In the still -to- be -released survey of Pulse Asia for senatorial candidates, Rep. Alan Peter Cayetano has moved up to number four from last November’s number 8 spot. In the past months, Mike Arroyo has unleashed his dogs in the House of Representatives against Cayetano.
Malaya’s Wendell Vigilia reports on the latest on Mike Arroyo’s crusade to catapult Cayetano to the Senate:
THE House committee on ethics yesterday recommended the suspension of Rep. Alan Peter Cayetano (NP, Taguig-Pateros) for 45 days for saying presidential spouse Jose Miguel Arroyo maintained a bank account in Germany.
The recommendation will go to the House plenary where a two-third vote or 154 is needed to impose sanctions on a member.
The motion to recommend suspension by Rep. Luis Villafuerte was adopted by a vote of 35-3.
Those who voted against were Representatives Roilo Golez (Ind., Parañaque ), Teofisto Guingona III (NP, Bukidnon) and Rafael Mariano of the party-list group Anakpawis.
Rep. Agapito Aquino (LDP, Makati) abstained, saying he did not want to be part of a “kangaroo court.”
The vote to recommend suspension at around 7 p.m. capped an afternoon where allies of Malacañang consistently voted down Cayetano’s motions.
The last motion before the vote was to declare Cayetano in default of presenting evidence for his defense, which was set for yesterday, after the latter said he would ask that subpoenas be issued to his witnesses. The motion was carried by a vote of 35-4.
The panel earlier voted 36-3 to junk Cayetano’s demurrer to evidence where Cayetano said Arroyo and his co-complainants – his sons Rep. Mikey Arroyo (Lakas, Pampanga) and Diosdado Macapagal and brother Rep. Ignacio Arroyo (Kampi, Negros Occ.) – had no case against him.
The Arroyos sought Cayetano’s expulsion, the maximum penalty for “disorderly conduct.” Suspension is for a maximum of 60 days.
Villafuerte, a vice chair of the panel, and Harlin Abayon (LP, N. Samar) raised the motion to junk Cayetano’s demurrer.
Before voting on the demurrer, the committee voted 35-4 in favor of the motion of Rep. Jacinto Paras (Kampi, Negros Oriental) to adopt the authenticated certification secured by a three-man ethics panel fact-finding team in Germany.
The panel was composed of Representatives Rodolfo Cajes (NPC, Bohol), committee chairman, Antonio Cerilles (NPC, Zambonga del Sur) and Rodante Marcoleta of party-list Alagad.
HypoVereinsbank vice president Peter Reisner, senior legal counsel Michael Henniger, general secretariat head Evi Vollmann, and compliance officer Klaus Michael Ploss said in the Feb. 2 certification that as per bank records covering the past 10 years, Arroyo family members have never kept any account with the bank, or in any of its branches worldwide.
Cayetano, assisted by lawyer Joel Montales, said the certification was inconclusive.
“The fact-finding team swallowed it (certification) hook, line and sinker – to limit it to the German account,” he said.
Ruy Rondain, the Arroyos’ lawyer, in opposing Cayetano’s demurrer said: “I only have one word for it: It’s garbage.”
Cayetano said it was the “limited” waiver of Mr. Arroyo that was garbage.
“Sa Tagalog, inutil because it will not tell you if the accounts are under the names of dummies…It’s the biggest lie,” he said.
Cayetano initially succeeded in steering the deliberations to what he described as discrepancies on the document number and serial number of the original and photocopied copies of the certification.
Cayetano said the original copy furnished to him by the fact-finding team is numbered 56 while the photocopy copy is numbered 58. The original has the serial No. 578 while the photocopy had No. 570.
“Bakit ganun? Baka yung xerox machine natin marunong mandaya. How come yung xerox copy may dagdag bawas?” he said.
Presiding chair Rep. Mauricio Domogan (Lakas, Baguio) and Villafuerte said there was nothing “spurious” about the discrepancies since the reproductions were made from other “original copies” which have different document and serial numbers.
The team later withdrew the photocopies and furnished Cayetano with the original.
Go for it lad, go get ’em, thump and thrash them in the polls!

Ellen, I also noticed from a pic a congressman waving a purported “certification” containing a ribbon and a seal… I’ve signed many documents and have received official documents, notarial seals but those ribbon and seal look like they were Philippine thinggies and not European ones.
We don’t have those unless for the usual “red tape” that binds a deed of sale for a property.
As far as I know of the facts of Cayetano’s expose, the account is not in the name of the Arroyos. So that certification is really useless.

Assuming the the numbers were submitted to the bank, the question is who gave the Pidals power of attorney to check the bank account numbers for certification purposes?

