Arroyo suspends ZTE deal

Breaking news:

Gloria Arroyo has suspended the controversial national Broadband Network contract with China’s ZTE Corporation, Trade Secretary Peter Favila said just now.

Justice Acting Secretary Agnes Devanadera gave the questions and controversy that the deal has generated as reason for suspension. She also said Arroyo has ordered the formation of a technical group to review the contract with ZTE.

Ngayon pa after nabuking sila!

Take note that the key word is SUSPENDED, not CANCELLED.

Jarius Bondoc of the Philippine Star, who first exposed this anomalous deal, thinks it’s a “calculated move” to prevent Romy Neri from testifying on Tuesday.

It’s another survival strategy of Gloria Arroyo. It has nothing to do with good governance. In fact, it’s malevolent governance.

    It’s clear the Arroyo government was hit hard by this ZTE deal.

    This is just another manauver to hide the truth. This is just another maneuver for things to cool off.

    The damage is done even its suspended or cancelled. The crime of influence peddling and bribery had been committed. Gloria Arroyo is responsible for the ZTE-NBN scam.

    1 : to debar temporarily especially from a privilege, office, or function
    2 a : to cause to stop temporarily b : to set aside or make temporarily inoperative
    3 : to defer to a later time on specified conditions
    4 : to hold in an undetermined or undecided state awaiting further information

    In short, puede pa rin ituloy right under the noses of Filipinos who are being pinched on the nose so they won’t be able to breathe anymore. Sabi nga ni Talandi, “Kung hindi kayo makatiis, go abroad, and send your remittances back to the Philippines para may pangguratsa ako.”

    Fortunately, on my part, I don’t support anyone in the Philippines except give some contribution to some charity here and there or pay my property taxes.

    I am more inclined to believe that the Chinese were the one that gave the go signal to suspend. Why, it’s their (Chinese) own damage control.

  9. House Speaker Jose de Venecia said he is very happy. He said that’s what he advised Favila when they were in Sydney for the APEC meeting.

    I have never trusted de Venecia. It’s not farfetched that he is in connivance with Gloria to hide the sordid details of what they did. That means the guilty will remain unpunished. The will just cool off and wait for the right time in the future to strike again.

    Before the announcement of the ZTE suspension, in a television interview with ABS-CBN, Neri said: “The Palace is giving me some additional security…There were some people [conducting] some surveillance [on me].”

    The truth is, Gloria Arroyo was not sure of what Neri will testify and she ordered Neri “secured” or put him under surveillance. Remember that Neri is still smarting from being unceremoniously yanked out of NEDA and transferred to CHED although a non-doctorate degree holder. He knows he’s on the way out already and we could sense that he has something explosive on ZTE in the magnitude of Joey de Venecia’s bombshell on Mike Arroyo.

    The suspension is indeed “a calculated move” to prevent Neri from setting off said explosive in the Senate.

    1) Do not let Abalos resign jsut like that. Dont call for his resignation but rather for his impeachment. Para may jail term.

    2) Charge FG with Graft and Corruption same with Joey. The only difference will be, Joey could be made the State Star Witness (No Jail TerM). No mercy with regards to the heart issue. If he choke while being questioned, that is his problem, forget about the humanitarian aspect. He treated the whole nation like a an idiot.

    3) Impeach Ate – dont ask for her resignation. Proper venue no matter how hard and difficult so that we can re-establish our constitution.

    4) Impeach or Charge with Graft and Corruption Mickey Mouse de Venecia Jr..

    5) Impeach or Graft charges to all of Gloria’s minion and cabals that has something to do with these MESS.

    FROM NEWSBREAK:”It looks like there was indeed an attempt to bribe former chief economic planner Romulo Neri to approve the government’s US$329-million contract for a national broadband network with the Chinese firm ZTE.

    This is how it supposedly happened. Comelec chair Benjamin Abalos approached Neri to ask for “help” with the deal, Neri then being the director of the National Economic Development Authority and chair of the Investment Coordinating Council.

    “I’ll take a look at it,” Neri reportedly replied, meaning he wanted to study the contract.

