In the presentation of Mahar Mangahas of Social Weather Station of public opinion on the May 10 election, there were items that are very relevant in the wake of calls for People Power by some sectors which has become louder with the malfunctioning of the Precinct Count Optical Scan or PCOS, the thing that holds the future of Philippine democracy.
One item showed the high expectations of the people for Monday’s elections. SWS asked their opinion last February on the “Expected accuracy of the vote-counting machine at one’s precinct in the 2010 elections compared to the past elections.”
Twenty-five percent said “definitely more accurate” and 57 percent said “probably more accurate.” That’s a very high of 82 percent of Filipinos putting their trust on the still untested election automation. Only three percent were non-believers and 14 percent said “probably not more accurate.”
This is supported by 58 percent who said that Comelec can be trusted to make sure that there is no sabotage of the counting machines, up from 44 percent last September. Only 12 per cent disagreed down from the 28 percent last September.
But there were still 28 percent who were undecided, a little more than those who couldn’t make up their mind last September (26 percent).
It’s remarkable how Comelec has been able to regain the public’s trust after the ignominious 2004 elections that gave us six more years of Gloria Arroyo.
But a big number of the respondents (46 percent) also believe that “the machines that will be used to count the votes can easily be sabotaged in order to fake the election results” while 25 percent disagree. Almost of third of the respondents (27 percent) were undecided.
This one is most interesting. SWS asked, if the 2010 elections fail for any reason e.g., malfunctioning of counting machines, then people power will probably happen. A substantial forty-eight percent agreed, just a point less from 49 percent last September. Twenty-one percent disagreed, also one point less than eight months ago.
Almost one third (29 per cent) were undecided, up from the 26 per cent last September.
The frontrunner in the presidential race, Liberal Party’s Benigno “Noynoy” Aquino III , has warned of People Power people believe that the results do not reflect their will.
Manila Archbishop Gaudencio Rosales called calls for another People Power, the same force that toppled the Marcos regime and catapulted to power Aquino’s mother, Corazon Aquino in 1986, “irresponsible and crazy.”
More irresponsible and crazy are the ideas of some people that if no winner is declared a few days after may 10 (Comelec said the winner should be known in 48 hours), they would install Aquino based on surveys which they said is scientific.
Even Mangahas is not sold with that idea. He said all these years, elections confirm survey findings and not the other way around. “You can’t say that a sample is better than a full population count.”
Former Comelec Chair Christian Monson, who was the other speaker in last Monday’s election summit organized by the Ateneo School of Government, asked people to be patient.
He said, “It is ironic that the new system which is predicated on speed asks us to be patient with delays, disenfranchisement and new questionable rules. We must be vigilant especially on whether the safeguards are being observed, but we must also allow the election process to complete its course.
“And we should be careful not to unduly feed the fears of the people with sweeping accusations of a vast government conspiracy to frustrate the people’s will. There are many decent people in government who will not allow that to happen.”
Monsod said he believes the military’s assurance that they will uphold the Constitution and that they are averse to Arroyo’s extension of power.
He said the senyiment in the miltiary is that in case of non-declaration of winners, they will follow the constitutional succession.
“This election is not about President Arroyo, it is about us and the ability of our country to carry out this project, despite the odds. This is not going to be easy. And if we have to do it again and again until we make it right, so be it. That’s institution-building and the longer view,” Monsod said.
I don’t know what to believe anymore. The words of Monsod seem empty to me because majority of the pinoys will go to the polls precisely to boot Gloria out of power. He’s romanticizing the situation. Long shot sya talaga! Nakakapagod!

His rivals have criticized him for authoring zero laws in his 12 years as a lawmaker (nine years as representative and three years as senator) and working only for companies either owned by his family (Intra-Strata Assurance Corp. and Central Azucarera de Tarlac) or were run by friends of his parents (Nike distributor Mondragon Philippines).
But what the public did not know was Aquino’s role in his mother’s administration, when, as a 26-year-old, he became the confidante of his mother who was learning on the job how to fend off coup plotters, opportunists and backstabbers in the Palace.
Aquino was hands-on in managing the security of his mother, especially after he took five bullets in one of the military uprisings staged by then Col. Gregorio “Gringo” Honasan just 18 months into his mother’s term (this event fueled his fascination for guns and military hardware).
President Aquino constantly turned to her son for his personal take on policy reforms and proposed deals which was why he has become adept in doing research on his own, a trait he would carry in the elections.
“Whenever my mother wanted a background check on someone or some project, he went to me for help. There are only a few people she trusted during those days and as his only son, it was my duty to protect her and I did,” Senator Aquino said.

It is not the various anti-Gloria sectors that are causing all this anxiety and the possibility of another People Power.
It is Gloria, Norberto and the Comelec’s bungling that are causing all these, and I suspect, deliberately.
I hope there will be no need for People Power. Nobody wants it. But the hand that will light the fuse will ultimately be Gloria’s. She’s playing with dynamite.

