A rat of an officer

Update: Hearing on confirmation of Martir’s promotion to brigadier general was deferred to January 2008.

Tomorrow, when the Commission on Appointments Defense Committee meets, on the agenda is the promotion of Col. Jonathan Martir to brigadier general.

Friday last week, Malaya’s editorial, “Toadies crawling out of the woodwork” was about Gloria Arroyo’s lapdogs in frenzied competition proving what they can do to be promoted to chief tuta. That’s why we have NCR police chief Geary Barias proudly bragging to reporters how he manhandled Sen. Antonio Trillanes IV and other Magdalo officers after the Manila Peninsula standoff.

And of course, Martir didn’t want to be left behind. Malaya’s editorial said, “Martir pulled a macho stunt at the Pen. He manhandled Sen. Antonio Trillanes IV and some members of the Magdalo group while they were lying face down on the floor with their hands cuffed. Asked by a member of the CA from the House why he did so, Martir answered that Trillanes and his companions “deserved it.”

Who is this Martir? He is known in the military to be very close to AFP chief Hermogenes Esperon.

Sources in the military don’t paint a respectable picture of him. I have been provided documents that he was AWOL (absence without leave) for more than two years and yet when he came back from the United States, he was neither reprimanded nor punished for it.

Available records in the Philippine Navy and the Bureau of Immigration show that his authorized leave number only 195 days. But he was absent from service for 945 days.

A brief on Martir that we got says, “Records bear that Col. Martir left the country on five separate occasions, in 1994, in 1997, in 1998, in 2002 and in 2003, all without the necessary travel orders required by law for military personnel and in violation of the Articles of War (A.W. 62).

“On four separate occasions, he had exceeded his authorized leave – most significant of which was when he exceeded his leave by more than a year or 477 days to be precise, and, yet, the Corps never, in any of the cases,mentioned declared him AWOL or dropped him from the rolls as deserter, much less, have him investigated on his unauthorized absences.”

From comments in my blog of people who know him, one can have an idea of Martir’s character:

Juggernaut, who had interacted with Martir when the latter was a tactical officer, said: “He mostly kept to himself, a very mysterious character. One thing you can’t miss is the way he strikes a pose in uniform in public, almost contrived or choreographed (he still does, funny, old habits never die). The battalion he handled probably had the most gruesome “hazing” cases at the time.

On his manhandling of Trillanes and other Magdalo officers, an officer texted me, “Not surprising, for a wife beater.”

Another Marines officer said, “Let him be assigned to Mindanao. Iiyak yan. He is known to shoot only at target papers. Takot yan sa kalaban who could shoot back at him also. Behind his back, he is the butt of jokes among Marines.”

Another related an incident when Martir had a tiff with another officer from Iloilo. A third officer was trying to appease them but Martir would not be contained. He was really raring for a fight. So the peacemaker left. Left alone to fight the Ilonggo officer, Martir ran away.

One of the detained officers in Camp Capinpin told me that Martir talked to him and offered him a deal in connection with the mutiny case related to the February 2006 alleged plan to withdraw support from the bogus Arroyo presidency. The deal was: Pin down Maj. Gen. Renato Miranda, Col. Ariel Querubin and the other top Marines officers and I’ll dismiss the case against you. The officer declined. He told Martir, “Only rats do that. I’m an officer.”

Many I talked with mentioned about Martir’s “dark streaks.” Maybe some of those might be raised during his confirmation hearing. He will have a chance to deny or clarify them tomorrow.

Trixie Angeles, lawyer of Capt. Nicanor Faeldon, who is the object of a military manhunt after the Nov. 29 incident, is confused about the conflicting statements of Gloria Arroyo and Esperon.

Angeles said, “Esperon says that Capt. Nicanor Faeldon and other allegedly fugitive members of the November 29 group are not threats.

“Yet, Mrs. Arroyo has been cited as saying (in her Cabinet teleconference from London) that for as long as there are fugitives from the Manila Pen incident, they remain threats to her leadership and the public safety. Malacañang has approved a P1 million peso reward for information leading to his capture. A joint task force has been created with the AFP and PNP joining forces. The Coast Guard has been called in and SouthCom is on the alert for him. It’s a manhunt and the net is spreading wide.”

