Bacani: ‘Binabastos na ang bayan’

Novaliches Bishop emeritus Teodoro Bacani yesterday stopped short of calling for a people power revolt as he urged the people to express their outrage over what he described as the “misgovernance” of the Arroyo administration.

The bishop, in a radio interview, said the public should help the media and the nation in showing their disgust over the “shameless” acts of the administration.

“Ako ay nalulungkot dahil parang wala masyadong reaksyon ang mga tao at para bang naging manhid na tayo sa kawalanghiyaan na nangyayari,” Bacani said.

“Binabastos na ang bayan, ang pulitika. Ang mga kolumnista ay nagsasalita pa pero hindi ko na nakikitang masyadong nagagalit ang karamihan,” he added.

Bacani’s position came in the wake of the condemnation by the Catholic Church of cash gifts handed by Malacañang to congressmen and local executives last week, saying it is a sign of the leaders’ “moral bankruptcy.”

Malacañang is being accused of “bribing” administration congressmen, governors and mayors of money with amounts ranging from P200,000 to P500,000.

Governors Ed Panlilio of Pampanga and Jonjon Mendoza of Bulacan have admitted receiving half a million pesos in cash from a Malacañang staff member after meeting with Arroyo last week.

Rep. Bienvenido Abante (Manila, 6th Dist.) also admitted he received P500,000 in cash and even manifested that the President was present during its distribution.

Bacani said Malacañang should disclose the circumstances behind the money distribution, its recipients, its sources, and its purpose.

“Dapat aminin nila kung sinu-sino ang namigay. Kung nagbigay ka para sa mahirap. Dapat itong aminin ng taga-Malacañang,” Bacani said.

Sen. Francis Escudero expressed doubts on the sincerity of President Arroyo’s order for the Presidential Anti-Graft Commission to conduct an “honest-to-goodness” investigation on the alleged payoffs.

Escudero said the agency has become a “non-functioning” repository of complaints which has so far not succeeded in pinning down supposed corrupt officials.

“I’m not deriding PAGC’s ability… but where are PAGC’s past recommendations against (erring) public officials? Was it acted upon by the President, by the Executive Secretary (Eduardo Ermita)?” he said.

Senate minority leader Aquilino Pimentel said the PAGC is the wrong agency to probe the latest payoff scandal.

He said PAGC chairwoman Constancia de Guzman cannot be expected to carry out a no-nonsense inquiry because that would pin down the President.

“Nothing will come out of it. You cannot expect a subordinate to investigate his or her master who…might be proven to have been involved,” Pimentel said.

The Kilusang Magbubukid ng Pilipinas said it expects a “whitewash” in the PAGC investigation.

The group also called Arroyo’s probe order a “sham” and was made only to absolve her from liability.

House Speaker Jose de Venecia disputed the claim of Interior secretary Ronaldo Puno in a media forum that the money, which amounted from P200,000 to P500,000 each, could have come from the House.

“We don’t have anything to do with those funds and their distribution. We don’t have that kind of money,” he said.

De Venecia said he was not even present when the money was supposedly distributed last Thursday.

De Venecia advised his colleagues in the majority bloc to return the money if they believe it is tainted with corruption while those who do not should use it to help their constituents especially in the Oct. 29 barangay elections.

‘GIVE GMA, PAGC A CHANCE’

Executive secretary Eduardo Ermita appealed to Palace critics to give the President and the PAGC investigation a chance.

“She has her way of managing (and) running the affairs of government. Pagbigyan natin siya. Let the investigation run its course. Alangan namang lahat ng mga pakikialam, pagbibigyan. Let her run the government,” he said.

Ermita denied rumors that he has resigned.” I have not offered to resign. I am where I am.”

He also denied that other Cabinet members have submitted their resignations.

“The reports are only to show that the administration is in disarray at nagkakagulo na kami,” he said.

Ermita denied reports that he was behind the alleged payoffs last Oct. 11.

“I was not there. I was in my office. And I didn’t even see them (local government officials) come in because from early about 8:30 a.m. I was in my office and we’ve been having meetings,” he said.

ABS-CBN News, quoting a source, said President Arroyo, Ermita, senior deputy executive secretary Joaquin Lagonera, undersecretary Remedios Poblador and Interior assistant secretary Brian Yamsuan allegedly distributed money to congressmen and governors.

Lagonera, Yamsuan, and Poblador denied the report through text messages.

DOJ IS MUM ON PAYOFFS

The Department of Justice will just let the PAGC investigate the alleged pay-offs, said acting Justice secretary Agnes Devanadera.

