President Arroyo yesterday placed the provinces of Maguindanao and Sultan Kudarat and Cotabato City under a state of emergency following Monday’s massacre of around 40 family members of the Mangudadatu clan, their supporters and media men by around 100 armed men believed to be supporters of the Ampatuan clan in Ampatuan town, Maguindanao province.

The state of emergency gives military and police wide powers of arrest and detention.

Press Secretary Cerge Remonde said Proclamation Order No. 1946 was issued upon the recommendation of the Cabinet security cluster during the National Economic and Development Authority-National Anti-Poverty Commission Cabinet meeting in Malacañang.

It was a very sad day for our country yesterday. Forty people were reportedly abducted and killed in broad daylight allegedly by the security men of political warlords in Maguindanao with the possible involvement of some local law enforcement units.

The news may come as a shock for some but the truth is the brutal massacre merely highlighted what has been going on in many parts of our country all these years. This is ‘political warlordism’ at its worst! To make matters worse, the AFP/PNP are either accomplices, silents partners or helpless onlookers in these occurrences either by choice or through pressure from superiors. Often, the AFP/PNP area commanders are pressured or bribed by local politicians into issuing firearms for the latter ostensibly for security purposes but actually ends up being used for kidnapping, robbery, harassment/coercion, tribal wars and, in this case, a massacre of political foes. In an incident in 2001, then Col. Narcise, a newly assigned brigade commander in Basilan, recalled the government issued firearms of then Gov. Wahab Akbar but after a few days Col. Narcise was directed by then DND Sec. Reyes to return the said firearms to Akbar. The late Governor was a political ally of GMA and a personal friend of Reyes. Afterwards, Col. Narcise was unceremoniously relieved from his post by Reyes at the request of Akbar. Similar situations are happening in Maguindanao and other strife torn areas throughout the country.

That said, I will be filing a resolution on Monday calling for a Senate investigation on the Maguindanao massacre to find out the circumstances that led to this gruesome crime with a particular focus on the possible involvement/negligence of the AFP/PNP. Also, it intends to extract how many firearms have actually been issued by the AFP/PNP to all local officials not only in Maguindanao but all over the country with the end in view of recalling such firearms. Earlier, I have also filed a Gun Control Bill that intends to curb the proliferation of loose firearms. The bottom line is: WE HAVE TO GET THESE GUNS!

Now, this is just the first step. Ultimately, only an aggressive political/governance reform and development agenda can restore peace, progress and democracy in these areas. Let’s just hope Noynoy (or whoever will be the next president) has one.

“The state of emergency shall remain in force and effect until lifted or withdrawn by the President,” Remonde said.

Cabinet Secretary Silvestre Bello III said the disarming of private armies and other legal measures like the suspension of habeas corpus may be considered under a state of emergency.

Bello said for the security and safety of witnesses, the Department of Justice may consider filing and trying the case against the perpetrators in Manila because of the “volatile” situation in Maguindanao.

Arroyo also directed the military through acting defense secretary Norberto Gonzales and acting AFP chief Lt. Gen. Rodrigo Maclang, and the police through Interior Secretary Ronaldo Puno and PNP chief Jesus Verzosa to conduct operations against the perpetrators and secure the affected areas in Maguindanao.

An initial 21 bodies were recovered hours after the convoy of the Mangudadatus were blocked by armed men while on their way to the Shariff Aguak capitol to file the certificate of candidacy of Buluan, Maguindanao vice mayor Ismail “Toto” Mangudadatu.

Twenty-one bodies were initially recovered.

Security forces yesterday recovered 25 more bodies from Salman village in Ampatuan town, bringing the total number of fatalities to 46.

The vice mayor was not with the convoy that included his wife Genalyn and sisters Bai Farina Mangudadatu and Bai Eden Mangudadatu, also the incumbent vice mayor in Mangudadatu town in Maguindanao, and their supporters and some media men.