Angeles said this only indicates that “clearly someone is feeling threatened.

“Perhaps it would be appropriate to call Mr. Esperon to this one fact: Capt. Nicanor Faeldon is no hardened criminal. He is not a murderer nor a rapist nor a kidnapper. Unlike others with bounties on their heads, Capt. Faeldon’s alleged crime is to dissent from this government’s continuing illegitimacy and rampant corruption.

“Yet Malacanang still holds out that one million peso reward. Could it be that they — Mr. Esperon, Mrs. Arroyo, Mr. Razon, et al — believe that telling the truth in times like these, is a dangerously subversive act?”

    Col Martir knows that in this evil government, the only way to reach a higher post is to lick the ass of gloria by showing no mercy to those against her and to even act beastly by kicking an “enemy” when he can no longer fight and already downed. That’s the best chance for him to transmit and impress gloria that he also possess the Assperon kind of canine loyalty. Gloria is watching and she needed those kind of beast and so maybe in the not so distant future he will be richly rewarded. That’s the SOP; officers in the military and police get their promotions not because of service to the country and people but due to their personal loyalty and service to evil gloria.

    Promotion of col. Martir to BGen is a mockery to the military hierarchy and really a shameful decision.

    Military records of col. martir proved that he is not competent to be promoted as BGen., and it will give a wrong signal to other brave and bemedalled military officers still awaiting their promotion.

    We need to change the AFP now to Sandatahang Pakapalan ng Mukha ng Pilipinas. Bata-bata system.

    We call the ATTENTION of our Honorable Senators not to confirm col. martir for his new promotion, instead assign him to Mindanao so that the abusayaf bandit teach him a lesson to be a good and honest soldier.

    I’m sleepy now but since i’ll try to smell fresh air again in Ellenville, shocking…col. martir is in the front page headline, promotion is a hand…as BGen, yaks another General Problem will be added from the stuff of Asswperon collections.

    I notice you don’t blame the NPA at all for the murders. Don’t you think they had SOMETHING to do with it, since they pulled the trigger. Besides that is why it is called “unilaterial” ceasefire.

    Likewise when Trillanes et al screw up big time, why is it the govt’s fault all of a sudden for protecting “the State and the People”–That by they way is what the Constitution says the Military is supposed to protect.

    He doesn’t deserve to be roughed up. He deserves to be put in Muntinglupa and the key thrown away until he grows up and quits being such a cry baby.

    I voted for Trillanes and I support what he did at the Manila Pen that is to rid the country of an illegal and corrupt president.

    Rule of law should start with respecting the Constitution. You, yourself, DJB said that Davide was wrong in administering the oath of office to a power grabber.

    The people tried all legal means to correct that violation of the Constitution but Gloria committed more violations of the law just to protect her stolen power.

    As John F. Kennedy said, “Those who make peaceful change impossible makes violent change inevitable.”

    I agree that Angie Reyes is a rat and not just a rat but the most famous of them. But you forget or maybe you don’t consider that Gloria is the biggest rat of them all. Add Assperon, Garci, et al and you have a team of the most voracious and insatiable rats led by Gloria of course. Every time she trampled upon the constitution, she is “ratting” on the people. When she cheated her way into the presidency, she also ratted on the people by stealing a mandate that doesn’t belong to her. Every time she steals she becomes a bigger rat.

    What I fail to see is how Trillanes be called a rat when what he is fighting is for good government and for the people. He maybe young, impatient, aggressive and with a temper, but calling him a rat just doesn’t fit into his character and personality.

    When you are called a rat, you are a traitor, and fighting an abusive corrupt and evil government is not being a traitor. Maybe you called him a rat because he doesn’t toe the line of Gloria. And by the way, the constitution says the military is a protector of the citizenry, but during these dark times the military is acting more as personal bodyguards and protector of Gloria and not for the people. That’s how Gloria “ratted” on the people and the country as a whole.

    I hope somebody can sneak in a rat poison so that all the cheating, lying, stealing, killing and all the mess she created be put to and end.

