Go globe-trotting on taxpayers’ money and get paid even without working.

With these and similar promises of the good life, senior members of the House of Representatives yesterday welcomed first-term members during the chamber’s orientation seminar.

Speaker Jose de Venecia Jr. regaled his audience of some 80 neophyte and returning lawmakers with the announcement that since last year, each House member’s allowance for foreign travel has been pegged at P1 million.

He did not say if the sum is good for one year but promised that the amount will be given to each congressman or congresswoman even if they just stay put.

“We made an important decision in this House (last year) that all congressmen and all congresswomen, irrespective of their political party, majority or minority will get an entitlement of P1 million … to force you to travel, to entice you to travel,” De Venecia said.

He said the intent of the travel allowance is to prod members to study the culture, systems and policies of other countries to give them an idea how political leaders of progressive countries have brought about prosperity to their people.

“It’s important to see what Malaysia has done, what China has done, Korea and all nations. Not just go there for one day or two days but one week or 10 days and to really learn their system, cultures and work ethic and how they built a modernized and developed infrastructure,” De Venecia said.

Budget Secretary Rolando Andaya Jr. who was serving his third term as Camarines Sur representative when he received the call to join the Arroyo Cabinet last year, was also on hand to welcome the newcomers.

He cracked jokes about the perennial problem of the House to raise a quorum.

“Masarap maging kongresista. You have flexible time. Puwede kang pumasok, puwedeng hindi and still you get your salary,” Andaya said.

He was invited to explain the process of enactment of the annual national budget which, among other important bills, has been the regular victim of lack of quorum.

On top of their P1 million overseas travel budget, House members also receive a monthly P270,000 lump sum for the day-to-day running of their offices; a P50,000 allowance from the Office of the Speaker; P20,000 to visit their legislative districts; and P35,000 in basic salary.

Mandaluyong Rep. Neptali Gonzales II, a returning first-term congressman and majority leader in the 12th Congress, stood as a resource person on legislative and parliamentary processes.

He took the opportunity to warn his colleagues about the penchant of Congress reporters to ask “baiting” questions.

“Be careful about leading questions from reporters. If they get you to answer ‘yes’ you’ll find yourself in the headlines the following day.”

Tingnan nyo, ang tipid ni JDV, P1 million para overseas travel budget, a monthly P270,000 lump sum para sa office nila, may empleyado o wala,P50,000 allowance mula sa bulsa kuno ni JDV, P20,000 kapag namasyal ka sa distrito kahit taga QC. At ito, P35,000 lamang ang basic salary ng Congressman. Kawawa naman, gusto kong maiyak sa habag sa kanila.

    People are finding out these huge amounts just now for each tongressman because JdV is in a panic mode publicly enticing them to vote him Speaker again!

    My niece has been telling me about these perks, including the 1M allowance foreign travel for each of the reps, so I believe this news.

At sa harap ito ni Abalos, first time kong napansin na may nanumpa before Abalos. Party list members belong to the marginalized sector kaya poor pala itong si Archie Santiago. Questionable ang kanyang panunumpa dahil may pending resolution to withdraw his name as the group’s No. 1 nominee.

    TurningPoint, ang nakakasuka pa’y mismong nanay niya ang nanumpa sa kanya. Wala na naman delikadesa ang mga buwang na iyan. Hanggang ngayon ay isa pang palaisipan ang pagkamatay ng isa pang anak. Nagpakamatay daw o pinatay? Walang imbestigasyon…basta na lang hinarang at inilibing ang anak. Ka duda duda talaga…Etong si Miriam kung nagkataon na tumakbo noon katatapos lang na election tiyak na sa kangkungan siya dadamputin tulad ng ibang sipsip kay tiyanak. Buti na lang hanggang 2010 pa ang termino niya.

    The financial largesse that each member of the Philippine House of Rep receives ain’t bad at all in as much as the nation’s minimum wage is only some 10% of their monthly salary.

