Foreign policy forum for presidentiables

On Jan. 14, the Carlos P. Romulo Foundation, Asian Institute of Management, and ABS News Channel will hold a foreign policy forum featuring presidential candidates and will focus on Philippine credibility and competitiveness in the world.

The forum takes special significance at this time when world has to deal with the twin threats of terrorism and economic recession and the Philippines carries additional burden of resources strained by recent calamities and a notorious reputation of lawlessness.

Liberal Party presidential candidate Benigno “Noynoy” Aquino III, who is leading in all election surveys, has declined the invitation to participate in the forum. Surprisingly, Nacionalista Party presidential bet Manny Villar, who used to have a phobia with presidential fora, has agreed to attend.

This is not the first time that Aquino would be snubbing a foreign-policy related forum. He was also a no- show in the forum on Millenium Development Goals co-sponsored by the MDG Campaign and the Foreign Correspondents Association of the Philippines in October 2009.

Aquino’s avoidance of the Jan. 14 event gives credence to talks that since he was not impressive in the past few presidential fora he has participated in, his handlers have decided to limit his exposure to such activity to protect his lead.

I guess, Noynoy’s campaign strategists have devised other ways for him to inform the voters what substance can they expect from his presidency. They can’t be just relying on Facebook and other social networks, which everybody knows are maintained by other people and not by the candidate himself.

Anyway, the two-hour forum will be held at the AIM Bldg in Makati starting at 10 a.m. Aside from Aquino and Villar, the organizers have also invited presidential aspirants Joseph Estrada , Richard Gordon and Gilbert Teodoro

The candidates are expected to answer the following concerns:

1. The Maguindanao nightmare and the wider challenge of peace in the Philippine South. What is your assessment of the situation in Maguindanao and the Autonomous Region of Muslim Mindanao, and what policies and programs will you pursue to bring an end to the conflict in Mindanao and Sulu, and install stable government and sustainable development across the region?

2. Philippine foreign relations and international security. What significance do you attach to Philippine relations with the world, what countries and regions are most important, and do you believe the nation should be involved or not in the international fight against terrorism?

3. Philippine economy and international economic relations. What policies will you adopt for strengthening and growing the national economy, how will you expand foreign trade and investments in the country, and what importance do you attach to key economic organizations such as the World Trade Organization, International Monetary Fund, World Bank, and Asia Pacific Economic Cooperation.

4. Migrant workers. What policies will you adopt with respect to Filipino labor migration, the welfare of OFWs, Philippine relations with labor-receiving countries, and conventions for the protection and rights of migrant workers?

5. Philippine competitiveness in the world. What specific policies and programs will you adopt to reverse the erosion of Philippine international competitiveness in the world, and what particular areas do you consider most vital to national interest?

  1. Eh bakit pa kailangan ni NoyNoy sumipot sa ganitong mga forum, sigurado na ang panalo niya? Hindi ba sinabi na ni NoyNoy, when elected president he will always make himself and his cabinet members available to questioning. Laban!!

    Isa pang takot ni NoyNoy, baka tanungin siya tungkol sa United Nations Millenium Development goals. Hindi nga kasama sa agenda, eh kung tanungin siya derecho ni Erap, eh di kailangan siyang sumagot.Umatras na nga siya support for women’s and reproductive health bill — baka pa ma-ungkat.

    Reminds me of FPJ when he was interviewed by Max Soliven… Never did we see a presidential contender who had little to say on almost anything on national tv. Poor Soliven had to painstakingly pull teeth…

    I think Erap can answer and explain the no. 1 question easily. He did what other presidents (past and present) can’t and afraid to do, that is to go on an all-out-war against the rebels. That is one tough act to follow as far as I’m concerned. As to the other question like foreign policy, etc… I still have to hear from him explain his policies of those issues. I just hope he is sober during the forum. 😛

    I still remember vividly when the military then over run the rebel camps one by one, and as each camp fall to the hands of the soldiers, they put up the one and only flag of our country, the Philippine flag. As to add insult to injury, they even roasted a pig inside the rebel camp. 😛

    One reason why the military and the police didn’t back-up and support Erap during the so-called EDSA 2 is because he got all to himself the milk and butter of the generals, thats is the jueteng proceeds.     There is a US Filipino group that is organizing a simulcast of a townhall meeting/debate to be held at 10 am Philippine time, and 10 pm East Coast time. Most of the presidentiables have agreed.

  17. I really am trying to give Aquino the benefit of the doubt but I’m finding it difficult to know what he really stands for — I’ve been going through his answers and by gum, they don’t mean a goddamn thing.

    And now this — he is refusing to join the fora where he can explain himself.

    Frankly, I’m finding he’s becoming more and more difficult to sell, er… to buy pala!

