Mancao: General offered money if he pins Ping

Former Senior Supt. Cezar Mancao II Thursday testified at the Manila Regional Trial Court that he was offered financial support and relocation abroad by an official of the Arroyo administration in exchange for fabricated statements against Sen. Panfilo Lacson in connection with the Dacer-Corbito double murder case.

Mancao made the claim during the same hearing where Judge Myra Garcia Fernandez affirmed a Supreme Court decision dated Oct. 5, 2005, ordering the dropping of former Supt. Glenn Dumlao—also an ex-member of the now-defunct Presidential Anti-Organized Crime Task Force (PAOCTF)—from the list of accused in the case in order to become a witness.

As has been the practice in Judge Fernandez’s court, journalists were barred from covering the hearing on her orders.

Mancao made the statement in response to a question posed by the defense panel during cross-examination at the hearing of the case involving the 2000 abduction and murder of publicist Salvador “Bubby” Dacer and his driver Emmanuel Corbito.

Offer rejected

“He admitted in court that sometime in September 2007, while he was still in the United States, he received a call from a man who identified himself as General Prestoza, who was then the Presidential Security Group commander,” said Mancao’s lawyer Ferdinand Topacio.

“He said the caller offered him and his family financial support, relocation in Singapore and education support for his children in exchange for false statements against Senator Lacson,” Topacio said.

“But he refused those offers,” Topacio quickly said, adding that the offer had nothing to do with Mancao’s February 2009 affidavit where he named ranking government officials, including Lacson, as among those behind Operation Delta, the purported plan to neutralize Dacer.

‘No exchange’

Mancao was also asked during cross-examination whether he entered into a deal with the government in connection with the affidavit.

“He said there was none—well, maybe except for the food and the protection he now gets, being under the Department of Justice’s Witness Protection Program. Other than that, wala na (nothing). He stood firm on his claim that he executed his affidavit on his own initiative, voluntarily, with no exchange,” Topacio said.

Mancao also reiterated in court that he had heard Lacson ordering former Senior Supt. Michael Ray Aquino to implement Oplan Bero and Oplan Delta at the same time.

General’s reaction

“‘Pagsabayin mo na’ (Do it at the same time) was what Lacson told Aquino while they were inside a vehicle on the way to a restaurant in San Juan, according to Colonel Mancao,” Topacio added.

Reached by phone Thursday night, Maj. Gen. Romeo Prestoza said he would like to first “see and hear” Mancao’s testimony before issuing a comment.

“I have no idea what he is talking about, so I would like to see a copy of his testimony before saying anything,” Prestoza said.

In March, Lacson claimed that Mancao told him as far back as January 2008 that he would recant whatever statements he would make against the senator.

Lacson also quoted Mancao as saying that Prestoza had offered to reinstate him into the police force or resettle his family in Singapore in exchange for implicating Lacson in the Dacer-Corbito murders.

The senator claimed that Mancao had said he would not give in.

‘Ordinary witness’

In the middle of the hearing that lasted for almost three hours, Dumlao was escorted out of the courtroom by heavily armed members of the National Bureau of Investigation.

According to his lawyers Cesar Brillantes, Rogelio Agoot and Morel Callueng, Dumlao was ordered released in recognition of a Supreme Court decision dropping him from the list of the accused.

“He will now become an ordinary witness,” Callueng said of Dumlao.

Added Agoot: “He has committed himself to testify against people he believes were behind the killing of Dacer and Corbito.”

Judge Fernandez ruled that Dumlao was “expressly excluded from the amended information dated Sept. 17, 2001, which has been declared valid by the Supreme Court.”

“Consequently, the amended information dated May 15, 2006, is ordered withdrawn,” she said.

In upholding the dropping of Dumlao from the list of the accused, the Supreme Court said that while court rules did not allow law enforcement officials from becoming state witnesses, these did not prevent prosecutors from excluding him from the charge sheet.

“Admission to the WPP (Witness Protection Program) and being discharged as an accused are two different things. Dumlao’s being a law enforcement officer and, thus, disqualified to be under the WPP, does not in any way prohibit him to be discharged from the information,” the tribunal ruled.