Basically, a “rat” is someone who sells out his comrades, or in academy parlance “SQUEELS.” In this case, we have someone who “squeeled” on his mistah, his underclassmen, and even his commanding officer – for what? A promotion? Don’t forget cash reward! If you look at Martir’s backgound, everyone in his family is comfortably relocated in the US of A already. He’s had extended mysterious junkets in the US before but the government is willing to close their eyes on this – why? Another Tabako being groomed?

    of thousands of bad Frenchmen. His tyranny was short
    lived, but he terminated people masquerading as angels.

    The Philippines now need a Robespierre even if only
    for a year so people the likes of good christians and
    upholders of the perversed rule of law can be
    terminated. I am a lone man Mr. Bocobo, I have no brother or relatives in the military or the NPA. Not a single stolen centavo flows in my vein. If Trillanes IV can be a Robespierre so be it. Mock him to high heavens.

    Was it a case of government protecting “the State and the People”? Or, was it a case of the government protecting itself from its very own people?

    Sadly, I see a government whose ideals and aspirations are so detached from those of the people it is tasked, not merely to represent but, more so, to embody. I would be very happy if I were alone in seeing the government this way.

Can you also provide us all the real estates both owned in the Philippines and overseas. I heard they’ve real estate properties in San Francisco. How many bank accounts, including Iggy’s Jose Pidal, German bank accounts, et al. I understand, it’s in the impossibility to locate where they hide their stolen loots, perhaps we will never know in our life time. Aren’t all govt officials are obligated by law to file each year all their assets and how much they’re worth to the ethic committee? It would be great also, to find out how much whore Gloria was worth before she illegaly stole the Whore House (formerly Malacanang Palace)… I was in a heated exchanges with some friends about whore Gloria the most corrupt President, I was asked to define how whore Gloria got rich while in the whore house. Do you’ve hard evidences, I can use? It will be much appreciated. Maraming salamat!

    I paid a visit to some friends in Crame this afternoon and heard that the senator and general are in good hands. The brothers of the long gray line in the police are making sure they are treated well. Their thoughts are the same, the senator should have been allowed to function as a full senator, GMA should honor the voice of the 11M who voted for him and 11M is no joke. Though most sympathized with his cause (our cause), they do not agree with the method.

    For me, whats important is that Sen. Trillanes and Gen. Lim still have the respect of their peers, our prayers and continued support are much appreciated.

  41. I found out some bad news also, my foster father is a very close friend of Mr. Pidal. I will be seeing him sometime next month on his birthday, Mr. Pidal will be there of course, I will go, its my first time to meet him face to face, hope I can squeeze in some questions.

    He has a guts to put it in reality rather than to talk endlessly without concrete result in all our grievances and frustrations in the present policatal crisis and bickering in our country.

    AT4 is not a rat of an Officer like the one you mentioned, he really loves our country most, and he don’t mind if his life will be the sacrificed for the removal of illigitimate President you admired and supported till now.

    What has Jonathan Martir done for the Marine Corps? Practically all of the Philippine Marines’ technical innovations were initiated by him. Among other things, he standardized the design of armored gun trucks for convoy protection, designed the Marine Corps Scout Sniper Rifle, built the silenced special operations version of the M3 submachine gun, developed the Night Fighting Weapons System, brought back to life the Corps’ LVTH6 vehicles which are the largest and most powerful armored vehicles we have, implemented weapon and mobility upgrades for the armored vehicle fleet, resuscitated those amphibious trucks that are used in disaster relief, put together the only functioning anti-aircraft assets of the AFP, recovered from the scrap yard and rehabilitated derelict artillery pieces and other armored vehicles, all at low cost and resulting in substantial savings to the government. That’s him. Instead of whining about his men not having proper equipment and blaming someone else, he does something about it.

    It is unfortunate that people can be so gullible as to fall for an obvious smear campaign. People here don’t seem to want to know the facts and accusers here don’t have the balls to man-up and say their claims face-to-face.