Lt. Col. Rolando Nerona, commander of the Army’s 46th Infantry Battalion, said 24 of the bodies were dug up from graves.

He said the last body, that of a woman, was hidden under some of the 21 bodies which were found sprawled on the ground or inside their vehicles.

Among them were Bai Eden Mangudadatu, vice mayor of Mangudadatu town; Bai Genalin Mangudadatu, wife of Ismael Mangudadatu, vice mayor of Buluan town; Rowena Ante Mangudadatu, a civilian; Bah Farinmah Mangudadatu; lawyer Cynthia Onquedo; lawyer Connie Brizuela; and one Mr. Onquedo, father of Cynthia.

The dead among the media were Gina dela Cruz, Marites Cablitas, Neneng Montaño, Bong Reblando; and Mac-Mac Arriola.

Remonde shrugged off calls for an independent body, saying the NBI and the Commission on Human Rights are already conducting their own probe.

Presidential political adviser Gabriel Claudio said the Mangudadatus had asked that justice to be served.

Bello and Claudio appealed to everyone not to speculate.

“Let’s give the authorities the chance to investigate. There are no suspects until we get witnesses or we get initial evidence against anybody,” Bello said.

He said the Ampatuans are technically not yet considered suspects as the crisis management committee and investigating bodies are still collating evidence and trying to determine who may be involved in the incident.

Puno said investigations would be completed within a couple of days.

“There are no sacred cows,” he said.

“It is going to be a direct investigation of the crimes committed. We have some information about specific names, not just those who ordered this thing, but also those who committed it.”

Gonzales and Maclang, who joined the President in a teleconference, said Arroyo declared a state of emergency to allow entry of the military to maintain peace in the areas covered by the proclamation.

“We are trying to prevent the escalation of this violence so our Armed Forces is conducting checkpoints and we have asked them to augment their forces in Maguindanao,” Gonzales said at a command conference in Davao City.

Maclang gave the assurance that there will be no curtailment of rights in the areas covered by the state of emergency.

“The only change is that the AFP will be coming in to help the PNP implement the law,” he said.

Maclang said PNP has cancelled all permits to carry firearms in the areas.

The PNP and Armed Forces have placed the entire province of Maguindanao under their physical control to prevent the escalation of hostilities.

“Physical control of the province would mean round the clock patrolling of our men, 24/7 checkpoints, and all people coming in and out of the province will be checked,” PNP spokesman Chief Supt. Leonardo Espina said.

Espina said the decision to place the province under their physical control was reached during a command conference in Sultan Kudarat convened by Jesus Dureza, presidential adviser on Mindanao affairs and crisis committee chair, and Gonzales.

He said the bulk of the additional troops and policemen sent to the province are concentrated in Ampatuan town.

Relieved

Verzosa relieved Maguindanao police chief Senior Supt. Abusana Maguid on the ground of command responsibility.

Espina said Maguid’s deputy, Chief Insp. Sukarno Dicay, and his men identified as Insp. Diongon and SPO2 Baccal were also relieved as they were seen when the civilian convoy was blocked by the armed men in Sitio Masalay, Barangay Salman, Ampatuan town.

Dicay, Diongon, and Baccal were reportedly seen alongside with a number of civilian volunteers at the crime scene.

Espina said the four policemen are under restrictive custody of the CIDG in Cotabato City.

Espina said they will also investigate the neglect on the part of the policemen as there were intelligence reports about threats on supporters of Mangudadatu.

He said police investigators have come across several names and one of them was that of Andal Ampatuan Jr., mayor of Datu Unsay town.

“We have many exact names and one of them is the mayor of Datu Unsay town because his group allegedly stopped the convoy,” he said.

“There will be no sacred cows. Kung may evidence laban sa isang tao, so be it,” he said.

Asked if the Ampatuans will be summoned, he said: “It will depend on the investigators”.

