time instead of him adjusting his time to the schedule of the court. Thus, the possibility of having such decision against abusive police in favor of freedom of speech.

  21. Mrivera Mrivera

“The Philippine Daily Inquirer quoted Varilla as having said,”There will be no political speeches and no movie personalities onstage. The organizers will run the show. ano ‘yan, martial law? ‘oy, parilya, may tililing ka siguro, ano? gagawin ka naming ihawan!!

  22. ystakei:
If Blair or other politicians break the law they are arrested, no problem. Ask Blair son who was once arrested for being ‘drunk and incapable in a public place’.

  23. I do understand that by the nature of their profession, police become bullies but there’s a limit.

There are some cops who are a little less stupid and become reasonable but there are those who are downright idiots like this Varilla who should be forbidden to carry arms.

Varilla whose brain is smaller than his mouth is abusing his stupidity.

Colonel in the police? Indeed! Maybe he’s got one of the highest IQs in his batch: score of 46.5 out of of 149. Will be surprising that he only knows how to speak out of his backside.

I really cannot stand these pompous asses!

  24. Someone may call this Col. Virilla’s bluff and give a political speach at this event. It will be a brave PNP man who tries to arrest the speaker. I doubt there will be any PNP so stupid as to arrest with no enabling law for a non existing offense of “talking” (I can’t believe I just wrote that) certainly this idiot Col.Virilla wont be around to do it. PNP are certainly in PANIC mode.

  25. Mrivera Mrivera

  26. And the nerve of the Great Switik to say that her attempt to have the ChaCha pass through is for democracy to thrive in the Philippines.

I wonder if she understands the meaning of the word “democracy.” Baka naman, “demonyo na crazy pa!”

This woman must be hallucinating if not implementing her own brand or interpretation of democracy. Why then is she commanding/ordering the police to arrest Senators, etc. joining and addressing the prayer rally on Sunday? You bet, it is infringement of every citizen’s right to freedom of speech.

She should be removed soon, now if possible! PATALSIKIN NA, NOW NA!

  27. Do you notice that this Varilla is already blaming the organiser for not allowing politicians or actors to be allowed on the platform. I think the PNP will be spoiling for a fight so as to give them an excuse to close the meeting early. That will cause them a big problem, but their low IQ has not caught up with that thought yet.

    Church defies warning

By WILLIAM DEPASUPIL and JEANETTE ADRADE, The Manila Times Reporters

The influential Catholic Bishops’ Conference of the Philippines on Thursday accused the Armed Forces of the Philippines of sowing disinformation in a last ditch effort to dissuade the Church from pushing through with its anti-Charter-change rally on Sunday.

The charge, aired by CBCP spokesman Msgr. Pedro Quitorio, came as the Philippine National Police announced a red alert starting Friday amid rumors of an impending crackdown on opposition forces. Political tension rose in the metropolis after the National Bureau of Investigation announced an alleged assassination attempt on House Majority Leader Prospero Nograles. PNP Director General Oscar Calderon also spoke on radio, urging citizens to stay away from the Sunday mammoth protest due to alleged terrorist threats.

“The ones spreading this kind of disinformation are those people who do not want the rally to materialize and the people knew who are these people,” Quitorio said.

The CBCP spokesman said the prayer rally, which would include the charismatic group El Shaddai, the Iglesia ni Cristo and other religious faiths and organized groups, would push through as scheduled on Sunday.

At least 500,000 people are expected to join the inter-faith rally, to be led by the CBCP president, Jaro Archbishop Angel Lagdameo.

The clergyman said the Church is not taking the AFP’s warning lightly.

“There is a security committee assigned to look into it,” Quitorio said. “We are trying our very, very best, the most that we can do to handle that issue.”

All participating groups have been instructed to be vigilant and to police their own ranks, Quitorio said.

Defying the PNP’s warning to arrest any politician or celebrity that climbs the Quirino grandstand stage, Quitorio said the list of speakers includes several politicians and ordinary citizens.

Senators warned law enforcers that curtailing participation in the December 17 rally would only aggravate political turmoil.

Senate President Manuel Villar said he would attend the protest action. He advised lawmen to be circumspect, or “what they want to prevent may only grow.”

Villar and Sen. Franklin Drilon slammed Calderon for threatening ralliers.

“I don’t know what the basis is for arresting someone who is only praying,” Villar said.

Drilon cautioned that “misplaced overzealousness” would only fan the flames of public outrage.

Drilon said the police and military statements are psychological warfare tactics reminiscent of the Marcos dictatorship.

Besides Villar and Drilon, senators Aquilino Pimentel Jr., Manuel Roxas II, Ramon Magsaysay Jr., Panfilo Lacson, Alfredo Lim, Loi Estrada and Jinggoy Estrada have confirmed their participation on Sunday. ABC-CBN News

  40. Malaya’s editorial today:

    Running scared and some

Could somebody, anybody, in Malacañang, please put on his thinking cap and give direction to officials who are running around like headless chickens as the rally at the Luneta led by the bishops approaches?

AFP chief Gen. Hermogenes Esperon the other day raised the communist bogey in an undisguised attempt to scare people from attending the rally, which is expected to be biggest gathering of anti-Arroyo forces since Gloria Arroyo came to power in 2001.