Asked to describe his feelings, Dumlao said he was “very happy” and “relieved.”

Mancao also expressed happiness for his former colleague, as well as relief that the latter would be able to “corroborate” his testimony.

The burden he’s carrying

Lacson said he watched and was touched by the TV interview on Wednesday of Dumlao, his former police aide who claimed that deposed President Joseph Estrada was behind the Dacer-Corbito murders.

“If that’s a preview of what he intends to say in his affidavit or his testimony, then I welcome it, personally,” the senator told reporters.

Lacson said he “felt bad” for Estrada and “all those who may be indicted or affected by the revelation of Superintendent Dumlao.”

“My heart also goes out to [him] because I could see the burden he was carrying. He was crying when he was being interviewed, and it’s very obvious he wanted to unload whatever he was carrying inside,” Lacson said.

Scripted, says Erap

The senator scoffed at Estrada’s claim that the Dumlao interview with ABS-CBN was part of a script.

He said he had not even spoken to Dumlao, who was extradited from the United States a few months ago, and that he met with Dumlao and his other former police aides only once in 2004 in the United States.

The senator also said Estrada might have made the comment because the latter’s “mind-set” was always on the movies.

“Dumlao is not even an actor; how can he follow the script?” Lacson said.

Asked if he agreed with Dumlao’s claim that it was Estrada who was behind Operation Delta, Mancao said: We share the same sentiments… I’m just telling the truth.”

Gov’t’s special project

Alex Avisado, lawyer of the other accused and legal spokesperson of Lacson, said the defense was happy with the way things were going.

“We’re happy that the prosecution witnesses, little by little, are confirming what we have been saying all along—that this case is a special project of the government,” Avisado said. With reports from Christine O. Avendaño, Jocelyn R. Uy and Inquirer Research

  1. Tama si Tongue when he pointed out na ito ang dahilan ng ginawa ni Lacson laban kay Erap, ang kaso ni Dacer-Corbito. Still, I don’t get it. Nagbo-volunteer na siyang maging star witness para makalusot siya? Is that it?

    Masyadong halata ang ginawa ni Lacson na paglaglag kay Erap ay para makalusot sa kaso ng Dacer-Corbito murder case. Ang unang tinuro ni Mancao at Dumlao si Lacson, ngayon pumihit na, biglang naging si Erap na!

    Isa lang ang rason, ayaw ng elitista at media ang posibilidad na manalo ulit si Erap! Kaya ito ang ginagawa, tulad din noong 2001, isang sabwatan upang masiraan ang Pangulo na mahal ng Masa!

    Si Lacson ay nagpagamit sa administrasyong Arroyo! Ako ngayon ay naniniwala na may usapan na ito.

    Traydor si Lacson at hindi bayani.

    Bakit hindi imbestigahan ang ambush kay Gen. Sombero, ang heneral na magpapatibay na si Ping ang nasa likuran ng Dacer murder case noong sabado bago mag privilege speech ang bagong heroine na si Lacson?

    Why do Erap’s defenders keep on saying that because of Lacson’s expose, there’s a lacson-Arroyo connivance?

    Gloria Arroyo is not benefitting from what is coming out in the Lacson-Estrada feud. Noynoy Aquino is benefitting. So are the other opposition candidates because Estrada has been “destroyed”.

    Estrada’s chances in the 2010 elections has now been been smashed to pieces. And who benefits? Not Gloria or Teodoro? It’s Noynoy, Chiz and Villar.

    There was a report that Makati mayor Jejomar Binay is brokering unity talks between Estrada and Noynoy Aquino.

    Ngayon pa na sira na siya. I mean Estrada.

    Estrada has now become a liability. I hope Noynoy does not welcome him to his camp. Kay Villar na lang siya. Yun naman talaga ang in the works. Villar-Estrada team.

Ngayon ay eto nanaman siya.Kung paniniwalaan ang media na pag-aari ng mga elitista at inggit kay Erap, talagang sira na siya.

    Pero sa masa, hindi matitinag ang pagmamahal ng tunay na Pangulo sa Masa.

