4,500 troops moving versus 150 Abus

Around 4,500 government troops are poised to contain about 150 Abu Sayyaf bandits and rogue Moro National Liberation Front forces in one area in Sulu to prevent the military offensives from spilling over, the Armed Forces said yesterday.

Another battalion is set to arrive in Sulu this week.

“Our troops in the area, particularly those under Task Force Comet, continue to run after the group…We do believe that they are in the general vicinity of the area,” Armed Forces public information office chief Lt. Col. Bartolome Bacarro told a press briefing yesterday.

“We do believe that they (Abu Sayyaf and rogue MNLF members) remain intact,” said Bacarro.

The Abu Sayyaf and rogue MNLF forces were responsible for the death of 26 Army soldiers and wounding nine in skirmishes in Maimbung and Indanan towns Thursday.

The military claimed 27 Abu Sayyaf members were killed but troops have recovered only five bodies.

Punitive military actions against members of the Moro Islamic Liberation Front and lawless elements responsible for the beheading of 10 of 14 slain Marines last July 10 are also into high gear in Basilan.

Bacarro said Task Force Comet commander Maj. Gen. Ruben Rafael has poured in forces from the 35th Infantry Battalion in Sulu to augment the 33rd IB.

On whether the military expects an armed contact with enemy forces in the coming days, Bacarro said: “I can’t say, only the operational commander can say the tempo on the ground.”

Asked if the military expects the operations to drag on, Bacarro said: “The chief of staff (Gen. Hermogenes Esperon) said that as much as possible, if it’s possible that we can resolve, put an end to this group earlier, the better for us.”

Army chief Lt. Gen. Romeo Tolentino flew to Sulu Sunday on orders of President Arroyo to help orchestrate the offensives.

Bacarro said there were reports that one of three Abu Sayyaf leaders based in Sulu identified as Umbra Jumdail alias Dr. Abu Pula was wounded in one of the skirmishes Thursday. The other ASG leaders are Radullan Sahiron and Albader Parad.

“With the validated report that Dr. Abu was wounded during one of the encounters, definitely this will have an effect on their movement. They won’t be leaving their commander so definitely it will have an impact on their movement,” he said.

At the National Security Council meeting, Defense Secretary Gilberto Teodoro assured lawmakers that government is focused on preserving peace talks with MILF and the MNLF.

He said while more than 4,000 troops have already been deployed in Western Mindanao, the government is taking steps to prevent the GRP-MILF peace talks from breaking down.

Esperon told lawmakers that the AFP is prepared to send more troops in Mindanao, even pulling out units in Luzon and Visayas, if needed.

He said the presence of the troops is an effective deterrent against the Abu Sayyaf and other lawless elements.

In Sulu alone, the AFP has already deployed four Marine battalions, three infantry battalions, one Special Forces unit, one Scout Ranger unit and a component of the Light Reaction Company in addition to the naval and air force components and a new battalion from Panay.

Esperon gave assurance of the military’s support for the peace process.

“We will go all-out against Abu Sayyaf and for … those who terrorize and make hostage the southern Philippines, we shall go out against them. But for those who show remorse and join us in the peace process, we are just too willing to be with them in the negotiation table,” he said.

Esperon said about 8,000 people from Basilan and Sulu have been affected by the offensives, but they are being assisted by the government and other concerned groups, including the United States.

He said the US has been helping in the humanitarian aspect and even providing technical capability, although the AFP has not specifically asked for it.

He admitted that there have been more checkpoints in Basilan and Sulu since the full-scale operations but stressed that no curfew is being imposed.

He said there is an existing gun ban, however, which aside from being supported by the local government officials from Basilan and Sulu, should continuously be implemented in coordination with the police.

He said the gun ban does not intend to disarm the MILF or MNLF, although their members must comply with the ban when “they go to the roads and public places.”

“It’s easier to distinguish among combatants, when there is gun ban. When you do not abide by the gun ban, then you could be considered as the enemy,” he said.

Asked how long the operations and the restrictions would last, Esperon said “we have stabilized the situation but it is critical.”

“Stable because we can hold all the major arteries, business is ongoing, the people can go about their lives. But there can be provocateurs, meaning people who do not really want this in Mindanao. They could provoke and probably instigate a fight between us and the MILF. So that could happen,” he added.

President Arroyo convened the NSC around 10 a.m.

In attendance were Vice President Noli de Castro, Senate President Manuel Villar Jr., Speaker Jose de Venecia Jr., Senators Edgardo Angara, Rodolfo Biazon, Juan Ponce Enrile, Gregorio Honasan, Aquilino Pimentel Jr., Richard Gordon, and Francis Pangilinan, and Representatives Ronaldo Zamora, Raul del Mar and Simeon Datumanong.