“On the surface, nobody has cried bribery. So whether there is a crime or not, I don’t want to preempt the PAGC,” she said.

Defense secretary Gilberto Teodoro Jr. said the Armed Forces will stay behind President Arroyo.

“The Armed Forces is solid and united behind the chain of command and political issues like this will not affect the (performance) of their duties and responsibilities,” he said.

Marines commandant Maj. Gen. Ben Dolorfino on Tuesday admitted that the Marines are affected by the bribery issue but said that it would not be a source of grumbling that may lead to military adventurism.

Also on Wednesday, AFP public information office chief Lt. Col. Bartolome Bacarro said the bribery issue may be a topic of the soldiers in informal discussions but he said he doubted if it would go beyond that. – With JP Lopez, Regina Bengco, Wendell Vigilia, Evangeline de Vera and Victor Reyes

    Manhid o kaya ay nadala na ang mga tao. People have learned a lesson from Edsa 1 people power. A lot of ordinary people risked lives and limbs to evict Marcos who we knew then as a a devil, only to be replaced by a more devilish one, one after the other.

  4. Who says there is no public outrage? The people are not about to fill the streets to replace this immoral government. They, I guess, want to do it within the frameworks of laws and constitutionalism.

    You can bet the upcoming barangay elections will spell the same results as the last national polls. Those identified with the administration will be rejected overwhelmingly while those who sell themselves as independent or opposition will succeed.

    I am sure this latest bribery case in Malacañang will be used by many candidates in the barangay polls to discredit their opponents as recipients of bribes. Gloria’s kiss of death now extends way down to the basic units of gov’t.

    The Filipinos now ARE educated voters. That’s where it will all begin. Being proactive will come, I hope, soon.

    Well, kasalanan iyan ng CBCP, niloloko lang ang mga tao simula ng mag-thanksgiving mass si Gaudencio Rosales sa Luneta para kay Gloria sa halip na chacha protest rally.

    Sawa na ang mga tao sa kanilang pagpapabaya sa mamamayan. Wala silang inatupag kundi ipagtanggol si Gloria kapalit ng pera-pera.

    Ang maraming miebro ng CBCP ang nagsimulang tumanggap ng suhol, tanungin si Remedios Poblador na relative ni Gaudencio Rosales. Damay lang ang mabubuting mga arsobispos, bishops at pari sa mga korap justice and truth obstructionist na tulad ni Rosales at Soc Villegas.

    Wala akong nakikitang tunay na pagtatanggol ng CBCP laban kay Gloria. Kanya-kaya silang pula at puting sobre. Hindi ko na lang babanggitin si Sin, naiinis na naman ako!

    Bishop Bacani, baka iyong mga kasama ninyo sa CBCP ang dapat ay magbago at magsimula ng pagsipa kay Gloria, hindi ang mga ordinaryong tao ang dapat ninyong asahan ng galit dahil ni walang laman ang aming mga tiyan, ginutom na kami Gloria pero binubusog naman galing sa kaban ng bayan ang maraming miembro ng CBCP, governors, local officials, Garci Generals at Tongressmen.

    Dapat ay kayo sa CBCP ang magusap-usap, nakakaalibadbad kayo!

    Well, Mr Bishop, there’s probably very lil people outrage because they are all so busy trying to get their families something to eat.

    You know, Gloria may show off by distributing 500 thousand pesos in each Christmas bag to her wealthy but corrupt allies but the truth is there are 3.8 million Filipinos who have experienced involuntary hunger these past few months.

    So you see, these 3.8 Filipinos are too busy to be outraged. However, what you and civil society and the rest of the population who have the education and the means to be outraged can do so at anytime. Why don’t you go do it?

    How true is the report that two million Marcos loyalists led by Cherry Cobarrubias marched demanding GMA’s resignation? Kung tutoo ito, aba buti pa ang mga Marcos loyalists kayang magtawag ng ganoong karami. Did it have the blessing of Imelda who’s now close to GMA? Hindi yata dahil sila ni Cherry ay nag-split na. Magkaaway na sila ngayon. There are actually two Marcos groups today; one with Imelda the other with Cherry.

    Chi: I am really frustrated with the Philippine catholic church leaders now (including the Philippine Jesuits). Our SCA adviser during my college days at UE, each time I see him when I go home ask me “when are you coming home for good to help us here in the Phil.” He is a Columban missionary, I know he is not a party of the corruption in the church..next time he would ask me (he understands Visayan) I will tell him..pagputi ng uwak!

    Same here, Rose. I’m so disappointed with them, coming from a Catholic school doesn’t help.