Impossible for a bank in Europe to react and certify that bank account numbers so and so do not and never belonged to Mr and Mrs Pidal nor to their heirs if the owners of the bank accounts in questions HAVE NOT GIVEN instructions to the bank to do so.
Otherwise, the bank will be committing a serious error.
If I could have a copy of the certification, I will submit it to a friend working with the OECD and perhaps check out how the certification was issued.
We have very very tight banking rules here. I can tell you that I cannot even ask for my son’s bank statement even if we are domiciled in the same bank and same branch because he is no longer minor.
I tried once – although I knew the answer in advance – but the bank manager who knew me said, he would be breaking banking rules if he did that.
I’ll ask Alan for a copy.

Lucky, Peter Cayetano, he is definitely on the way to the Senate. The efforts of Mike and his Congress lackeys are catapulting him freely to a popularity that he could never achieve through a PR hype. Well-deserved actually because he is the only one on sight now who is taking on FG and his little lady in Malacanang.
When we choose Alan for Senator will there be a replacement of his caliber in the House of Representatives? I only hope that more fearless representatives get elected. We lived in Europe for more than 10 years, though hindi sa Germany. Walang ribbon-ribbon ang mga bank certification na ni-request namin sa tatlong bansa ng UK, Italy at Denmark.
Dapat ang mga bwayang ‘yan ay sunugin kasabay ng fake certification nila! What can we expect? Pinas is led by so many fakes starting from the fake president Dirty Glue!

Fake! That certification is another falsified document manufactured by this fraudulent government. The first time around, the circumstances were very doubtful – the date on the certification was on a Holiday and Atty. Romulo Makalinta claims they got it even if it was after the normal office hours! Only VIP clients are received on such ocassions by top bank officers, giving more credence to the suspicion than destroying it. Funny thing was, the numbers on the first certification do not match with those declared by Cayetano during his speech on the impeachment vote.
The next certification, this time with corrected account numbers, another fabrication I assume, came by “mail” – more suspicious than the first as The Pig never even had to go to Germany to get it.
Now, these new ones have serial numbers printed differently. Gawa na naman ng isang walang utak. Parang yung pirma ni Iggy as Jose Pidal, pagkatapos ng dalawang linggong praktis, sablay pa rin, pero authentic daw sabi ng PNP Crime Lab, woohoo! Gaya ng mga balota ni Garci, papeles ni Manapat, Fertilizer ni Jocjoc, witnesses ni Corpuz, certification ni Miguel, pwesto ni Gloria, blogname ni Luli, etc., etc., etc.

Anything produced by the Pidals should be subject to extreme scrutiny. These kleptomaniacs should be put to jail. They remind me of those people charged with theft and robbery here in Japan. While doing interpretation cum investigation for the police, I realized that it was in fact a kind of mental illness, and I came to the conclusion in fact that majority of criminals were in fact sick in the head, but over here, mental illness is not taken as an excuse from prosecution and punishment.
Filipinos should not be voting for these Malacanang lackeys if they want to put law and order over there in place. Otherwise, it will be the same lousy government with the butetes, ungas and mandurugas still bleeding them to death!
Funny, but it is kind of some horror films with Dracula sipping his victims dry and turning them into vampires themselves. As this piece was being written, there was a motion to declare Cayetano in default of his right to present evidence in his defense. The locomotive was in full steam; the railroading was a foregone conclusion.
We saw at the televised hearings of the committee the same thick-skinned faces which railroaded proposed constitutional changes by the House’s own lonesome. These were also the same scoundrels who scuttled the impeachment complaint against Gloria Arroyo.
They are a disgrace as House members. But considering the House’s servility to the Palace, it is an empty tautology we are saying.

In reality, a candidate needs a lot of resources..money, people, time..more money..and more money..and more people who will guard/protect his votes. Trillanes, I believe, does not have all of these. I am sure the military will not vote for him..Even his classmates in the Philippine Military Academy are not 100% in support of him. He needs an elaborate machinery to be elected. Simply put, he is an exact “copycat” of Gringo Honasan!

Tell you what, I had a friend who decided he wanted to become a politician instead of just leading some grassroot movement and not getting what and his group want done. Wala siyang masyadong pera. His parents were quite well-off but he would not want to bother his parents about his candidacy because they were not in fact in favor of his activities. So, his group called a meeting, and called on as many people as they could get to come to his meeting. I was actually one of those who responded to the call.
Nag-meeting, and everyone pitched in on how best to help him without really becoming a burden to anyone. Kaniya-kaniyang suggestions. Then, it was decided that he would go walking instead of riding on expensive cars using the train to go from one station to another within the area that he was running for to be its representative in the Diet. If there were no trains, then, he and his campaign staff go by bicycle. Kaniya-kaniyang imprenta with their home printers ng campaign posters, etc. I accepted the job of sending cards to at least 500 people. Mabait naman dito because the home affairs office in charge of the election provide a list to all concerned without fear or favor. Pantay-pantay! 80 yen per card for 500 people, and that was 40,000 yen slash from my pocket but it was OK.
When he won, I was naturally overjoyed, because somehow my efforts paid. There was that feeling of accomplishment and satisfaction. I have not gone to him for special favor afteer that but he surely remembers me, calls me, “Takei-san” and doesn’t forget to say “Osewa ni narimashita!” (Literally, “Thanks for taking care of me!”) when he sees me. Still the humble fellow my friends and I know!
Ganyan sana ang mga politiko sa Pilipinas! The only one I know to be so is Senator Pimentel as a matter of fact. In a way, I like Jesli Lapus, too, because he does not forget me!!!