Also present were Cabinet secretaries Teodoro, Arturo Brion (labor), Raul Gonzalez (justice), Ronaldo Puno (interior and local government), Alberto Romulo (foreign affairs) and Margarito Teves (finance), Esperon and PNP chief Oscar Calderon.

Governor Wahab Akbar of the Province of Basilan, was recently engaged in the massive illegal procurement of high-powered firearms and distributed the same to prospective assassins, known notorious killers, criminals and hoodlums, including possibly a number of the Abu Sayyaf Group in the different municipalities in Basilan, specifically the municipalities of: Tipo-Tipo, Al Barkah, Ungkaya Pukan, Sumisip, Maluso, Lantawan, Akbar, and Mohammad Ajul.

    2. The said armaments included four (4) units of 81mm Mortars; four (4) units 90RRs (Recoilless Rifles) an anti-vehicles and anti-personnel use tubes; one (1) sniper rifle meant to assassinate Wahab’s political opponents; and several hundreds of M16s (automatic assault rifles), M60 rifles (sub-machineguns) and M203s (grenade launchers).

    3. More or less the said firearms amounted to roughly P279M, which amounts were undoubtedly squandered from the National Government funds released to the Province through the provincial government office, the provincial government funds allocation from the ARMM, the provincial government Loan from the PNB and the Province’s monthly internal revenue allotment (IRA).

    4. Governor Akbar figured on several instances in codling criminal elements in the Province. For instance, on October 30, 2005, a certain Majang Apalin was arrested for a crime of murder (Criminal Case No. 3293-256) by elements of the PNP led by Police Senior Inspector Chritopher W. Panapan in the town of Lamitan. In less than two hours, Basilan Provincial Police Director Andulwahab Karimuddin, on order of Governor Akbar, took the subject criminal into his custody and released the same instantly without being committed to the court as required by law. Almost instantly, Inspector Panapan and five police officers who constituted the arresting team were ordered relieved from the Lamitan Police Station upon the instruction of Gov. Akbar.

    Another incident that manifests Governor Akbar’s intimacy with the criminal elements took place when a certain Naim Latip (Criminal Case Nos. 4472-1012 for murder; and 4473-1013 for frustrated murder) was arrested by a police team in Lamitan, Basilan, on October 25, 2006, also led by PSI Christopher W. Panapan. For this reason, Gov. Akbar again requested the Police Provincial Director, Col. Binuddin, to relieve PSI Panapan in the guise of assigning the latter as the Operation Officer and later Assistant Provincial Director at the PNP Provincial Office in Isabela City, and SPO2 Ramon Lahaman as personal security of the governor, but the truth this was a scheme to prevent the said police officers from continuously effecting the arrest of wanted criminals who are the governor’s protégé. This is not to mention that Governor Akbar was likewise directly engaged in manipulating the safe released of the Abu Sayyaf Group who were trapped at the Jose Ma. Torres Hospital in Lamitan town way back in 2001.

    It is generally thought that the way Hitler led his soldiers to be slaughtered was because he was mentally disturbed and eventually out of his depth and in panic as a leader of men who was losing the war.
    Is it true that it takes 4,500 plus more professionally trained soldier of a National army to quell 150 rag tag rebels and that this is overkill of a military commander in panic mode also.
    Could history be repeating itself? when hundreds and thousands of civilians suffered displacement and loss of life because a chief-of-staff is not up to the job, but hanging on until retirement comes, soon.

And another idiot Tongressman from Mababaw na Kapulungan, ex-general Tomas Dumpit is even suggesting that co-idiot Assperon call in American Forces to Sulu and Basilan and conduct Balikatan exercises there and benefit from the Americans’ wealth of experience in fighting terrorists and their superior war materiel.

    Which leads to the questions:

    1. Are these dumbasses saying that despite a heavily-lopsided troop ratio of 40:1, Assperon cannot win the war against a few insignificant ragtag rogues?

    2. Is this stunt simply a ploy to remind Uncle Sam of the friggin little bitch’s unwavering commitment to the war on terror, thus any planned aid cuts by Condi’s boys and also those of Nancy’s boys in Congress be reversed immediately?

    3. Or is it an admission of incompetence, plain and simple?

    Answer: All of the above.

    Our Almed, er, Armed Forces may not, can not, and will not win this war on their own. They need the Americans, Canadians, Japanese, Australians, hell, even Zimbabweans and Timbuktuans and the World Bank! to pulverize this band of smalltown, bigtime kidnappers aided by government officials and armed by the very same “enemy” who seeks to crush it.