    The involvement of Gaudencio Rosales and Socrates Villegas in the Hello Garci scandal was the last straw for me. We’re away from Pinas and yet we feel that CBCP betrayed us, sila pa kaya na nandun?!

    Kay Archbishop Cruz lang ako bilib, ang tanda na pero may pinagkatandaan at consistent ang banat kay Gloria.

    Tama si Pechanco. It’s the people who should ask ‘where’s bishops’ outrage’?

Outrage can be expressed in petitions calling for revisions of laws that the criminal and her minions have conveniently circumvented so she can stay in power, not really in control for she seems to be merely the front of the husband, who, regardless of whether or not he has official portfolio, seems to be running the show as in the case of the ZTE/NBN deal. Unless they do, no matter how many people’s power Filipinos do, the result will remain the same.

    Please huwag nang asahan ang mga pare at madre. Their responsibility is to bring back the people to God, who BTW can inspire people to do what is right for their country and themselves. Somehow with God by our side in fact we can be properly guided as to what steps to take to remove effectively a Satanic Advocate and a criminal from the palace by the murky river.

    Turuan na lang ng mga pare at madre na magdasal ng tama ang tao. On the other hand, kailangan din siguro silang mag-aral muli ng tamang Ebanghelyo ni Hesukristo. Mukhang nalihis na rin kasi sila. Otherwise, hindi puedeng magtayo ng sarili niyang kulto si Velarde sa loob ng simbahang katoliko. Laking kabulastugan iyan sa totoo lang.

    Iyan ang katotohanan ng sinabi ni Jesus Christ na mga propetang palso na ililihis ang mga tao mula sa katotohanan. For one thing, nobody can be saved by merely putting some money in some envelopes as followers of Velarde do. Iyan ang dahilan kung bakit siguro hindi damdam ng marami ang bigat ng kasalanang ginawa ni GLORC sa pagmudmod ng mga supot na may pera. Para kasing nagbigay lang ng abuloy sa El Shaddai!!!

    Sinabi mo pa. I was an active Catholic in my teens pero when I joined and became a leader of such organizations as the SCA and the Legion of Mary, doon ako nagkaroon ng chance na ma-obserbahan ng husto ang mga pare at madre. Nadismaya ako, and I understood why my father rebelled against them.

    I thought of looking for the true church after reading the Bible from cover to cover. Then when I was 17, I met the LDS missionaries, and I joined their church. I never regretted that decision as a matter of fact with my parents’ consent.

    I now serve as PR Director in our stake, and we have quarterly meetings to discuss the affairs of our stake. No politics, just pure Godly work, even concern for the needy in our church. Amazingly, we have very few concerns as everyone is faithful in following the teachings of the church, even the Commandments of God, and for that everyone seems to be blessed.

    It is for this reason I guess why our church in the Philippines can stand any attempt at corruption by those sitting in the Philippine government. Hindi tumatanggap ng supot ng pera ang simbahan namin. Nag-aabuloy pa nga kami through tithes and fast offerings. First Sunday of the month is fasting day in our church, and the money we are supposed to use for our food, we give to charity.

    Kaya sinong may sabing laos na ang turo tungkol sa pagbabayad ng tithings and fast offerings?! Less temptation pa iyan to accept bribes sa totoo lang. Kasi mag-iisip ka. Of course, kung maka-Diyos talaga ang isang tao, hindi tatanggap ng perang marumi at galing sa isang kriminal!!!

    Akoy na-aawa sa nangyari kay Erap. Wala akong naririnig o nababasa na ganitong mga pangyayari noong siya ang Pangulo pero pinagtulungan siya ng mga taong akala mo sila ang pinakamagaling magpatakbo ng isang Bansa. Pero anong ginawa nila bawat isa sa kanila ay kanya-kanyang style sa pangungurakot. Kahit harap-harapan na ay ayos lang sa kanila. Binayaran nila ang mga General, ang mga Justices, mga Pari para maluwag nilang magawa ang mga katiwalian nila. Kung sinasabi nilang si Marcos ay isang masamang Pangulo, palagay ko walang mas masama pa kay Glorya. Bayan ko gumising ka na!!!!!