Talaga namang hindi takot si Alan sa mga kalaban niya. However, I would prefer him to lay down his cards on this issue. If somebody accuses me of something like this, I would also try and get back at him if I were innocent. On the other hand, I too would not accuse anybody unless I have sufficient evidence. I too believe that the Arroyos have stashed huge sums of money outside of the country, but I don’t have proof.

We had been telling our electorates to vote wisely and at all costs protect their votes. But, the electorates never learn and later complain and bring down their elected candidates in position while he/she is in office. And this is a never-ending cycle. The media, opinion writers, NGOs and other advocacies are always there to remind the electorates on how to vote the candidates months before the election and they were not remiss of their jobs.
The problem/s in elections should not be blamed to the electorates/voters. The bigger problems should be blamed to the very institution which is mandated to conduct an election–COMELEC. Everybody always hear about Electoral Reforms but COMELEC, in reality, is not doing anything!..Abalos is always playing golf and betting thousands of pesos with the politicians and businessmen golf playmates. COMELEC can not even come up with a “honest-to-goodness” list of voters in every barangay, town, province, region, and for the whole country.
They don’t even know how to ADD but they are experts of “dagdag-bawas” operations. The COMELEC Commisioners are easily tempted to receive bribes from candidates who has the highest bid if they want to win in the elections. The Commissioners would ask–“Do you want to spend (give me) 3 Million Pesos to be elected and win; or Spend 6 Million Pesos to file your complaint, recount your votes and wait for 3 years for your complaint to be resolved?” Such question was asked from a candidate running for Councilor in one of the key cities in Metro Manila. Councilor pa lang yan! The reported automation of COMELEC is a sham and the overpriced contract/payment went to the pockets of COMELEC officials.
Bulok ang COMELEC..Matagal na tayong ginagago ng COMELEC!!!Abalos should resign together with the Commissioners. I recommend they should be replaced by Grade 6 students to count those casted votes after election. I am sure the declaration of winners will not take months and there will be no complaints from the losing candidates.

All these efforts at educating voters on the qualities of candidates they must vote for will most, most probably, not succeed. Most of the voters who actually vote, do vote with their stomachs. It is in the interest of politicians, such as the ones who are in power now, to keep the people hungry so that come election time, they will vote for anybody who offers the most filling meal.
These politicians are well aware that when people start voting with their brains, they will be voted out of power. Unfortunately, the human anatomy functions only in a way such that when the stomach is empty, the brain gets clouded with the primal need for food.
These politicians know only too well that most of the Filipinos who are not hungry (and therefore, are able to think more clearly)are either out of the country as OFWs or are businessmen calling the shots from their glass towers in Makati. To the poor, who comprises the biggest chunk of voters, they say “Iboto n’yo ako, pakakainin ko kayo sa Jollibee”. To the businessmen, they say “Iboto n’yo ako, ako na’ng bahala sa BIR”. They won’t care much about OFWs, knowing that OFWs are too far to make any meaningful difference (If they get cheated, most OFWs will not even entertain the thought of flying back to the Philippines just to see their complaints through).
For these politicians, name of the game is not “Keep it simple, stupid!”, but rather “Keep them simply stupid!”.

Yup, I don’t think the lapses of judgment have anything to do with hunger. I have seen a lot many people here go to the polls when they feel the pinch because of bad governance, and they vow to remove the culprits. Call it foresight. Chi and the rest, now if you want a good man to run the Comelec I have one man to recommend, but I’m not sure if he’ll take the offer. He’s JP Kingsleys and he just resigned his post effective 17th of this month. For 17th years he headed Election Canada and not one single issue was raised against his integrity and he was responsible for fully automating our election and a permanent voters lists and registration automatically for new citizens and registration anytime and even during election day. He was also responsible for advance voting, voting on-line, and availability and access to vote by all, even in Braille for the visually impaired. Rumors that he will be going to the U.N. for the Agency that concern Election Reforms for Member States and that includes the Philippines. Of course he can’t not work for the Comelec, but could make some input for reform once he starts his post with the U.N.