  7. This reminds me of the star-witness in the Manson murder case of Tate, et al. She volunteered to be a star witness and was not prosecuted even when she was in fact an accomplice even when she did not participate in the actual killing as she claimed. Manson did not participate directly in the killing, too, but he was the mastermind gaya ng sinasabi ni Lacson na ginawa ni Erap.

    Gloria is benefitting from all this fiasco or she and her minions will not use this against Erap and even against Lacson if he turns out to be not useful to them, if this is not beneficial to her vested and other interests. Ganyan ang takbo ng utak ng mga kriminal sa totoo lang.

    I should know. Ang dami ko nang na-meet na mga kriminal sa trabaho ko.

    Still, I can’t see why Erap would kill Dacer and his driver. Ano ba ang magagawang palpak ni Dacer sa kaniya. Sorry, di ko kasi pina-follow up ang kasong ito dahil trivial sa tingin ko noon.

  9. Sa isang banda, with all these men now crying foul against Erap and even Lacson, mawawalan nga ng tiwala ang mga pilipino sa mga tinatawag nilang “men in uniform.” Di ba mga pulis at sundalo ang mga iyan. Daig pa nila iyong mga kriminal na dapat na hinuhuli nila. Nakakasuka naman!

    No wonder pag nakakahuli dito ng mga pilipino, isip nila makakalusot sila kung magsisinungaling sila kahit bulgar na bulgar na ang ginawa nila. May nagsasasbi pang na-frame up lang sila. Kaya ang palaging sinasabi ko sa kanila, “Hindi kapareho ng mga pulis sa Pilipinas ang mga pulis na hapon. Majority, marangal at trabaho lang.” Paki-alam ba ng mga pulis dito sa mga personal life nila.

    Meron pa ngang isang nahuli sa Narita na nagdala ng isang katutak na marijuana (banig-banig) at shabu na nakalagay pa sa bituka niya. Sabi ng mokong, ni-frame up daw siya ng mga pulis. Worse talaga iyong denial niyang sa bituka niya nakuha iyong isang supot ng shabu na pataehin siya ng pulis. Nilagay daw ng pulis iyong sa tae niya. Di niya alam na na-detect sa tiyan niya iyong gamot nang dumaan siya sa camera.

    Ganoon katindi. Akala niya kasi makakalusot siya. Sabi pa ng kolokoy pulis daw siya sa Pilipinas. Siguro ganoon ang ginagawa nila sa mga nahuhuli nila lalo na doon sa mga walang kasalanan na pini-frame up nila!

    Nagpapatulong siya sa akin noon pero sabi ko busy ako. Mabait naman iyong mama at talagang gentleman ang dating kahit na may nagsabi sa akin dito na wala siyang kuwentang tao.

    Siguro nga wala siyang kuwentang tao pero kailangan ba siyang ipapatay para lang huwag matanggal ang isang kurakot at makaupo naman ang isa ring kurakot? Masama bang magtanong?

    Hindi ako nagkokomentong gaano sa komplikadong kasong ito dahil hindi ko alam ang puno (wala na ako sa Pinas nun at wala ring blog na ganito kay Ellen). Kung baga ay estudyante pa ako kaya welcome na welcome ko ang sabong ni Ping at Erap at lahat ng comments ng mga sumusubaybay sa kaso mula ng ito ay mangyari.

    Kuwag naman sanang magaya ito sa kaso ni Ninoy na tuluyan ng hindi na-unmasked ang mastermind and killers. Kahit na si Dacer ay hindi kagandahan ang image ay murder pa rin yan, kasama pa ang walang malay na driver. Dapat lumabas ang totoo base sa mga unrefutable evidences.

    Pero malinaw na na-aalarma sila na tatakbo ang mokong gawa na mga fanatic na tagahanga niya dahil sa performance ni Erap noong 1998 election. Mahihirapan sila kasing dayain ang botong para sa kaniya.

Pero iyong sasabihin na walang benefit ito doon sa magnanakaw ng puwesto, iyan ay isang kagaguhan dahil ang talagang nakikinabang sa demolition job na ito ay walang iba kundi si Gloria Kulimbat, and definitely, iyong may perang manok niya!

    Sa isang banda, kawawa iyong mga biktima nilang humihingi ng katarungan sa kahayupang ginawa sa kanila. Sumalangit nawa ang kanilang mga kaluluwa!