That explains why you don’t need other people’s help ’cause you invest your members’ money in business. Please don’t be offended by my question.     yuko: ang naobserve ko dito sa States..the line is clearly drawn-in the separation of the church and the state. I have been here more than 30 years and I have not seen nor heard of the President giving money to a sect..directly to the leaders..ministers, priests etc. grants the gov’t gives but they are all accounted.. Si gloria- ay tunay na macapal-gal. Tama ka the mission of all churches is to bring people to God..what frustrates me is dapat religious leaders should live gospel to life; life to gospel. I admire St. Francis “one should be a witness of his faith..and to his fans he says “preach, if necessary use words.” yon ang hinahanap ko sa mga religious leaders..be an example. Quite frankly, I don’t see that in the many priests or nuns of the catholic church in the Phil. I don’t believe in the “means justifies the end” kaya asar ako sa sagot na “ang tinatangap na pera na binigay ng palasyo ay ok lang tanggapin kung gamitin sa mahihirap” ang ibig bang sabihin- puedeng tanggapin ang pera (kahit nakaw) at ibigay sa mahihirap? hindi ata tama..

    Will somebody please send Bishop Bacani a video or news clippings of that aborted 1,000,000 strong planned Protest Rally last year at the Luneta… which the CBCP watered down into a Thanksgiving Prayer Rally after they had a breakfast meeting with The Woman… and where “donations” were passed around?

    Time to do something more than just spout words of puzzlement, dear Bishop. Redeem yourselves.

    Hinahanap ng isang bishop ang galit ng tao? Sa totoo lang naghihintay lang ang mga tao ng mga tradisyunal na mamumuno (isa na ang CBCP dito) para tuluyan nilang maipakita ang kanilang galit. Por dyos por santo, wag na tayong maghintayan pa, wag nyo sanang asahang ang common tao pa ang mamuno…simulan nyo at maaasahan nyo ang positibong reaction ng tao, kasama na ang inaasahang pagsawsaw ng mga papapel na politiko, militar at elitista, hehehe…

    Ang hirap kasi sa Pinoy, tayo e may pagka-sigurista. Hinihintay muna na makaamoy ng tagumpay bago kumilos. Paminsan-minsan, sumugal naman tayo. Kaya tayo di umaasenso, matindi ang fear natin na mawala ang hawak na natin. Ayaw nating sumugal. Dapat marealize natin na habang tayo ay nagpapakiramdaman, lalo lang nating binibigyan sina Gloria at kanyang mga kampon ng pagkakataong maka-iwas pusoy para lalo pa tayong magago. Alam nila ang weakness natin kaya dapat sorpresahin natin sila para di na makaporma pa. Strike while the iron is hot.

    Sabagay, pinakamaganda sana kung makakamtan natin ang pagbabago ng di dadaan sa EDSA 4. Pero sa klase ng diskarte at attitude nina Gloria at kanyang mga kampon (sementado sa kapal ang mga mukha), ang dapat sa kanila e golpe de gulat.

    I had hoped that the new man at the Defense Department, Secretary Gilbert Teodoro, would have an impact on reforms in the military. He seems like an educated fellow. But he is starting to parrot the same monotonous refrain of Esperon.

    “The AFP is united behind the chain of command,” he says.

    Mr. Teodoro should not forget that the ultimate source of the chain of command is the public. And it is clear as day the public did not vote Gloria into the presidency.

    i was able to watch a tv show a long time ago where on this channel, a priest is arguing about the stand of the church against contraceptives. then when i transferred to another channel, another priest was there, decrying the state of philippine poverty where parents cannot feed their children and send them to school because of too many children in the family. what an irony!

    Explosion rocked Glorieta Mall 2 at 1:28PM Manila time. Initial report said that the explosion has been caused by an LPG. It was Leah Navarro whose sister, Leanna Navarro was at the site when the explosion happened gave the first interview to Tony Velasquez of ANC/ABS-CBN Global transmission.

    There were already 6 dead and more than 50 injured as per information given by Red Cross to NDCC Head Dr. Anthony Golez.

    The police are still determining the cause of the explosion with sniffing dogs.

    The outrage had been there a long long time ago, dear Bishop. The public in fact took to the streets, not once but several times. What did you and your CBCP do? You watered down the anger and the momentum of that outrage.

    Now you ask where it is? Just exactly what is it that you want the public to do? How do you want the public to express that outrage?

    Didn’t you and the bishops dissuade the protesters from taking more drastic action? Didn’t you and the bishops say that you preferred getting rid of a “President” through the constitutional and legal way? Through an impeachment? Well, we tried that route thrice. So where are we now?

    And now that the public reaction seems muted to you, you want it expressed more? How? Please tell us.

    Assuming that the public outrage is that muted and you are outraged, what are you yourself going to do about it? You are a citizen. You are a voter. You have representatives in government. You voted your Senators, your Congressman, your Governor, your Mayor and your Councilors.
