Asean summit cancellation fallout

Foreign affairs officials this morning met with ambassadors of Southeast Asian countries and gave them the letter of Foreign Secretary Alberto Romulo proposing a new date for the 12th Asean Leaders summit which is Jan. 10 to 15, 2007.

The latter also requested that the answer be given in a week.

Malacañang and DFA officials continue to maintain that it was “weather disturbance” that caused the cancellation of the summit. An Associated Press report said it was the terrorist plot.

Malacañang sources, however, said Arroyo’s officials involved with security expressed the concern that with most of the security personnel in Cebu, Manila would be left vulnerable in the wake of protest actions to be mounted by anti-Con Ass groups. The Senate-less Constituent Assembly was scheduled to held as the same time as the Asean summit in Cebu.

The joke going around then was “If the opposition takes Manila, Gloria can be president of Cebu.”

We have talked with some diplomats of countries that were supposed to attend the summit in Cebu and they are all pissed off. They said leaders schedule are prepared in advance and it would not be easy to re-arrange it because it also involves many parties.
It’s not only the leaders’ schdule tht were messed up by the cancellation but also tha of the supporting staff. All of them said that their regard of the Arroyo administation has sunk.

Their comments are reflected in what Akira Amari, Japanese minister for Economy, Trade and Industry said, that the cancellation “surely lowered the credibility of the Philippine government. Click here for full story.

    The weather disturbance was the least among the reasons of cancellattion of the Asean Leaders Summit, but the combination of terorists threats, which the security people had no idea of how and where they’re coming from and the looming crisis in Her Government that could might as well spell the beginning of the end of her Presidency. Press all over the world dismissed the weather as the reason, adding to the already damaged credibility of Ms Arroyo’s administration not only to the eyes of the Asean leaders but to most others. Moral, truth may hurt, but in the end it’s the only way that will stand the test of time…

  3. This Arroyo administration lost all their credibility a long time ago and their continual mis-management, lies and the resulting embarrassment makes Cebu the laughing stock of the world. Arroyo still insists on her story blaming the weather forcast when everyone knows it was comfirmed as being fine in Cebu by the weather experts. Everyone and their uncle knows the truth is that most of the National Police & Armed Forces of the Philippines were guarding the summit venue in Cebu whilst Arroyo was worried about demonstrations against her administration being held in Manila yhe same week where there was a lack of police cover. The atmosphere gave Arroyo the fear of being toppled hence the rush to tranfere the police and military from Cebu to Manila once the summit had been cancelled with little or no warning. There was no respect to the arrangements that had been made by the diplomats of the various countries and their many staff. All this did was to show the world that Arroyo’s administration is shakey to say the least, and her reaction was for her survival.

  5. If and when the bogus will reschedule the summit, another window of opportunity for her ouster will emerge. By then, the clamor for her ouster might have reached a crescendo. Before we know it, with unabated and persistent rallies and protests, her doom will come! Unite and force her out!

    She’s not even sure Cebuanos like her. She might have won in Cebu but she owes this to the political leadership of Cebu who supported her. Also, evidences point to her cheating even in a territory she claims to be hers. Ask ordinary people of Cebu and they will tell you they don’t like her. I think the better slogan would be: The opposition and people take the whole Philippines except Sprately islands for Arroyo. Funny uh…Sprately is even being contested by many claimant countries. With the recent flop of the ASEAN Summit, where does Gloria now belong? HELL…

    The next ASEAN summit is doomed already if we go by the statement of a Japan Minister. It’s really embarrasing if the leaders of the member nations will just send their messengers to attend the summit.

    And as I stated in my earlier prognosis, the next typhoon may yet be another lame excuse. According to PAGASA, tne next storm will be called TOMAS.

    Nagtayo na nga siya ng Malacañang sa Cebu, ba’t di na lang siya doon? Huwag na rito sa Maynila dahil nakikita ng mga anak ko na ang mandaraya, magnanakaw, sinungaling at mamamatay-tao, nagtatagal sa puwesto!

    Bagay siya doon, biruin ninyo, 98% voter turnout noong 2004, ibig sabihin, walang maysakit na Cebuano, walang nagtrabaho, lahat ng rehistrado, umuwi ng Cebu para bumoto, walang nag-abroad at higit sa lahat, ang mga bumoto noong 2001 elections buhay lahat at walang namatay dahil sa laki ng turnout!     It was announced that the Asean Summit has been moved to second week of January 2007.

    Yong palang bagyong TOMAS ay sa 2006 lamang. Kung aalis na si GMA, ok lang pero wala nang kasamang bagyo. Nakakasawa na, sa totoo lang. Sa ganun, magpasasa na lang tayo sa litson ni Mang Tomas sa araw ng Pasko. Para sa bagong taon, bang, bang (rebentador lang) at Pingping litson.

    Pero itong Asean Summit, hindi na naman matutuloy. Ano ba yan? Dahil may weather disturbance on that period according to PAGASA at ito’y may code name na: AGILA.