It’s sad that even something so basic as keeping military equipment in serviceable condition is something personality-driven and not something the institution can deal with on its own, without someone willing it to happen. You’re saying Martir can do it, but you doubt if others can. Well, speaking of longevity, it’s been two years now for the LVTs and counting, they’ll actually be adding more. The V150s with their new engines will last a long while, they just got the upgrades a year ago. Say, another 10-15 years? The armored ambulances and the mortar carrier made from salvaged old hulls are on the way (one is already operational), with proper care those will last. The sniper rifles have been very effective force multipliers, not to mention cost-efficient. When those wear out the Corps is now aware of what they can do and will want to retain that capability. Thank Martir for reviving the sniper program.

    Since you admit that what he did can’t really be replicated, I guess you are admitting that he’s really a credit to the Corps, since apparently no one else has done what he did and you doubt if anyone else coming after him can do the same.

    Yup. The interesting thing about the BGEN Martir is that his achievements and good works are actually having a ripple effect. Even the Philippine Army is starting to think about how it can replicate what the Marines have been doing.

    At first, they thought that Martir’s men recieved an influx of funds. Not so — they just used their heads and did their jobs.

    The navy initially thought that it would cost millions to revive the LVTH. Martir did it in less than a 100K, and brought teeth back to the CSSB.

    A bunch of Oto Melara 105mm pack howitzers were due to be returned to GHQ AFP because they had been declared “beyond economical repair”. The general didn’t buy this story and went to the navy warehouse. Lo and behold, there were enough spares and parts there to put an entire howitzer package together — it just so happens that the AFP’s record keeping was so shoddy, no one knew it was there.

    Now . . . the Army is starting to think in terms that Martir started.

    No doubt that BGEN Lim was a very promising leader. Nevertheless, the fact remains that he has been involved in mutinous acts on a number of occasions. Despite that fact, he managed to become a general. That would be unheard of in other countries that truly follow the rule of law.

    Your document merely focuses on recent events. You seem to have forgotten that BGEN Lim was also involved in the 1989 coup. The Manila Penn incident simply shows that Lim has a long history of not following the chain of command. Despite that fact, his behavior was tolerated — and was allowed to repeat his past deeds.

    If there is any act that puts the Philippine military in a bad light, it is the fact that this man was allowed to get away with mutiny. Of what value is the chain of command if violators can get away with just push-ups?

    What military promotes people who can easily forget their oaths?

    That’s the kind of disgrace that would drive people to re-think their careers.

    Big deal! I once had a subordinate who was a college dropout, he tinkers with electronics, mechanicals, hydraulics so I promoted him to maintenance foreman and hired people to support him. Within 4 months he had restored 80% of previously unserviceable equipment and designed a maintenance program that stayed on until the present. I even had him and his group trained in Japan for our Computer-controlled machines (semi-robots). Saved the company millions. I didn’t even have to promote him to a position anywhere near a BGen.’s (in terms of private enterprise ranking) because he knows his men are as capable as he is.

    What I’m saying is, if you’re confirming that Martir is all we have, then God help our AFP! It’s shameful that you even consider those achievements meritorious.

    The organization’s long history of failures in maintenance has always been blamed on lack of funds but since you have generals who steal your budget and live the lifestyles of the rich and famous, and you do nothing (or maybe just wait for your turn), you only have yourselves to blame.

    The union president in my company would immediately call our attention once signs of backsliding appear. We kick out our under- and non-performing managers without hesitation.

    We don’t give undue credit when someone does the job he IS expected to do in the first place.

    The CSSB provides equipment and men to the field units for their needs. The specifics of how that equipment is used (e.g., how ammunition is stored, how often the ammunition is rotated) is the responsibility of the field units. If the battalion did not follow established procedures on equipment maintenance or ammunition monitoring — then that is not BGEN Martir’s fault.

    Normally, I wouldnt even be tempted to answer the two presumable gentlemen who are defending Martir. Nevertheless, I’m a bit put off by the thought that (at least according to the two gentlmen) for Mr. Martir and his ilk, patriotism cannot admit of the idea of removing a government that has turned against its own people. While I would admit that it is merely their opinion and as such entitled to it, such a belief leads to self-destruction, especially when acted upon with the full weight of the might and main of the State.

