Gen. Hermogenes Esperon should just keep his mouth shut. Soldiers have no role in the elections, except to vote. They cannot campaign for any candidate. And that means they cannot campaign against any candidate either.
So it is verboten for Esperon to urge “peace loving” citizens to think twice about voting for Antonio Trillanes IVbecause the latter is being endorsed by the Left. And the same prohibition on Esperon applies not only to dissuading candidates from voting for Trillanes. As a soldier he cannot ask people to vote or not to vote for any candidate, whether supported by the Left, the Center or the Right. That’s what being non-partisan means.
We can understand Esperon’s concern over the possibility of Trillanes winning a seat in the Senate. It would be a direct slap on the Armed Forces which apparently has not learned the lessons of the occupation of Oakwood by a group led by Trillanes in 2003. The AFP remains the graft-ridden and favoritism-plagued institution that Trillanes and the Magdalo group of soldiers denounced it to be.
Trillanes’ victory would also be a slap on Gloria Arroyo who has been trying to justify her cheating in the elections, worsening corruption, assaults on the independence of other branches of government, and suppression of basic rights and civil liberties in the name of fighting a purported Leftist-Rightist conspiracy to overthrow her administration.
Latest surveys put Trillanes within striking distance of the Magic 12 at Nos. 15 to 16. He has to edge out Team Unity’s Mike Defensor and overtake Genuine Opposition’s Aquilino Pimentel and TU’s Tito Sotto. A last-minute surge of voters’ outrage might just give him the needed boost to vault over his closest rivals.
A look at the complexion of the possible winners’ circle will show the vulnerability of Migz Zubiri and Gringo Honasan (tied at Nos. 9 and 10), Edgardo Angara (No. 11) and Joker Arroyo (No. 12). Of the four, only Honasan is not identified with Gloria. This despite recent speculations his release on bail has the blessings of Malacañang.
Gloria’s support is clearly a kiss of death. Angara and Sotto, who were at the top 5 of early surveys when their “treachery” to the opposition had yet to sink in people’s consciousness, are probably now ruing their decision to throw their lot with Gloria.
The 6-4-2 survey results in favor of the opposition is already a repudiation of Gloria. There is no one in the likely winners’ circle, save for Zubiri, who can honestly say he owes his place to her.
But as the saying goes, “mahirap magsalita ng tapos.” Gloria’s cheating machinery is in place. Anything can happen on Monday.

Delivery of ballots questioned

BACOLOD City – Atty. Fernando Belleza, legal counsel of Lakas-CMD party, filed a complaint with the Commission on Elections (Comelec) questioning the time and manner the official ballots were delivered to Bacolod City.
In a letter, Belleza asked Bacolod Comelec Officer Mavil Majarucon why Lakas was “misled” on the exact details of the arrival of the ballots and why the 65 sets of official ballots, out of the 110 sets that were unloaded at the Philippine Airlines cargo office, were “diverted” to a warehouse at Bredco at the reclamation area.
Belleza asked what happened to the remaining 45 sets of official ballots which they presumed were unloaded at the Provincial Comelec Office.
“There was no official from Comelec Manila who accompanied the materials and oversaw its delivery to the Provincial Comelec,” complaintant added.
Majarucon clarified that the delivery of the official ballots is the accountability of the City or Provincial Treasurer and the Comelec has nothing to do with it.
“I have no idea when was exact time the ballots would be delivered,” Majarucon said.
An official of the company owning the warehouse, she said, informed her that they will deliver the official ballots Wednesday evening but they could determine the exact time.
It was not true also that no Comelec representative accompanied during the delivery, Majarucon added.
“Reynaldo Cadilaria Jr. of the Accounting Department of Comelec Manila, accompanied the official ballots Wednesday,” Majarucon stressed.
The 110 sets of official ballots were not only for Bacolod but also for Negros Occidental.
She said the reason the ballots were brought to the warehouse at Bredco was that being accountable forms, they could not be segregated at the airport.
The cargo was unloaded at the Bays Center and the representatives of the Parish Pastoral Council for Responsible Voting (PPCRV) can attest that the van carrying the ballots never went near the Bacolod Comelec Office, she added.

I just read a Newsweek article on how tiyanak is going to cheat this time. They will operate in the tiyanak friendly provinces. They will bribe the opposition watchers so when the names are called out, the watcher will just be blind and deaf. They are going to bribe teachers with the promise that they will be given relief in their loans as well as other money rewards. Since most of our teachers are really in dire need of money, they can succumb to this. There are around 20 provinces that are tiyanak friendly, this is where they will try to pad around 100000 votes per province and this will produce two million votes. According to the interviewed informer, they will not try to touch the top 5 candidates as they are leading in the polls but they will work on the bottom seven or eight candidates. This really makes me so sick! How can there be poll watchers who will sell their integrity? I hope that the opposition is aware of this. She didn’t expect anyone to visit the fly-infested seaside dump–fittingly called “Aroma”–to dirty their shoes and witness the squalor. At 50, she has seen so many campaign promises broken that she knows better than to have any hope as midterm elections loom Monday.
“They come and go but our lives have not changed,” she said of aspiring politicians.
“We’re still living off this garbage. People stay away because we smell,” said Salvador, who wrapped her head with a grimy shirt topped with a cap to fend off the scorching sun.
Manila’s shantytowns rarely see well-heeled politicians, except during election campaigns, when the slums become crucial battlegrounds for votes, as most of the Southeast Asian nation’s 45 million registered voters are poor.
Candidates make a beeline to poverty-wracked neighborhoods with plenty of promises and dole out shirts, caps, snacks, insurance coverage and cash–despite a ban on political gifts.
In the media ads of Congressman Prospero Pichay, now running for the Senate, poor people are quoted as saying they dream of being able to afford medicine, their own homes, to earn a decent living, to which he replies: “My dream is to fulfill your dreams.”

MANILA, Philippines–Several towns in Cagayan and Lanao del Sur provinces have shown large increases in the number of registered voters from the last elections in 2004 to this year’s exercise.
A comparison of data from the Commission on Elections, posted on INQUIRER.net’s Eleksyon 2007 map, shows that some towns have more than doubled their number of registered voters.