“The worst form of cheating that Filipinos cannot accept or tolerate is to be robbed of the right to an honest vote — either by mechanical failure or political manipulation.

The Supreme Court turned down your Comelec decision to approve the coalition of Villar’s NP and the NPC to be the dominant minority party. The reason was simple and straightforward. The deadline for such petitions had long passed.
In a unanimous decision, the SC agreed with the LP that the Comelec committed “grave abuse of discretion” in disregarding its own deadline in approving the NP-NPC coalition.
Never saw such incompetence and blatant disregard of very simple rules such as “Check the deadlines, please.”

Militar?… prove that I may trust them again, this election may just do that or not!
Screaming about people power at this point in time in history where everyone can use the power of the ballot is like running amok in the streets.
The power of the ballot is immense… It must be used wisely. Faced with very limited options, the power of the vote need not necessarily be a vote for; it can be used to vote against in order to force powers that be to listen to you. Obviously in the Philippine setting today, Gloria won’t give a damn. She’s on her way out.
Anyway, to me when there are limited options, I would vote against to help stop the most undeserving fellow to get through.
That’s how I see it as illustrated when I voted against party lines in one referendum here a few years ago, not because I didn’t like the president but because I wanted to tell him I did not like the new govt policies (policies which had nothing to do with the subject of the referendum, which was about the Lisbon Treaty).
It appeared that many voters had the same idea; the referendum which was the ruling party’s “baby” was soundly defeated. The President acknowledged on TV that the vote against the Treaty was in fact a wake up call; essentially, it was not a vote against the referendum but a vote against his government — the voters, short of running amok in the streets to make their voices heard (because presidential elections were still far off)used their votes to make him listen. It was the best way to have people’s voices heard. And it worked.
Reforms were instituted — the next referendum about the Lisbon Treaty referendum was a success.

Two days to election time. Are the interested parties prepared?
It is often said that the cheating is done usually in the transmittal. Are we prepared to provide evidence against the transmitted fabrication? Have the parties ensured that there is at least one poll watcher with a digital camera or camera enabled cellphone at every precinct? That would ensure that the tally of totals is preserved in digital form to be compared to the tally submitted to Manila; later to be read in the canvassing of votes to be done by the Congress in joint session.
The parties could set up central emails per province, to which the cellphones would send the photos. The email owner can then proceed to download them and burn them to a disc. It would also, help, for sorting purposes, if the photos were labeled by precinct, for easy retrieval later.
The photographer can also issue an affidavit attesting to the veracity of the photo. Simple lang naman yang affidavit. I will post a template later. The affidavit will be sworn to before a notary, preferably before the Fiscal/Prosecutor. This is needed, because the photo has to be authenticated to be admissible in evidence. The affidavit is what authenticates it. The photographer can later snail mail the affidavit to the group’s central command.
The burned discs can be sent to the legislators for easy reference, so that when the canvassing is done, they will have the evidence to confront the chair, to avoid the “noted” tactic. Maybe that is why Manong Johnny does not want to step down, because he wants to ensure there is no notably noted session.
In the event of a jam, glitch or foul-up (incidental or by design), which will be known during the day, is there a lawyer ready with a petition to the RTC to ask for a mandatory injunction to compel a manual count after the closing of the precincts? If I wanted to cheat, I would produce a glitch, so that the paper ballots would not be fed into the machine. They would be stacked until the end of the day. Then, heroically, somebody comes up with a “replacement” chip, in lieu of the “malfunctioning” chip. It is that new hardware that will have the cheating code in it. Or, I can say that I will send the stacked ballots to another location, where there is a spare machine. Then the old switcheroo can be done on the paper ballots.
The totals from the photos sent to the central email can be posted on the web, so that the people will be able to view the results, even before the attack, I mean watchdogs, like NAMFREL can come up with their “neutral” count.
This can be done by anybody, whether student/youth group, political party, or just plain cyber barkadas. An upgraded gmail account providing 80 gig of storage is available for only $20 per year. I recommend, however, the decentralization by province, because it would be too tedious to wade through 80,000 photos.
As I posted earlier, there must be people power technically, to obviate the need for people power in the streets. There is the old saw about an ounce of prevention being better than a pound of cure. The people must know the total before the “official total” is sprung on them. With a little cooperation among the citizens, it can be done.
I dare not say God Bless the Philippines. Rather, God forgive the Philippines – for the years of complacency.

Another “Hello Garci” will cause another “People Power”. Gloria got away with murder and we have 9 years of history full of shame, poverty, and corruption. In the beginning, she was seen as someone intelligent, well educated, and well experienced. Yes, she fooled the people. She was and still is a wolf in a sheep’s skin. Her’s is the thickest face a human being could ever have. Hopefully, her reign will really be over after May 10. Hopefully.

8. Gawin ito ng hayagan at hindi patago sa lahat ng presinto para hindi na magtangka ang mga may balak mandaya. Kung makikitang maraming nagbabatay, mahirap silang gumawa ng milagro.
