Tempest in high seas

Three days before the Philippine Archipelagic Baselines Law ( Republic Act No. 9522 ) was signed last Wednesday, the United States protested “harrasment” by Chinese vessels of their mapping ship in international waters off China which once again underscores the volatility of the South China Sea.

Immediately after Malacañang announced the signing of the baseline law, China protested the inclusion of islands in the Spratlys and Scarborough shoal in Philippine territory as “regime of islands” even as Sen. Antonio Trillanes IV, who was the first one to file a baseline bill, accuses the Arroyo administation of “selling out” to the Chinese.

Trillanes insists that Scarborough shoal, off Zambales, should be within the country’s archipelagic baseline. By excluding the area, which was the scene of Philippine Navy skirmishes with Chinese forces in 1999, from the baseline, the country lost some 15,000 square nautical miles of Philippine territory.

Palala na palala na ito. Hindi lang pala kinakausap ng Panginoon si Gloria Arroyo. Kasing liga na niya ang Panginoon.

Noong Martes, sa hearing ng Committee on Justice sa kongreso ng pang-apat na impeachment laban kay Gloria Arroyo,na kanilang pinatay kahapon, nainis si Rep. Pablo Garcia (ama ni GSIS chairman Winston Garcia at Cebu Gov. Gwendolyn Garcia) na isinama ang survey na karamihan sa mga Pilipino ay naniniwala na nandaya si Arroyo noong 2004 na eleksyon.

Sabi ni Garcia si hindi lang naman daw si Arroyo ang hindi popular. Si Hesukristo rin daw.

Gov’t mining firm faces contempt over Diwalwal

The Supreme Court has ordered the state-run Philippine Mining Development Corp. (PMDC) to explain why it should not be cited in contempt for starting the bidding process for the exploration and mining operation of the 8,100-hectare Diwalwal gold rush area in Compostela Valley.

The bidding was allegedly undertaken by the PMDC, an attached agency of the Department of Environment and Natural Resources, despite the pendency of a legal dispute over the mining area before the high court.

(A VERA Files report said the government accepted on Oct. 14 letters of intent from mining firms to develop the Upper Ulip-Paraiso portion of Diwalwal consisting of 1,600 hectares. On top of this, there is an existing Memorandum of Understanding between the government and the Chinese firm Zhongxing Technology Equipment (ZTE) to explore and mine a still undisclosed part of Diwalwal.)

House Justice Committee junks MOA-AD intervention

Nang isinampa ng mga bloggers sa pangunguna ni Manuel L. Quezon III ang impeachment complaint laban kay Gloria Arroyo noong Miyerkoles, walang kongresista na nag-indorso.

Ayaw kasi ng mga Bayan Muna at ng Gabriela ang isyu ng MOA-AD (Memorandum of Agreement-Ancestral Domain) dahil kakampi nila ang Moro Islamic Liberation Front, na siyang makinabang sa pag parte-parte ng teritoryo ng Pilipinas ng lupain sa Mindanao na ginawa ni Gloria Arroyo.

Naniwala ang mga bloggers na nag-file ng impeachment complaint na kaya ginawa ang MOA-AD ay paraan yun para maisulong ni Arroyo ang charter-change na siyang magpapalawig ng kanyang hawak sa kapangyarihan. Ito ay labag sa batas at isang impeachable offense.

The former agriculture undersecretary tagged as master architect in the illegal diversion of P728 million in fertilizer funds in 2004 yesterday cleared his “benefactor” President Arroyo.

But senators, both allies and critics of the President, were unconvinced about the claim of Jocelyn “Joc Joc” Bolante, saying it is hard to accept that such huge amount would be released without presidential approval.

Mabuti naman at pumirma ng impeachment complaint laban kay Gloria Arroyo si dating House Speaker Jose de Venecia.

Kailangan maghanap ng ibang panlalait ang mga kaalyado ni Gloria Arroyo sa pang-apat na impeachment complaint na isinampa laban sa pekeng presidente.

Parang hindi nga tama pagsamahin ang “impeachment” at “pekeng presidente” kasi ang ini-impeach lamang ay ang legal na presidente. Ang mga peke kasi dapat tinatapon. Kaya lang, ganyan talaga sa Pilipinas.

When former Agriculture Secretary Jocelyn “Joc-Joc” comes back this week, he will have the rare opportunity to help in the cause of truth, justice and democracy in the country.

He can take up the challenge and tell the truth how he executed the crime of stealing from the poor farmers at least P728 million alloted to buy fertilizer and using the money to underwrite the vote buying and cheating of Gloria Arroyo in the 2004 elections. By doing so, he will help in cleansing the system of corrupt elements. He would be doing the Filipino people great service.

Or he can continue hiding in the darkness of the crime. In so doing, he will always be living in fear because as long as he is there, he will always be a threat to the masterminds and their accomplices.

The return of Joc-joc

Last Friday. I got this text from a friend: “NAIA manager Al Cusi, Dureza and Atty. Tony Zulueta here now in Manila Pen bar brainstorming on how to shield Jocko when he arrives. Pabalik na Jocjoc. Overheard sila by a friend. Media should be alerted.”

Dureza, of course, refers to Press Secretary Jesus Dureza and Zulueta is the lawyer of former Agriculture Secretary Jocelyn “Jocjoc” Bolante.

The next day, I got another text from the same friend: “From embassy source:Jocjoc next week to be escorted by US Marshall. Jocjoc wife already here. Maybe media should start making noise to pre-empt government attempt to silence him.”

Sinasabi ng Malacañang na walang mangyari sa panibagong impeachment complaint na isinampa kahapon nina Joey de Venecia at iba pang mga Filipino na nagmamalasakit sa bayan kasi hawak nila ang House of Representatives.

Yun pala eh. Bakit biglang lumipad sa Switzerland si Marilyn Yap, secretary general ng House of Representatives, at hindi man lamang nag-iwan kahit clerk para tumanggap ng impeachment complaint? Dahil ba may tina-trabaho pa ang Malacañang na makuha para mag-file rin katulad ng ginawa nila kay Oliver Lozano at kay Ruel Pulido noong mga nakaraan taon?

Maraming nagtatanong, bakit naman kasi Sabado at walang opisina ng ganoong oras. Oct. 11 kasi ang isang taon ng huling impeachment complaint na na-isampa. Sa Constitution natin kasi, isang impeachment complaint lang ang maaring tanggapin laban sa isang impeachable na opisyal sa isang taon.
