1.. Rep. Mauricio Domogan, one of the authors of House Resolution No. 1109, said they are calling a constituent assembly (Con-ass) next month to amend the Constitution without the Senate despite outrage by religious and civil society groups.

There will be a protest action against Gloria Arroyo’s Con-Ass on Ayala Avenue on June 10, Wednesday starting at 5 p.m.

There will be simultaneous rallies in Katipunan Avenue (in front of Gate 2 of Ateneo) and in Tondo (Sto. Niño church) and in Negros and Iloilo.

Renato Reyes Jr, Bayan secretary general said those who have expressed their participation in the June 10 Ayala rally include the United Opposition, the Association of Major Religious Superiors of the Philippines (Women), BAYAN, Concerned Citizens Movement, Black and White Movement, Edsa 3 Coalition, Gabriela, Kabataan, MY-ERAP, Liberal Party, Change Politics, Akbayan, Sanlakas, Artists Revolution, Pagbabago, Bangon Pilipinas, FPJPM, Movement for Good Governance and Vice president Teofisto Guingona .

The simmering rage

No doubt about it. The abominable House Resolution 1109 that trampled on the basic law of the land was passed by the House of Representatives because Gloria Arroyo ordered it.

Bayan Muna Rep. Satur Ocampo noticed towards midnight last Tuesday, when the voting was about to take place that administration congressmen were marching into the plenary hall.

Ocampo said those congressmen couldn’t be made to return to the Batasan at that late hour by House Speaker Prospero Nograles. “It had to be an order by Gloria Arroyo,” Ocampo said.

Update: House has adjourned without convening the Con-Ass.

Update: We got info that Gloria Arroyo’s congressmen will convene the Constituent Assembly before it adjourns Friday. It could be tonight.

Gusto ko lubus-lubusin na ni Gloria Arroyo at ng kanyang mga kampon sa Kongreso ang pambabastos ng Constitution at panloloko sa taumbayan.

Total naipasa na nila House Resolution 1109, para bumuo ng Constituent Assembly na magpalit ng Constitution. Dapat sa pagbukas ng Kongreso ulit sa Hulyo (adjourn sila sa Biyernes), mag Con-Ass na sila. Sigurado handa na ang draft ng bagong Constitution na ginawa ng Malacañang.

Sigurado na ang kinalabasan nitong bastusan ng batas ay ang pagpapatuloy ni Gloria Arroyo sa Malacañang lampas ng 2010.

House Resolution 1109 that seeks to convene a Constitutional Assembly, without the participation of the Senate, to amend the Constitution was approved by the House of Representatives.

Gloria Arroyo’s offer of P20 million for each vote for Con-Ass worked.

Boiling a frog

Gloria Arroyo is using the frog formula on the Filipino people in pushing for Charter Change and it looks like it is working.

What’s the frog formula?

It is said that if you put a frog into a pot of boiling water, it will leap out right away to escape the danger because it’s survival instincts are geared towards detecting sudden changes.

But if you put a frog in a kettle that is filled with water that is cool and pleasant, and then you gradually heat the kettle, it will relish the warmth. It’s tolerance level is high as long as it’s gradual. By the time it would realize the danger, it would be too late to jump out of the boiling water.

The big set-up

Hardly had the croaking of the the congressmen who were at the Manila Hotel for the launching of what pundits call Palaka (Partido Lakas at Kampi) died down last Thursday when they were summoned by Gloria Arroyo to a room where she gave her marching orders: pass the resolution amending the Constitution.

Arroyo, the source said, offered the congressmen a hefty incentive: over and above their pork barrel, they will be given P20 million each.

There are two resolutions calling for the amendment of the Constitution pending at the Lower House. HR 737, authored by House Speaker Prospero Nograles, treats amendment of the Constitution as an ordinary legislation to be approved by three fourths of members of Congress, voting separately.