    C’mon Aquino! Stop beating around the bloody frigging bush. Let’s hear your platform. How the frig will we know where you stand on issues affecting the country if you don’t want to be quizzed. Not enough to say you’ll run after Marcos — the man has been dead and dead as a dead bozo.

    Between now and the May elections, you bet na marami pang forums na tulad nang ganito. I am more interested doon sa Comelec-sponsored forums with many other media outfits covering those events. As of now, haka-haka lang ng iba yun kung bakit ayaw umattend ni Aquino after attending other forums weeks ago. Mas kailangan nina Gibo at Gordon yun para umangat numero nila. Halos lahat naman ng itatanong ay yun ding yun nababasa natin sa balita na tinatanong sa kanila ng media. Rose huwag mo pansinin si Xman.     Noynoy’s rule and his best weapon – Silence. No talk no mistake.

    His knees are not strong enough to carry him to the forum and scared to death that he might expose himself as ignorant and know nothing when it comes to foreign policy. Foreign policy is a must and I wonder what a combat shooter has to do with being a president.

    A presidential aspirant should accept all challenges and challengers to prove that he is capable and worth the peoples trust to lead the nation. But not to Noynoy. Better shut his mouth, duck and be safe to protect a survey result.

    Just leave it to the memory of Cory and Ninoy and the name Aquino to carry him to his disired destination.

    So, attendance to these forums(yes Rose, acceptable na to ngayon) is now compulsory all of a sudden? What about the forums that he has attended in the past? Just because he is skipping this one, Noynoy is already afraid to discuss foreign policy? Ibinigay na nga mga tanong di ba?     Good of you to defend Aquino with such passion… all in your honour. But it would make a lot of difference to hear from the man, the candidate himself.

    And truly, without the least bit of malice, I’d like to hear Aquino to tackle the issues that I believe are important, eg., poverty alleviation, polpulation control, corruption at all levels, human rights, his view on corruptions committed by the Macapagal dynasty, law and order, criminality, etc.

    I don’t believe that it would be to his disadvantage to speak of these things today or even before the official campaign season begins. Nothing like getting to know the man as early as possible. He is still an unknow quantity as far as I’m concerned, save that he is the son of Cory and Ninoy. They are now irrelevant in the scheme of things as far as I’m concerned.

    What is relevant to me is today’s Aquino, the candidate, the man who wants my vote and the votes of the others. Whatever derogatory things are being said about him should be immaterial provided he can face the thorny issues at hand.

    He is applying for the highest political office of the land — it is imperative that he tackles these issues head on, nothing wrong either if those who don’t know him want to hear from him first hand. We cannot just dismiss people’s interest in these issues… they are legitimate and Aquino must explain himself, there should be no excuses…

  27. I think Noynoy’s showing up in these forums will do more damage than his not showing up. Lets face it, everytime he opens his mouth in public, his opponents’ ratings go up. Packaging him as a secret “macho” gun-wielding dirty harry type doesn’t help either, as the expression on his face each time he gets excited reminds us of some “downs syndrome” special child. not discounting the the “ab” (singular for abs) as he has one heck of a arms cache down there…
    An image of a strong, silent, hard working, reliable, boy-next-door-type would be better. Less talk, less mistakes…less promises, more deeds…maybe he’s saving his voice for the genuine vistory toasting SONA’s later on, who knows? An anti politics, super nontraditional civil servant?
    If we don’t look at the whole picture and expect Noynoy to measure up to our templates of statesmanship, debating prowess, charisma (the normal traditional politicians’ template) we’re in for a big disappointment. If he doesn’t win, its Villar, Gloria’s boy…Noynoy may not measure up to our expectations as a politician now, but does that really matter? How many Filipinos care about intelligence? well thought out platforms? speeches? the usual song and dance? What most people look for in our leaders right now is “HOPE” and being the scion of Ninoy and Cory, promising to continue the legacy, is probably a lot better than Noynoy pitting his wits in forums or debates….I hope…