    Abalos was said to have taken that to mean that Neri was against the deal, so the elections chief quickly offered, in Filipino, “There’s 200 for you here.”

    When a shocked Neri asked what Abalos meant, the latter looked like he thought Neri was saying, “Only P200,000?” So Abalos clarified, “P200 million.” Neri was said to have thought, “What’s in this contract that they would give somebody like me P200 million to approve it?”

    Comelec chairman Benjamin AbalosAbalos didn’t physically show the money—and the conversation ended there.

    When Neri informed President Arroyo about the bribery attempt, she supposedly asked him, “What did you do?” Learning that Neri refused the offer, Ms. Arroyo allegedly said that he can forget the money but he should just go ahead and approve the contract.

    Two days later, Neri was removed from Neda to become officer in charge of the Commission on Higher Education.”

    German news magazine Der Spiegel reported recently that computers in the German chancellery and the foreign, economic, and research ministries had been infected with Chinese spyware software, and German officials say they believe the hackers were linked to China’s People’s Liberation Army.     “The ability of Huawei and ZTE to participate in, let alone win, telecom infrastructure tenders in the Western hemisphere may have lessened considerably following last week’s shock report,” writes Lindberg in a research note issued Monday. “It could trigger a return to national security clearance when it comes to procurement of telecom networks,” he adds.

    But Heavy Reading chief analyst Graham Finnie is cautious about the potential impact on the likes of Huawei and ZTE. He says the effect on Chinese vendors will depend on whether this incident is a “flash in the pan” or turns into something bigger.

    I agree that that there is a hell of a difference between “SUSPENDED & CANCELLED”. Suspending the ZTE contract is not the point – it is till does not answer how the so-called contract was drawn & who were involved. Cancelling the ZTE is where the problem for Gloria lies because we know, & Gloria’s Dogs know, too, that the devil is in the details.

    What Gloria suspended was the the public seeing the details. The microsscopes are out. It’s too late for her to cover up the details. The lines have been drawn.

    Gloria blinked in the showdown with JdV. What I heard was that JdV & his allies “would have held out physically in Batasan” – like what JPE & Ramos did in EDSA 1 – if Gloria’s Hound Dogs removed JdV as Speaker of the House..

    Nevertheless, we must keep our eye on the ball. It’s not over until the Fat Lady sings.

    I would say, the only way to find out what really did transpire is when the Chinese Government conduct an investigation and put the ZTE official before its court. It is quick and swift, and I’m pretty sure the President of China of his cabinet had nothing to do with the contract..

    I welcome the President’s decision to suspend the ZTE NDN deal. But I think it should be cancelled outright considering it now has teh unerasable stigma of scandal and accusations of mindboggling bribes and even threatens to cause a lot of political tumult that could include impeachment proceedings against Comelec Chairman Abalos and the ouster of Speaker Jose de Venecia which in turn could trigger a revolt within the majority against the President herself.

    There’s no doubt in my mind that the country needs a national broadband network as a minimum requirement for us to be abreast of state of the art information and communication technology.

    What is now needed is a fully transparent international tender or bidding, preferably by BOT but let the CICT handle it this time.

    ZTE should not be invited in this tender.

    The legislative inquiries must continue.

    Executive agreement daw. Kung ganoon, lalong may authority ang Senado para mag-inquire, because the Constitution says so. In Bayan v. Zamora, the Supreme Court held that:

    “All treaties or international agreements entered into by the Philippines, regardless of subject matter, coverage, or particular designation or appellation, requires the concurrence of the Senate to be valid and effective.”

    Note it says regardless of subject matter, coverage or appellation. Tawagin mang executive agreement yan, loan agreement, tang-uts, pacto de una deuda, etc, dadaan pa rin sa Senado.

    Okay, suspended ang broadband deal. But mayroon daw loan to back it up. So let the Senate scrutinize the Pag-sang-ayon sa Pag-utang, or whatever appellation they give it.

    Hindi puwedeng ma-cover ng executive privilege ito, dahil there is the Constitutional duty to submit to the Senate for concurrence.