    If you are to take that as reference, members of the House receive a lot more proportionally than what their French counterparts receive (based on France’s monthly minimum wage law which is 1 173 Euro before taxes):

    A member of French parliament receives the following:

    Basic salary: 5 400, 32 € (or roughly 4 times only of a minimum wage earner in France); obviously added to that are the following:
    Housing allowance: (3 %): 162.01 €
    Parliamentary allowance: (25 %): 1 390.58 €
    TOTAL GROSS MONTHLY SALARY BEFORE TAXES: 6 952.91 €

    Deducted from that gross salary:
    Pension fund: 1 153, 08 €
    Mandatory contribution to solidarity fund (national) : 55.62 €
    Obligatory contribution to national debt (applies to all employees in France but proportional to gross pay): 539.55 €
    Contribution to resources guarantee fund: 27.00 €
    NET MONTHLY PAY: 5 177.66 €

    Added to this is a monthly representational expense account which cannot exceed 6 278 € out of which the salary of his secretary is deducted.

    Personal meals outside of official receptions are paid for by the member of parliament (out of his own pocket) and if he has official guests whom he invites to meals, he also pays for them either out of his own pocket or out of the representational expense budget which is not much (6 278 € monthly from which he pays his secretary or any other assistant he wants to hire.)

    Operational/office expenses that taxpayers pay:
    Mail or postage expenses provided correspondences have something to do with his job; anything of private nature cannot avail of parliamentary postage budget a parliamentarian enjoys.
    Telephone expenses (but limited to a global amount) are also shouldered by taxpayers equivalent to 5 telephone lines (4 landlines and 1 mobile phone line and fax) and 2 subscriptions to the internet.

    Perks:
    Transportation discounts, i.e., metro, train and air tickets (since many members of parliament live outside of Paris)
    A parliamentary “hotel” is at the disposal of members of parliament who live outside paris for when they attend parliamentary sessions for a very little fee which they for themselves.

    No member of parliament in France lives like a king! They pay income taxes just like any of us. No citizen of the Republic will ever accept that his representative in Parliament have the perks and privileges of the members of the House of Congress in the Philippines – believe me, they’d fall like a ton of bricks with their heads on the ground if ever they abused taxpayers’ money.

    People who enter politics here do not do so to be rich – they do so out of desire to serve.

  19. In the UK, members of the House of Commons (UK Parliament) receive an annual salary of £59,095 or less than £6,000 monthly before taxes a little more than his counterpart in France; Minimum wage in the UK is 1 083 Euros monthly or roughly £800.

    This kind of remark would have been deadly for any member of parliament anywhere in Europe!

    It is gobsmacking to discover that these members of the House of Representathieves of the Philippines could even joke about their non-performance. Very telling – Andaya has just shown how primitive he is.

    (I will talk about this to my friends in the EU parliament here so that they never invite this jerk!)

    Same here, Anna. I don’t even see them having private armies. I used to commute in fact with a member of the Diet who lives near our place, and he would not mind riding packed trains, and people noticing him but wouldn’t say anything but “magtrabaho ka kaya ka namin binoto!”

    Like all workers here, they get this train pass at discount rates, and avoid commuting to their offices in private cars because the government will not actually pay for their parking tickets. It is why there are cars provided and they are well accounted for. In the Philippines, in fact, government cars are even used by the spouses of the creeps and their kids, and gasoline charged to the taxpayers! Dito iyan, sibak sila agad! Sa Pilipinas, ipinagmamalaki pa!

    Transparency is the way forward or the way to progress. No nation can progress when their public servants do shenanigans. The citizens of Europe won’t tolerate let alone accept non-transparency from the people they elect to serve them. Impossible! Pupulutin sila sa kangkungan dito!

    I’m so surprised that in a country which is supposed to be one of the poorest countries in the world in terms of poverty of a huge sector of the nation’s population, the country boasts of members of Congress who live like kings!

    Ano yan! Baligtad! Dapat members of parliament of rich countries like the ones in Europe should be the ones to show off – pero hindi! Why? Because we don’t have a culture of kurakot here and besides, people will behead them if ever they do that. Like in Japan, many members of Parliament take public transport and they take inter city trains (RER) like anybody else to go to work!