    I fully understand where you’re coming from. My point is, why are they trying to make it appear that Aquino is trying to duck these forums because he doesn’t know about foreign policy? C’mon! What are they? Psychics? Kahit nga ako na simple college graduate lang kaya kong sagutin yung mga tanong na yun. Why the insinuation? It’s as if Aquino is expected to attend all these forums sponsored by such and such a foundation in partnership with foreign this and foreign that! Bull! Why this fixation on this particular forum? Sabi nga ni Rose, ordinary folks couldn’t care less about foreign policy! The issue closer at home is about government corruption! Eradicate this and other countries will have a kinder image than what they have of our country and its leaders right now. Gibo, Gordon and Villar can shout themselves hoarse that they are the best prepared and the best debaters until they’re blue in the face for all I care but they still won’t win! The issue in this election has long been determined. It’s not gravitas, it’s not knowledge of the law, it’s not business savvy. It’s about corruption. Now, let me ask. Among the frontrunners, who do u think has the least connection with Gloria and her rapacious cabal? Is it any wonder then that 40 plus per cent of the voting populace would cast their lot with Aquino who his critics say is everything his ‘distinguished’ adversaries are not?     Under normal situations, I would have agreed that qualifications of the candidates would have been the paramount consideration in choosing our leaders. But we are not in normal times. Pandak and her ilk have so devastated everything in their path that we are left gasping for breath and people clamoring for respite. Look at Obama. Why did the American people choose a black neophyte senator with no impressive legislative accomplishment? Audacity of Hope? You bet! George Bush so battered the American economy and the American image overseas that the American people wouldn’t vote for anyone even remotely connected with Bush and cast their luck with Obama instead. His detractors can criticize all they like. They are not President. He is. Same with Aquino. His critics are entitled to say anything they want. Par for the course. . .You win some. . .You lose sum. . .he won’t lose sleep over it. . .

Looking at Noynoy through traditional politics’ templates will end in disappointment…Lets face it, he’s just a guy we asked to run for president because the alternatives would mean a fate worse than death for the Philippines. Personally I don’t really like Noynoy, then again, so what? Lets look at it from another angle, he won’t be much of a strong, dominating leader type, probably not as visible micromanager as Arroyo…we’ll have less government but more people and private enterprise initiatiative as we could finally realize that we can’t expect the government to give us a living, probably even lesser corruption, lesser greedy people in power?…I hope…

    Noynoy was a Congressman for 9 YEARS (1998 – 2007) and authored about 5 House Bills, NONE was passed into law.

    He serving as Senator from 2007 to present, his only accomplishment is RENAMING STREETS made into law.

    Obama made efforts to correct the disparity that existed in the state of Illinois where veterans were receiving less disability benefits as compared to other states. As a result more disability claims specialists were hired for the regional office in Chicago and claims of veterans were re-examined. Education was his top priority during his Senate years. He passed a legislation to carry summer education programs which emphasize mathematics and problem solving skills. He worked on to get black colleges eligible for grant money.

    As a member of minority party in 109th congress, Barack created legislation to control conventional weapon and nuclear material smuggling. It became a law in 2007. Along with Senator Tom Coburn, Barack Obama passed a law to bring more transparency in the system.

    He passed legislation where he demanded that gas stations be given tax credits who have installed E85 ethanol refueling pumps.

    Barack Obama has worked for the last twenty years as a community organizer, a civil rights attorney, a constitutional law professor, a Sate Senator and then U.S. Senator.

    Cory Aquino is well respected by many Filipinos for her contribution to real freedom in our country, as well as, other parts of this world. She’s not perfect but tried her best to make a difference and no way near being a thief as you suggested!

Have you heard of any cases filed against her after she left office when she no longer has presidential immunity? Why didn’t they file cases relating to Mendiola and Luisita massacres against her? Can’t prove anything except rumors and tsismis? Compare this with the corruption scandals in the Ramos, Erap and Pandak presidency, all of which were investigated by Congress. Was Noynoy ever investigated before in connection with any case BEFORE he filed his candidacy for President?

  67. As I said, if we look at Noynoy through traditional politicians’ templates, we will never like him. If we look at achievements alone, we’re better off sticking with Gloria Arroyo, as her report card (SONAs) are glaring recorded landmark achievements!
    If we are looking for someone who can get things done in the context of Philippine politics, lets have De Venecia back, or we can just look at all the Arroyo allies who got big pork barrels.
    Getting things done here means compromise, wheeling and dealing, payoffs, etc. Gordon is the best example of tradpol there is, he can wheel and deal, compromise, talk your pants off (and ears), then again, do we still want these people still?
    All Noynoy will have to show for himself is that he has no track record of “wheeling and dealing, compromise, payoffs, etc.” and his family has no record of “stealing” basically, he has nothing going for him except CHARACTER, which no one elsd in the presidentiable list has.
    Maybe its time to have a paradigm shift in terms of the way we look at and choose leaders? At any rate, we need a transition leader asap just to cut clean from Arroyo politics, and this is our chance, then we work on from there. We have to do something drastic (but legal) inorder to at least start some changes, nothing can be done as long as Arroyo and her cabal are still in power as they dominate our institutions. Where do we start? The logical move will be to cut off its head and putting Noynoy in isn’t too bad.
    The guy has never lusted for such power or riches, if we left him alone, he could even have had a better/quieter life away from the stress of politics. Villar/Gordon, etc., these guys have an obvious obsession with becoming masters for the universe and have shown that they will do inorder to get there…

My only beef though is that sometimes, their criticisms are not grounded on well-established facts but on the say-so of such and such columnists whose opinions are well, their own opinions. Though I am not in the least surprised, wouldn’t it be better if the hysterics are toned down in the discussions rather than needling the candidate solely on his physical attributes or the seeming lack of them?     In support of his presidential bid, Noynoy Aquino has posted these blatant fabrications on his official website and is allowing his supporters to circulate it on the web. What does that say about his self-proclaimed incapability to lie?