    The Constitution in fact, put in the Bill of Rights precisely to safeguard the citizens from unecessary and unjust State interventions and actions. To refuse to claim those rights or to allow those rights to be trampled upon is suicidal. When the dissenters took to the streets, they were merely claiming their rights as citizens and fighting for those who could not be there.

    Political dissent serves as a pressure valve on a society much put upon by poverty and injustice. The likes of Martir, et al, serve only to shut off those valves by punishing legitimate dissent, in full service of their dubious authority, Mrs. Arroyo. The more people like Martir we would have occupying policy positions in government, the more oppresive we can expect it to be.

    Martir’s achievements stand for themselves. From his time with the naval staff, when he headed the team that finally brought the PN and PMC to the Web, to his efforts to improve the capability of the PMC — which is spawning initiatives in other services.

    The scholarship to West Point or Annapolis also meand you have to serve the AFP after graduating for about 8 years before you can leave (resign, whatever). So far, I’ve known two officers one from Annapolis and another from West Point who actually left the service 9 years into the it and joined the private sector. Gen. Lim was too busy in the field to think about other things, too focused on his job. He listens to his men, tries to know what they need, the reason for his actions – he knows the realities on the ground.

  121. In 1998, a Filipino nephew of mine (who holds double citizenship) wanted to enter the PMA and am certain he would have made it, (no less than PMA supt at the time assured me that my nephew will be able to make it) entrance exams and all — but I strongly discouraged him.

    I told him that he would only be frustrated with a military career in the AFP; that if he really wanted to be in the armed services, it would do him well to join the US Army instead even through the “small door” (I believe he tried West Point but failed). He joined the US Army just the same and went through the officers training program (but don’t know where exactly) — he’s now a US Army junior officer and had done a tour in Afghanistan.

    He came over for a short visit before the last Summer holidays — and says that with the things he’s been hearing in RP, he was glad he followed my (and more importantly, my husband’s) advice to join the US Army instead of the Phil Army.

Upon the suggestion of one of the posters here (buhawi was that you?), did a bit of research and I found at least two people who say that Martir attempted to suborn perjury in relation to the February 2006 incident. One officer was charged with an offense he did not commit, courtesy of Mohan’s “friend.” After which, he was allegedly approached by Martir and offered exoneration in exchange for damaging testimony against Col. Ariel Querubin. He was told that the testimony need not be true.

    Scuttlebutt is loud that Martir saw the 2006 incident as a means of pulling himself up by his bootstraps. Took a close look at the affidavit he submitted as his testimony in relation to the 2006 incident and noticed that his allegations were most damaging to those he considered competition. Even more interesting is that his “testimony” is uncorroborated. He implicated people like Gen. Renato Miranda and Col. Jojo De Leon, both of whom were instrumental in resolving the crisis at the time. Col. De Leon was even given a citation. Both are now in jail courtesty of Zanuck’s “friend.”

Hindi sya “nakisama” as if toppling the government and getting a lot of people killed in the process is something buddies do for kicks. He fought Lim and company in Makati in 1989 as one of the Marine officers loyal to the government. He was a spoiler for the unrepentant plotters again in 2006, and the same again last November. A little honesty, people, that’s why you’re gunning for him. Miranda, De Leon, Lim and Querubin aren’t innocent. They were plotting to overthrow the government. Otherwise why would you consider them heroes and “true patriots”? What did they do to deserve your adulation? Get fired? They were launching a coup and got caught. If a soldier want to involve in politics they need to resign their commission or the active service and leave the military core value with honor and dignity.     Soldiers be personally held responsible for all of their actions, in all countries, at all times and places, for the rest of your life. “I was only following orders” is not a defense.

    If you are ordered to violate Article 3 of the Geneva Conventions, it is your duty to disobey that order. No clarification, whether passed by Congress or signed by the president, relieves you of that duty. If you are ordered to violate Article 3 of the Geneva Conventions, this is what to do:
    1. Request that your superior put the order in writing.
    2. If your superior puts the order in writing, inform your superior that you intend to disobey that order.
    3. Request trial by court martial.