  29. When I was at Oxford, Anna, my foster Dad introduced me to a parliamentarian who was his classmate. I did not recognize him as one because he looked more like a hippie to me, butas pa ang pantalon. I was shocked when I found out that he was a member of the Parliament.

    Sa Pilipinas, ang daming mayabang. Sinusupalpal ko ang mga iyan when I meet them. The only clean and pure one I have met is Crispin Beltran. He may not speak hifalutin English, and may not have a college degree but this humble man has guts and full of pep and desire to serve his country and people in the best way he can. I’m glad that his partylist has won, and hopefully, his health will allow him to do the best he can as usual.

  32. Alam mo ba Yuko, there are British MPs whose salaries are just enough to make them live – not luxuriously at all. They pay their bills but after that, some don’t even have enough to put in a savings account?

    That’s why a few have left politics altogether to work in the private sector. We all know that Winston Churchill was constantly in debt that he had to write books, newspaper articles, commentaries to augment his income. His wife, Clementine was often heard complaining about bills.

    Pero sa atin, they join Congress poor, they leave it filthy rich! And we tolerate that? Gosh! Pinoys have got to stand up for their own dignity and object to this blood letting!

    I was shocked when I learned that a lot of them in fact pester wealthy ambassadors for allowance for their gallivanting spree. I was told of how a wealthy ambasssador to Japan would deliberately hide from these Congressmen because he knew their purpose of paying him a call—para mangikil!!!

    Shocked talaga ako when I found out about it. Dito iyan, batikos dito batikos doon ang aabutin nila hanggang magpakamatay sila!!!

  37. Yup, Anna, I know. I have met a lot of these royalties and see them living frugally. Iyong foster Mom ko nga Baroness pero walang tuyo sa ulo di gaya noong apo ng isang labandera who thinks she is a member of some royal family that need to be reinstalled. Hibang talaga. Puro yabang lang!

    But as my father-in-law said, kung magnanakaw daw ngayon, pihado may nunong magnanakaw din. I believe this. Tignan mo naman kung ano ang pinanggalingan ng mga magnanakaw na iyan. Dugong aso pa nga e!

    Grabe talaga ang kapal ni JDV. If you look at the context of what he said, he was taking credit for it. And he’s telling the whole country that there’s nothing wrong for congressmen to learn things abroad using people’s money. This should not be. A campaigning candidate should say “vote for me because I have extensive experience here and abroad and I can prepare/sponsor bills for our good”, hindi niya sasabihin na “vote for me and I will train abroad using your money”!

    I know, kasi nga iyong MP na na-meet ko, butas pa ang pantalon. Pinigil ko ang tawa ko kasi baka ma-offend, but I was told that he was in fact an impoverished royalty kaya iyong castle nila somewhere up north, open to the public for a little fee, parang katulad noong bahay ng mga Spencers or the Montagu’s Beaulieu at Buckler’s Hard or the Blenheim Palace, the home of the 11th Duke of Marlborough and birthplace of Winston Churchill.

    Still, I was impressed at the humility of these genuine royalties unlike those trying hard to be high society like the Pidals, et al. Walang binatbat sa totoo lang!

    Impong Jose, You’ve been in Congress for almost of your entire career. Shame on you! you never learned. The solution is not to go to neighboring countries to learn the system. The solution is you and the rest of your congressman. Solution is plain and simple. Eliminate corruption, lakay jose!

I don’t know the income tax rates in other EU countries but minimum wage earners’ average annual income tax pay out in France is equivalent to 1 month take home pay or 73% of one month’s gross wage of 1218 € (the obligatory 27% monthly deduction goes to various pension funds, social security cover contributions, solidarity funds, etc., etc..)

    Peope who have French work contract earning a 6-figure salary annually pays from anywhere between 44% and 64% of their annual take home pay in income tax; those with more than 6 figure salaries could pay up to 75% of their take home pay in income tax.

  46. What I would like to know is if members of Congress who declare in their SALs assets worth millions of pesos (like Jose Pidal Jr) pay taxes on those assets notwithstanding if they don’t earn any income from them.

    In the UK and in France, you pay taxes (besides property tax, residence tax, Council estate taxes, etc., etc) on the real value of your property.