    4. Why didn’t she order Mendoza to tell Abalos to bugger off? Why did she tell Neri not to accept the 200 million peso bribe but informed him the contract is a go?
    5. Why did she allow the Chinese to bamboozle her men at DoTC, NEDA, Finance, Trade, Budget, etc into getting her to witness the signing of the deal in China?
    6. Why did she allow her husband, suspected kingpin in the corruption deal to scurry off like a dog with its tail between its legs a day before the hearings started?
    7. What was Mike Arroyo’s business in Europe that “sick” as he is, according to his own children, should rush to Europe to attend to his business?

    As I’ve said before, it is difficult to believe that Gloria didn’t have an inside knowledge of the corruption ridden contract. No less than she herself, says Speaker de Venecia suggested to Abalos to pattern his ZTE offer on a no loan, no debt contract… Blimey!

    Ellen, ZTE is confident that their project is worth the money. As earlier blogged, China is rich, umuutang na nga ang US sa kanila. This ZTE project in “kulangot” lang sa kanila sa totoo lang. It looks to me more like a control issue than it is a money issue. If China will be able to bug all our government communications, the more they have the control over us. China is a world power now. US wants to have control in Asia as well. US is not really happy these days that the tiyanak is sleeping with China (akala ni tiyanak parang isa lang ito sa mga boy friends niya). I am pretty sure that China will court the tiyanak for this business and all other businesses. If it means restructuring the ZTE program so it will be worth the $ 329 million, China will do so. China will just eat up the bribe money they had given the tiyanak for the elections. They have so much dough now! Imagine growing more than 10% a year in their economy in more than a decade! If we do not look into these business contracts with China, one day we will be one of their provinces! We are too close to call!

    The continued corruption that tiyanak and her gang had been engaged in since she stole her position is more of our local issue. The sad part is, with a song and dance, she was, is and will be able to wiggle her way out of this mess again! She and her gluton husband always grab the opportunity to stash more money from government projects. Erap is a saint compared to this duo! Bundat na bundat na talaga sila, sige pa rin ang kain nila!

    Lets examine what we know about Romulo Neri and his involvement in this ZTE Deal.
    (1) Romulo Neri, former National Economic and Development Authority director-general and Socio-Economic Planning secretary, revealed that he had been offered a Two Hundred Million Peso bribe for him to approve the ZTE deal. he turned down the offer and later told Mrs. Arroyo about it,
    (2) The President, according to him, in turn told him to also refuse the bribe and approve the deal anyway. he believed at the time that the NBN project was “overpriced” and “disadvantageous” to the country.
    (3) It was then he was demoted to chairman of the Commission on Higher Education.
    (4)De Venecia’s son, Jose “Joey” De Venecia III, representing Amsterdam Holdings Inc. (AHI), a losing bidder for the NBN project, this week bared before the Senate probers that the deal had been overpriced by at least 300 percent. So, Neri is correct in what he says.
    (5) He told the investigators that Commission on Elections Chairman Benjamin Abalos Sr. had acted as a “go-between” for the Philippine government and the Chinese firm and offered him $10 million to have his AHI back out from the bidding for the $329-million project.
    (6) Also, the Speaker’s son said, Mrs. Arroyo’s husband was the “mystery man” calling the shots in the deal, in which at stake allegedly were bribes totalling almost $200 million to be split three-way among the “Little One,” the “Big One” and the hangers-on.
    (7)Nobody could be sure what Romulo Neri would say at the Senate hearing other than if he told the truth the people involved that offered him a bribe would be known.
    (8 Romulo Neri failed to attend the Senate hearing saying he was ill with flu and that he was prevented from leaving his house by men acting suspiciously outside.
    (9) The whole of the cabinet members turned up at the Senate hearing to try to intimidate the Senators.
    (10) The rush of cabinet members failed to intimidate the Sentors, failed to prove their case.
    (11) Neri was still required to attend the Senate hearing on Wednesday,
    (12 ) Joey” De Venecia III, has stated that “Romulo Neri has the missing piece of the jigsaw puzzle’ and asked that he tell the truth for the sake of the Filipino people and the country.
    (13) The President’s suspension order came as recent as yesterday after a week of allegations in the media and before the Senate inquiry into supposed government incompetence, corruption and the involvement of her husband, businessman and lawyer Jose Miguel “Mike” Arroyo, in the deal.
    (13) Suspension order is not the same as cancellation –
    Its about time that Neri was given his chance to tell the truth with a transparent account of what he told about the bribe and who it was that offered it to him under oath at the Senate on Wednesday.
    Is Jose “Joey” De Vencecia the only person man enough to tell the truth against this corrupt woman and her followers?