The New People’s Army might bomb the rally. If not the NPA, then it might be the Rajah Soliman movement composed of converts to Islam, Esperon said. And to emphasize the gravity of the purported threat, Esperon paraded a column of armored personnel carriers mounted with automatic grenade launchers and machine guns and at least three battalions of heavily armed soldiers.

The show of force was purportedly a “camp defense exercise.” Who are the suicidal fools who would conceivably attack Camp Aguinaldo?

PNP officials are also exhibiting a grave case of paranoia and, in the process, coming out with a breathtaking audacity, to use the recently abandoned buzzword of the frustrated rapist of the Constitution, in telling people what they can and cannot say during Sunday’s rally.

The officials said they will not allow political statements to be aired. They will also bar actors and entertainers from going up the stage.

What in the name of freedom of speech are they talking about? The rally was called to protest the illegal and immoral machinations of the Gloria-Joe partnership to tear up the 1987 charter. The rally is political through and through. The PNP is now the arbiter of what is acceptable speech and what is not?

We understand the Catholic Bishops Conference of the Philippines, in consultation with other participating groups, has laid down guidelines. Ensuring the guidelines are followed is the task of the organizers, not of the PNP.

Then we have the warning to government employees against joining the rally, the latest of which came from the education department. It’s a Sunday. Government employees have no work on that day. They are free to do as they wish, including joining the rally if they so believe the 1987 Constitution should be defended from forces out to tear it into shreds.

And even if the rally is scheduled for a working day, government employees, individually, can always go on leave. There is nothing criminal in them expressing their sentiments.

All the tension is gripping the nation is a result of the Cha-cha proponents’ arrogance in pushing their agenda in violation of the rules and in gross disregard of the people’s sentiments. The PNP and the AFP, the two institutions with a monopoly over state violence, seem to be afflicted by the same mentality.

Their political masters should disabuse them of the idea they can arrogate unto themselves the power to say what the citizens can or cannot do, especially when the rights being asserted by the latter are constitutionally enshrined.

  47. Backward is what the AFP and PNP people are when they keep on using the commies as ploy for disrupting peaceful rallies in the Philippines even when Joma Sison remains the only one espousing Communism, which is in fact now a thing of the past.

Even China is now back to being a capitalist country. In
Europe now in fact, Communism is more like a symbolism rather than an ideology.

  48. Don’t be deceived. A message from a fellow E-Mandirigma:

    My fellow e-Mandirigmas,

The mere threat of the coming together of religious blocks and other sectors
of society was enough to make GMA and her allies retreat hastily.

Already, they have attempted all sorts of tricks – from disinformation to
outright threats, to reduce the expected mass of outraged people who will
show up at the Prayer Rally at Luneta on December 17, in the hope of
trivializing the whole exercise. The Malacanang text brigade is working
overtime. First, a flurry of messages saying this was no longer about
Con-Ass; it’s now about good governance. This was followed by messages that
claim Bro. Mike will be giving a thanksgiving prayer for GMA, and that she
might even attend. (At least, they believe that GMA’s attendance is a
    guaranteed turn-off for many people).

Then came out an intelligence report about a possible terrorist attack at
the Luneta. When asked by a radio commentator, “are you now telling the
people not to go, then?” The AFP spokesperson replied, “well… it’s up to
them. We warned them and if anything happens to them, then they can’t blame
    us.”

What?? How low can they get?

That’s why it’s important for all of us to go and be counted. That’s why
it’s important for all of us to invite as many others as we can to show that
we will not take these serious threats to our democratic way of life sitting
    down.

Our numbers on Sunday will determine the path this administration takes. A
formidable number will make them rethink their fascist ways. But a mediocre
showing will only embolden them to continue raping, not just the
constitution, but our sense of decency and dignity as a people.

There is a time to say, enough already. The time has come to act. Now na!

We invite you to join us in a motorcade that will lead to the prayer rally
at the Luneta. You may join any of the 3 assembly points listed in the
attached information sheet. Please pass this on to all your friends,
colleagues, and relatives. And post this in all of your egroups.

May I also request you to email me back to confirm which assembly point you
will be joining. This will help us in our logistical preparations.

Together, we can yet secure a better future for our children.

God bless and God save our country!

Everything to curtail, intimidate and scare people to join the rally are planned by Assperon and his sugo ng mga hangal. They must be having butterflies in their stomachs. Tonight they will be awake planning on how to tame the crowd. Worse though, they may try to do the Marcos tactic of planting bombs and the like to sow fear in the people who may wish to join the rally. The more restrictions they make, the more fdefiant the people would be. This rally will be the gauge of Tiyanak and her lapdogs whether to push through with their hidden agenda on the Charter Change. LESS PEOPLE IN LUNETA THIS SUNDAY MEANS RENEWED HOPE FOR TIYANAK’S ALIPORES TO PUSH THROUGH WITH THE CHARTER CHANGE, EVEN AS EARLY AS MONDAY THE 18th! The Tongressman will again de-frost the CON-ASS and re-start fooling around with the Constitution! Tiyanak and her alipores are like vultures indeed, always looking for fresh meat to feast on. DO NOT TRUST THEM. ITULOY NATIN ANG PROTESTA! This is the only we can tell Tiyanak that WE ARE SOOOOOO TIRED OF HER EVIL WAYS. NO MORE NA! PATALSIKIN NA SI TIYANAK SA LINGGO PARA HINDI NA TAYO NAGAGAGO!
