It’s Arroyos who should apologize:Cayetano

TAGUIG-Pateros Rep. Alan Peter Cayetano yesterday.cayetano.jpg brushed aside Palace demands for an apology, saying it should instead be President Arroyo who should say sorry “for cheating, lying and stealing the (2004) elections.”

Press Secretary Ignacio Bunye has demanded from Cayetano a “full and unconditional retraction” and a “public apology to the first family” after the latter accused the Arroyos of maintaining an account with a German bank.

“If that is not forthcoming, the proper charges shall be filed and full justice and retribution shall be sought for the damage done,” Bunye added.

Cayetano on Friday said a bank deposit was traced to members of Arroyo’s family in Hypo-und Vereinsbank in Munich, Germany, under account No. 87570-23030-32100-6271-571. He said the documents on the deposit are contained in one of the seven boxes of evidence on the impeachment complaint, which the President’s allies in the House refused to open.

Opposition sources said the documents showed movements of unusually huge amounts of money to the German bank through a member of an armed department of government closely identified with “an immediate member” of the Arroyo family. The amount allegedly involved is in the range of $500 million.

Although he was not named by Cayetano, Rep. Juan Miguel “Mikey” Arroyo (Lakas, Pampanga) last Friday denied the allegation. “Haka-haka lamang yan,” he told a radio interview. “These allegations are just mudslinging tactics,” he said.

Cayetano said in a radio interview: “This is not a wild goose chase because, one, there is an account number and, two, this has been going around in official circles. This is being investigated and is going around not only locally but internationally. So, I’m just giving them the opportunity to clear themselves.”

Hypo-und Vereinsbank (HVB Group) is Germany’s second largest bank after Deutsche Bank with 8.8 million customers. It operates 2,000 branches in more than 40 countries in Asia, Europe and the Americas.

Germany, which is part of the global anti-money laundering network, requires reporting of deposits amounting to 15,000 euros or more. (A euro is equivalent to P65.93).

Cayetano dismissed the challenge of First Gentleman Mike Arroyo to accompany him to Germany to claim the account.

“Dapat sumagot sila (Arroyos). Dalawa lang ang paraan para malaman ang totoo dito. Una ay ituloy dapat ang impeachment. Ang ikalawa ay ang ginawa ni Sen. Panfilo Lacson na pumirma ng waiver upang mabuksan ang ano mang bank account na mai-uugnay sa kanya,” he said.

“We can start with the one in Perea street in Makati,” Cayetano, said referring to a deposit at the BPI-Family Bank in the Makati-Perea branch under account No. 661-5-00497-7 under the name of Jose Pidal.

The junked impeachment complaint accused the President of “engaging in graft and corruption, entering into illegal government contracts and criminally concealing her conjugal assets.”

It said the President and Mike Arroyo concealed their conjugal assets through the Jose Pidal accounts and acquired money from the Piatco bribery, the Northrail project, jueteng and as well as the illegal withholding of interior revenue allotments of local governments.

Upon the respondent’s assumption to the presidency in 2001, the complaint said “she restored and allowed the proliferation of jueteng nationwide, and appointed law enforcement officials who acted as conduits in the payment to her of jueteng payola.”

“Respondent received monthly jueteng payola amounting to at least P 1 million per region through her spouse/congressman-son/brother-in-law (Rep. Ignacio Arroyo of Negros Occidental). The respondent used jueteng proceeds to bankroll her 2004 presidential campaign, to finance massive electoral fraud, and to bribe government officials,” it said.

The complaint said that when Arroyo filed her statement of assets and liabilities and net worth in February 2001, “she concealed ownership of various properties and business interests pertaining to her and her spouse, and willfully failed to pay the taxes due on these properties and the income derived from them, in violation of the disclosure requirements under the code of conduct and ethical standards for public officials and employees, applicable tax laws, and the constitutional provisions on the accountability of public officials.”

The alleged concealed conjugal properties and business interests include real estate properties and the money realized from the re-sale of several of the properties located in California acquired and managed though LTA Realty Corp., which include a five-story apartment building at 737 Bush St. in San Francisco; a condominium unit a 1176 Sacramento and Van Ness in San Francisco; a residence at 2425 Tipperary ave. also in San Francisco; a building at 727 Gellert blvd., Daly City, California, and a 24-room building at 151 Austin st. in San Francisco.

It also said that the President owns a 60,758-square meter parcel of land in Caloocan City covered by TCT No. 153151 and titled to Mike Arroyo and to herself.