  15. I agree with the argument that Lacson’s revelation about who Erap really is, does not benefit the Swiney Couple whatsoever.

    So why are we saying that Lacson is a traitor?

    A traitor to whom?

    To Erap? Or, to the people?

    The people will always benefit from the truth. Certainly, Lacson has been consistent with all his actions, i.e. exposing corruptions. Can’t we just admit that we , too, are corrupt?

    Lacson is serving the people well. We should have realized that a long time ago.

    It’s pathetic though when we fail to understand the true opposition from the Stupid One.

    Blind worship is always bad.

    So, Noynoy, give us some idea why you are running… Is it for instituting Useful Reforms? Or, you are just following the holy instructions from your Jesuit Overlord?

    Nice one! I used to look at Lacson as a no-nonsense police officer who will never back down. But if you look closer in the recent events, it seems that he didn’t know what to do with the Dacer-Corbito Case. At first, Mancao and Dumlao said it was Ping, now its Erap!

    We can accuse everything about Erap but I do not think he can be accused of murder. Masyado nga pusong mamon ika nga ni Ellen kaya isya pinagkakaisahan eh!

  23. More than looking at it objectively, we must not confine our five senses on the Puppets alone but try sifting through “wilderness of mirrors”.

    The way I see it, everybody is trying to pin Lacson down to high crimes when they sensed his uncompromising stand against anything unlawful.

    There is a small group of people who are opposed to the Rule of Law. Men like Bayani Fernando, Dick Gordon, Ping Lacson, can never make it to the top unless they enter into some form of compromise with this Fraternity.

    So, Andres, don’t worry about me. I not only judged people by their actions, I also look at why such actions were committed.

    Yon ang akala nýo Al? Ang bilis nýong makalimot…ang lahat ata ng taeng kalabaw e ibinato na kay citizen Erap at ipinakulong pa nila ng 6-years, WA EPEK di ba?

    Ang ginawa nila sa pobre ang naging daan upang maging Senadora si Loi at ngayon Senate Pro-Tempore pa si Jinggoy?

    Ito ang magandang senaryo ngayon…the more na winawasak nila ang pobre, matutuluyan yang tumakbo sa 2010 at ngayon palang nangangalog na ang tuhod at tumbong ng mga traydor at singunaling na nagpabagsak sa kanyang administrasyon.

    Di nga na tinag ng 6-years na imprisonment e ngayon pa na recycled issues at sirang plaka na pag doremi ni Pingpong La?son ang pinagpipyestahan ng mga anti-Erap? How about pro-Erap…alam nýo ba ang kanilang damdamin…HINDI?

    Ang Masang Pilipino except yong remnant ng EDSA DOS at Hellow-garci wanabees ang magpapasya sa 2010 sapagka’t sila ang majority voters.

    Sundan natin ang susunod na kabanata?

    With regards to the twin murder, we really don’t know yet who really did it. We weren’t there when it happened, were we? It’s all speculations and until the court would finally convicted someone, we are all in a guessing game. Anyone is still a suspect.

    By the way, Erap may be pusong mamon (especially to girls), but that doesn’t mean he didn’t or can’t do it. Especially when billions of pesos and his presidency are at stake then. There is a motive for Erap to silcence Dacer.

    Lacson on the other hand, we can’t deny that he is capable of doing such, less we forget that he used to be a member of the notorious MISG under Col. Abadilla during the martial law years. The only lacking here for Mr. Lacson is the motive. Does he have one?

    Nakakatakot pabalikin si Erap sa kapangyarihan, huwag nating kakalimutan na isa siyang magaling na artista. He can deny a guilt and still look straight in your eyes, with matching innocent look. Kaya nga nanalo sa Famas dati si Erap, magaling na artista.

    Nakakatakot din na bigyan ng kapangyarihan si Lacson. A friend’s experience during martial law years where a family member was tortured to death under MISG is scary.

    I don’t trust these to men. Sorry.

  30. As far as the True Erap is concern, we don’t have first hand information to that effect. All our exchanges here are just based on what we thought Erap is.