    Perhaps it will clarify matters if our positions are clarified, GMA is the fraud, she won the presidency by cheating, so by all intents and purposes her regime is “unconstitutional” and their control of the numbers in congress assure their protection. If all goes as planned, Martir will have his wish, the same way Esperon did, because they hold all the aces.
    If you’re familiar with companies operating globally, you’ll know that its possible to travel to and from any country on a weekly, even monthly basis, my area happens to be SEA (South East Asia).
    And as for “toting firearms” don’t let that frighten you. These are soldiers, the only way they can make a stand is to be in full battle gear, without it, they feel naked. They were made this way. Notice there were no collateral damage from their end in both instances, during the Manila Pen incident though, it was the government forces that made all the damage. Believe in what you want to believe, nobody here is forcing you, thats the essence of democracy. We ate just like-minded individuals who have a common belief and a common goal, find your own niche if you like. Here we feel secure in the belief that we can talk freely to each other without someone selling us out, or using what we say in affidavits against us.

    The US military is a whole different story altogether. Please look at the microlevel, you have soldiers in the field, cooking their food on stones with firewood, consisting mostly of a very nutritious meal of rice and sardines. For water, they get from the river somewhere so amoebiases or diarrhea is common. Then look at the tattered uniforms, combat boots, kevlar helmets that are as good as styropore when shot at (kung may kevlar), and mortar rounds that don’t explode. Look at the US troops, K rations pare, with portable water filtration systems, sa Iraq nga they spend millions of dollars just for food, add all the support systems. I have friends in the US Army and Marines, its a whole different ballgame. Here, the squad leader, the platoon leader, the company commander, bottomline, the officers must fight for supplies for their men at the risk of court martial. I have lost friends who conveniently committed suicide daw because they dare question superior officers’ use of finances or being involved in smuggling.
    Any officer worth his salt (with the exception of Martir) will value the welfare of his men and not just promotions or medals.

    Jug, K-rations are from World War 2, I guess you need your facts updated. It’s MREs since 1983, and before that C-rations. K rations were issued only up to the Korean War (barely). You should know that.

    The difference between a lot of other officers and Martir is that while other officers complain about shortages and malfunctioning equipment, Martir makes sure of his unit’s supplies and actually checks weapons, vehicles and ammunition to make sure they function properly. A good officer, instead of whining about what he doesn’t have and then crying at funerals, does his homework and innovates so his men don’t die. That’s why as a battalion commander Martir had running vehicles while other officers who considered it too menial to be concerned about vehicle maintenance would complain about what the government was not giving them. While others would just complain about not having armored vehicles, Martir armored his trucks and Humvees with metal from scrapped tanks, again so his men don’t die. Looking after the welfare of your men is not about toppling the government. If you are already a brigade or regiment commander, or a Marine Commandant like Messrs. Querubin, Lim and Miranda the ball is in your court already. You really have no one else to blame for the institution failing your men, you’re already at the top of it. While on the subject of the welfare of the men, I wonder if Querubin and Lim ever shed a tear for any of those killed in their 1989 coup. The fact that they tried to fool their men into joining yet another foolhardy expedition speaks volumes about their concern.

    I don’t really know because I wasn’t there. I’ll tell you this though. 2001 was more in keeping with the spirit of civil disobedience than any of the recent attempts. If you remember, the officers who went there did so specifically unarmed. That was their gamble. If Estrada had asserted his presidency and ordered them rounded up they were going to accept the consequences and not fight it out. Unfortunately for Estrada he didn’t assert his powers, lame excuses to the contrary notwithstanding. If he did assert his presidency he would have had to find officers loyal not to personalities but to the Constitution, someone like Martir. Too bad for Erap he blinked and resigned.

And, you don’t have this “unmistakable grammatical errors” normally found in the written communications of people in the military (too good grammar), and, you have this habit of answering on a “per point” basis. One question that came out was, if Martir was able to prevent deaths with his re-armored vehicles why all the deaths recently (ambushed) and what good are these vehicles in the terrains they operate in?