    I have based my observation on Japan’s own worry about China’s attempt to control the cyberspace in Asia, and eventually the world. We are wary, too, about the many rumored leakages to China via North Korea. With this sick deal with Gloria re the ZTE, it will surely be easier for China to spy on the US especially with no secrets being kept really secrets in the Philippines lalo na kung may nagpapataasan ng ihi diyan and/or nagpapalakas!

    Golly, ang daling maglagay ng mga chips doon sa mga i-install ng ZTE na mga computers, etc. kung sakali. Walang makakabisto lalo na kung tanga naman ang mga in-charge.     Here is an interesting angle from the Newsbreak. JDV gets a lot of perks from the tiyanak because he bailed her out twice from being impeached.     That is what the biddings are for. Over here in the land of the rising sun (this is just for comparison), all public works or government projects are passed through biddings, and foreigners now can bid if the project is something that they can afford to do, but not when utmost secrecy is required, but preferences will still be local entrepreneurs as in the case of Joey dV for example on the presumption that there will be no fixing and no government official will be caught redhanded accepting bribes.

    Frankly, I cannot understand the preference for foreigners in the Philippines especially from the US. Basta foreign kahit inferior as in most Chinese products, OK sa mga pilipino! On my part, I prefer our own domestic products here not that I am very patriotic but because they are quality.

    Dito naman madaling mabisto kasi mismong mga employees of the agencies involved have what we call civic-consciousness. Walang takot magutom for principle’s sake, at saka dito pag nabisto, magpakamatay na lang for there is no chance to make amends as a matter of fact. It is a matter in fact of taking responsibility for one’s action, good or bad.

    I actually like their hiring people who are actually socialistic in attitude as in the case of the employees of our ward office for instance. A lot many of them were young activists of the Zengakuren in the 60’s. Kaya balance. Walang sipsip doon sa kapareho nilang public servant even when they recognize seniority for seniority’s sake. Sana ganyan sa Pilipinas.

    Iyan ang wala ang marami sa Pilipinas sa totoo lang, iyong dedication sa trabaho, not personal ambition. Sayang, hindi nade-develop because the environment is not conducive, more like it than what a lot many people here say that the Philippines cannot be like Japan, or the Filipinos like the Japanese.

    My Mom who’s rather of an advanced age told me really that she now refuses to buy toothpaste in Manila and so we, her children who are abroad are asked to supply her with foreign toothpaste because of that fear: tainted toothpaste or fake ones.

    All her secretaries were saying that Gloria herself witnessed the signing of the supply contract in Boao, in April 21, or 25 days before the May 14 polls. In violation of the Election Code’s 45-day ban on signing contracts. With only one exemption: if the Comelec Chairman approves it. Either way, Gloria is screwed.

    Lacson failed to pursue this angle due to time constraints but it is now clear, not only Mike Arroyo is in hot water, Gloria, no less, is in, too but deeper!

    Chabeli, I don’t think it’s Donald Dee ’cause this guy is very close to the Arroyos and Malacanang. Besides, Dee’s connection to China is not that strong. Lucio has huge interest in China. Lucio only befriended the Arroyos to protect his business interests after Erap’s ouster. Lucio is reported to be closer to Marcos and Erap. It was during the time of Marcos when Lucio began his success. One of his early investments in China was piggery. I’m also thinking about Henry Sy of SM. Sy’s business investment in China is also huge. But I still think it’s Lucio if only because his company legal counsel is Estelito Mendoza who is one of Erap’s lawyers. Maybe Lucio like the rest of the Taipans is looking forward to a new administration. Kaya ngayon pa lang naghahanda na siya.
