Gloria Arroyo: Astute as ever

Take note at how Gloria Arroyo, speaker of the House of Representatives, maneuvered on the controversial bill lowering the minimum age of criminal liability from age 15 which is in the existing law to originally, nine years old and finally 12.

In an interview after the bill, that has elicited outrage from several sectors of society, passed on second reading, Arroyo said she supported the bill even when the minimum age was nine years old “Because the President wants it.”

To stress her supposed support for Duterte she added, “From the beginning I said that my agenda is the President’s agenda.”

Why Gloria Arroyo is not worried

A friend shared this tidbit about his meeting with Elena Bautista-Horn, a Gloria Arroyo loyalist, in a mall last year. He asked how they, referring to the Arroyo camp, were doing.

When Bautista-Horn replied, she looked unworried. “We survived three years. Three more years to go,” she said.
That was last year. Now, there are only two years and three weeks left of the Aquino administration.

Arroyo, despite her spinal and other ailments, has good reasons to look to the near future positively. Last week, the Ombudsman cleared her of involvement in the P728 million fertilizer fund scam.

The case was filed by former Solicitor General Frank Chavez, who passed away last year.

The case was about the misuse of funds for fertilizer to be distributed to the farmers. Investigation showed that through fake projects and ghost deliveries, money supposedly for the farmers went to the pockets of politicians and pork barrel operators. The notorious Jenny Napoles participated in that scam.

Concrete evidence, not snide remarks, needed to convict Gloria

The day that President Aquino talks about his accomplishments without snide remarks at Gloria Arroyo, is the day I can say that he has matured as a leader of this country.

As of now, his penchant for snide remarks about people he doesn’t like gives the impression of being juvenile.

Reports from Vientiane, Laos , where Aquino is attending the Asia –Europe summit, said during his meeting with the Filipino community, he said people in the previous administration seem to be using a different kind of calculator when it comes to public works projects and rice imports.

“As other people say, maybe they used a different kind of calculator and the addition button is automatic and frequently pushed,” he said elaborating that the Arroyo administration imported 2.5 million metric tons of rice for a 1.3 million shortage , the end result of which is excess rice now rotting in warehouses.

Sinabi ng cardiologist ni Arroyo, si Dr. Roberto Anastacio, na delikado ang lagay ni Arroyo dahil sa paggalaw ng metal sa kanyang gulugud (spine).

Nang tinanong si Arroyo kung maaring ikakamatay ito, sabi niya “Oo.”

Mataas ang posibilidad na kapag naka-alis si Arroyo sa Pilipinas, hindi na ito babalik.
At bakit naman siya babalik? May kasong plunder at electoral sabotage siyang hinaharap at marami pang ang isasampa sa kanya. Habambuhay na kulong ang parusa sa mga krimen na kanyang hinaharap at haharapin.

A day after Arroyo was released from detention, Aquino spoke about his displeasure with Pasay City Regional trial Court Judge Jesus Mupas.

He said Mupas was asking the “impossible” for requiring a corroborative testimony to the testimony of the government star witness,former Maguindanao provincial administrator, Norie Unas.

Former President Gloria Macapagal Arroyo has left the Veterans Memorial Medical Center (VMMC) Wednesday, eight months after being placed under hospital arrest for electoral sabotage.

Footage taken by ABS-CBN News showed Mrs. Arroyo walking hand in hand with a young boy, presumably her grandson, outside the hospital before boarding a coaster at around 2:30 pm.

Her legal spokesman, Raul Lambino, said the former President will pass by the VMMC chapel before going home at La Vista Subdivision. He said Mrs. Arroyo will seek alternative medical treatment in Tagaytay tomorrow, Thursday.

He said the former President will return to the VMMC every day next week to continue her therapy.

Last Monday, Ombudsman Conchita Carpio-Morales filed before the Sandiganbayan plunder charges against Gloria Arroyo who is now detained at the V. Luna Medical Center and nine others for allegedly pocketing P365, 997,915 from confidential and intelligence funds of the Philippine Charity Sweepstakes Office in several transfers from January 2008 to June 2010.

Charged along with Arroyo were former PCSO Board of Directors chairman Sergio O. Valencia; former PCSO general manager Rosario C. Uriarte; former PCSO directors Manuel L. Morato, Jose R. Taruc V, Raymundo T. Roquero and Ma. Fatima A. S. Valdes; former PCSO budget officer Benigno B. Aguas; former Commission on Audit chairman Reynaldo A. Villar; and former COA-Intelligence Fund Unit head Nilda B. Plaras.

Not surprising at all that Gloria Arroyo might be out on bail in her electoral sabotage case.

That case was meant to be dismissed.

No amount of lamentations by Justice Secretary Leila de Lima and Comelec Chairman Sixto Brillantes will cover the glaring incompetence in the handling of that case.

This turn of events should make President Aquino re-assess the quality of his legal teams at the Department of Justice and the Commission on Elections.

Gloria Arroyo must be made accountable for the many crimes she has committed against the Filipino people but a strong case must be built against her.

We condemn her perversion of the law to suit her interest when she was in power.To use the same deplorable tactic, even if it is on her, would make the current administration no better than hers and negate the people’s desire for genuine reforms in governance.

Using the Arroyo stigma again for 2013 and 2016

Come to think of it, why would Zambales Rep. Mitos Magsaysay and Miguel Zubiri want to be in the United Nationalist Alliance, a coalition that former President Joseph Estrada and Vice President Jojo Binay are forming for the 2013 senatorial elections, and not under the political party of Gloria Arroyo, their benefactor?

We can only guess that they themselves know how unpopular Arroyo is. They want to use other political vehicles and they have found this in UNA.

This has nothing to do with loyalty because we believe Magsaysay remains solidly behind Arroyo. It’s being practical. Actually a smart move. And opportunistic.

We are intrigued, however, by the decision of Binay, who is not shy about his 2016 presidential plans, to allow the two to align with him knowing the political damnation people tainted by Arroyo, imagined or not, suffer. Remember how the “Villaroyo” tag doomed Manny Villar’s presidential bid?

Not surprising that Liberal Party leaders and anti-Binay operators immediately picked up the slant and pastin on Binay the Arroyo stigma. Binay had to remind the public of the time when those are now styling themselves as anti-Arroyo used to be her ardent supporters.
