‘AFP won’t be dragged into poll scandals again’ — spokesman

By using the word “again” AFP Spokesman Lieutenant Colonel Bartolome Bacarro practically admitted what was heard in the Hello Garci tapes which was the military participated in cheating in the May 2004 elections to make Gloria Arroyo win.

As a Tagalog saying goes, “Ang isda ay nahuhuli sa sariling bibig.”

THE military on Monday said the memorandum of agreement (MoA) with the Commission on Elections (Comelec) would ensure it is not dragged again into election controversies during the May polls.

Speaking on the first day of the filing of certificates of candidacy for national positions, Armed Forces of the Philippines (AFP) spokesman Lieutenant Colonel Bartolome Bacarro said with the MoA limiting the role of soldiers to responding to “serious armed threats,” the vote-rigging scandal that rocked the military during the 2004 elections.

“I believe the AFP will not be involved in partisan political exercises,” Bacarro told reporters in Camp Aguinaldo. “We have a memorandum of agreement, between the AFP, DND [Department of National Defense], and Comelec, limiting the role of the AFP to security.”

Unlike in 2004, soldiers will no longer transport election paraphernalia and military camps will not be used as polling precincts, Bacarro said.

In 2004, four senior military officials, including the incumbent Chief of Staff, General Hermogenes Esperon Jr., were implicated in alleged cheating operations after they were mentioned in purported wiretapped phone conversations between President Gloria Macapagal-Arroyo and former Comelec commissioner Virgilio Garcillano.

An internal investigation cleared Esperon, ex-Southern Command chiefs Lieutenant General Roy Kyamko and Major General Gabriel Habacon, and ex-First Marine Brigade chief Brigadier General Francisco Gudani, but its findings were never fully disclosed to the public.

Esperon is the last of the so-called “Hello Garci” generals in active service.

Referring to the 2004 election fraud scandal allegedly involving the military, Bacarro said: “These remain as allegations.”

Meanwhile, the military has started receiving complaints from prospective candidates in the May elections that the communist New People’s Army (NPA) has been charging them for permits to campaign (PTC), Bacarro said.

Bacarro refused to identify the politicians who have been approached by the NPA. He said the PTC costs roughly P30,000 but it could vary depending on the position being sought by the candidate.

“That is extortion…We have received reports that the NPA has been using the Internet and text,” the spokesman said.

Bacarro said the NPA collected a “sizeable amount” from PTCs in 2004, likely in the “millions.”

The right thing to do for a chief executive, commander in chief of the nation’s forces is to put her hand on her heart!

    Who does she think she is? Her Majesty Queen Elizabeth? But Elizabeth Regina IS a bona-fide member of the British military and IS EXPECTED to return British military salute!

    Gosh! Gloria is bastardizing all military protocols and what are our AFP apes doing? Letting allowing her to do it!

    And what we got from Ducky Paredes is something he’s been writing all along. First, he told us he did not vote in the past elections and second, he’s for GMA’s abolition of the Senate. Here’s a portion of his reply:

What I am wondering about is why people like Meloto who are doing so much for the country are not even getting any notice from our politicians and their political parties. Instead, the ones that they are looking to for election into the Senate are people who will never do anything for this country. First, they do not have the inclination to do so.     “I deeply regret and personally apologize for this terrible incident that has resulted in grave injury to a Korean civilian,” Morgan said.

    There’s no guarantee the AFP leadership will not violate Memorandum of Agreement limiting the involvement of the AFP in any elections and other political exercises. Some senior military officers were promoted for cheating in the 2004 presidential polls. A mere memorandum of agreement can be violated if the price is right.     This non-action office bound Bacarro couldn’t hope to hold a light to the likes of tough disciplined dedicated men such as the First Marine Brigade chief Brigadier General Francisco Gudani who are honest and prepared to reveal the truth.

Last February 2006 these other generals with Assperon in particular were locked in discussion with these AFP leaders who wanted to blow the whistle and withdraw support from GMA we know that because its now part of history, for ever. The problem with this plan is that Assperon and the other generals hadn’t got their reward from GMA and could’t eraze their involvement in assisting in the election fraud for GMA to win. So, Assperon couldn’t, wouldn’t, go along with the plan and the group of whistle bloweres got arrested and are now in custody.
    Why were they arrested and placed into custody, simply because they not only knew too much, they knew all what was said at that meeting late into the night.
    Why I’m going over old ground is because it should be very obvious that these erring generals knew what they were doing, it is clear that they were never dragged under the carpet so to speak, they were already corrupt within the system of the AFP and the election earner was an extension and a bigger slice of the cake. To get it was a calculated act on their part. And Assperon is prepared to lie, torment and intimidate these brave whistle blowers in an attempt to extract illegal confessions from them. I pray to god he fails.

    Not all the generals are bought yet. There are still some honorable ones. Get out and stand up to be recognized!I am confident that Glueria will not be able to do the same number she did in 2004. She will find another way. She will use other people and will employ other tactics. She is known to buy everyone with money or promise them powerful positions. This is her secret of longevity. With the people’s money she builds her empire of crooks! May katapusan din yan.

I wonder how many of them will end up in Forbes Park, Dasmarinas or Alabang Hills one day. You can not bring these material possessions to the grave. Michael Samson (commander of the AFP Civil Relations Service for Metro Manila) “..yesterday expressed support for the call of national security adviser Norberto Gonzales for voters to reject party-list organizations linked to the communist movement..the party-list groups allied with the Left hinder the country’s progress and development because they advocate violence and armed struggle.”

    And they don’t want to involve themselves in politics ? Why the statement ?