It also alleged that the Arroyos have business interests in DM Press Inc., Raco Trading Phil. Inc. Trans Realty Co. Inc., Aviatica Travel and Management Corp., Eva development corp. and Pacific Mint International Corp., JMA Agricultural Development Corp. and Alaja Agro-industrial Corp.

Majority congressmen slammed the opposition for engaging in a “fishing expedition” against the first family.

The lawmakers said the opposition has grown increasingly desperate due to its failed impeachment bid, thus, it is resorting to trial by publicity against the President and her family.

Kampi Rep. Rodito Albano lll (Isabela), Nationalist People’s Coalition Reps. Eduardo Veloso (Leyte) and Douglas Cagas (Davao del Sur), and Lakas Rep. Monico Puentevella (Bacolod City) said if Cayetano’s exposé is an example of the evidence in the impeachment complainants’ seven boxes, then the contents belong in the San Mateo landfill.

“The opposition is just doing a Pandora’s box thing. First they claim to have their evidence in the seven boxes and now they alleged the First Gentleman to be owning bank accounts in Germany. They are just inciting public curiosity to mislead the people that the Arroyos have committed wrongdoing. That is unfair,” said Albano.

Veloso, a member of the justice committee, said the opposition is growing desperate after the justice committee junked the impeachment complaint for insufficiency in substance.

Justice Secretary Raul Gonzalez said Cayetano must be ready to prove his “irresponsible” statements.

“If he cannot prove that, he will be liable for libel,” he said.

Gonzalez said Cayetano committed grave abuse of his parliamentary powers for smearing the President’s name.

“He (Cayetano) knew fully well that for any speech or statement he made on the floor of Congress or anywhere, even if there’s not an iota of truth in it, he cannot be arrested while Congress is in session,” he said.

“It’s nothing but a cheap propaganda stunt,” Gonzalez said.

Presidential adviser for political affairs Gabriel Claudio said Cayetano’s baiting of congressmen to open the opposition’s so-called boxes of evidence will not work.

He said Cayetano could either file charges and present evidence in court or file an appropriate case of money laundering abroad.

“As First Gentleman Jose Miguel Arroyo has challenged him, he must now prove his allegations or else raise and donate the amount he claims to be illegally possessed by the First Family to the Filipino people and be proven the biggest grandstander of Philippine politics,” he added. – Ellen Tordesillas,Evangeline de Vera and Jocelyn Montemayor

    IF they are clean, why wouldn’t she submit herself and allow her family be scrutinized. After all, they are all public figures.

    IF they are clean, then she must face her charges and answer all questions in Congress [which is a co-equal of the Executive branch. She does not control everything in the Philippines! sumalosep!]..

    Mikey reacted immediately to the expose even when there’s no name mentioned by Cayetano. “Haka-haka lang daw yon”. Meaning, he felt the hit, because he has or his family has something hidden that was being hit. And enter the bunyeta, issuing threat and demanding a complete retraction as if he has the moral right and authority to do so. And it’s no surprise that some of their tutas like Albano, Cagas, Veloso, Puenteblla and even Siraulo Goon-zales join in the fray to defend the evil couple from any wrong doing. They should have done that during the impeachment hearing, but they never give the complaint a chance to survive. It’s dead on arrival.
    Cayetano, as I see it will be able to hold on to his principles and he is absolutely right in demanding that this evil queen will be the one asking for apologies for her cheating, lying and stealing and not the other way around as demanded by the bunyeta. I just hope that all his colleagues in the opposition and majority of the people will give all the necessary moral support for him to continue with his fight that he started until its closure. And if they and the people failed in their impeachment bid to oust the pretender, maybe some other ways will succeed and this maybe will be one of the options. May God will be on your side this time.

  3. Yes, why should Cayetano apologize to these offenders who have been committing crimes against the people of the Republic of the Philippines with impunity? To demand apology from Cayetano is tantamount to demanding an apology from no only the people he represents but ALL Filipinos who demand to know the truth about the cheating and vote-rigging that denied Filipinos their rightful president.

    Ano sila nahihibang? Arya, Rep. Cayetano. Take the challenge and prove that not all Filipino politicians are crook, and there are among his colleagues still those with honor and dignity that the overstaying occupants of the palace by the murky river apparently do not have.

    Nakakatuwang basahin na kahit papaano, may isang Cayetano na handang ipaglaban ang prinsipyo sa ngalan ng katotohanan.