    Ergo, it would have been better if:

    1. when Lacson delivered his privilege speech no.1, Jinggoy should have interpellated him, so that we, the public, may be educated, but he didn’t;

    2. when Jinggoy delivered his counter-privilege speech no.1, he should have allowed Lacson to interpellate him, but then again, he didn’t…

    So whose hiding what?

  31. It seems,Jinggoy, doesn’t even know the first time Erap and Ping met – when the former arrested the latter for mauling the late actor Rudy Fernandez in the 70’s.

    And most import of all, is the fact that it was Lacson who ,of all people, helped Erap build that image of an “uncompromising CrimeBuster” which also paved the way for his presidency.

    So who owes something from someone?

Hindi ba klaro that an official of the arroyo adminstration ( gen. prestoza)was the alleged offeror in exchange of fabricated story? Di ba very incriminating against gloria?

    Tingin ko nga silang dalawa ang may pakana niyan eh (twin murders). Nagngusuan lang sabi nga ni TongueTwisted sa ibang thread. Ang basa ko si Erap ang utak, si Lacson ang nautusan. But that’s only my opinion.

    Ang pinagtataka ko lang eh bakit in earlier interviews, sinabi nung isang anak ni Dacer, na binalaan daw siya ng kanyang ama na kung mayroon daw mangyayaring di maganda sa kanya, si Lacson daw ang may gawa nun at magingat daw sa kanya. I don’t know how true or baka na mis-quoted nanaman, pero yan ang nabasa ko nuon.

    Now if I were Agoot, I will sue for damages, big-time. Puwede ring mag-demanda sa New York under the foreign torts act. Tingnan niyo, si Baja, kahit Ambassador, nademanda, at pinawalang bisa ang kanyang diplomatic immunity.

    But as you yourself said, witnesses can lie. I’ve also read that there might be a motive, eg., Dacer was some kind of a mole and was in fact reporting Erap’s plans (whatever they were) to the opposition.

    Now this is pure speculation on my part: Erap didn’t like that at all and this was a perfectly valid motive for eliminating the publicist.

    Question: How would Erap know that the publicist was “working” for the oppposition? Answer: Erap was Comm in chief and agencies were at his disposal. Easy enough to have the man tailed.

  62. It all boils down to character. I see Ping’s character as rather straight — he likes or he doesn’t like you. His past actions have proven that. The person doesn’t look like someone with a tortuous character.

    One cannot say the same of Erap. He’s good at role-playing so not easy to discern the man when he’s saying the truth or he’s telling a lie. (With Gloria, it’s easy to tell.) As we all know — and Ellen described it well, the man’s vision of right from wrong is blurred.

    To me, between the two men, I would believe Ping.

    You put to rest my confusion as I was aiming for the opinion that Gloria is the eventual beneficiary of all this brouhaha, I can’t just put the lines together dahil sa mga affidavits nina Mancao at Dumlao na hindi ko makuha ng husto dahil ikot ng ikot. Isa pa nga ay walang DNA, ang hirap ng turuan lang….

    Remember that Gloria and her gunggong guy had been making a big deal out of the extradition of Dumlao long before this happened. They had been writing a script, a kind of monkey wrench, to disrupt potential opposition unity.

    But typical of Erap, once an actor always an actor, he followed the “script” not realising it was a booby trap and started pointing fingers at his former police chief as the mastermind of a crime.

    Manila, April 9, 2001 – The family of public relations man Salvador “Bubby” Dacer was asked yesterday to comment on the statements of a Parañaque priest over the possible knowledge of former President Ramos and his national security adviser Jose Almonte in Dacer’s disappearance.

    The opposition Laban ng Demokratikong Pilipino said yesterday: “We appeal to the Dacer family to come out and confirm or deny Fr. (Gabriel) Baldostamon’s statement. We understand the pain they must feel at the continued disappearance of their father, but they must come out in order to help shed light on this matter. Don’t be afraid of Ramos and Almonte.”

    Fr. Baldostamon is the parish priest of the Our Lady of the Holy Rosary church in Sun Valley Subd. where the Dacer family lives.

    He claimed to have heard Almonte “consoling” the Dacer family that should they recover or “arrange” for Dacer’s release, they would spirit him out to the United States and make it appear that he was still missing.