    What’s the truth about that shooting?

    Here’s part of the report of that incident by Seth Mydans for The New York Times on August 30, 1987, headlined “Aquino’s Son Says Rebels Opened Fire as He Spoke”:

    “Today, his left arm in a sling and his neck bandaged, Mr. Aquino told of pleading for his life as a soldier decided whether to shoot him again.

    “Mr. Aquino said he had gone out late to ‘attend to a personal problem’ across town, accompanied by bodyguards in his own and a second car.

    “He said he had discounted rumors of a military attack, thinking they might be another ‘zarzuela,’ or comedy, like previous coup threats. But when word came that firing had begun, he rushed home because ‘my instict [sic] was to help my family.’

    “When the soldiers opened fire on his car, he said, a bodyguard on the seat beside him, Joseph Galleta, ‘managed to pull me down and shielded me with his body.’

    Up to the time he was accosted by rebel soldier in front of the St Jude Church, everything seemed normal, and the surprise attack was going on smoothly.

    When he identified himself, the rebels opened fire, and that woke up Cory and tipped off the Presidential Security Forces.

    Without him, the rebel forces would have surprised the Palace Guards and might have captured Malacanang ang Cory at her residence.

    Cory is right, this was a Ngo Dinh Diem (or Salvador Allende) operation that was meant to kill her and her family. Otherwise the rebels would have never fired on Noynoy…but they did and luckily showed their hand.

    A son’s “instinctive reaction” to rush to his besieged mother led Benigno “Noynoy” Aquino III right into a rebels’ ambush.

    Noynoy, his left arm on a sling, met reporters yesterday to deny rumors that he was seriously injured during Friday’s dawn attack on Malacanang Palace by two busloads of rebel soldiers.

    President Aquino’s only son said he was at the Dasmarinas Village residence of Executive Secretary Joker Arroyo past midnight when he heard radio reports that Malacanang, along with other government installations, was under attack.

    He said he saw rebel soldiers positioned on the streetbend near St Jude’s Church, a stone’s throw from the Arlegui house. They were lying prone in an ambush position on both sides of the road, facing Sta Mesa Rotunda instead of the palace.

    He said he slowed down as the rebel soldiers signaled them to stop but then there were other contradictory orders, Noynoy said.

    He heard one say, “Balik ka sa kotse.” while the others shouted, “Dapa, dapa sa kalye.”

    “We failed to respond primarily because they had what looked like a tank beside them. This was also another indication to me that they were friendly forces,” he said.

    As he stopped, he said he tried to reason out with them. “I identified myself and everything but they still fired at us.”

    He said he and his bodyguard were hit in the first volley.

    He was nicked in theleft arm and hit by a piece of slug below his left ear.

    While I am not exactly enamoured of Aquino [the son], I wouldn’t take it against him if he indeed begged for his life during those terse moments (and I thank God, I never had nor hope to go through that experience.)

    It’s human to react that way and anyone who says that a person is duwag because he/she begged for his/her life to be spared while a gun is pointed at his temple, is not being realistic.

    One thing that we must be very clear about is that those troops who attacked Malacanang to kill Cory and her family were enemies of the state as Jug pointed out. Cory’s presidency was legal…

    (I’m trying to be as objective as I can — reflecting only on points raised against Aquino the son that I believe should be put in proper perspective… I’m not at all a great admirer of Cory’s presidency — there were pluses and minuses as ever but that’s another story. And as most old time bloggers here know, I vehemently, virulently denounced her participation in the coup d’état that led to the toppling of a duly elected president of the republic.)

    Agree with you jug. In my view, Noynoy and LP has no problem convincing those who had been or had experience the real peoples power 1986, the previous young ones. They know what it is in reality with similarity problems we have now! What they (Noynoy and LP) needs to concern themselves are those young voters who have no real understanding on what and who to vote for affecting their future and there are MANY in cyberspace! A lot less of Erap’s masa also commands a big vote currently looking for someone to stand by them.
    To make what you said a reality, Noynoy young organizers, framers and voters, who understand what it is where voting for needs to be very visible and start participating in this exercise! On the ground and in cyberspace! (just an unsolicited suggestion!)