    Sana naman, yung ibang kogresista magkaroon na rin ng b_y_g para tulungan o gayahin ang ginagawa ni Cayetano para masugpo ang katarantanduhan ng pamilyang dorobo na squatter ng Malacanang.

    ito namang is Bunyeta, lalong nagiging tanga sa kabubunyeta niya. sige, manankot pa sila. yung mga may kasalanan lang ang natatakot!!!!

    Can you ask Rep. Cayetano if he knows anything about the lobby group that is now operating in Japan to lobby for the Pandak that I am actually trying to get information on that I am told has an office in Manila owned by the Fat Guy? Perhaps, he can add this to the numerous operations of the greedy family (never first as far as majority of the Filipinos are concerned, considering the fact that their votes have been stolen and this is no longer in fact alleged but a fact with all the now revealed evidences, that he and his group are now investigating to make their case against the Pandak stronger.

    As Filipinos and ex-Filipinos my group and I will surely try our best to provide the information that are now available and carefully provided by concerned individuals, both Filipinos and foreigners!!!

    As they say in Tagalog, hindi natutulog ang Diyos at ang kasamaan ay hindi maaaring magwagi sa katotohanan at kabutihan!

    May God protect you all over there in the Philippines where the critics and enemies of the crooks in the Philippines are now infamously being conveniently and wantonly wiped out to insure that the Pandak can remain in power, and when she has power, the Fat Guy feels he has that, too, and that it is not just a privilege as the consort of the fake president but as the real manipulator so they say.

    Just a rejoinder to what Rep. Cayetano said (It’s the Arroyos who should apologise.)

    Indeed, not only apology is wanted, but retribution, and punishment for this family of thieves. Well, for once, Gloria has already apologised, without sincerity, to the nation. In fact, it was so scripted and ably directed by Lupita Aquino Kashiwahara. She has asked for an apology once, then there is no reason for a second time.

    However, this time, we DEMAND an outright ouster of this family from the palace. Their stay in that place by the Pasig River has practically reduced Malacanang into a whorehouse or a Mafia headquarters.

    Please, for all those who are concerned of the future of the Philippines and its citizenry, let us all support Cayetano and those sensible lawmakers, and I just hope lightning will strike Bunyeta, Defensor and Ermita. Plus of course Villafuerte.

    If they do that to Rep. Cayetano like what they did to Jinggoy, his sister Senator Pia Cayetano would fight back. And if she fights back, the whole Senate will be up in arms. Alan is made of different stuff…he has the balls, the brain. You should see how eloquent and articulate he is when raising a point. He has the potential of being a future leader like Chiz Escudero.

    Aba, ang KAPAL naman to want an apology! PANDAK and EL ESPOSO must be dreaming! As I had mentioned in one of the previous blogs (of Ms. Ellen): In ANY war, the battle for the HEARTS AND MINDS is crucial. For what good is being a winner in a conflict when majority think otherwise? We don’t have to look too far–look at the Iraq war. The U.S. has the might, but to majority of the people around the world, the U.S. is a bully. How about the latest conflict in Lebanon? Israel has the might, but to many around the world, Israel and the U.S. are viewed as bullies, too. In the case of the Philippines, admittedly, SO FAR, the opposition has lost their battles, but the war is not over yet; its far from that. SO FAR, the opposition has been successsful in inflicting holes in the ship of Gloria and the Gorillas. In the battle for the HEARTS AND MINDS, it seems to me that the opposition is winning. Until the Gorillas will stop this nonsense of not wanting to show up in the Senate, or have IDIOTIC lines like daring their accussers to take them to court and prove their allegations, the CLOUD OF DOUBT is upon these Gorillas. And for the NTH time, Gloria and the Gorillas want unity or some reconciliation? No way. Not while those opposing Gloria and the Gorillas have the upper hand. It’s still the battle for the HEARTS AND MINDS.

His going to Germany is not necessary and it is just logical that the German bank will say that he has no account there as alleged by the highly paid kabalen acting as his lawyer because the account is in the son’s name. What he has gone there for is no doubt some whitewashing to make sure that Cayetano, et al can proven nothing even with evidences already in their hands. What he does not know in fact is there is the Interpol in fact that the authorities in the Philippines can ask to help find out the truth especially when it is on the subject of money laundering and kleptocracy. The problem is will the police there in the Philippines move to do this request or do Filipinos overseas ask for the assistance of a foreign government to intervene.

    Frankly, over in Japan, we understand that we can assist Filipinos to file some case in a Japanese court if the said account for example is in a Japanese bank in something like the case of the people of the Republic of the Philippines versus Defendant/Accused Jose Pidal! Filipinos in Germany can do similar thing I am told.