Air and ground operations

AFP public affairs office chief Lt. Col. Romeo Brawner Jr. said the military has launched air and ground operations to pursue to people involved in the “heinous crime.”

Brawner said at least six companies are involved in the operations, which are backed up by a number of helicopters.

A company is comprised of 120 officers and men.

Brawner said two of the companies are directly involved in the pursuit operation while the four other companies are establishing checkpoints.

He said the ground troops are supported by armored vehicles.

Brawner said the military believes the suspects are still in Ampatuan town.

    Declaring state of emergency in these selected areas only proves there has been a long standing plan to have it enforced and staging that spine chilling crime is just their first step to justify this unacceptable imposition.

  15. Whoa, whoa, not so fast. You might be in for a big surprise. I won’t jump into concluding that these dastardly acts didn’t have the approval or at least prior knowledge of higher-ups.

    The Ampatuans have outlived their usefulness, at least as far as Gloria is concerned. They might yet experience the worst double-cross they have seen in their lives. The snake that Gloria is, the idea is not far-fetched.

    They have shown her that the Ampatuans have absolute control over politics in the province, they have demonstrated that with impunity now they can deliver the same favors to the new administration, obviously opposition. They will soon drop Gloria and her cabal like stinking crap and of course Gloria wouldn’t want any of that.

    This is power at play. Gloria can now use the incident to silence the clan hence, the state of emergency declaration. This will force the clan’s patriarch to negotiate with Gloria on terms she will dictate. It will of course include total silence on the Garci/Bedol operations in the past, among others. The other alternative, that of the Mangudadatus taking reign, is not one that the Ampatuans are likely to accept.

  17. Since the takeover of Norbie Gonzales over the top DND post, I have been looking for telltale signs that the civilian-military junta he wants in place would find an opening to manifest itself.

    Gloria definitely knows Norbie’s mission, if she’s not the original author of it, prior to his appointment at DND. The appointment was a seal of approval of Gonzales’ advocated mode of transition.

    When you analyse Gloria, do not look only at the surface. The evil thrives underneath.

    Braganza said Roxas, the LP president, asked him to be his political adviser when Roxas was still planning to run for president. But as a new member of LP, Braganza said he would not only work with Roxas but for the entire party.

    Roxas, he said, offered him the position even before he joined LP.

    Me thinks what happened was providential. . .Of course, the unnecessary loss of so many innocent lives is despicable and surely cries to the heavens for vengeance. But the larger picture actually presents us with that window of opportunity to exorcise the ghosts of elections past in this benighted province. With this unfortunate incident, all eyes, foreign and domestic, will now be focused like laser beams on the Ampatuans, erstwhile hardcore Arroyo sources of unbelievable solid voting in any elections in the province(FPJ got zero votes here and of course, the Senator from Maguindanao himself, Migz Zubiri. Why the defeaning silence Migz? Cat got your tongue?). The whole country is now in upheaval and Putot cannot afford to whitewash this to save the Ampatuans fat asses. As I’ve said, we are now at least be able to hear soon enough loud whispers of what transpired in the 2004 and 2007 elections. With their backs on the wall, the Ampatuans will try very hard to use this as their leverage against any Malacanang attempt to unseat them, thus the declaration of a State of Emergency. Putot, at this stage, cannot afford another scandal to rock her administration. As humans, we sometimes really cannot fathom how fate would eventually play out. The handwriting on the wall is very clear. The ghosts of Maguindanao, long taken advantage of during election time, will rise this time, to haunt the malevolent Arroyo admin and her henchmen. It is my hope, that this will be the last sightings of restless souls in Maguindanao coming to life come election time. . .

    Among the Mangudadatu group revenge is a natural reaction, and the Ampatuan group may be thinking “unahan na natin bago pa makaganti”. Muslim clan against Muslim clan is a recipe for horrendous mass murder. If GMA does not send more Philippine troops/police, medyo nakikilabot isipin kung ano ang susunod.