    In France, there is a wealth tax over and beyond assets (even on assets not earning income like your own home which serves as your primary residence) and cash you have in the bank worth more than 800 thousand Euros. You pay wealth tax of 4% over and beyond that amount. (On top of which you also pay income tax on the interest your savings accumulate over the year!)

    We have a saying here that you are taxed from the minute you are born to even after you die (inheritance tax)… that you cannot be buried until those taxes are paid (coz there’s also death tax too.)

    If this is applied to the Philippines, these Congressmen should be paying lots of taxes! But instead we see a list of libilities on their SALs as a kind of tax exemption. Absolutely gobsmacking! They are the ones who should pay taxes because they are the ones who fleece the country of its wealth to put in their own pockets!

    In any civilized country worth its salt, it is normal for people with the biggest assets to pay the most taxes (and to think that I’m nowhere near the Socialist dogma of believing in equality) but I believe that at the end of the day, people who make tons of money make depend on those who make less without whom folks who make loads won’t be able to do what they do!

    To me, it’s a give and take thing. I would rather live in a society where there’s homgenity in living standards because I’d feel safer, less threatened, in the end live a better life because there’s not rampant poverty. How could one realistically swallow living in splendour when the guy in the street scavenges right under your very nose in order to eat?

    And this is what shocks me in Pinas! You see these big guns in Manila and in other big cities driven around in their luxury cars, living in mansions, spending money in restaurants for a meal that would feed an entire family in the slums for a month and walking around as if there’s no child in the street scavengin in garbage dumps to find something to eat. This is one of the most shocking sight that person remembers in Pinas – the incredible, blatant discrepancy in people’s standard of life as opposed to Africa where most people wallow in poverty and so are almost all alike.

    If the travel allowance above is a one-time offer, 3 years of useless speeches and press releases will cost us P 4,205,000,000.00 excluding operating expense of the venue itself [what’s it called? gas chamber?] and the 40% these Blessed Ones collect from every project they called their pets.

    I have heard that even in the Senate, a lot of bills filed have not seen the light of day for lack of time. It’s more complicated and time consuming if every law passed needs the concurrence of the Lower House.

    In short, even if we get rid of the Lower House, laws can still be crafted at a much efficient pace and at much lower cost to taxpayers.

    General Overhauling the System, this is what we need. Remove the non-performing assets [asshits]. Reengineer the whole bureucracy. Offer Early Retirement to all government employees. Hire young professionals. Maximize existing IT infrastructure.

    This way we can generate more employment, while the early retirees can venture into micro-business which will result to even more jobs.

    Palitan ang mga lumang gulong ng hindi lang “recapped” kundi’y ng mga bago at makapit pa, upang di tayo magkawindang-windang sa ating patutunguhan.

    *Appoint a party “whip” for each party (if there is such thing) and make sure the whips make everyone do the business of government during the session. ( there will be a quorum every time).

    * Set aside a period to which a member will be exclusively looking after the concern of their constituents and during this period of non-session those who wish to travel for business must account all travel expenses subject to auditor’s audit and must submit the results of their travel to the house committee and pleasure travels should not be included in the official budget, where they can bring the whole family (should pay from their own)

    And by the way, PM Harper just made a statement that Lord Conrad Black, convicted of Obstruction and 3 counts of mail fraud in Chicago Court will not get help from the Conservative Government in Regaining his Citizenship. Lord Black renounced his Citizenship in order to get Appointed to the House of Lord and now wants it Back so he can serve his sentence in Canadian Jail in case Judge Amy Ste. Eve sent him to jail. PM Harper said Government Officials should follow the Rule Of Law of reprocessing Lord Black re-application without regards to his Lordship or his Order of Canada award and not be influenced by any Elected Official ( there are protest that award should also be taken back).

    I Think that is one Good Lesson to Our other Head of State Ms Macapagal Arroyo on how a President or a PM should conduct himself or herself in Office…

    i don’t have the exact figures, but some analysts said that our foreign debt today has ballooned to more than that of Marcos to Erap combined. This is one good measure of her highly regarded economic prowess.