    What is that creature that if cut, it multiplies into pieces? Is it amoeba? I’m not sure. But siguro ganyan ang Abu Sayyaf. Kaya habang sinasabi ni Arroyo na malapit nang maubos, lalong dumadami.

    You know what?.. This has been the observation that I am having. Magpapadala ng libo-libong sundalo pra sa Abu Sayyaf who already lost a great share of its Leaders starting from Khadaffy Janjalani, etc?.. Given that may mga pumalit sa knila but the time difference between nung mapatay ang mga leaders at ang maging threat sila sa Pilipinas para ipadala ang halos 5000 sundalo para lang sugpuin sila, eh hindi yta kapani-kapaniwala.     1. I put this as my first kc pra sa akin eto ang pinaka-viable. MIDGET and her DOGS are smelling something, something that is very imminent and disastrous for them. Something like an impending withdrawal of support or a coup d’etat. That is why she wants most ofthe soldiers to be out from Manila. This is what they did after Querubin was ‘outraged’ by Miranda’s ‘relief’, they send those troops loyal to Querubin to Mindanao also.

    2. Tinigil n ng US ang pagsuporta sa mga sundalo natin kya kailangan na nating magpadala ng 5000 sundalo para lang talunin ang 150 ASG. Parang ung film na ‘300’ ah.. Eto naman ‘150’.. hehehe

    3. Related to no. 2. MIDGET and her DOGS are trying to portray a ‘serious’ scenario in Mindanao to get more ‘support’ from other countries.

    4. MILF and MNLF are gaining enough power and sronghold in Mindanao, hence the need for such number of soldiers.

    You can just add more..

    For me, it is really CRAZY to send that much of soldiers there!

    I read earlier that Fr Bossi was kidnapped by 10 fishermen. Nakakalito talaga but now I am more convinced na kanya kanyang delihensiya ang mga maton sa Mindanao. It looks like the high ranking military officials have their own group, the politicians (siempre kasama na dito ang mga galamay ni tiyanak), the MILF,MNLF, Abus atbp. I also feel that once the villains carried out an operation, they have to be killed and disposed of so that the brains of the operations will not be uncovered. I am not surprised if the 10 fishermen who kidnapped Fr Bossi were some of the casualties in the so-called “all out war”. The brains of the underworld operations have to dispose of their “men” as quickly as they can. Poor military, they are the sacrificial lambs for the task of getting rid of these villains who were used to gather the money and ammunitions for a chosen “few”. I wonder how much the generals operating in Mindanao got from Fr Bossi’s kidnap operations?

    But someone has to take responsibility for this terrible tragedy.

    AFP Chief of Staff Gen. Hermogenes Esperon is the prime candidate for immediate retirement. (People are allergic to the word “resignation.”) As head of the Armed Forces, Esperon should know the meaning of command responsibility.

    Lt. Gen. Eugenio V. Cedo is another candidate. Cedo is the chief of Western Mindanao Command (Wesmincom), which covers Basilan. He commands all ground, naval and air units in the area. When Esperon took over as chief of staff in July last year, he announced the breakup of Southern Command (Southcom) into two separate unified commands. One for Eastern Mindanao with headquarters in Davao City and another for Western Mindanao with Zamboanga as the headquarters. This was to ensure better utilization and concentration of forces against communist and Moro insurgencies. Events have shown that instead of resulting in greater efficiency, we only created more star positions for the AFP.

    A third candidate is Maj. Gen. Nelson Allaga, the Marine corps commandant. He is responsible for keeping the Marines at the highest levels of combat efficiency. After all, the Marines along with the army scout rangers represent the elite of our Armed Forces. The manner in which the Basilan ambush took place and the inability of rescue elements to reach their beleaguered comrades speaks a lot about the current level of discipline and combat readiness of the Philippine Marines.

    If we are to honor the sacrifice of our dead Marines and salvage what is left of the tattered reputation of the Armed Forces, these three individuals should go on immediate retirement.

If he resigns, he would be remembered as a man of honor and decency, an officer worthy of emulation by the officer corps and by the graduates of the Philippine Military Academy in particular. It is the chance of a lifetime to show that a sense of delicadeza is still very much alive in his person.”

    Sense of delicadeza? I doubt Esperon has it. He is a disgrace in fact to the Filipino race! And so is his beloved president!

It is more like a matter of clarification or asking for clarification and verification from the Americans who should in fact not be given any right to do their own chose in picking the place for their military exercise, especially where there are civilians who could be damaged and made targets of their practice shooting. Guinea pigs ang labas!

    In fact, this should be exposed and condemned by Philippine lawmakers who are concentrating too much on giving the criminal at the palace by the murky river too much protection.