    Baldostamon said Almonte made the statement in a breakfast meeting with the Dacer family about 10 days after his disappearance.

    “Did Almonte really say that?” the LDP asked. “If he did, he must explain his intentions for doing so and why did he sound as if he had contact with Dacer’s abductors?”

    The LDP said it is a “surprise” that Almonte has not even reacted to Baldostamon’s claims.

    Almonte earlier came out with a letter in which Dacer wrote apprehensions over drawing the ire of Joseph Estrada and former PNP chief Panfilo Lacson.

    The LDP said the parish priest had no reason to lie when he bared his story, which was first brought public by Bishop Teodoro Bacani in his Today newspaper column last Thursday. The following day, Baldostamon confirmed the contents of Bacani’s column.

    It was also Bacani who first questioned Almonte’s motive for coming up such statements before the Dacer family. Bacani also asked probers looking into the Dacer case to dig deeper into Baldostamon’s statements.

    i know he’s a fixture in your blog, but with his homophobic commentary in a previous post and now this, i think there’s a little too much bigotry going on.

    i’m not usually too sensitive, and i’ve agreed with some of the guy’s comments in other posts, but the maligning and suggestive stereotypes have become a little too intolerable. its become a bit irresponsible and i hope something can be done to diminish it.

    i will continue to read your blog and the comments in it, but being subjected to such wanton bigotry does make it a lot less enjoyable.

    I saw the car that supposedly burned with the two bodies. The white paint of the vehicle was relatively still glossy. If a car is burned, usually the color is the first one that goes. Baka naman burned na talaga yung mga nasa sasakyan bago ito sinabugan ulit ng gasolina at inihulog sa bangin. Forensic work was never gathered para walang ebidensiya.

    I am not being insensitive but sometimes, I watched movies where even the family members are in cahoots with the villains because they are too scared to squeal and sometimes the bounty is so large, they simply can not say no. Then they play along because even if they know that their supposedly “dead” relative is alive, chances are, he may just the same be dead if the plot is not carried on.     By the way, who were the police officers involved in the case of Allado? The PACC headed by then Superintendent Lacson. Their arrest and help in the prosecution of Umbal went for naught, because the Supreme Court said the physical evidence proves that Van Twest was not killed. This, despite the fact that Umbal had confessed to the murder, and was pointing to Allado as the mastermind.

    So, ironically, it is the case that Lacson lost years ago, which will save him in the Dacer case.

    Lacson: Recent Developments on Dacer-Corbito Case Unmasking Persecution vs Me

    Recent revelations in the Dacer-Corbito double murder are slowly but surely unmasking administration attempts to use the case to persecute him, Sen. Panfilo M. Lacson said Friday.

    With the developments, Lacson voiced hopes the Department of Justice will finally wake up to the reality that the preliminary investigation it is pursuing against him is irrelevant.

    “I now believe the saying ‘The truth shall set us free.’ It is becoming clear the efforts to link me to the case stemmed from Malacañang, through then Presidential Security Group chief Romeo Prestoza,” he said.

    “I hope the DOJ wakes up and realizes its preliminary investigation against me is irrelevant,” he added.

    On Thursday, former police Senior Superintendent Cezar Mancao II testified before a Manila court that Prestoza, then a colonel heading the Presidential Security Group (PSG), offered him financial support and relocation abroad in exchange for fabricated statements against Lacson.

    Mancao admitted that while he was in the United States in September 2007, a man claiming to be Prestoza called him up and offered him financial support and relocation in Singapore.

    Prestoza also offered Mancao education support for his children, all in exchange for false statements against Lacson, but Mancao refused the offers.

    Lacson also noted earlier this year he received a text message from Mancao in January 2008 detailing Prestoza’s offer. Lacson said Mancao even told him to “Sleep soundly, sir.”

    Also earlier this week, former police Senior Superintendent Glenn Dumlao said in a television interview former President Joseph Estrada was behind the murders.

    “This administration is using all foul and underhanded tactics to silence me for exposing its sins. But those had failed to stop me then, they will not stop me now. I will continue to investigate the sins that Mrs. Arroyo and her family have committed against the nation,” Lacson said.