    Nagkataong itong AGILA ay isang pelikula ni FPJ na ngayong araw ang ikalawang annibersaryo ng kamatayan at dinudumog ng mga tao ang kanyang puntod ilang araw na. Ang tantiya ko’y isang rason din kung bakit inunahan ng PAGCOR na kunin ang Dec. 15 sa Luneta sa halip na pagbigyan ang religious groups sa kanilang prayer rally. Tiyak magkakaisang pumunta dun ang mga panatiko ni FPJ at lalong darami ang mga tao.

    Isang bulletin na mula sa PAGASA ang nagsasabing mahina naman itong AGILA kumpara kina Milenyo at Reming. Pero si GMA ay muling nahintakutan nang ibulong sa kanya na ayon sa malilikot na isip sa PAGASA, ang kahulugan daw ng AGILA ay ito:

    Para malaman ng madlang pipol na si GMA ay still around at hindi pa bumababa, itong mga alipores naman na nagmo-monitor ng laban sa boxing final sa Doha ay gustong pumapel de liha. Nang maka-gold si Joan Tripon sa boxing, pagod pa yong tao at galing sa laban sa ring, tinawagan ang isang boxming official sa celphone at inabot kay Tripon. Hindi naman marinig ni Tripon ang sinasabi ng kausap dahil sa ingay sa stadium, wala siyang nasabi.

    Tapos itong si Ambassador Begonia mismo, tinawagan ang presidente at inabot kay Tripon para kausapin at sinabing si GMA nasa kabilang linya. Nang tanungin ni Begonia si Tripon kung ano ang sinabi ng Presidente, sagot ni Tripon, “si presidente ba yon? Hindi ko kasi marinig, maingay dito.”

    Pasok naman ni Manny Lopez, “si Presidente yon at ang nag-abot sa iyo ng celphone ay si Ambassador.”

    Ang pobreng gold medalist ay medyo nahiya. Biro mo naman, presidente at ambassador, umentrada agad. Ang nasabi lang ni Tripon: “Si presidente ba yon? Pasensiya na po. Akala ko, reporter ng GMA 7 ang gustong kumausap sa akin!”

  29. By the way, do you know that MANGE is an animal disease? It is cause by a tiny mite; the animal that’s afflicted with mange becomes irascible.

    Example, a dog suffering from mange will often act abnormally. In most cases the mange starts at the rear end (the animal’s backside, well, less politely known as the arse and crudely calle the ass).

Public resistance and anger against fraudulent Arroyo- De Venecia’s Constituent Assembly is a residual effect of massive cheating in the 2004 presidential election. I stated the figures because Gloria and her puppets have been flaunting those numbers and I know Cebuanos are not at all that stupid to fall for her lies. Dapat masaktan ang mga Cebuanong makabayan dahil pilit silang ginagamit sa panggagago ng mga baluktot na mapagsamantalang lider upang ipakita sa mga taga-Maynila na hindi sila sumasama lang sa agos ngunit nag-iisip ng sarili (kuno). Ginagamit lang sila ni Gloria para lalong tumindi ang inggit ng Cebu sa Maynila upang mailusot niya ang binabalak niyang federalism kung saan pinaniniwala ang maraming mga Bisayang ito ang sagot sa kanilang kahirapan.

    On a more serious subject, thankfully the people of this nation insisted that even GMA, her Cabinet, her Congress allies were made to back down by the PEOPLE, without people you don’t have a church. Now, what makes the AFP leadership and the PNP leadership think that they are above public opinion, nay written law even. Will they never learn that they are also servants of the people and that the military are there to protect the Country from invasion and the police are there to enact the laws for keeping the peace, not to break the laws or make up their own laws to suit the occassion. The cha cha was derailed and now it looks as if ASSperon’s tribunal is derailed. If the military and police leadership don’t change their direction and start serving the people, me thinks they are in for a shock also. One Million warm bodies will do it.

    There’s another good reason why these countries will not return to Cebu in January 2007…Micky Mouse Security. GMA is devoid of any diplomatic grace, she even fails to have a mandate from her own people, hated through and through as all surveys will testify and on view to the whole world. The funding to build the Cebu venue shouls have been better spent on education and the typhoon victims. This Administration is acting like a 2nd rate banana republic. The time for changes is overdue, the time to change is now.

  56. The terrorist scare should have been tackled well by Filipinos. Those soldiers assigned now to monitor the Sunday rally should not be pointing their machine guns on the ordinary Filipino people. They should instead join the rally and express their sentiments against the bogus president who tells them to do what they should not be doing against their oath to protect country and people.

    All the talks about the terrorist warning by the US, Japan, etc. are old issues that should have been tackled by those in charge of th police and military of the Philippines long before, to be exact, since the mad man at the White House cried wolf about Iraq and even Afghanistan.

    The Cebu Internationl Convention Center got flooded when storm “Seniang” came. Electrcity was cut off. The reporters (the media center was there) could not file their story. They had to go back to their hotels which had generators.

    Japan creates defense ministry for first time since 1945

    TOKYO — Japan on Friday created a full-fledged defense ministry for the first time since World War II, when the United States stripped the defeated country of its right to a military.

    The upper house voted by a majority, with support from the main opposition Democratic Party, to create the defense agency. The lower house had earlier passed the bill, meaning it becomes law, a parliamentary official said.

    Post-war Japan has had a “Defense Agency” with lower standing than full-fledged ministries as the 1947 constitution declared the country to be pacifist.

    Despite calling its troops the “Self-Defense Forces,” Japan has one of the world’s biggest military budgets at 4.81 trillion yen (41.6 billion dollars) a year.

    National Security Adviser Norberto Gonzales said Friday that he received reports that the New People’s Army will try to smuggle high-powered guns and explosives to disrupt the Church-led prayer rally in Rizal Park on Sunday, DZMM reported. Gonzales said he had already told the military and police to augment security preparations for the prayer rally. He said he also ordered authorities to put up checkpoints in Metro Manila, especially the entry points to the metropolis, to prevent guns and explosives from entering the city. ABS-CBN Correspondent Ruby Tayag reported that Gonzales also asked the Commission on Higher Education to ask officials of Catholic schools to ensure the safety of students who attend the prayer rally.
    Gen. Hermogenes Esperon, Armed Forces chief of staff, earlier revealed that the NPA and the Rajah Sulayman Group will try to disrupt the prayer rally.
    The Catholic Bishops Conferene of the Philippines, however, scored the military for allegedly trying to prevent people from attending the gathering. Organizers said at least 500,000 people are expected to join the prayer rally.

    Japan IS already HEAVILY militarized. Let’s not fool ourselves, Japan is already AS militarized AS any other western nation.

    There is no turning back unless they destroy their offensive armaments and weaponry, i.e., submarines and missiles.

    Japanese forces have been deployed abroad not only as part of UN peacekeeping forces but also as part of the coalition forces in Iraq, which for the latter, whatever one says, are FIGHTING and KILLING forces.

    The Japanese defence forces are some of the best trained and most sophisticated not only in defence but also in offensive warfare today.

    But if you really want Japan to “unmilitarize”, the only way to do it is to turn back to the true mission of what is already an already heavily trained and equipped forces and TO DISMANTLE at least a big portion of their arsenal BUT that is not forthcoming nor is it realistic, so as things stand, the better thing to do is to be vigilant and to make sure that nothing else is added to Japan’s arsenal by way of nuclear warheads.

    Perhaps the more fitting way to CONTROL any more OVERT “militarization” is to publicly call on their government to downgrade their seemingly “offensive” stance, as opposed to what we expect of Japan’s military, into their original defensive mission.

    (We sold shore defence hardware and many of the contents of their arsenal to Japan.)

  71. To give everyone an idea of how powerful Japan’s military arsenal and troops is, their forces can literally overrun the Philippines in less than 24 hours in a conventional warfare or conflict scenario (but perhaps not if it’s in terms of assymetric warfare).

    Reqalistically, Japan IS already a military power, not overtly aggressive but it IS a military force to reckon with as we speak.

    On its own and without American hardware in consideration, i.e., South Korea, Japan has the BIGGEST military forces and arsenal in active service in FREE Asia.

    Indonesia may have the largest number of military personnel because of its current population (most of who are in reserve service anyway) but Japan overpowers them in terms of war readiness and effectiveness.

    Our pacifist Constitution that will make direct confrontation with the Iraqis by Japanese troops in Iraq was enforced. Thanks to members of our Federation of Bar Associations that they are prevented from joining the Americans and the British in direct combat activities with the Iraqis. This, I assure you, was what they DID NOT do in Iraq despite such military might you claim Japan has.

    We are not unaware of the big military expenses but they are not at least use directly by our forces, but given instead to the US to help it keep its image of being the great policeman of the world. It is in fact what we are fighting against in Japan, and force the government at least to have equal budget for education for example to appease the public.

    Now, we are not sure of what is going to happen with a more powerful Defense Ministry. I dread something like the Japan or pre WWII as a matter of fact when Japanese nationals were under the control of the military and everyone not being free. In fact, I refuse to get a number as my ID that may someday be implemented to our chagrin as we lose a lot of the freedoms we do enjoy now.

They were there only for infrastructural development. That was why it was easy to have them pulled out just before Koizumi resigned. There was public pressure in fact for the pull-out of the Japanese Self-Defense Force in Iraq.

    As peacekeepers for the UN likewise, they were not allowed to engage in direct combat activities as when Japanese soldiers were sent to Rwanda in the 90’s. I remember joining rallies against the deployment of our soldiers there as a matter of fact, for our Constitution in fact prohibited that.
